Message from Program Chair

The two-year master’s program in urban infrastructure was first of its kind in

the country when introduced in 2005. Over period of time, CEPT has mentored

development of similar courses in other institutes. The graduates with their

unique strength of bringing together spatial, institutional, technical, financial and

stakeholder perspectives in urban infrastructure planning and service delivery

have received admirable response from professional and research organizations

in India and abroad. The program is recipient of prestigious major in WASH

supported by IHE, Delft and is member of Global Sanitation Graduate School.

Key full-time faculty members from Faculty of Planning with their expertise and

extensive work experience in water, sanitation, waste management, planning,

governance, financing, project management, environmental regulations,

environmental engineering, environmental science, smart city missions and

sanitation interventions will be involved in delivery of core courses, studios and

guiding thesis. In addition, experts from CEPT’s Center for Water and Sanitation

(C-WAS) having a vast experience in water and sanitation are involved in delivery

of courses, studio and thesis. In addition, sector experts and potential employers

are involved regularly in review of students’ work. The program aims to bring all

this rich experience and knowledge and its resources to the prospective students

interested in the field of urban infrastructure.

Program Details

Master of Urban Infrastructure

Indian cities are currently growing at a rapid rate, and are therefore facing immense

pressure for the improvement of their services and infrastructure. Without

coordination and planning for the anticipated spatial growth and densification, the

infrastructure services are neglected. Such growth areas can become underserviced

places of the cities, one from which many problems of the city stem: water, sanitation

and waste problems, uncontrolled pests, and crime due to poor access to water and

sanitation services.

To address the emerging issues of urban centres, there is a pressing need to train

urban infrastructure specialists who can comprehensively plan for city’s growing

infrastructure needs and formulate projects for efficient infrastructure service

delivery for existing areas. There are ample urban infrastructure challenges and

opportunities in terms of planning; effective policy, program and project formulation

for well-trained young urban infrastructure professionals with specific domain

knowledge. Various Government programs like Smart Cities, SBM and AMRUT are

essentially concerned with improvement of Urban Infrastructure and require urban

infrastructure professionals to plan and implement these programs.

The two-years Master’s Degree Program in Urban Infrastructure (MUI) and MUI (major

in WASH) prepares young professionals for career in one or many of these: (i) preparing

infrastructure projects for the cities and their regions, (ii) undertaking research on

policies and processes of urbanization and urban infrastructure development, (iii)

advising on governance of infrastructure projects and facilities in cities and their

regions, and (iv) preparing projects and overseeing their execution in the areas of

urban infrastructure in India as well as other developing countries. It also exposes

the students to environmental, social, political, economic and financial dimensions of

urban infrastructure development and ethical dimensions of working as professional.

Infrastructure Planning offers studios on preparing infrastructure plans at city level

and infrastructure project development. Studios also explore interdependence

between urban development and regional infrastructure facilities like Airports, Ports,

SEZ etc.

The students are trained to engage with scales from local project to city, region

and global through studio courses, theory courses, hands-on tutorials, individual

capstone project and technical guided field visits in India and abroad during summer

and winter schools.

The course structure for MUI and MUI (Major in WASH) is shown in black and blue font

respectively.

Note: Name of the program is subject to the approval of UGC.

MUI (major in WASH-Water Sanitation and Hygiene), Supported by IHE, Delft is part

of Global Sanitation Graduate School. Refer https://sanitationeducation.org/ for

more details. WASH specialization encourages and would give preference to female

candidates to apply and pursue the course. In this major, all the enrolled students will

earn a fellowship and funded thesis/Directed Research on successful completion.

Course Information

Along with the global projections of urbanization, India too, is on the forefront of

urbanization challenges with over 650 million population expected to reside in its

urban areas by 2030 from about 320 million in 2011 ((UNDESA, 2018)). This dramatic

rise in urban population is expected to increase the demand for urban services in

terms of water, energy, sanitation, mobility, social and recreational among others. The

two-year master’s program in urban infrastructure was introduced in 2005 and since

then has received very good response in terms of opportunities for professional and

research work. The program aims are to develop amongst students, an understanding of

basic concepts of institutional, technical, financial and stakeholder analysis for citywide

delivery of Infrastructural services.

