Tonga’s Prime Minister Lord Tu’ivakano stated that there will be no obstacle placed before the Fijian government representatives in court nor will Ratu Tevita Uluilakeba Mara be denied counsel and the right to reply.As Fiji prepares extradition papers to get the former 3FIR Commanding Officer back to the country, Lord Tu’ivakano said the right of audience in His Majesty’s courts without political interference has

been a cornerstone of the King’s Peace for over 100 years. The Tongan Prime Minister also stated that there are proper procedures and obligations governing applications for extradition orders.He said the Tongan judges are not subject to influence from either the King or His Ministers nor are they encouraged to pass judgement according to their political beliefs.Lord Tu’ivakano said it is an offensive breach of protocol purposely to infer, for political gain. A former Fiji military leader who has fled to Tonga wants Fijians to “stand up” to interim Prime Minister Frank Bainimarama and claims the army would not turn its guns on the people to defend the regime. Fiji yesterday started extradition proceedings to have Lieutenant-Colonel Ratu Tevita Mara returned from Tonga, where he is being housed by the King after a Tongan Navy vessel picked him up at sea last week. The former Bainimarama supporter is on bail on a charge of making a seditious comment and due back in court on May 30. Commodore Bainimarama has reacted angrily to Colonel Mara being spirited out of the country and has begun a police hunt for anyone who helped him leave, saying it showed “a fundamental disloyalty to Fiji”. Colonel Mara said he left so he could force a regime change in a country he now compared to Nazi Germany where someone could be charged for voicing mild criticism in a private conversation. He told the Fiji-based Coup Fourpointfive blog the regime’s leaders now had the “look of desperation”.They all know their time is numbered. It is time for the people of Fiji to realize that they can stand up. “They can be sure no soldier will shoot a fellow Fijian ... to protect the evil (Attorney-General Aiyaz Sayed-Khaiyum) and his ignorant puppet Bainimarama. Democracy will return to Fiji soon.” Colonel Mara was a key figure in the December 2006 coup, when he commanded the Fiji army’s third infantry regiment. He said he intended to return to Fiji to answer to the people for his own actions in that coup. However, he would continue to criticize the regime until then. “I have left Fiji to force regime change. Khaiyum and his puppet Bainimarama must go.” Colonel Mara said he did not fear the extradition proceedings as he was now in a country where he could expect a fair trial.

“I am confident the law will protect me from extradition.” New Zealand is remaining at arm’s length, saying it is up to the two countries involved to resolve the dispute. Prime Minister John Key said New Zealand did not want to escalate tension and was reassured by Tonga’s statement that the independent judiciary would prevail. Foreign Minister Murray McCully said he was watching the affair closely to ensure it did not affect regional stability but did not believe intervention would be helpful. Commodore Bainimarama said Colonel Mara’s departure was “an act of a despicable nature” and urged Tonga not to risk damaging the close relations between the two countries by sheltering him. He also claimed Colonel Mara was being investigated over alleged missing funds from Fiji Pine - an investigation Colonel Mara said he did not know about and was an attempt to smear his name. Colonel Mara is the son of Fiji’s first Prime Minister, the late Ratu Sir Kamisese Mara. He is also the brother-in-law of the current President, Ratu Epeli Nailatikau, and has family links to the Tongan royals. The tension between Tonga and Fiji rose but both countries said they hoped to maintain a strong relationship. Commodore Bainimarama accused Tonga of breaching Fiji’s sovereignty by entering its waters and protecting a “fugitive”. Tonga’s Prime Minister, Lord Tu’ivakano, rejected any claim the kingdom was giving immunity to Colonel Mara, saying its courts would be free to decide on the extradition application without interference from the King or Parliament. He said it was offensive to imply “for political gain” that the King’s offer of hospitality to a “kinsman” amounted to an offer of immunity. Tonga has also denied entering Fiji’s waters to collect Colonel Mara. Mara said he had been out fishing when he got into difficulties and was picked up by the Tongan Navy.

Mr Rabuka said if the location from which the SOS call made by Mara had been broadcast, it would determine whether he was in Fijian territorial waters. Fiji Navy Commander Francis Kean referred all questions to police, saying they were investigating.

