A response has been sent to the writer advising that their comments will be included in the public feedback for the Southlands Official Community Plan amendment and rezoning application. Staff will be reviewing all correspondence, noting comments and concerns which will be summarized and reported to Mayor and Council. A set of binders that contain all correspondence/feedback on the Southlands application received up to and including November 16, 2012 are available for viewing at Municipal Hall, South Delta Recreation Centre, Winskill Aquatic and Fitness Centre, Tsawwassen Library, Ladner Pioneer Library and George Mackie Library. Correspondence received after that date will be put in a new binder that will be made available prior to Council’s consideration of first and second readings of the bylaws for the Southlands application.

Greater Vancouver Regional District (Parks)

Aldergrove Regional Park - Vancouver Aquarium Wetland Restoration Project

APPROVED

The Vancouver Aquarium proposed to create shallow wetland habitat in the Gordon's Brook area of Aldergrove Regional Park. The project will provide habitat for amphibians and other wildlife, compliment the existing constructed wetlands off Pepin Brook and expand education, interpretation and research opportunities. Funding of $75,000 is provided by VanAqua's funding partner, Earth Rangers, an organization which engages school-age kids to support species at risk.

The Board approved the Vancouver Aquarium Wetland Restoration Project and authorized staff to execute a project agreement with the Vancouver Aquarium for implementation.

Colony Farm Regional Park - License Agreement with Kwantlen APPROVED Polytechnic University for a teaching farm .

In 2012, Kwantlen PolytechniC University submitted a proposal to use approximately 14 acres of land at Colony Farm Regional Park to start a teaching and demonstration farm. This farm will support its new Bachelor of Applied Science in Sustainable Agriculture program. Students will spend one full year learning applied sustainable farming practices at the farm, growing a variety of fruit and vegetable crops. The teaching farm will be located in the area of Colony Farm that is designated for agriculture and was most recently farmed in 2004.

The Board authorized staff to execute a license agreement with Kwantlen Polytechnic University for a teaching farm at Colony Farm Regional Park.

Funding Request from Stanley Park Ecology Society for Expansion of Co-Existing with Coyotes Program

DECLINED

At the April 11, 2013 meeting, the Committee received a delegation from the Stanley Park Ecology Society's Co-Existing with Coyotes program. The program aims to reduce conflict between people and coyotes. Responsibility for wildlife management generally falls to the

A staff report summarizes a new agriculture water demand model developed by the Province for the Metro Vancouver region. The model can be used to estimate the amount of irrigation water used by agriculture, today and in the future, under varying crop and climatic conditions.

Managing Concurrent Regional Growth Strategy Amendment APPROVED

A staff report summarizes RGS Implementation Guideline #2, which outlines a clear timeline for processing concurrent Regional Growth Strategy amendment and Regional Contexts Statements in order to provide clarity to municipalities and this Committee in planning for the work ahead.

City of Vancouver Draft Regional Context Statement - Request for Metro Vancouver Board Comment

APPROVED

A draft Regional Context Statement has three locations where the RGS land use designations differ from those shown in the Regional Growth Strategy. The statement also indicates Vancouver's commitment to focusing growth in the Metro Core and the Oakridge Municipal

Air Quality Impacts of New and Expanded Coal Shipment Activity in Metro Vancouver

DEFERRED

The Board deferred a staff report and the following draft resolution to the June 14 GVRD meeting:

That the Board approve a resolution to write to Port Metro Vancouver to: Request detailed information on their review processes for permit applications for expanded and new coal handling infrastructure at Neptune Terminals and Fraser Surrey Docks respectively, and request a formalized procedure in the referral of project review processes between Port Metro Vancouver and Metro Vancouver; Advise of their support for the inclusion of health impact assessment in the review of expanded and new coal handling infrastructure, as suggested by the Vancouver Coastal Health and Fraser Health authorities; and Express opposition to coal shipments from the Fraser River Estuary other than the existing Roberts Bank coal port. That the Board request Port Metro Vancouver, Transport Canada and Environment Canada require the necessary mitigation measures and monitoring to address emission sources that are not within the jurisdiction of Metro Vancouver.