With the help of various real-time problem-solving approaches in the studios, the

students during the course get exposed to a lot of hands on experience at the ground

level. The diverse course help students envisage their future roles either as consultants,

government officials, non-profit groups, development organisation representatives etc.

With its existing academia-industry relations with key leading organization and sector

professionals and alumni channels this course draws a lot of practical learning into the

classrooms.

The two years graduate program consists of a taught and a thesis research part. The

taught part is covered through three semesters, each semester of 16 weeks’ duration.

The taught part has a three-semester structure, covering mandatory subjects, studios,

electives and summer winter schools. The taught part includes lectures, studios/lab,

coursework, seminars, field trips, case studies, group work, laboratory tutorials and

discussions.

The foundation studio is aimed at developing a basic understanding of the city and

its built form and services. Through second to forth semester, the program develops a

systematic progressive understanding about Urban services, challenges and possible

solutions. In the second semester the studio and mandatory courses lead to a detailed

understanding of how city level infrastructure plans are prepared and integrated with

city wide development proposals and visions. The third semester, through its courses

and studio equip students with understanding of plan formulation process and tools

& techniques for identification of ‘projects’, the studio exercise has been designed

with city water and sanitation as the core theme. It aims to develop among students

an understanding of concepts of institutional, technical, financial and stakeholder

assessment to develop water sanitation project options. The fourth semester is dedicated

for individual thesis research in areas like blue-green infrastructure, water sensitive

urban planning, smart cities and smart services, water, sanitation, waste management

covering aspects like policies, planning, implementation, institutions, financing to name

a few.

Tutor Profiles

Anurima Mukherjee BasuAnurima Mukherjee Basu is Assistant Professor in the Faculty of Planning. She has over fourteen years of work experience in research, teaching and consultancy. She holds a M.Sc. in Economics from Calcutta University. Her research interests are on issues of governance and institutions, access and equity, decentralized planning, local economy and finance.

Anil RoyDr Anil Kumar Roy has been working as an Associate Professor in the Faculty of Planning, CEPT University in Ahmedabad since 2009. He holds a PhD degree in Urban Geography from Jawaharlal Nehru University, New Delhi, India. He was affiliated to Ecole Nationale Superieure de Paris-Belleville, in Paris. His research interests are socioeconomic analysis, impact assessment and evaluation focusing on urban and regional planning, environment and development, urban poverty, industry and environment interface etc.

Ashwani KumarAshwani Kumar is Associate Professor Faculty of Planning. He has been with CEPT University since 2005. He holds a Bachelor of Technology in Civil Engineering from Indian Institute of Technology (IIT) Kanpur and a Master’s Degree in Planning (Environmental Planning) from CEPT and has 15 years of experience. His earlier experience as ‘Environmental Engineer’ at ‘Central Pollution Control Board (CPCB), Delhi’ was with special focus on leading a team as part of a World Bank funded project.

Brijesh BhathaHe is an architect & an urban designer. He has an undergraduate degree in architecture from CEPT University and a master’s degree in urban design from UC Berkeley. Practicing since 1998, he leads an architecture firm Groundwork Architecture since 2010. He has taught design studios at CEPT since 2012 and is currently thte program chair for the Master of Urban Design program.

Dinesh MehtaDinesh Mehta is a Professor Emeritus at CEPT University with over four decades of dynamic experience in urban policy, urban planning and management for working in Asia and Africa. He was the Director of School of Planning at CEPT University in Ahmedabad from 1984 to 1992, and later the Director of the National Institute of Urban Affairs, New Delhi, India from 1992-1997. He also served as the head of Urban Management Programme at UN-HABITAT in Nairobi from 2000 to 2006. In 2007, Dinesh returned back to CEPT to pursue research and teaching.