Westpac teamed up with mobile phone companies Digicel and Vodafone to bring banking to people through cell phones. “Today, it’s difficult to reach these people,” Westpac manager retail service and distribution Nirmala Namb’ar said at a press conference at their Suva branch. “If you solve that problem, you are enabling them to enter the economy.” Westpac launched its mobile banking service with the help of technology. Ms Namb’ar explained the features of the

new bank mobile service. “Westpac is on an expansion mode now and as part of serving its customers with new financial products and modern banking methods based on technology. “They launched this mobile banking platform which can be used to check account balances, transfer funds, pay bills, locate nearby ATM and branches etc. “In addition customers of Westpac bank can request cheque books, stop cheque request, view transaction history,” Ms Namb’ar said. The bank intends to add new services like online ticket booking, credit card bill payment, etc, in the future.

Solomon Airlines hopes to have its own Airbus A320 operating to Fiji. The leased A320 will operate between Honiara and Brisbane four times a week and there are also plans to utilise the aircraft to commence flights to Papua New Guinea and Fiji potentially via Vanuatu. The aircraft, leased from Sky Leasing in Tolluca, Mexico, is in Melbourne now undergoing a paint job as well as officially registering and certifying the aircraft is airworthy.Last Tuesday, the aircraft flew from Tuscon in Arizona where it was kept in storage for about 18 months, to Honolulu, then on to Nadi for an overnight. It flew to Melbourne a day later to undergo a few changes plus other final checks and registration before it can start flying for Solomon Airlines. A spokesperson for the airline said: “Solomon Airlines has had the services of an ex-Qantas senior engineering manager assisting in overseeing the work scopes in Tolluca and has advised Solomon Airlines that the aircraft is in a very good shape, and had no

hesitation in recommending the acceptance of the delivery after more than months in the hangar there under a maintenance organisation called InterJet.” The A320 is expected to start flying under the Solomon Airlines banner sometime in July subject to all certification and training processes being approved. The aircraft carries 20 business class and 120 economy class passengers. It will be fully controlled by Solomon Airlines’ pilots and cabin crew and will be registered under the Civil Aviation Authority of Solomon Islands registry. Solomon Airlines currently operates between Honiara and Nadi under a code-share arrangement with Air Niugini, on an Air Niugini aircraft. Air Pacific also flies between Nadi and Honiara via Port Vila, Vanuatu.

$80,000 To replace caBleSWater Authority of Fiji (WAF) spent $70,000 to $80,000 to replace electrical cables stolen from the Wainibuku Pumping Station in Nasinu last weekend. The WAF, while requesting members of the public to report to the police any suspicious activity at or near its facilities, said such activities created unnecessary expenses for them. This follows the theft of electrical cables from one of its major water pumping stations in Nasinu. It has temporarily affected water supply to parts of Nasinu and Suva. Thieves cut the lengths of copper cables that connect the booster pumps and the electrical switchboards that control the power supply. The theft occurred at the Wainibuku pumping station outside 9 Miles. Police are investigating the incident which has shutdown one of the two pumps and has resulted in the reduction of the water level at the Tovata Reservoir. It supplies water to smaller service reservoirs in the Nasinu area and parts of Suva. The WAF’s acting general manager customer services Michelle Tevita-Singh

said they encountered unnecessary costs as a result of such thefts. “While we will be increasing our security presence at our facilities; we seek the help of members of the public to report any suspicious activity.”“It will help us eliminate thefts from our facilities.” “When the pumps are down as a result of these thefts supply will be affected to our customers so it’s in everybody’s interest that we cooperate in this matter.” Two weeks ago thieves also removed lengths of electrical cables from two switchboards in the same location. Mrs Tevita-Singh said under the Water Authority of Fiji Promulgation 2007, it’s an offence to tamper with WAF’s water and sewerage systems which included manhole covers, cables, water meters, pipes and valves. Those found guilty of the above can be jailed or given a heavy fine. Parts of Nasinu are experiencing supply disruptions including Makoi, Tuirara, Naveiwakau, Caubati, Newtown, Tacirua and Cunningham. Meanwhile, the WAF production team in

