RECAP OF MAY 02 2019– BUSINESS MEETING
Last week was an even�ul Business Mee�ng with several
presenta�ons being shared. PDG Tony Watkins was first up
with his “Council on Legisla�on” report which garnered a
robust Q&A session a)erwards especially PP Andrew
Bynoe’s comment on “Diversity.” This lively interac�on
was followed by Treasurer Meryl Stoute’s report, who was
hear�ly applauded for upda�ng Club’s receivables which
had been reduced by almost 60% in the quarter. Dir. Ma-
konem closed the session’s presenta�ons with his update
on the U.W.I. Rotaract Club and ongoing efforts to erect
two Pavilions on Campus to further improve visibility and
provide a dedicated loca�on on Campus. Please see pg. 3
for further details.

Treasurer’s Report (Rtn. Meryl Stoute)
Thanked members for bringing their accounts up to date.
We reduced o/s dues drama�cally in a quarter. Statements are going
out monthly, and we are working with members to bring their balances
to zero by allowing for payment plans.
While at Club Forum, we asked members to consider online payments
because we do not have access to view the accounts online. We are
asking the members that do make online payments to submit the
e-receipt to the treasurer so that their accounts can be updated
Our goal is to reduce o/s dues by a further 50% by July 1st.
Dir Makonem’s Report- U.W.I. Rotaract Club Update:
Purpose For Erec-ng Branded Pavilions
• To increase visibility of Rotaract/Rotary on Campus.
• To afford Rotaract club a dedicated facility to host mee-ngs, out-
side of Classroom, due to current challenges in booking loca-ons.
• Also a venue where Club members can study, group mee-ngs etc.
The session was called “Rotary what am I a part of.”
PDG David and PP Michael McLean from Rotary Club of Barbados West
shared some knowledge about rotary as well as their individual experi-
ences as Rotarians.
Report on The Council on Legisla-on held on April 14-18,
2019 by PDG Tony Watkins
There were 117 enactments to be considered by the 538 delegates. 15
were withdrawn, 47 were adopted and 55 rejected. For this presenta-
-on I have chosen just 9 Enactments that were passed that would be
of interest to our Club and the District.
One should note that to amend the RI Cons-tu-on requires a two
thirds majority. Other Enactments only requires a simple majority.
• RI President Barry Rassin (Note: this is the first -me a siJng Presi-
dent has ever proposed an item) proposed an Enactment to admit
Rotaract clubs to RI membership. It should be noted that a) Rota-
ract clubs will s-ll have their standard Cons-tu-on but will receive
greater support from RI. b) Rotary clubs will s-ll sponsor Rotaract
clubs. c) Rotaractors will not be considered Rotarians. d) No dues
have yet been considered by RI Board.
• Per capita dues to RI will be increased as follows. US$34.00 per
half year in 2019-20, US$34.50 per half year in 2020-21, US$35.00
per half year in 2021-22 and US$35.50 per half year in 2022-23 and
therea?er un-l a future COL changes them.
• The RI Board was authorised to take appropriate ac-on to change
RI’s tax status. Under this change RI could obtain several benefits
such as a) tax reduc-ons b) discounts from vendors, etc. It is es--
mated that this change could result in savings of at least US$1 mil-
lion and hence could help in reducing dues in future years.
• An amendment was passed to deal with making up an absence
and stated that “if within the same Rotary year, a member does a
make-up in the usual manner, it can be banked for use in that
year.
• Enactment 18 which was adopted, amended RI by Laws Ar-cle 4
on membership in Clubs by adding the sentence. “Each Club shall
endeavor to build a well-balanced membership that celebrates
diversity”.
• An amendment was made to the Standard Club Cons-tu-on Ar--
cle 13, Sec-on 5 so that if a successor to the Club President has
not been elected, the term of the President shall be extended for
one year only.
• Enactment 70 amended the RI By-Laws Ar-cle 3 so that the RI
Board may terminate a club upon the request of the Governor if
its membership falls below six members.
• Enactment 37 amended Standard Club Cons-tu-on to allow public
officers to be Rotarians in their classifica-on.
• Enactments 115 and 116 to modernise and streamline the By Laws
of Rotary Interna-onal and the Standard Rotary Club Cons-tu-on
without making any substan-ve changes were overwhelmingly
passed.
Note all Enactments passed become opera-onal from July 1,
2019 and the new Manual of Procedure with these changes is
usually published in October.