H M Shivanand AwamyProf. Shivanand Swamy, an economist & urban and regional planner, has been an educator, researcher, policy advisor and consultant on urban development planning and management. As an academic, he has been involved in teaching at CEPT University since 1986. He has been instrumental in planning, designing and operationalising the Bus Rapid Transit System (BRTS) in Ahmedabad, Surat, Hubli-Dharwad and provided support to the Union Ministry of Urban Development in evolving planning and design guidelines for BRTS as well as in scaling up of bus-based services in various cities of India.

Madhu BhartiMadhu Bharti is Professor at Faculty of Planning, CEPT University. She is a policy-planner with more than 25 years of experience, having spent the earlier 13 years of her career at the Housing and Urban Development Corporation (HUDCO) engaged in the sector of housing and infrastructure finance. She has worked extensively on a variety of research and consultancy projects for State and Central Governments in India, NGOs and international funding bodies. She has national and international experience in various fields of urban development.

Meera MehtaMeera Mehta is a Professor Emeritus at CEPT University and has 30 years of experience in water, urban development and infrastructure finance. She served as the Director of School of Planning at the University in 1992, before joining the USAID’s FIRE Project in India, and later the World Bank and its Water and Sanitation Program in Africa. In 2008, she spearheaded the Performance Assessment System (PAS) at CEPT University. The action research project supported by the Bill and Melinda Gates Foundation focused on

Jignesh MehtaJignesh Mehta is Adjunct Associate Professor and is Program Chair for Master of Urban Planning at Faculty of Planning at CEPT University. Jignesh holds Master’s Degree in Urban Planning from University of Illinois at Chicago (UIC), USA. Jignesh is currently working on projects for improving LAP, TPS and DP mechanism in Indian cities. Also other areas of his research interest include planning for urban heritage areas, Transit Oriented Development, Form-based Regulations.

He serves as the Joint Director for the Center for Water and Sanitation and teaches courses in urban finance, infrastructure and development planning. He has a Ph.D. from University of Pennsylvania, a Masters in City and Regional Planning from Harvard University, and a Bachelor of Technology in Civil Engineering, from IIT Madras, India.

Purvi ChhadvaPurvi has over 20 years of professional experience as an architect, urban designer and educator. She has professional experience in designing institutes, housing and various urban and master planning projects. She currently partners an architecture design firm AVN Architecture. Since 2007, she has been teaching UG and PG programs in architecture and urban design at CEPT University.

Nitika BhakuniShe has a Master’s Degree in Geography from Panjab University, Chandigarh and a second Masters in Planning from School of Planning and Architecture, New Delhi. Her work of interest lies in the field of strategic planning, land use transport integration, social and environment impacts of transportation, accessibility in transportation, access audits, environmental assessments, constraint analysis, port planning and Geographic Information System.

Neeru BansalShe is a Civil Engineer and Urban Planner. She holds a PhD in Planning from CEPT University. Her interest areas mainly include the fields associated with Environmental Planning and Infrastructure Planning with focus on Environmental Law and Policy, Environmental Governance, Environment Quality, EIA, Sustainable Development, Renewable Energy and Urban & Industrial Infrastructure.

Mona IyerMona has over 18 years of experience in research, training and consultancy in water, sanitation and waste management sectors with focus on policy initiatives and project development mainly in Asia and the Pacific. She holds a PhD in Planning from CEPT University. She has been recipient of prestigious British Chevening Fellowship for Environment Management, UK and Netherland Fellowship Programme (for solid waste management) at UNESCO-IHE, Institute for water education, Delft.

developing robust methods and processes for performance assessment and improvement of urban water supply and sanitation in India.Meera is the Joint Executive Director of the Center for Water and Sanitation and serves as the Joint Project Director for 4 projects funded by the Bill and Melinda Gates Foundation in India. She is on the board of the Stockholm-based inter- governmental organization Global Water Partnership (GWP) and IRC, a global not-for-profit organization driving resilient WASH systems across the world through research and advocacy. She was a member of the working group for the WHO-UNICEF post-2015 deliberations for water supply and sanitation.She has studied Architecture and Urban Planning, and has a Ph. D. in Economics.

