The Dressage Foundation’s Patsy Albers Award, created by Patsy’s friends and colleagues after she passed away in 2012, is given annually to the highest placing dressage rider at the USEF High Performance Championships (Intermediare I or Grand Prix), who was also a rider competing for the United States at a North American Junior/Young Rider Championship. Preference is given to those competing at Grand Prix.

The $1,000 award will provide financial support for the recipient’s continuing education and training.

Patsy Albers was a longtime supporter and Chef d’Equipe of the NAJYRC Region 1 team. She also served for many years as the FEI Event Director at Dressage at Devon. Her expertise extended into management, officiating, and volunteering, for which she was honored multiple times.

“Patsy was a Region 1 delegate for as long as I can remember,” said Janine Malone, a close friend of Patsy’s who established the Award at TDF. “I knew she would want to support riders who had come up through the ranks, competing at the NAJYRC and going on to the Festival of Champions.”

Rules and Regulations

The 2017 The Dutta Corp. U.S. Dressage Festival of Champions is covered by the rules and specifications

of the current USEF Rule Book and published Selection Procedures and will be conducted and judged in

accordance therewith.

Intermediaire I and Grand Prix divisions – Please refer to FEI Dressage Rules for complete dress, saddlery,

schooling and warm-up requirements.

USEF Membership Statement (GR901.9) Life, senior active and junior active members shall be eligible to participate in all classes at Regular

Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions

at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember

may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions,

Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions

upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the

Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4‐H members; 5) walk

trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6)

USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions;

8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good

standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in

Dressage Sport Horse Breeding classes.

In accordance with GR1301.7: Minors who do not have a valid driver’s license which allows them to operate a

motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any

kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the

competition grounds of licensed competitions. Minors who have a valid temporary license may operate the

above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license.

The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor

operating a motorized vehicle in violation of this rue are solely responsible for any damages, claims, losses or

actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s),

guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include

exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder

of the competition and charges being filed against any of the above individuals in accordance with Chapter 6.

Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

1. Entries are by invitation only: Brentina Cup - Maximum of twelve (12) athlete/horse combinations (according to USEF rankings) will be

invited to participate in this Championship. No athlete may compete more than two (2) horses in

the Championship .

Grand Prix and Intermediaire I – Up to 15 athletes who have qualified will receive an invitation to the

Championships. If an athlete qualifies more than two (2) horses in the top fifteen (15) ranked athlete/horse

combinations, the next-ranked athlete/horse combination may be invited to attend. However, each athlete

may only qualify a maximum of two (2) horses. In addition to the combinations who have received an

invitation to compete in the Championships, athlete/horse combination(s) not qualified with at least one FEI

Grand Prix or FEI Prix St. Georges CDI score after January 1, 2017 may request a wild card invitation. Up to

three Wild Card invitations in the Grand Prix and Intermediaire I divisions may be awarded based upon on

results of the combination as well as any extenuating circumstances that may have led to the combination not

qualifying otherwise.

2. Parking on grounds will be restricted, in the interest of safety and security. Vans and trailers must be

parked in designated areas with passes visible in windshields. All competitors must follow parking

directions. General admission & parking is $20/car per day. Oversized vehicles may be subject to an

additional charge. Limited preferred parking will be available near the main barn for $200 per vehicle

for the weekend. Spots will be available on a first come, first serve basis. Please contact Maureen

Pethick ([email protected]) to order.

3. Camping is not permitted on the grounds.

4. Stabling: All horses kept on the grounds must be in stabling provided. Stabling will be available on

Saturday May 13th at Noon, EDT. Stalls in the main barn (for Grand Prix and Intermediaire I horses

only) are permanent 12’x12’ and have doors. Temporary tent stabling 10’x10’ (with stall doors) will be

provided for the Brentina Cup horses.

