BERLIN: Recent pledges by the US and other nations could help cap global warmingat 2 degrees Celsius by the end of the century, but only if efforts to cut greenhousegas emissions to "net zero" by 2050 succeed, scientists said Tuesday. More than 190countries agreed 6 years ago in Paris to keep the average temperature rise below

that threshold - ideally no more than 1.5 C - by 2100, compared to pre-industrialtimes, to avoid serious harm to humans and the natural world. The Climate ActionTracker, compiled by a group of researchers, projects that the world is currently set toovershoot the Paris accord's less ambitious goal by 0.9 degrees.

Australia's prime minister fendedoff accusations of racism and hav-ing blood on his hands Tuesday, ashe retreated from a threat to jailAustralians trying to escapeCovid-wracked India.Scott Morrison's governmentmoved to ban travellers from Indiafrom entering Australia until May15, threatening rule-breakers -- in-cluding Australian citizens -- withprison time.Amid a widespread backlash,Morrison on Tuesday said it was"highly unlikely" that Australianswho skirted a ban would be jailed."I think the likelihood of any of

that occurring is pretty muchzero," he said in a breakfast-timemedia blitz.Around 9,000 Australians are be-lieved to be in India, where hun-dreds of thousands of new coron-avirus cases are being detectedevery day and the death count issoaring.Among those trapped are some ofAustralia's most high-profile sport-ing stars - cricketers playing in thelucrative Indian Premier League.Commentator and former Testcricket star Michael Slater wasamong those who pilloried Morri-son's decision, saying it was a "dis-grace". "Blood on your hands PM.How dare you treat us like this," hetweeted. "If our Government cared

for the safety of Aussies theywould allow us to get home."Morrison said the idea he hadblood on his hands was "absurd"."The buck stops here when itcomes to these decisions, and I'mgoing to take decisions that I be-lieve are going to protect Australiafrom a third wave," he said."I'm working to bring them homesafely," he added, indicating thatrepatriation flights could beginsoon after May 15.The decision came into force onMonday and was denounced byrights groups and some of Morri-son's most prominent allies in-cluding Sky News commentatorAndrew Bolt who said it "stinks ofracism".

Three Indian-American siblings raised more than $280,000 tosend essential oxygen supplies for Covid-19 patients in India.Founders of an NGO, "Little Mentors" reached out to their

school friends and families for funds so that they couldarrange life-saving equipment like oxygen concentrators andventilators for needy patients and hospitals in and aroundDelhi. "Our only request is to return it (the equipment) whenit's not further needed as the next patient can use it," said 15-year-old triplets Gia, Karina and Armaan Gupta."This is important as supply of these equipment is very

scarce and the affected population is enormous," they said. The triplets said they also plan to keep a database of the

needy population so that supply could be properly directed."We need everybody's help in this as such an enormous taskcan only be accomplished by teamwork. We are veryfortunate to work with an excellent team of physicians, bothin the US and India."Previously, the triplets worked to reach out to senators and

congressmen, requesting to lift the critical supply embargo.“We are getting ready for the worst and asking people to becareful and help each other in this major crisis," they said.Besides, the group plans to open distribution centres inmajor cities.

Terming the situation in India "verydesperate", America's top publichealth expert Dr Anthony Fauci hassuggested the government marshal allits resources, including the armedforces, to immediately build makeshiftfield hospitals, and urged other coun-tries to help with not only materialsbut also personnel. In an interview, he said, “It's some-thing that is of the highest degree ofseries, when you have so many peoplegetting infected and the lack of the ca-pability to take adequate care of every-one.”He added, “I recommended that In-dia shuts down the country in lock-down completely, like other nations. It's well known, with the experience of

other countries that locking down, def-initely interferes with the dynamics ofthe viral outbreak.”Fauci stated “The second thing isthat you will recall again last yearwhen China had a very serious prob-lem, they marshalled their resourcesvery, very rapidly, built new hospi-tals, to be able to handle the peoplewho required hospitalisation. Al-though I have not been to India to seethis myself, from what I see in the me-dia, that is a drastic shortage of hos-pital beds, and people are being takencare of in makeshift arrangementsso it wouldn't be possible, perhaps, with the help of your own military toput up field hospitals that you woulddo if this were awarded time, so thatpeople who are sick and require ahospital bed, will have a hospitalbed.”

The Pakistan governmenthas decided that there wouldbe no compromise on thecountry's controversial blas-phemy law, days after theEuropean Parliament adopt-ed a resolution calling for areview of Islamabad eligibil-ity for the General Schemeof Preferences Plus (GSP+)status in wake of an "alarm-ing" increase in the use ofblasphemy accusations inthe country.Pakistan Prime MinisterImran Khan on Mondaychaired a meeting to reviewthe EU Parliament's Thurs-day resolution that claimedthere has been an alarmingincrease in accusations ofblasphemy online and of-fline in Pakistan over thepast year, The Express Trib-une reported.

