Indeed,th isundermines theeffect iveresponse oftheCounci ltohumanr ightsissu eswh ichisitscore mandate.ThemandateoftheCouncildoesnotincludethediscussionofpersonallikesanddislikes ofindividuals.MadamePresident,theArabGroupwouldliketorecallthatthisconcept,promoted byagroupofstates,istotallyextraneous tothe human rightssystem.Itisnotmentioned inany shapeorforminanytextofinternationalhumanrightstreatiesorinstruments.Thereforeitcannot beregardedasahumanrightsstandard. TherealizationoftheUniversalDeclarationofHumanRights,particularlyinArticle29,dealingwith the dutiesof indi viduals towards soci ety, means abid ingby the rulesthat govern the practi ces of individual sinenjoyingthe irrightsa ndfreedomswit houtaffecti ngtheright sandfreedomsofothe rs, andthenecessityofpreservingpublicmoralityandorder,andthegene ralinter estofthecommunity withindemocraticsocieties. TheArabGroupc onsidersthat attempts toimposethiscon troversia lconceptar eindeedatte mptsto createne wandunrecogni zedrights.Thisisal soaviolat ionoftherig htsofpeoplesandcommunities topract iceandenjoythei rsocial and cult ural rights. Asmallcategory ofstatestriesto imposeits ownsystemofvaluesonotherstatesandcommunitieswithouttakingintoconsiderationtheirown culturalandreligiousspecificationsandculturalpluralism. This way of deal ingwiththisissueisa viol ent chall enge tothe principl esof cult ural plur ali smand dialogueandabreachoftherightsofstatesandcommunitiestotheirownwell-establishedsystem of values. On the otherhand, the Arab Group considers that promoting theso-calledconcept of sexualorientationhasverynegativeeffectsonsocialstructures,startingwiththenucleus,whichis the family , the natural and basic unit ofevery soci ety and whichall states and communities have pledgedtoprotect. Thisison thebasisofourobligation inarticle16oftheUniversalDecl arationto protectthisbasicunitoflifethroughtherealizationoftherightsofthechild,andgivingchildrena healthyandbalancedatmospherefortheirpsychologicaldevelopment. As the worl d face s numer ous urgent human rights chal lenges,the Arab Group wonde rs why it is deemed appr opri ate togive priorit y tothis debateon the so-called conc ept of sexual orient ation, regardlessofitslegalcontentandthelackofdefinitionforthisconcept,insteadofdealingwiththe realpriori tiesathand. Somestatespromotethi scontroversia lconceptonlytodivert attentionfrom the various forms of disc rimination and violenc e based on race and religi on, partic ular ly affe cti ng migrantsandMuslimsinwesterncountries.

TheArabGroupwouldliketoputonrecorditsabsoluteoppositiontotheso-calledconceptofsexual

orientation. It confirms its resolute rejection to the forceful imposition of this issue within the

humanrightsframework.Onthisbasis,andasmatterofprinciple,itrefusesthedebateonthisissue

asthatleadstofurtherdiscordinsteadoftryingto findcommongroundforadialoguethatwould

facilitatetheimplementationofthemandateoftheCouncilanditsgoverningbodies.

Indeed,thisunderminestheeffectiveresponseoftheCounciltohumanrightsissueswhichisitscore

mandate.ThemandateoftheCouncildoesnotincludethediscussionofpersonallikesanddislikes

ofindividuals.MadamePresident,theArabGroupwouldliketorecallthatthisconcept,promoted

byagroupofstates,istotallyextraneoustothehumanrightssystem.Itisnotmentionedinanyshapeorforminanytextofinternationalhumanrightstreatiesorinstruments.Thereforeitcannot

beregardedasahumanrightsstandard.

TherealizationoftheUniversalDeclarationofHumanRights,particularlyinArticle29,dealingwith

thedutiesof individualstowards society, means abidingby therulesthatgovernthepracticesof

individualsinenjoyingtheirrightsandfreedomswithoutaffectingtherightsandfreedomsofothers,

andthenecessityofpreservingpublicmoralityandorder,andthegeneralinterestofthecommunity

withindemocraticsocieties.

TheArabGroupconsidersthatattemptstoimposethiscontroversialconceptareindeedattemptsto

createnewandunrecognizedrights.Thisisalsoaviolationoftherightsofpeoplesandcommunities

topracticeandenjoytheirsocial andcultural rights. Asmallcategoryofstatestriestoimposeits

ownsystemofvaluesonotherstatesandcommunitieswithouttakingintoconsiderationtheirown

culturalandreligiousspecificationsandculturalpluralism.

Thiswayofdealingwiththisissueisa violentchallenge totheprinciplesof culturalpluralismand

dialogueandabreachoftherightsofstatesandcommunitiestotheirownwell-establishedsystem

ofvalues. Ontheotherhand, theArabGroup considers that promoting theso-calledconcept of

sexualorientationhasverynegativeeffectsonsocialstructures,startingwiththenucleus,whichis

thefamily, thenaturalandbasicunitofeverysociety andwhichall statesandcommunitieshave

pledgedtoprotect.Thisisonthebasisofourobligationinarticle16oftheUniversalDeclarationto

protectthisbasicunitoflifethroughtherealizationoftherightsofthechild,andgivingchildrena

healthyandbalancedatmospherefortheirpsychologicaldevelopment.

As theworld faces numerousurgenthuman rightschallenges,the Arab Group wonders why it is

deemedappropriate togivepriority tothisdebateon theso-called conceptof sexualorientation,

regardlessofitslegalcontentandthelackofdefinitionforthisconcept,insteadofdealingwiththe

realprioritiesathand.Somestatespromotethiscontroversialconceptonlytodivertattentionfrom

thevarious forms ofdiscriminationandviolence based on race andreligion,particularlyaffecting

migrantsandMuslimsinwesterncountries.

Finally, the Arab Group once again reiterates its absolute rejection, in content and form,of the

imposition of this concept within the international human rights system. It opposes positive

discriminationforasinglecategoryofpeopleasthatisnotinlinewiththeuniversalityofhuman

rightsorequality. We should not forget theprinciples enshrined in theUniversal Declaration of

HumanRightswherewerecognizethatdignityisinherentinallpeople,andthatpromotesequality

forall.Wehopethatthisstatementwillbefullyreflectedintherecordsofthismeeting.
