Community Network

Area Action Plan

The 6 parishes of Carharrack, Lan-ner, Gwennap, Portreath, St.Day and Stithians are working together in a sub group of the Camborne Redruth Area Network, and at their recent meeting they put together their initial ideas for the future needs of the area. These are open for discussion and modification and will be merged with those of the towns, and should become policy for the councils and other bodies to implement. This plan should influence how the area develops over the coming years. Our group thought that our needs were best placed under 4 head-ings, obviously the emphasis in some parishes will be different to others in the group.

The plan will need the co-operation of bodies such as the police, county highways, the Area Health Authority, Doctors Surger-ies, Mobile Library, Bus Compa-nies, Education Department, Tour-ist Agencies, These bodies will be represented at the Network Area Meetings. St.Day has the advantage over the other rural parishes in having a Parish Plan which we can use as evidence of what our residents desire. We would like to hear from the residents of Scorrier and Busveal areas as to their needs and priori-ties.

The Parish Council would like your views on the following:- What needs to be added to or changed in the Community Net-work Area Plan? The 40 & 47bus services through St Day are under threat be-cause of low usage, and the subsequent high subsidy from Corn-wall Council. What changes to the services would encourage you to use the buses? The Landfill Site at United Downs will close in October and waste will then be sent to Conon Bridge near Liskeard. There is a pro-posal to keep the Household Waste Recovery Centre at United Downs open at least until an alternative site at Pool is opera-tional. The nearest other sites are at Mabe, Helston and St. Erth Bearing in mind that a lot of traffic, and litter in the area is created by private vehicles going to the site are you in favour of keeping the Household Waste Recovery Centre site open? ‘Day-Light’ Art Project -Three Events during 2010

celebrating St. Day’s community, its creativity and its heritage.

Thank you to everyone who helped to make the Lantern Celebration a great success! … making and carrying lanterns, baking cakes, making soup, donating raffle prizes, joining the procession, stewarding and we hope, enjoying themselves (which is what it’s all about!) Thank you to the Parish Council for helping to fund the evening and to Teyluva and the school for hosting workshops and supporting the event. Thanks also to Action St. Day Group for supporting us in our grant applications and to the Police for making us all feel safe. Thanks for all your donations, which we have set aside to fund next year’s lantern celebration. We are hoping to put some photos from the evening taken by our student photographer Heather Field on St. Days web site shortly.

All three projects have been funded by The Arts Council’s, Feast - Cornwall Culture, an arts organization, which aims to promote great art in Cornwall. We have also received funding from Cornwall Community Foundation, allowing us to stage the next part of the project. We also had raffle prize donations from local businesses including, Mcsalvors, Furniss, The Country Store, The General Store, The Pine Shop, Make Do and Mend, Premier Stores. Sainsburys have offered to donate refreshments for phase 2 of the project. Any money raised from this event will go towards next year’s lantern procession.

Our celebration of St. Day’s unique heritage continues with an exhibition in The Old Church, of artworks, made by the community and local artists. It will take place during the Mining Villages Festival, 14th-22nd August. We hope to have events and activities alongside the exhibition and if you’d like to help in anyway, providing music/entertainment, cakes, behind the scenes support… please get in touch with Kim or Clare.

Ourselves and 2 other artists, Hazel Mcgregor and Caroline Cleaves will be out and about in St Day running art workshops over the next few

months, so keep an eye out for posters. If you have a group, or are an individual, that would like to participate in a workshop, creating stained glass inspired textiles and drawings, that will be covers for 3 portable “standings” (tents formally used in St. Day by traders to sell their wares) please let us know.

And look out for us at Feast Day on Monday 14th June, where you will have a chance to find out more about the project and add to the evolving community artwork.