Main Barn: $400 per stall for Grand Prix & Intermediaire I horses includes three (3) bags of initial

bedding;

Main Barn Tack Stalls: $200 per stall (may be 1/competitor – pending space availability)

Tent Stabling: $300 per stall includes three (3) bags of initial bedding;

Tent Tack Stalls: $150 per stall: $75 per competitor.

Tent Tack Stalls will be shared by two competitors.

A $150 per stall or $300 for a double stall (Tent Stabling) deposit is required in a separate check to

be returned after stall is completely stripped and swept/raked clean and management declares that

the stall has been left in satisfactory conditions.

*A limited number of double stalls are available in Tent Stabling for $600 per stall. Horses have priority

for double stalls based on date of written request to secretary.

*Due to limited stabling, additional (non-competing) horses cannot be accommodated.

5. Security & Night Watch: Overnight stabling security is included in stabling fee. Overnight security service

will begin Monday, May 15 and will continue through Sunday, May 21.

Feed, Hay and Bedding: Feed and hay are not available on the grounds, but may be ordered from Somerset

Grain & Feed. Prior to arrival orders may be faxed to 908-766-6310. On site orders, must be turned into the

show office. There are NO weekend deliveries. Orders for feed and hay must be received at the show office

by 10:00 am for delivery the same day. Please be prepared to pay by credit card (Visa, Mastercard, AMEX)

when placing a feed/hay order.

Bedding (shavings bags) are encouraged to be pre-ordered on entry form. Additional shavings will be

available for purchase on the grounds for $10 per bag. Please note: Once purchased, bags of bedding may

NOT be returned!

6. Arrivals: All competitors must indicate arrival dates and times on their entry. The front gates to

Hamilton Farm are LOCKED. If you do not notify management well ahead of time regarding your

arrival time so that someone can meet you, you will NOT be able to enter the facility and horses

may be forced to remain on vans.

7. Dogs will not be permitted on the premises unless restrained on a leash. Stable dogs must be confined at all

times. Any owner of a dog found loose on the Show Grounds during a competition will be fined $200.

Litigation fees resulting from any incident will be the responsibility of the dog owner. Individuals must not

lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or

actions resulting from their dogs’ behaviors.

8. The Organizing Committee reserves the right to cancel, combine, or divide any classes; to alter advertised

times or officials if necessary; or to refuse any entry. The Committee also reserves the right to use its

discretion in matters not specified in the rules.

9. The Organizing Committee reserves the right to make any such changes to the Prize List as conditions and

its judgment dictate, subject only to giving appropriate notice to all participants.

10. Competitors are responsible for safeguarding their own cash and valuables, and are advised to leave

valuables at home or locked in personal vehicles.

11. Competitors are expected to behave courteously toward show staff, USEF Staff, USET Foundation

Staff, Hamilton Farm Golf Club staff, volunteers and fellow competitors, upon penalty of elimination from

the competition.

12. Awards: Ribbons through 12th

place for the Brentina Cup Championship. Trophy and dress sheets to

Champion and Reserve in each division. Ribbons through 15th

place for the Intermediaire I and Grand Prix

Championships (additional placings may be provided if necessary). Trophy and dress sheets to Champion

and Reserve in each division.

Patsy Albers Award:

The Patsy Albers Award Fund will provide one annual award to the highest placing dressage rider at the

United States Equestrian Federation’s Grand Prix National Championship who was also a rider competing for

the U.S. at a North American Junior/Young Rider Championships. The prize will be awarded to the highest

placing eligible rider in the Grand Prix division. If no eligible riders complete the Grand Prix events, the

award will be given to the highest placing eligible rider in the Intermediaire I division.

Prize Money: Prize money will distributed as indicated in the below charts. If a class or division does not have the maximum number of entries permitted (12 or 15), then the remaining prize money will be split evenly across the number of riders. In order to receive prize money, riders must submit a completed the Prize Money Payout Form and a W-9 to the show office by 5:00 PM Eastern on Sunday, May 21, 2017. If you do not complete and submit the Prize Money Payout Form and W-9 (included in Prize List), your prize money will be not be distributed to you. Prize Money checks will be mailed after the conclusion of the Championships.