Government will recruit more teachers into the education system, says Prime Minister Commodore Voreqe Bainimarama. He said some retired teachers could have their jobs back if there was a need to ensure that rural island children get the education they needed. Commodore Bainimarama who is on tour of Kadavu, made the revelation to villagers of Buliya in Ono. He has also directed the Ministry of Education to build schools for classes one to four for all villages in Kadavu. He gave the directive while addressing villagers. He said this would ensure the full protection of children who would not have to leave the comfort of their homes to attend boarding schools. Minister for Primary Industries Joketani Cokanasiga said it was stipulated under Section 9, Subsection (1), (2) and (3) that every person intending to kill or take game during this opening season should carry a valid “License to kill or Take Game” for 2011. The 2011 Pigeon Shooting season is from May 15 to June 15. “The licence should be carried at all times and produced on demand whilst engaged in killing or taking game,” Mr Cokanasiga said. “Game Rangers with proper identification cards will be appointed to ensure that people taking game birds are licensed and that they are within the allowed number of birds per day”. Mr Cokanasiga said a person would be allowed to kill a maximum of five pigeons in any one day during the open season.

Dalo and cassava farmers are being warned not to entertain buyers trying to buy their produce below the regulated price. The Fiji- Agro Processors Association reveals that numerous middlemen, processors and exporters have approached farmers offering prices below the set price. Association chair, Brij Lal says farmers should not accept anything below the agreed market rate where Pink Dalo is being sold for $1.20 a kilo, other varieties at $0.80 a kilo and cassava at $0.40 a kilo. Lal says the pricing model has factored in the middleman’s commission, the transport costs and all other expenses right up to the export market. The Association is working on a monitoring process to find people trying to by-pass the system.

The Fiji National University opened another new centre in Labasa Town.It is located at the newly-constructed Fiji National Provident Fund building at Rosawa Street. The building will house the Engineering, Science and Technology disciplines including a workshop for students’ practical. Vice-Chancellor Dr Ganesh Chand in opening the centre said since the establishment of the then Fiji Institute of Technology in 1992, they had expanded operations. Dr Chand said the centre showed the university’s intention to expand educational courses in the Northern Division to benefit students who could not move to Suva. About 35 baby turtles were found at the Mana Island Resort this week. Marine activities attendee Timoci Nasilasila said the turtles were found by a guest who immediately reported the matter. He said the resort had been protecting a lot of turtles by keeping them at a safe centre. “We will be releasing two turtles into the ocean but we have tags on them so that we can identify them when we look for them in the sea,” Mr Nasilasila said. “The returnee guests normally do the honours of releasing the turtles.” Resort owner Isao Ide said he was happy with the programmes provided at the resort especially since most of them dealt with promoting and conserving the marine wildlife and the environment.

Drinking of grog in all villages in Bua has been strictly prohibited following the outbreak of typhoid.Ministry of Health spokesman, Peni Namotu said this is to allow villagers to stay indoors and practice clean hygiene.Namotu said a total of 41 cases of typhoid have been recorded in Bua which by far is the highest in Fiji.“A task force has been activated by Commissioner Northern last Friday and they have discussed ways to monitor the outbreak in the Bua subdivision.” he said.Namotu said the Public Health Emergency which was declared last week will be uplifted on May 25 subject to the review of the number of new cases.With the second school term about to resume Namotu added that the outbreak has not affected the school dates however, children have been reminded to take extra care while in school.

Selected inmates from the Ba and Lautoka corrections centre are conducting i-Taukei yaqona ceremony and dances at the Nadi International Airport. They participate in the exercise every time an important government guest arrives in the country. This is part of their rehabilitation programme under the Yellow Ribbon Project. In a joint venture between the Nadi Town Council, Nadi International Airport executives and the Fiji Corrections Service (FCS), 20 inmates from the corrections centres will be at the airport. They will be there to welcome the arrival of the mayor of Hangzhou, the largest province in eastern China. Nadi International Airport general manager Joe Grey said the move by the council and FCS to include inmates in the programme was “a great leap forward” as they tried to educate the communities in giving a second chance to inmates.