LIVING & LEARNING IN ST DAY Action St Day Group to make St Day a better place to !live and work

Two and a half years of work have paid off and St Day is to have a whole new play area at the Wheal Jewel Playing Field. The play equipment that is there was well past its sell by date years ago and the Action St Day Group with the help of Scott James, Bryony Nicholls and Mervyn Smallwood of Ker-rier District Council Regeneration team have put together £65,474 of funding granted by the Live-ability Community Pot, Cornwall County Playing fields Association, Cory Environmental Trust, St Day Parish Council, the Neighbourhood Renewal Com-munity Chest, Devon & Cornwall Housing, Living Spaces, the Local Network Fund, the Neighbourhood Community Chest Grant Fund, Lt. Comdr. J Mills, the St Day Jubilee Committee and the Action St Day Group. Quite a list but it’s quite a sum of money and it shows that the support is wide based. The project started with the selection of potential contractors and Rolf Necked of Kerrier DC Engineer-ing Service provided a select list and has kept in touch with the project right through and, since the completed play area is to be maintained by KDC, he will always be involved. Five contractors were asked to submit a scheme and their designs were exhibited at St Day & Carharrack School to be commented on by the pupils and their parents. As well as being shown at the school a public display was viewed at the Action St Day Group Annual General Meeting and from the comment

On discovering the last Minute Book of the Gwennap Parish Vestry in 1934, I abstracted in classified form the various significant entries. To read the entries under ‘Law and Order’ is to find oneself in the atmos-phere of one of those Sunday newspapers which specialise in anti-social behaviour. On June 14th, 1836, Trestram Powning is requested to call on Mr Thomas Mitchell at United Mines and stop fines agreed to be paid by them for riotous conduct, namely James Oppy, John Blamey and John Grigor. The first two of these were taken before the magis-trates only eight weeks earlier for breaking the Sabbath. The Parish Constables must keep an eye on them – ‘miserable offenders’! Spas-modic rioting had been going on for some time. At the Cornwall Quarter Sessions on October 16th, 1832, at Bodmin John Morcombe, Thomas Gribble, John Rogers and Joseph Whitford were charged with having riotously assembled at St. Day on Saturday, July 14th for the purpose of lowering the price of potatoes and other vegetables and also with as-saulting the Constables in the execution of their duty. A great body of people assembled in St. Day. They came into the place shouting and swearing that they would have the potatoes at 6d (2½p) a gallon. At the beginning of the market they were 8d a gallon. Then the price was re-duced to 7d but the mob insisted on having them at 6d. Morcombe was the ringleader and said he would upset the carts if potatoes were not sold at that price. The mob cheered and urged him on. On attempting to upset a cart, he was taken into custody but was immediately rescued by Thomas Gribble and Joseph Whitford. The Constables were knocked down several times. They showed their maces to the mob which tried to take their maces from them. Rogers was called on to assist them but he took part with the mob. Morcombe was sentenced to twelve months imprisonment and the others to six months, all with hard labour.

Moving back in time to the early 18th century when there were often blood feuds between one parish and the next, the men, mostly miners, of Redruth and St. Day set themselves in array against each other for

Local Band Helps Heros and British Legion

This letter has been received from Greg Woods….. As many will know, I once served in the regimental band of the 13th/18th Royal Hussars, and my Cousin Sgt Stephanie Cole is carrying on the family tradition, by being a member of the first all female helicopter crew to be based in Afghani-stan. My band "The Cutlers of Cornwall" felt that we wanted to do something to show that we are thinking of our troops. and like others, we get upset when we see some of the sad pictures on the television and in the newspapers. We decided that for our part, we would like to raise some money for the care of wounded soldiers, whilst recreating some of the old songs for our young heroes to sing today, so we made a CD entitled "Old Songs For Young Heroes" I have sent a copy to my cousin, and it is being played in Afghanistan, hopefully getting a few feet tapping and taking their minds off the more serious side of the operation. The Royal British Legion have taken our CD on board, and it will be featured later this year in the Legions magazine that has over 370,000 readers. Hello again. We are looking forward to our second trip this Spring. We had a good year in 2009 and were very fortunate with the vagaries of the great British weather! some unknown reason. On this occasion Redruth men, advancing on St Day, vowed they would take the life of the first thing they should meet in Gwennap Parish. At Vogue, they met a dog, killed it and, dipping a handkerchief in the blood, used it as a red flag of defiance in their fight with St Day men. There were many casualties on both sides and a Re-druth man was killed. St. Day won the match, cheered on by their women from the bedroom windows. This was known as ‘St. Day Fight’. As a result of John Wesley’s mission to Cornwall, especially Gwennap, the rejuvenated Church of England and compulsory education, this in-stinct of violence, still in existence but usually hidden under a veneer of decent manners is now sublimated into controlled Football and Rugby matches! A grandfatherly quality appears in the Parish Vestry in July, 1836, with the resolution – ‘that the overseers do keep an eye on James Sampson and keep him in employment’. In the minds of the Ves-try members there must have come a vision of the devil providing mis-chief for idle hands.