The EU Parliament, in itslatest session on Thursday, adopted a resolution de-manding Pakistan to allowspace for religious freedomand urged the EU authori-ties to review GSP plus sta-tus for Pakistan amid the in-creasing number of blasphe-my cases. Pakistan has ex-pressed disappointmentover the adoption of the res-olution by the EU.According to sources, themeeting on Monday decidednot to compromise on theblasphemy law as well as thelaw declaring Ahmadi com-munity non-Muslim. Themeeting was told that Pak-istan's agreement with theEU did not include any con-dition with regard to reli-gion.Pakistan had made a totalof 8 agreements with the EUon various human rights is-sues including human free-

dom, enforced disappear-ances, women rights and mi-nority rights. The meeting was told thatthe country would suffer anannual loss of $3billion ifthe EU revokes its GSP+ sta-tus.The GSP+ provides en-hanced and preferential freetrade between the EU and asmall list of countries thatare meant to be among thosedeveloping countries withthe best human rightsrecords.Pakistan's blasphemy laws, both in content and applica-tion, are contrary to thecountry’s human rights obli-gations to respect and pro-tect the right to life, freedomof thought, conscience andreligion or belief, freedom ofopinion and expression, equality before the law, pro-hibition of discriminationand the right to life.

Pakistan to not hold backdespite EU Parl's review calls China is boosting its lever-

age over financially vulner-able countries and ensnar-ing some in sovereignty-eroding debt traps by ex-tending loans with stringsattached. The latest to fall prey toChina's debt-trap diplomacyis Laos, which recentlysigned a 25-year concessionagreement allowing a major-ity Chinese-owned companyto control its national powergrid, including electricity

exports to neighbouringcountries, writes authorBrahma Chellaney for TheHill. This shows that Beijingcontinues to weaponise debtas part of its strategy to ex-pand its economic, politicaland military presenceabroad, even as countriesreel from the devastating im-pact of the C-19 pandemic. The lopsided nature ofChinese-dictated contractscurtail the options of bor-

rowing nations and give Chi-na's state-owned banks ahuge discretion over anyborrower, including the pow-er to scrap loans or even de-mand full repayment aheadof schedule. As China leverages itsstate-sponsored loans to ag-gressively advance its tradeand geopolitical interests, many Chinese loans havenot been publicly disclosed, raising a 'hidden debt' prob-lem, Chellaney wrote.

China could use spacestation for militaryactions: Experts

China continues to boost leverageover vulnerable countries

AGENCIES / Beijing

With the launch of the coremodule of China's firstspace station, several ex-perts in the West have raisedconcerns about the clandes-tine ambitions behind theconstruction of the Chinesestation and triggering of anew 'space race'.The country is set to beginan ambitious 2-year con-struction project 370kmabove Earth for their modu-lar space station and hasalso announced that it isopen to any nation intend-ing to partner in scientificcollaboration and research, reported EurAsian Times.A recently-released intelli-gence report by the US Of-fice of the Director of Na-tional Intelligence on globalthreats said that the People'sRepublic of China (PLA)will continue to integratespace services--such assatellite reconnaissance andpositioning, navigation, andtiming (PNT)--and satellitecommunications into itsweapons and command-and-control systems to erode theUS military's informationadvantage.Beijing is working to

match or exceed US capabil-ities in space to gain "themilitary, economic, andprestige benefits" of match-ing the US's capabilities inspace, warned the report."China wants this spacestation for both the range ofcivil commercial reasonsand for military missions. Itwill be conducting scienceexperiments, production ex-periments, material produc-tion experiments; but theshape of the space stationbased on the Russian MIR,is based on stolen technolo-gy, according to my Russiancritics," said Rick Fisher, In-ternational Assessment andStrategy Center, who is aSenior Fellow on Asian Mil-itary Affairs in a podcast.Fisher later called China'sspace ambitions as a 'mili-tary operation'. China hasheavily increased its overallgovernment funding forspace activities in 2020, ex-ceeded only the US. DespiteChina ramping up its spaceresearch and explorationprogramme, the countryspent $8.9 billion in spaceactivities, which is very lowcompared to the $48 billionspent by the US, accordingto EurAsian Times.

Beijing is working to match orexceed US capabilities in spaceto gain "the military, economic,

and prestige benefits" ofmatching the US's capabilities

in space, the report warns.

Israel PM faces midnightdeadline to form govt

AGENCIES / Jerusalem

Israeli Prime Minister BenjaminNetanyahu faced a midnight dead-line on Tuesday to put together anew coalition government - or belooking at the possibility of leadinghis Likud party into the oppositionfor the first time in 12 years.Netanyahu has struggled to securea parliamentary majority sinceMarch 23 - when elections ended indeadlock for the fourth consecutivetime in the past two years. Despiterepeated meetings with many of hisrivals and unprecedented outreachto the leader of a small IslamistArab party, Netanyahu has not beenable to close a deal during a four-week window. That window was to expire at mid-night, at which point the matter re-turns to President Reuven Rivlin in

the absence of an agreement.A failure to reach a deal would notimmediately push Netanyahu out ofoffice.Rivlin could give him an addition-al two weeks to form a coalition. Hecould give one of Netanyahu's oppo-nents an opportunity to form a gov-ernment, or in a final move of des-peration, send the matter straight toparliament. That would give lawmakers achance to choose one of their own asa prime minister. If all options fail, the country would face another elec-tion this fall, meaning months ofcontinued political paralysis. On Monday, Netanyahu said hehad offered the head of Yamina, Naf-tali Bennett, the chance to share thejob of prime minister in a rotation, with Bennett holding the post for thefirst year.