12. Awards Ceremonies: Awards will be scheduled immediately following each class or during the lunch

break. Riders are to be FORMALLY ATTIRED AND MOUNTED for all award ceremonies. Permission

for horse to be excused from the awards ceremony for safety reasons may be granted by the Judge at

“C” or the President of the Ground Jury.

13. Health Requirements: The state of NJ Health Dept. requires a Negative Coggins within 12 months &

Health Certificate within 30 days of the competition.

1. Lexington, Ky. - In January, the USEF Board of Directors approved an addition to the rule book,

which outlines equine vaccination requirements at licensed competitions. Beginning December 1,

2015, all horses entering the grounds of a Federation-licensed competition must be accompanied by

documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations

within six months prior to entering the stables. This is mandatory for every horse entry. See Rule

GR845.

Statement of Health must be signed by a licensed veterinarian within 7 days of arrival at USET

Foundation Headquarters for each competition and must be available upon request by either security

or the show office.

2. At Federation licensed competitions horses, more than 7 months of age, entering the grounds must be

accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus

(Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in

compliance with this rule may be required to leave the competition grounds upon request by

Competition Management. Check with your veterinarian about which vaccine you use. For more

information, please review USEF Rule, Chapter 8, GR845.

3. A current negative EIA (coggins) test.

4. Current vaccination against WNV, EEE, WEE, Tetanus and Rabies is strongly recommended.

5. It is required that all riders document (in writing) their horses temperatures for 72 hours prior to

arrival at the USET Foundation. Please do NOT ship horses with elevated temperatures. While you

are on-site for the duration of the event, you will be required to keep a written temperature log (no less

than 2xs daily). Temperature logs may be requested at any time by Competition Management or

Technical Delegate per USEF RULE, Chapter 8, GR845.4. In the case of an elevated

temperature, please immediately inform Treating Veterinarian, Dr. Meg Mullin (908) 581-0008. If

the need arises isolation stalls will be available at a local veterinary practice.

6. Every effort should be made to minimize stress and commingling of horses shipped long distances.

Extra hours on a horse van, or moving from stable to stable is the fastest way to compromise your

horses and your neighbor’s horses’ health.

7. Any horse on the show grounds with a fever of unknown origin or of suspicious origin must be

reported to USET Foundation. It is always better to err on the side of safety. Isolation stalls will

either be available on the grounds or at a local veterinary practice if the need arises.

14. Entries: ILLEGIBLE OR INCOMPLETE ENTRIES will be considered INVALID and returned. If the

check or the Coggins Test is missing, the entry will be considered incomplete. Telephone entries are not

permitted. Completed entries are to be mailed to the Show Secretary and must be RECEIVED NO LATER

THAN DATE(S) SPECIFIED or will be considered as Post Entries.

b. Opening date for the competition is when invitation is received.

c. Secretary must receive ALL entry information by noon ET on the closing date Monday, May

8, 2017. If we do not hear from you by this date, your invitation will be forfeited and an alternate

5. Photocopies of USEF Membership Cards for riders, trainers, coaches and owner(s).

15. Show Office Hours: The Show Office will be open by 12:00 pm to 5:00 pm on Tuesday, May 16th. During

the event, the Show Office will be open one hour before the first class and close one hour after the last class

of the day.

16. Refunds: Before closing date entries will be refunded in full. No Refunds after closing date.

17. Arenas: One 20 x 60 meter competition arena with sand/fiber mixture footing. One large but not

regulation size indoor arena with sand/fiber mixture footing. Two outdoor 20 x 60 warm-up arenas with

sand/fiber mixture footing.