Disorderly conduct in the St. Day beerhouses was a matter of constant concern. September 13th, 1836, ‘William Bray, beerseller, is requested to attend the next Vestry meeting on a charge of disorder in his house’ and on the same date, not only William Bray but John Beer and William Gray, beersellers, were to appear before the Magistrates for ‘disorderly conduct and drawing beer during the Divine Service on Sunday, August 27th last. John Tregonning and Edward Teague, beersellers, expiated their misdemeanours by consenting to pay 30/- (£1.50) each to be spent in buying bread for the poor. John Holman was another beerseller in trouble in 1837. In 1839, dogs were becoming a nuisance and ‘the assessors are requested to give notice that all persons having dogs found with them will be charged for the same in future’.

In September, 1837, the Parish Vestry began to turn its attention to the damage caused by straying cattle and the Surveyor of Highways was ordered to provide a pound for straying cattle in the Parish in some con-venient place. A pound is an enclosure in which cattle or other animals are retained until redeemed by the owners. Animals could be im-pounded for distrained rent or for doing harm on the land of the person seizing them or for straying. In March, 1839, the Surveyor of the Roads was directed to provide a pound for the reception of strayed cattle in the neighbourhood of Carharrack and that Richard Mayor be appointed keeper of the same. That establishes the date of the pound at the bot-tom of the hill below Tresaddern Farm.

During the ‘Hungry Forties’ – between 1840 and 1850 – whilst there were serious riots and distractions in towns, especially those situated in or near mining areas, nothing appearing in the Vestry minutes suggests that Gwennap was seriously disturbed. When we come to a study of ‘Poor Law and Poverty’ in the Parish we shall find a picture of extreme distress but all kinds of efforts were made to alleviate the situation. At Helston in May, 1847, a printed poster was issued to ‘The miners and the labouring classes’ expressing ‘the sincere regret and concern at the present high price of the necessities of life which occasion so much dis-tress’. Money was being raised in many parishes for the provision of flour and other food for those in most want, the poster proclaimed, ‘but nothing they (the Mayor and Magistrates) can do can altogether remove the evil till it shall please Providence to give a cheaper supply of food’. Bear your distress with patience – do not resort to acts of violence – or the Magistrates will be compelled to put into force those powers, etc., etc. ‘You are exhorted to return quietly to your own homes and to trust to your friends and neighbours to help you’. So that was the attitude of the local Vestries and Corporations – the trouble that has come upon you is an act of Providence and when Providence relents then each will get a bellyful! Surely a strange doctrine for a Christian community! This is not the place to trace it back, to a great extent, to ‘man’s inhumanity to man’, to the greed of men who had it in their power to profit by the sufferings of others. One great gift of Providence is brains and in spite of the bleak philosophy of Omar Khayyam – The Moving Finger writes; and, having writ, Moves on: nor all your Piety or Wit Shall lure it back to cancel half a Line, Nor all your Tears wash out a Word of it. the evil that men do, often unwittingly, can, by the power of others’ brains and will, be undone. By Gladstone’s mental grasp of economic truths and by Peel’s political wisdom, the Corn Laws were repealed in 1846 and by 1850, the troubles in Gwennap Parish were over.

