WITH SECTION 3319.171 OF THE OHIO REVISED CODE AND THE ADMINISTRATOR REDUCTION IN FORCE AND ADMINISTRATIVE GUIDELINES. It was moved by Mr. Steele, seconded by Mrs. Yingling, for the Board to approve the following Resolution.

WHEREAS, the Mason City School District Board of Education (hereafter the “Board”) has received a recommendation from the Superintendent of a reduction in force in the administrative staff due to financial reasons; and

WHEREAS, the Board has determined that a reduction in force in the administrative staff is necessary as a result thereof in accordance with the provisions of Section 3319.171 of the Ohio Revised Code; and the Administrator Reduction in Force Policy and Administrative Guidelines; and

WHEREAS, the Board has complied with all applicable requirements of Section 3319.171 of the Ohio Revised Code and the Administrator Reduction in Force Policy and Administrative Guidelines and has provided timely notice to the affected member whose contract of employment is to be suspended.

NOW, THEREFORE, BE IT RESOLVED by the Mason City School District Board of Education as follows:

SECTION I The following employment contract shall be suspended indefinitely, effective the final contractual day of the 2012/2013 school year as a result of financial reasons in accordance with Section 3319.171 of the Ohio Revised Code and the Administrator Reduction in Force Policy and Administrative Guidelines.

None XX. LEGISLATIVE UPDATE

Mr. Steele The Governor presented his proposal and the House passed a bill with significant changes to the Governor’s proposal and now the Senate is working on its response. The Senate expects to wrap it up in early June and then it will head to the Conference Committee to work out any differences. The Voucher expansion does not appear to be included in the Senate version and the funding is similar to the house version. The General Assembly is also working on the “Columbus Plan.” This is similar to the Cleveland Plan that was passed about a year ago. It seeks to address challenges that are present in Columbus. The agenda items include granting some leeway to the Mayor, the same as in Cleveland, and expansion of community schools. It will be interesting to see if that approach will take a similar approach in other cities.

XXI. ADMINISTRATOR COMMENTARY

Mrs. Carson This is a busy and exciting time for our students who are getting ready to graduate this Sunday. It is also an exciting time for us to celebrate a distinguished alum. This Friday, May 31st we are going to have several celebrations of Les Spaeth, who has been a long time member of our community. He graduated from Mason High School in 1942, promptly served his country in the military in WWII, was one of the first volunteers for Mason’s Fire Department, and served as a member of Boys’ State, helping get that established in Ohio. We are thrilled to be able to honor him as our 4th Distinguished Alum. He will be speaking at commencement on Sunday. You are all invited this Friday night to a special celebration for him that the Mason Schools Foundation is hosting in his honor. We are looking forward to honoring him along with his family and friends.

Dr. Kist-Kline Graduation is a culmination of all of our students’ achievements starting at Kindergarten. It is wonderful to see the high level of learning that is happening all the way through the schools. Wanted you to see the innovativeness and great work that we are seeing in our classrooms every day.

XXII. BOARD COMMENTARY

Mr. Steele Students sharing what they are doing in the classroom and recognizing the achievement of students is a highlight for all of us. Hearing about things that are going on in the classroom, the piece of the equation that we seldom see, is incredible and I really appreciate having the opportunity to witness that and seeing a little glimpse of the incredible work that our educators, students and parents are doing in the district. Thanks for inviting them and thanks to everyone for coming and thanks to Kindergartners in Mrs. Motz’s class for sharing their work with us.

Mrs. Allen Congratulations to Zoe. She is so impressive and I have a feeling that we may see her again next year. Congratulations to the Chess Team for their wins and accomplishments. I agree with Matt. It is great to see the students come in and be able to see a little bit of what is going on in the classrooms and that the kids are really a part of that. It is not just the teacher teaching a different way; it is the kids actually physically learning in a different way. I appreciate them coming here also. Thank-you.

Mrs. Yingling I have to agree. I am very impressed with what our kids and our staff are able to accomplish. I feel blessed that we have a staff that is embracing technology and innovation. As a District we are very fortunate that we are able to have those things for our kids. I strongly believe that technology is a key to our future and I think it is a definite advantage that our kids will have into their future. I am appreciative that everyone embraces that and uses what we are fortunate to have.

Mrs. Culbertson It was exciting to see such a broad spectrum of the excellence that is Mason Schools. From the Kindergartners’ presentation to the seniors on the High School Chess Team. I also appreciate the courage and passion of the students that came forward in support of Steven Branch. That is not an easy thing to do. We recognize the work that he has done and what a fine individual he is. We wish him success in his future endeavors. It was a very difficult decision, but we are in a different time.

I want to let you know that I do not intend to seek re-election. Today is Molly’s, my youngest’ s 22nd birthday, and she was 2 years old when I was first elected to this school board. So it seems to be a good time for a shift in my personal focus. This will be my last year on the school board. It has been truly rewarding. I encourage anyone who has a passion for education to get on the ballot.

Mr. Wise I like the rhythm of the student recognition. We need to not only recognize the individual student but also send a message to lots of others that we do value and are in touch with the great things that they are doing. Zoe Thatcher is a top rate young lady as well as a phenomenal swimmer. I would expect that at some point she may have the distinction of being Mason’s first Olympian. That will be Rio in 2016 and I am sure that is on her sights. Congratulations to the Chess Team and all the adults and parents. We appreciate the leadership for that. The student presentations were great and I appreciate them. There is nothing better than Kindergartners; they all spoke very well.

I want to make a few comments about Mr. Branch. For some time now the District has been going through reductions. The decision was made, which was reasonable, to go from two auditorium managers to one. That is very consistent with some other very difficult decisions that we have been making across the District. While it is certainly true that Mr. Branch has touched many people, I want folks who are very close to that decision to know that it was not made without many iterations of options that were considered. While none of us are pleased with the decision, we also want to be expedient so he can find a path for himself. A one year would be very difficult. The realities of moving on with your profession are certainly evident and to do that would probably not be in Mr. Branch’s best interests even though I am sure that he would love to spend another year with our students. So I just want to reiterate that the Board has seen all the options that many people have gone through and it is just an illustration of the difficult decisions that we and many other schools are faced with right now. We certainly regret it but we wish him the best and want to do all that we can, including using the positive testimonials that we received to make sure that other schools see the benefit that he could bring to them.

PUBLIC PARTICIPATION AT BOARD MEETINGS KD All meetings of the Board and Board-appointed committees are open to the public. The Board encourages community input during the “Hearing of the Public” section of all regular meetings. In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of 30 minutes of public participation may be permitted at each meeting. Community participation at a Board meeting is limited to the “Hearing of the Public” portion of the meeting. The Board will not deliberate or decide any issue during the “Hearing of the Public” section. Each person addressing the Board shall sign the attendance sheet, and complete and return a “Request to Speak” form. Each person is allotted three minutes until the total time of 30 minutes is used. If three minutes is not sufficient, the person is encouraged to put his/her thoughts/comments in writing to the Board Members. The period of public participation may be extended or reduced by a vote of the majority of the Board, present and voting. In order to prevent disclosure of students’ or employees’ private information, the Board will not allow any complaints about specific employees of the district in public session. Agendas are available to all those who attend Board meetings. The section of the agenda for public participation shall be indicated. Noted on the Hearing of the Public Request to Speak form shall be a brief summary of the Board's guidelines regarding public participation at Board meetings.
