At the request of Summit Distributing, LLC, GeoInsight, Inc. (GeoInsight) prepared this report

summarizing the May 2016 groundwater monitoring event at the former Steve’s Mobil property

located at 18 Sykes Mountain Avenue in Hartford, Vermont. A site locus map is presented as

Figure 1 and a site plan is presented as Figure 2.

The groundwater monitoring event was requested by the Vermont Department of Environmental

Conservation (VTDEC) in a letter dated August 21, 2014 (Attachment A). The May 2016

monitoring event was the eighth event completed following the excavation of 1,905 tons of

gasoline-impacted soil from the former underground storage tank (UST) and pump island areas

and the decommissioning of the former USTs and pump island in May 2009. Concurrent with

the May 2009 impacted soil excavation and UST closure activities, the property was redeveloped

with a new convenience store, USTs, and pump islands. The historical and current property

features are illustrated on Figure 2.

GROUNDWATER MONITORING EVENT

Sampling and Analysis

Prior to sample collection, static water level measurements were obtained using an electronic

water level indicator. Groundwater was encountered in six wells; however, the thickness of

water encountered in wells GES-2R, MW-1R, and MW-2R was insufficient for purging and

sampling of those wells. On May 26, 2016, GeoInsight collected groundwater samples from

monitoring wells GES-1R, MW-3R, and MW-4R, which contained sufficient water for purging

and sampling. Table 1 summarizes current and historical groundwater elevations and historical

light non-aqueous phase liquid (LNAPL) gauging data.

Groundwater samples were collected from the three monitoring wells by GeoInsight using new

dedicated, disposable polyethylene bailers. Prior to sample collection, three times the volume of

water in the wells was purged using the bailers from wells GES-1R and MW-4R. The sample

from well MW-3R was collected with a bailer without purging as only 0.4 feet of water was

present in the well.

The groundwater samples were analyzed by United States Environmental Protection Agency

(USEPA) Method 8260B and the results were reported using the VTDEC USEPA Method 8021

list for selected petroleum constituents. Table 2 provides a current and historical summary of

groundwater volatile organic compound (VOC) data for the site. The laboratory analytical report

for the May 2016 monitoring event is presented in Attachment B. An updated discussion of

groundwater impacts at the site is provided in the Updated Conceptual Model section of this

report.

Quality Assurance/Quality Control

In general, the quality assurance/quality control (QA/QC) samples indicated that the data

collected were technically sound, usable, and meet the data quality objectives of on-going site

investigation activities. Although the sample from well MW-3R in May 2016 was obtained

without purging the well, the concentrations of benzene and MTBE detected in 2014 and 2016

are comparable, indicating that the omission of purging did not produce sample QA/QC

concerns.

A trip blank sample was included by the laboratory with the sample containers for this

monitoring event. VOCs were not detected above the laboratory practical quantitation limits in

the trip blank samples submitted for the May 2016 monitoring event. GeoInsight also reviewed

the surrogate recovery data reported by the laboratory for the May 2016 monitoring event, which

were within the acceptable limits listed by the laboratory in the analytical reports.

UPDATED CONCEPTUAL MODEL

Groundwater Elevations and Flow Direction

Using the groundwater elevation data collected in May 2016, GeoInsight plotted inferred

groundwater elevation contours, which are presented on Figure 3. The observed groundwater

flow pattern, as illustrated on Figure 3, was to the west. This finding was consistent with

previous flow directions mapped by GeoInsight at this site prior to, and following, the May 2009

impacted soil excavation.

Historically, groundwater elevations have fluctuated significantly at the site. Based upon the

historical summary of groundwater gauging data (Table 1), groundwater has fluctuated as much

as approximately 16 to 17 feet in wells MW-2 and MW-3. Monitoring well MW-5 has

historically shown the least water table fluctuation (approximately 3 feet). Also, wells

MW-1/1R, MW-2/2R, MW-3, and GES-2/2R (which are located on the west-southwest corner of

the site) were dry on one or more previous monitoring events, including dry conditions at

well s MW-1R, MW-2R, and GES-2/2R during May 2016. The depth to groundwater mea

surements observed in the post-excavation replacement wells during the May 2016 sampling eve nt

were near the low-end (deepest) in the historical range observed in corresponding

pre-exca vation measurements.

Groundwater Analytical Results

The location of the dissolved plume of VOCs, based upon the concentrations of benzene and

methyl tertiary butyl ether detected in the site monitoring wells during May 2016, is illustrated

on Figure 4. Since three key monitoring wells could not be sampled due to insufficient

groundwater, the plume iso-contour plan was developed using both available 2016 data and 2014

data for the wells not sampled in 2016. The lateral limits and location of the center of mass of

the dissolved plume remains consistent from the pre-excavation conditions, with the exception

that conditions at well MW-4R are significantly improved when compared to pre-excavation

conditions. During the five monitoring events prior to 2016, naphthalene has been the only

detected VOC in samples collected from well MW-4R that exceeded the applicable Vermont

Primary Groundwater Enforcement Standard (VPGES). In 2016, naphthalene was detected

below the VPGES.

Also, another important finding with regard to groundwater quality at the site following the

remedial action, is that the excavation has removed the LNAPL source from the vicinity of the

monitoring wells. LNAPL has not been encountered in replacement monitoring wells sampled

during the eight post-excavation monitoring events (August 2009 through May 2016). Prior to

the remedial excavation, wells MW-1, MW-2, and MW-3 contained LNAPL during most

sampling events. In addition, wells GES-2 (on two historical events) and MW-4 (on one

historical event) occasionally contained LNAPL.

To initiate an on-going analysis of potential trends in post-excavation dissolved VOC data,

time-series concentration charts were constructed for wells MW-1/1R, MW-3/3R, MW-4/4R,

and GES-2/2R (Attachment C). These charts will serve to assist in evaluating the effects of the

remedial excavation on long-term groundwater constituent trends as they are updated with future

groundwater monitoring data. The time-series chart for well MW-3/3R, and more so, the chart

for MW-4/4R support a trend of decreasing VOC concentrations in the eight monitoring events

completed after the May 2009 excavation.

RECOMMENDATION

GeoInsight recommends continuing long-term groundwater monitoring for the site (annual or

biennial). The monitoring program will be consistent with the post-excavation monitoring plan

outlined in the Corrective Action Plan for the project, dated February 19, 2009. A revised Work

Plan/Cost Estimate (WP/CE) updated to reflect the Petroleum Cleanup Fund rates in the

September 2014 manual is included as Attachment D. GeoInsight will proceed with the next

requested sampling event upon being issued a WP/CE tracking number from the VTDEC.