I have taken up so much space on matters outside my realm of refer-ence to impress on my readers that the history of St. Day and Gwennap is linked with the history of Cornwall, the history of which is linked with that of the English nation, with Europe and the World. We are surely ‘members one of another’ and the man’s life and conduct affects the lives of others.

The stocks are mentioned only once in the Vestry minutes between 1836 and 1894. In September, 1836, ‘Captain Richard Nicholls inquires of the friends of the boys who were found gambling on Sunday last, if they will consent for them to be placed in the stocks’. Stock – an instru-ment of punishment, now disused, in which the person to be punished was placed in a sitting posture in a frame of timber, with holes to con-fine the ankles between two planks (and sometimes others for securing the wrists). There is a tradition that the stocks were placed outside the railed entrance to the Old Church but there is no confirmation of this. As the congregation flocked to the Sunday services, the sight of the ‘enstocked’ must have called forth many a pharisaical attitude of thank-fulness that they were on the way to Church and ‘not as these other men were’ – in the stocks. The last time I saw the St. Day stocks, they were in the entrance hall of Scorrier House in a good state of preserva-tion (are they still there?).

At the end of January or beginning of February, 1839, there occurred an event at Trevarth which shook the Parish and made of every intelligent man and woman an amateur and premature Sherlock Holmes.The members of the Parish Vestry were shaken into action – ‘that a rate of one penny in the pound be forthwith collected for the purpose of offering a reward of £50 for the detection of the murderer of Loveday Lean, the surplus to be applied to the expenses of Constables and for the preven-tion of crime’. Surely, murder couldn’t happen here? If this case is not solved who could be guaranteed the continuity of their carotid arteries?

Cornwall Hospice Care is asking readers of this Newsletter to help support a £1million appeal to fund a major building project to provide more beds and better facilities for patients at its hospice in Hayle.

The charity plans to build on the existing site of St. Julia’s Hospice to create four more beds, and separate treatment rooms for outpatient services. The cost of the building project is £1.5 million.

The Department of Health has awarded the charity a £496,000 grant from its £40 million capital programme to support voluntary sector hospices in England and now the charity is asking the people of West Cornwall to help it raise the remaining funds needed for the project, which has already received planning permission.

The £1.5 million build will increase the number of beds at the hospice by fifty per cent from eight to 12 and create a dedicated and separate area for day pa-tients. This will be achieved in two phases, to minimise disruption to patients and their loved ones.

A seat has been donated in memory of Joyce Bills and is located in the playing field. Dog Mess. A lady has been reported to Cornwall Council for allow-ing her dog to foul and not picking up the mess. She has received a warning letter from the Council. So be warned somebody is watching and willing to report offenders. Litter Picking. There was good support for the recent litter pick and a considerable amount was collected from the by roads around St.Day. Thanks to all who helped. Our next litter pick will be prior to Feast on Saturday 5th June at 10am meet in the back room of the Community Centre. Please come and help. Litter on main roads. Cornwall Council officers have admitted that a lot of the litter on the road from St.Day to Redruth was caused by their recycling lorries. We constantly have to contact Cornwall Council to get this road cleared of litter. They have also cleared the A3047 through Scorrier. They promised to clear the B3298 through Tregullow when the hedge was being rebuilt but there was a lack of communication between the departments con-cerned. They say it is too dangerous to litter pick the road without traffic control. Bus service cuts. The 40 and 47 services through St.Day are al-ready heavily subsidised by Cornwall Council but First Bus has asked for a big increase in the subsidy. Whilst other operators are undercutting First and replacing them on other routes there was no significantly cheaper quote for the services through St.Day. First is now reducing the service on the 40 route where the 8:05 am and 4:01pm will only operate as far as Threemilestone and the 8:55am and 3:55pm, formerly starting from Truro, will now start from Threemilestone on weekdays.