Rutool SharmaRutool Sharma is Assistant Professor at the Faculty of Planning at CEPT University. She has over 18 years of experience in research, teaching and consultancy. She is involved in teaching subjects like planning legislations, urban land management and housing project studio. Her primary areas of interest include inter-disciplinary aspects related to policies, governance, equity and environment.

Rutul JoshiDr Rutul Joshi is an Associate Professor at Faculty of Planning and the Head of Doctoral Office for CEPT University. Rutul is associated with academics and research activities for more than 14 years now. He did his PhD from Centre for Transport and Society, University of the West of England (UWE), Bristol, United Kingdom. He is currently leading a two-year research project on ‘Planning Principles of Transit Oriented Development for Indian cities’ with focus on low-carbon development and affordable housing.

Rajiv KadamHe is an Associate Professor with the Faculty of Architecture, CEPT University. He has diploma in Architecture and post graduate diploma in Urban Design from CEPT University. He has been teaching urban design courses at CEPT since 15 years. His major emphasis and interest is to develop an in-depth understanding of nature, human aspects and urban ecology as the basis to design of built environment.

Ravi SannabhadtiRavi Sannabhadti holds a master’s degree in MURP from CEPT University. Social worker and planner by education, with experience of working on social equity and community development issues since 2001, particularly in the thematic sectors of Disaster Response, Rehabilitation & Preparedness; Integrated Water Management; Affordable Housing; Urban Poverty and Sustainable Livelihoods.

Saswat BandyopadhyaySaswat Bandyopadhyay, is a Civil Engineer with advance qualifications in Urban Planning and Infrastructure Management. He holds a PhD in Urban Resilience from CEPT University. His ongoing doctoral research work focuses on Climate Change and Urban Vulnerability in India. He has over 22 years of experience in the Urban Development sector in South Asia with a focus on City Development Planning and designing of environmental infrastructure.

Shalini SinhaShalini is working as an Associate Professor with Faculty of Planning since 2009. She is a transport and urban planner with more than fifteen years of work experience in India and the United Kingdom. Having a Master’s degree in Transport Planning and Engineering from the University of Leeds, U.K., she has worked in London in the areas of public transport demand forecasting and economic appraisals, pedestrian modelling and analysis and transport scheme appraisals.

Subhrangsu GoswamiSubhrangsu is an Environmental Planner and Environmental Engineer. He did his Phd from School of Liberal Studies, PDPU. His key areas of interest are Urban Infrastructure and Service Delivery, Environmental & Social Impact Assessment; and, Water & Sanitation. He has coauthored a book titled “Valuation of Coastal Resources: The Case of Mangroves in Gujarat” published by Academic Foundation, New Delhi (ISBN -81-7188-596-9).

Vishal DubeyVishal Dubey is Assistant Professor at Faculty of Planning. He has been with CEPT University since 2009. He holds a Master`s degree in Urban and Regional Planning from CEPT University. He was involved in couple of international projects with European union- India joint program on metropolitan cities and sustainable urbanization. He teaches courses on urban & regional economics, regional planning & development theory, settlement geography, and studio on metropolitan planning.

Sejal PatelSejal Patel is Dean, CSP, Head, CEPT International Office and Chair, Master of Urban Housing Program. She did her PhD from University of Twente (Netherlands). She has been engaged in academics, professional practice and research in areas of housing policy and projects, urban planning and legislations, urban regeneration and gentrification policies, and participatory urban governance.