Water Supply and Consumption Update for Summer 2013 RECEIVED

The. existing snow pack and lake levels should be sufficient to ensure adequate water supply for the 2-13 summer season. In the event of an extreme drought or unusually high demand for water, Metro Vancouver has the ability to increase its use of the Coquitlam source or, if necessary, implement additional demand management measures.

Seymour-Capilano Filtration Project - Project Status RECEIVED

All of the major construction contracts for the Seymour-Capilano Filtration Project are complete except for the twin tunnels. As of the end of March 2013, twin tunnels completion is 89%. The balance of the project is at 98% overall completion. Filtration of the Seymour source commenced in late December 2009 and reached full flow in mid-January 2010.

Summary of GVWD Quality Control Annual Report 2012 RECEIVED

The water quality monitoring program continues to fulfill its role of confirming that the water quality barriers the GVWD has in place, watershed protection, water treatment and ongoing operation of the water system to maintain water quality, are working effectively and that the water provided by the GVWD to its customers met water quality standards and guidelines in 2012.

Greater Vancouver Sewerage & Drainage District

Lions Gate Secondary Wastewater Treatment Plant - Proposed Study Tour

APPROVED

A secondary wastewater treatment plant for the North Shore is being built approximately two kilometres east of the existing Lions Gate Waste Treatment Plant, which provides primary treatment. The new plant is required to be on-line by December 31, 2020.

A two-day study tour was proposed to visit four treatment plants in Washington State to gain a more in-depth understanding of the technologies available and the approaches used to build plants that are well integrated with the community. The expected cost would be in the order of $25,000 to $30,000, depending on the number of participants. The Board also invited a

representative of both the Tsleil-Waututh and Squamish Nations to attend.

Metro Vancouver Waste-to-Energy Facility Environmental Upgrade Projects

APPROVED

The B.C. Environment Ministry has put a new guideline in place for waste-to-energy facility emissions.

A nitrogen oxides reduction project, already approved by the Board and under construction, has an overall budget of $7.9 million and is expected to be operating in 2014. The Board approved in principle additional environmental capital projects, totalling an estimated $20,850,000, to meet new MOE guidelines, which are not regulatory requirements:

1. S02 & HCI Reduction Project (Scrubber Project) Preliminary completion date: 2019 Preliminary project capital cost estimate: $16,500,000

2. Continuous Emissions Monitoring System (CEMS) Upgrade Project Preliminary completion date: 2015 Preliminary project capital cost estimate: $2,000,000

3. Natural Gas Burner Replacement Project Preliminary completion date: 2015 Preliminary project capital cost estimate: $1,600,000

4. Standby Electrical Power Replacement Project Preliminary completion date: 2017 Preliminary project capital cost estimate: $750,000

A resent inquiry into Federal Compliance Inspections on Food Heath Safety after two incidents of Food Poisoning involving the Deaths of Canadians. Has pointed out that the resent move toward Voluntary Compliance and Self Regulation of Food Processers has been an abject failure resulting in poor practices. And the under mining of Health and Safety Regulations. To the point where even in there small roll Federal Government Inspectors where reluctant to act in a manner that would affect production and profits in order to affect compliance A similar route of compliance has taken place in several Federally Regulated Transportation Services. A series of Safety Management Systems. Have been incorporated in Ship and Rail Operations which have Companies doing there own safety audits through a system of Insurance Companies and Class Societies. And oversight and compliance of operations has been turned basically to Companies that are motivated by Profit! Federal Agencies have basically been gutted and robbed of there regulatory inspectors.

Delta has been dragged into becoming a Transportation Hub. While the Delta Fire and Police services are the Best run organizations in Canada. Regulation of Dangerous Goods Shipped By Rail and Marine resources is a Federal Government Responsibility! The Application of these Regulations is complicated, sophisticated and EXPENSIVE for shippers! Resent large scale explosions in the U.S. involving Agricultural Chemicals and Tanker Rail Cars. Has more then shown that a Major Incident is More then possible in the transfer of Dangerous Goods. Many of Which Pass·on a Daily basis through Delta Port sometimes in Decrepit sub standard Semi Trailers My questions to Ms. Findlay Are Just how many ACTUAL Federal Government Employed Dangerous Goods Inspectors are on the Ground Doing ACTUAL COMPLIANCE INSPECTIONS AND AUDITS of Regulatory compliance in the Lower Mainland and B.C. I'm Talking Specifically Trained and Dedicated Staff Able to charge and Prosecute violations. Someone with the interests of the People of Canada and their safety and community well fare? How Many Rail Safety Personnel are doing oversight in Rail Transportation in the Lower Mainland? Almost Daily there are reports of Railway Signals at crossing being found to be in disrepair and malfunctioning . IF this Example of BASIC SAFETY equipment Malfunction is more then evident. A portion of Deltaport Way had to be shut down Monday after three trucks were involved in a crash.