Sunny Days Nursery .Newsletter April 2010

At Sunny Day’s we have been enjoying the outside space with all this sunshine. We have enjoyed experimenting with floating and sinking. We have explored how our bodies move and how we need the right coats or hats for the weather conditions. We have planted potatoes and are watering the tubs.

The pre-school children made food plates for the St Day Horticultural Show and enjoyed making Easter Bonnets for Easter. These were a particular hit with the boys. They have been experimenting with paint and how it changes when water, oil, washing up liquid etc are added.

Lisa, from ‘music and dance in education’ has started weekly music sessions to extend the children’s experiences last year. It is lovely to see her and ‘Cliff’ the seagull back with us. We are starting to practice our skipping and circle skills ready for the Feast Dance and look forward to a busy summer

About 12 years ago the Parish Council, working with neighbouring par-ishes, managed to get speed limits on roads in the area which were previously unrestricted, in a bid to cut speed, This was funded by County Environmental Services who were operating the landfill site at United Downs at that time. Some roads qualified for a 30 mph limit whilst the rest in the area were given a 40 mph limit. This created a situation where some of the narrow roads in the area had a higher limit than the better roads which were given a 30 mph limit. The areas with a 40 limit only had signs at the start of the area but now, working under the latest government regulations, these roads must have 40 repeater signs at frequent intervals. This has given some mo-torists the idea that if there is a 40 sign they are entitled to drive at 40, where common sense would say that the safe speed is nearer 20 on many sections. A meeting was held with Cornwall Highways attended by some resi-dents of Busveal and the chairman of the Parish Council to discuss the matter. There is no cheap and easy solution to the problem. The re-peater signs are a legal requirement and to change the speed limit re-quires a costly legal process. Also for a 20 limit to be applied the road either must be such that vehicles cannot exceed that speed or speed humps put in to restrict the speed. If a survey is carried out it would not necessarily give a lower speed limit. It has been suggested that the Busveal area becomes unrestricted which would mean the removal of the 40 signs. The problem has been highlighted because Cornwall Council is obliged by new regulations from the Department of Transport to review speed limits on all A and B roads to a national standard, and this requires that the roads leading on to the main roads are correctly signed. This in-cludes the road through Busveal.

Vandalism. Again we have suffered an incident of vandalism in the churchyard where a number of headstones have been pushed over and several have been broken into several pieces. If anybody has any knowledge of who was responsible will they please contact the police on 202324, the Parish Council or the churchwardens.

One Stop Shop. Your local “One Stop Shop” is opposite the railway station in Redruth where it should possible to deal with most of your problems and business relating to Cornwall Council. Police, The phone number for our local team for non-urgent mes-sages is 01209 202324 but this number is not staffed continuously. For real emergencies dial 999 but for other matters 0845 777444 Litter, rubbish, re-cycling and fly-tipping It is an offence to put out your rubbish earlier than the evening prior to day of collection, and you could be charged with depositing litter. The rubbish often gets blown around or the bags are ripped open by dogs, so causing litter and an unsightly mess. One inconsiderate resident recently left several bags full of garden rubbish in blue bags at West End. The Cornwall Council refuse lorry will not take these away – take them to United Downs landfill site yourself, they are your responsibility! The council collects recyclable materials via the Blue Box Scheme fort-nightly on Fridays. For details ring 0300 1234 141.There are bottle banks at the Enterprise Centre at Vogue and containers for paper at the school. If you see materials which have been fly tipped please report it to 0300 1234 141. You do not need to give your name and it is normally re-moved by the next day. Garden waste will only be collected if placed in the special bags which can be purchased from the Post Office.

There are various items, such as televisions and furniture, which will not be collected by the refuse lorries. If you put out items which are not col-lected, it is your responsibility to make other arrangements for their dis-posal. Market Square and West End are places where such items are often left beside the road for several weeks, making the area untidy.
