Mayfield-Hart earned the honor for her contributions towards updating the FHWA’s Traffic Monitoring Guide (TMG). The Federal Highway Administration’s Traffic Monitoring Guide provides State highway agencies and Metropolitan Planning Organizations (MPOs) with detailed procedures for collecting, processing and reporting traffic data for all public roadways. State highway agencies, local governmental agencies, private organizations and businesses follow the Traffic Monitoring Guide to achieve data quality, consistency and compatibility. In the fall of 2010, the FHWA started the first updating process for the Guide in ten years. Twenty volunteers from State highway agencies MPOs, private businesses, TRB and the academic community responded to FHWA’s call to serve on the Traffic Monitoring Guide Updating Expert Panel. The panel helped FHWA review new material, gather good practices and explore new directions. E lizabeth Mayfield-Hart, Staff Planning Engineer in the Department’s Planning & Research Division, has

been recognized by the Federal Highway Administration (FHWA) with the FHWA Administrator’s Public Service Award.

Mayfield-Hart earned the honor for her contributions towards updating the FHWA’s Traffic Monitoring Guide (TMG).

The Federal Highway Administration’s Traffic Monitoring Guide provides State highway agencies and Metropolitan Planning Organizations (MPOs)

with detailed procedures for collecting, processing and reporting traffic data for all public roadways. State highway agencies, local governmental agencies, private organizations and businesses follow the Traffic Monitoring Guide to achieve data quality, consistency and compatibility.

In the fall of 2010, the FHWA started the first updating process for the Guide in ten

years. Twenty volunteers from State highway agencies MPOs, private businesses, TRB and the academic community responded to FHWA’s call to serve on the Traffic Monitoring Guide Updating Expert Panel. The panel helped FHWA review new material, gather good practices and explore new directions.

The award was presented to Mayfield-Hart at the October meeting of the Arkansas State Highway Commission by Sandra Otto, Division Administrator, FHWA-Arkansas.

held its annual meeting on October 25th

at Bishop Park in Bryant. State President

Richard Blaine presided over the meeting which

featured lunch and presentations from Deputy

Director and Chief Engineer Frank Vozel and

Attorney General Dustin McDaniel. Nomination

and election of the 2013 slate of state officers

was also on the program. Statewide officers for

next year are shown left to right: Doyle Hughes,

Secretary Treasurer; Bettye C. Johnson, Sr. Vice-

President; Jerry Westerman, Vice-President;

and Dale Gossien, President (seated). Over 100

retirees attended the meeting. u

AHTD Retirees’ ANNUAL MEETING

P rogress continues in Jefferson and Grant Counties on the reconstruction of

approximately 7.5 miles of Interstate 530. The $25.9 million project was awarded to Interstate Highway Construction, Inc. of Englewood,

Colorado, in October of 2011. Work began shortly thereafter. The improvements begin just south of the Pulaski County line and extend southward to the Jefferson interchange. Crews are crushing and processing the

existing concrete pavement, and recycling it into the new cement-treated base, a process known as rubblization. Construction is just over 50% complete and completion is expected in the summer of 2013. u

JIMMY STANDRIDGE Hydraulic Excavator Operator – FinishDistrict 8

LENGTH OF SERVICE: 33½ years. I started with the Department in June of 1979.

JOB DUTIES: I operate my equipment on everyday assignments on the roadways as needed, but also stand ready to clear the roadways when snow and ice hit our District.

FAVORITE PART OF THE JOB: My favorite part of the job is the actual operating of the equipment at various job locations and making sure the job is done correctly.

BACKGROUND: I began with the Department at the age of 18. I was a Paver Operator for twenty years before becoming a Hydraulic Excavator Operator.

FAMILY: My wife, Kathy, and I have six children and 13 grandchildren. That includes seven grandsons and six granddaughters.

HOBBIES: I enjoy going hunting, running a sawmill and working in log woods with my brother. u

I

t’s that time of year again. The winter months

mean it is time to keep in mind the Department’s

policy for reporting to work during spells of

snow and ice. In the event that AHTD employees

are excused by official action due to inclement

weather, the following will be in effect…

Official media notice to state agencies will apply

to AHTD employees except designated essential

personnel. The Inclement Weather Policy excuses

employees from work until 10:00 a.m. unless

otherwise specified by official media notice.

Employees who report to work after the excused

time will be charged leave calculated between the

excused time and their arrival time. Employees

who do not report to work at all will be charged for

a full day’s leave.

Non-essential employees who elect to stay home

or leave early due to weather-related conditions

without being excused by official action will be

charged annual leave. Accrued compensatory time

may also be used to cover periods of absences

due to inclement weather. If annual leave and

compensatory time are unavailable, leave without

pay may be used. Sick leave may not be used for

this purpose.