18. Schooling: Schooling schedule will be posted in the show office.

19. Freestyle Music: CD's must be CLEARLY LABELED with entry name, number and musical directives,

Grand Prix Freestyle, Intermediate I Freestyle or Grand Prix 16-25 Freestyle. CDs must be delivered to the

announcer's booth no later than 1 2 : 0 0 n o o n on Friday, May 19th. CDs must be picked up from the

announcer after the class. Unclaimed CD's will NOT BE MAILED. Sound check times will be posted in

show office. All sound checks are UNMOUNTED.

20. Veterinary Inspection: Competitors in the 2017 USEF Dressage National Championships will have a

mandatory veterinary inspection on Wednesday, May 17, 2017 at 4:00pm, ET. FEI passports are required for

Grand Prix and Intermediaire I horses, but are NOT required for Brentina Cup horses. Unsound horses

will be eliminated. The decision of the Inspection Panel is final.

22. Entry fee: There are no entry fees. However, the USEF Fee (includes Drugs and Medications fee),

USEF Show Pass (if applicable), stabling and tack stall fees must be returned with entry form. All

competitors MUST pay for horse stalls and tack stalls. Only tent stabling competitors may pay for ½ tack

stall fees.

A $150 per stall deposit is required in a separate check to be returned after stall is completely

stripped and swept/raked clean and management declares that the stall has been left in satisfactory

conditions.

24. Rules: Brentina Cup classes will be conducted in accordance with USEF rules and with the 2017 USEF Dressage National Championship Selection Procedures.

Intermediaire I and Grand Prix Championship classes will be conducted under FEI rules and in accordance with the 2017 USEF Dressage National Championship Selection Procedures.

Whips are NOT ALLOWED for any class. Championship rules will be followed.

Sharps containers are located in each barn. Management may fine any individuals including trainers,

owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable

instruments.

NOTICE: The Organizing Committee, the United States Equestrian Federation, Inc. the United Stated

Equestrian Team Foundation, Hamilton Farms Golf Club Inc., LLC., the officials, will not be

responsible for any accident, damage, injury or illness to horses, owners, grooms, spectators or any

other person or property whatsoever.

Attention Competitors: i. Candidates and horse owners will be required to agree to abide by the USEF

Code of Conduct, USEF Code of Ethics and Conflict of Interest Policies, and the

USEF Safe Sport Policy Handbook.

ii. Each competitor is responsible for supplying management with correct

association numbers (USEF, USDF) for horse, owner(s), rider and trainer,

before the day(s) of the competition. The scores of competitors who fail to

supply correct numbers may not be counted toward national awards.

iii. All stabling will be secured and access will be given to those with a wrist

band. Each competitor will be given five wrist bands (2 for rider, 1 for

groom, 2 for owners).

iv. General Admission is free.

v. General parking is $20/car per day.

Route I-80 West to Route I-287 South. From Route I-287 South take Exit 22 to Route 202/206 North

(look for brown USET signs). Proceed North on Route 206 to Pottersville Road aka Route 512 (sixth

traffic light-approximately 5 miles). Turn left at the traffic light. Travel on Pottersville Road for

approximately 3/4 of mile. On left is white USET sign, turn onto School House Lane. Follow this

road, after the third speed bump the USET headquarters are on the right.

From the Northwest: Route I-80 East take Exit 27 off Route I-80 to Route 206 South. Take 206

South. Approximately 4 miles south of Chester make a right at the light for Pottersville Road, aka

Route 512. Travel on Pottersville Road for approximately 3/4 of mile. On left is white USET sign,

turn onto School House Lane. Follow this road, after the third speed bump the USET headquarters are

on the right.

From the South: NJ Turnpike take Exit 10 off NJ Turnpike to Route I-287 North. Take Exit 22B off

Route I-287 for Route 202/206 North (look for brown USET signs). Proceed North on Route 206 to

Pottersville Road aka Route 512 (sixth traffic light-approximately 5 miles). Turn left at the traffic

light. Travel on Pottersville Road for approximately 3/4 of mile. On left is white USET sign, turn