Career Prospects

Faculty of Planning earlier known as the School of Planning has been organizing

campus placement for over four decades from now. Placement in the campus

are based on the invitation to the recruiting consultancy company, government,

public and private sector agencies, research and academic institutions, NGOs

and International agencies. They also approach the CEPT University directly

for the recruitment as per their requirement in the field of urban planning and

related discipline. As Faculty of Planning offers five post graduate programme

Admission Eligibility

A) Student intake : 24 (12 seats for MUI and 12 Seats for MUI (Major in Water

Sanitation and Hygiene (WASH).

B) Admission Eligibility : Minimum Requirement to apply for the program is 55%

aggregate marks for general category and 50 % aggregate marks for reserved

category candidates in the qualifying degree as mentioned below :

For International Candidates

1. Professional Bachelor’s Degree (or equivalent) in Architecture,

Engineering/Technology (or equivalent) in Civil Engineering/Environmental

Engineering, Planning

2. Other Bachelor’s degree in disciplines related to architecture and planning

whose eligibility will be decided by CEPT University

2 Major in Water Sanitation and Hygiene (WASH) is Part of IHE Delft Institute,

Netherlands supported Global Sanitation Graduate School Network. In this

major, enrolled students will be eligible for funded thesis/Directed Research

project. They will also earn a fellowship on successful completion of program

MUI Evaluation Process

The applicants will have to specify in the application form whether they are

applying for (i) Masters of Urban Infrastructure, (ii) Masters of Urban Infrastructure

(Major in WASH) OR both the options.

The applications received within the prescribed time limit will be evaluated in

five stages as mentioned below:

Stage 1 - Scrutiny for Eligibility

The application will be scrutinized based on information provided/uploaded by

candidate in the application form. This scrutiny is to check whether the applicant

meets eligibility criteria mentioned for the program for which application

is submitted. Only those applicants who meet the eligibility criteria of the

respective program will be considered for stage-2.

Stage 2 – Shortlisting for Written test:

This stage of shortlisting of applicants is for stage - 3 (Written test). Note that

all eligible applicants will not automatically qualify to reach Stage - 3. The

shortlisting will be based on a merit list prepared using the following criteria of

academic performance in the qualifying degree and work experience:

up to 3 year = 2 marks; more than 3 years up to 4 year = 3 marks; more than 4

years up to 5 year = 4 marks;and more than 5 year (any length) = 5 marks].The

cutoff date for counting work experience shall be considered as the last date of

submission of application.

The shortlist of applicants will be prepared by deciding on a cut-off point. All

shortlisted applicants above this cut-off will be called for the Stage-3 of written

test. The cut-off point will be arrived at by keeping a ratio of available seats

for the respective PG program to number of applicants (to be written test in

Stage-3) at 1:3 or suitable ratio as decided by the University. Please note that

at this stage no cut-off will be applied to the candidates of reserved category

and therefore all the applicants of reserved category(ies) fulfilling the eligibility

criteria shall be called for the Stage - 3 (written test) process.

Stage - 3 Evaluation through application evaluation and written test :

All the eligible and shortlisted applicants will be considered for the Stage-3

conducted in two parts i.e. Stage-3 (A) and Stage = 3(B) as described below:

Stage - 3(A)

Stage-3(A) will involve internal academic assessment of works experience and

scholastic/extra-curricular achievements as per submitted information by the

applicant. Applicants will not be invited to be present at this Stage. Stage-3(A)

will be on the following criteria:

**Note: For Criteria no 4, the extra-curricular talent will be of nature i) Scholastic/

Literary etc., ii) Sports, and iii) Music/Performing arts will be considered with

certificate(s). The marks on a scale depending on the level of participation [for

International/National = 5marks; State level = 3 marks] will be given. The marks

will be given for participation in any one of aforementioned categories. The

marks will be given only if the submitted certificate is attested by a registered

‘Notary’.

Stage-3(B) : Stage-3(B) will involve a Written test.