Fugitive’s escape routeThirty-six-year-old Apisai Bolatuku, who works for the Nagigia Island Resort in Kadavu, cannot believe that he was involved in the escape plan for former Republic of Fiji Military Forces 3FIR Commander, Ratu Tevita Uluilakeba Mara. The fact that he was one of the last locals to be in contact with Ratu Tevita has made the shy worker a talking point in the community. He said that he was surprised to find out that the man he had transported in the resort’s punt from the waterfront to a fishing launch out at sea was the same Ratu Tevita, better known as Roko Ului. Roko Ului escaped to Tonga on a Tongan navy vessel that same day. “It was close to 9am when I was asked to take Ratu Tevita and a European man to the boat that was berthed out at sea,” Mr Bolatuku said. “It was my normal job to be transporting passengers from the hotel to their boats. The two said that they were going out fishing. Most come here come to dive or go out fishing and they come to sleep at the hotel.

“I took them to the boat and once they had boarded the launch, I turned back to shore. We watched as the boat moved out to sea and we could see it for about three hours out at sea before it disappeared.” Mr Bolatuku said they were surprised to hear in the news that Ratu Tevita had escaped to Tonga in a Tongan naval boat that had picked him from the Kadavu waters. “We were surprised to find out that he had boarded a Tongan naval boat,” he said. “Some of the fishermen around here were out at sea and they saw the naval boat around there.” Meanwhile, the Tongan government is yet to make an announcement on what step they would take in regards to the extradition papers being served on Prime Minister Lord Tu’ivakano for Ratu Tevita’s extradition back to Fiji to face charges of sedition. A bench warrant had been issued earlier on Tuesday for Ratu Tevita’s arrest because he had breached his bail conditions.

Treasury Secretary Timothy Geithner has said that he will suspend investing into two large government pension funds. This delays any breaching of the limit to August 2nd.Congress is currently negotiating an increase to the limit, without which the US risks defaulting on its debt.“I have written to Congress on previous occasions regarding the importance of timely action to increase the debt limit in order to protect the full faith and credit of the United States and avoid catastrophic economic consequences for citizens,” Mr Geithner said in a letter to Congress.“I again urge Congress to act to increase the statutory debt limit as soon as possible.”The full amount of the suspended payments into the two pension funds will be restored if Congress raises the debt ceiling.Approaching deadlineThe US is cutting payments into the funds to allow it to keep borrowing while a deal on a higher debt ceiling is agreed. The US Congress has set a limit on the total level of national debt since 1917. The ceiling is periodically renegotiated but has become something of a political football as both Democrats and Republicans try to extract concessions in exchange for increasing the limit.Mr Geithner had previously set a deadline for a deal on increasing the debt ceiling to July 8th, but said that better tax receipts meant the deadline could be extended to August 2nd.Republicans want to tie any agreement on the US budget to spending cuts, especially in the healthcare programme.The Obama administration has proposed a $4tn package of budget cuts, but the Republicans say they do not go far enough.In April, ratings agency Standard & Poor’s downgraded its US credit rating outlook from stable to negative, increasing the likelihood that the rating could be cut within the next two years.

Cook and stir until the sauce becomes thick and bubbly. Cook for 1-2 minutes more. Pour the sauce over the fish and serve.

Any who have felt the sponginess of the Lexus suspension are skeptical about the car’s track abilities until they actually get out there and push it. Equus has a similar solidness to it as you push it through high-speed corners and feel it holding onto decreasing radius highway on-ramps; though I think its limits a bit lower than the LS’.Steering is a bit light for handling SUR¿FLHQF\�� EXW� LW¶V� D� QLFH� PHDW\� ZKHHO�with good feel across its range. The wood inserts are a nice upscale touch, and heating

for the hands comes on quickly on those frigid mornings.Other nice touches are an iPad owner’s manual (which doesn’t just display vehicle features in multimedia format but also allows the owner to keep track of maintenance schedules) and hydrophobic front window coating (meaning it helps moisture roll off).3RZHU�IURP�WKH�����OLWUH�9��LV�RQ�SDU�ZLWK�just about any other engine in the segment, though torque falls short of others. And though the six speed automatic is smooth to shift, it falls a gear or two short of its competitors, many of whom also now drive all four wheels.And lest you think it doesn’t have the presence of either the others, the Equus is actually bigger overall (length, width and height) than just about any competitor (even traditionally large cars like the Cadillac STS, BMW 7 Series and Mercedes S-Class), and rides on a longer wheelbase. It’s also closer to the ground, with height adjustment for the air suspension available at the push of a button.