All the eligible and shortlisted candidates will be called for the written

test at the center preferred (or nearest to location of present address). The

centers will be spread out to few more cities of Mumbai, Delhi, Kolkata and

Bangalore (apart from Ahmedabad) for good coverage as decided based on

the application received. The written test for all shortlisted applicants will be

as per the below given criteria and weightages:

Stage 4 - Preparation of Merit List:

A program wise merit list will be prepared by adding the marks of the stage 2

(Criteria 1 and 2) and stage - 3 (Criteria 3, 4 and 5). The entire program-wise

merit list of the applicants interviewed will be displayed on the CEPT website.

Stage 5 - Offer of Admission:

Based on number of available seats in the program and review of the process for

each candidate, CEPT University will offer admission to candidates considering

the merit order in the program wise merit list. The candidate will be asked

to deposit fee and secure the admission by the date given in the offer letter.

After this date CEPT University at its discretion may decide to bring out further

waitlists and offer the admission to next candidate in the order of merit of

program-wise merit list.

Campus Amenities

Library: Lilavati Lalbhai Library is equipped with specialized reading areas, exhibition and

presentation spaces and houses a huge collection of books, journals, theses, students’

reports and audio-visual resources. The library has a unique collection of over 4,500

drawings relating to research carried out by students and faculty over more than 50 years.

CEPT Workshops: This state-of-the-art workshop supports learning through hands-on

experimentation, exploration of materials, model making and prototyping. The workshop

has dedicated facilities for working in Wood, Metal, Ceramic, Textile, Model-making and a

Fabrication-Lab. CEPT Workshop houses a new high-end entity, the Fab Lab, that facilitates

production and prototyping through digital software. It holds all the resources under one

roof and provides upgraded facilities and dedicated mentorship.

CEPT Labs: The CEPT Laboratory Services (CLS) provides and maintains a high-quality

hands-on working environment for the students to develop practical knowledge and skills.

It facilitates various testing and mapping laboratories related to Engineering Materials,

Fluid Mechanics and Geotechnical Engineering, among others.

CEPT Archives: This is envisaged to be the first of its kind and most comprehensive resource

center in the country in the area of built environment. The office intends to archive history

by creating a data-bank of primary information related to architecture, planning, design,

art and allied disciplines in the country. It collects, records and disseminates information,

besides actively engaging in different archival activities.

Boarding and Lodging: The campus is equipped with two in-house canteens and private

food joints that cater to students’ needs. CEPT also has hostel facility for accommodation,

which is provided on first come first serve basis.

Student Services Office (SSO): SSO is the central point of contact for information, services

and resources for the students. It provides special services like Airport/ Station Pickup,

Paying Guest Housing Mela, Initial Home Stay Service and Campus Orientation to the newly

enrolled students to facilitate their transit to a new city.

Campus Office: This office is responsible for the development and maintenance of facilities

pertaining to buildings, safety and security facilities, recreational areas, water and sewer

management, site development and major preventive maintenance projects among others.

Communications Office: This Office is responsible for all communication related activities

including managing the University’s online platforms, designing, curating and printing

collaterals, Press Relations, event documentation and calendar apps. Communications

Office collects, designs, edits, produces and disseminates material about CEPT University

for both internal and external recipients through print, digital and social media platforms.

Printing facility: The campus has in-house stationery and print shop for the students to

print the required items for classes, workshops and labs. The premium printing facility for

students helps students unleash their creativity during fests and activities.

Alumni office: The alumni office engages with its 8000+ alumni to establish a mutually

beneficial relationship between CEPT University and its alumni. The office helps alumni

connect with the University and with fellow graduates through a wealth of activities,

continuing education programs, online services, and alumni events around the world.

IT Services: The dept. looks after CEPT’s academic and administrative systems and the

infrastructure that supports them. IT services identify and deploy new technologies that

enable academic innovation in teaching, learning, research and scholarship.

University Press: This office focuses on publication of high-quality research, documentation

and pedagogic material from academics, professionals and researchers.