Delta police spokesperson A/Sgt. Ciaran Feenan said officers were called to the 5700-block of

Deltaport Way around 2: 30 p.m. after three semi trucks rear-ended each other.

Feenan said one truck rear-ended another, which pushed that truck into a third.

One driver '("as taken to hospital with a non-life threatening head injury, he said, and another driver was

given a ticket for following too closely.

Feenan said the road was shut down until just after 5 p.m. as crews worked to clear the scene.

Container port closed for several hours after ship's crew falls ill due to acrid smell THE DELTA OPTIMIST JUNE 5, 2013

Business at Deltaport was shut down for most of the day last Friday after hazmat crews had to be

called in after crew members on one ship reported feeling ill.

Delta Fire Department deputy chief Ken Sim said a call came in around 3 a.m. that there was an acrid

smell on one ship and workers were reporting feeling dizzy and nauseous.

The port was shut down as the department's hazardou;; materials crew was dispatched to the scene.

While he could not comment on the exact type of chemicals involved in the incident, Sim said there

were hazardous material containers on the ship and one in particular was identified as the source of

the smell.

Delta police were called in around 8 a.m. to provide traffic control as no shipments were allowed in or

out of the port while crews dealt with the situation.

All containers were re-routed until the port reopened at approximately 4: 30 p.m.

Wayfinding signs were updated in September 2012 in the civic precinct to include destinations such as Delta Civic Centre, Hospital, Police, and Park and Ride. The wayfinding sign installed on Ladner Trunk Road at Harvest Drive is 1.2 m tall and 1.0 m wide. The sign type and design is in accordance with Delta's Branding guideline, which was approved by Delta Council on February 4, 2008.

We were very pleased to hear that our portion of Eden Crescent would have a road upgrade as was done on a portion last year literally ending at our corner. We expected the same result but to our surprise, the roads were topped with tar and gravel, leaving an uneven topping at every driveway with loose gravel tar peeling away and not allowing for drainage. Then someone came and dumped a load of dirty rocks on top of rocks already in place on one side of Eden Place and on top of the area at the other side with weeds sticking up through it and only partially done. The Eden Place cui de sac has a large dump of white concrete looking circle and lines and when the original work was done there were large track marks lef!. This was really shoddy workmanship and frankly I think it looked better before it was done. Whenever any walks up my driveway they bring with them remnants of tarred gravel which then comes into my house. I would really like someone from the municipality to come and look and see if they think this was an effective use of our taxpayers money. Looking forward to hearing from you. Sincerely

Dear Mayor and Engineering Dept, In late May the lower part of Eden Crescent was repaved by a sub contractor of yours called Winvan Paving, None of the existing road surface was removed-the effect of this was to raise the height of the road surface above that of our driveway, preventing drainage of runoff from rain etc,

On May 27'h I phoned Winvan Paving and spoke to John Macera, described as "Superintendent" on the flyer we received. I described the problem to Mr Macera and since we had just had heavy rain the bottom of our driveway was flooded and not accessible by foot. Mr Macera offered to "Look into it". I have not seen or heard any response from Winvan Paving since then.

Please see photo above taken during this time-runoff has always flowed to the drain that can be seen beyond the driveway.

We would like this problem rectified as soon as possible. If our driveway floods in May and June it will be ridiculous in the Winter.

With regard to the unacceptable situation for safe exit from Morningside Drive's 22 homes. Several times a week the line up to the border is long enough to block our exit. I attach today's photos as evidence.

I understand the the Delta Engineer is opposing the painting of cross hatching to allow a space for us to exit safely. This is urgently needed. It should be long enough to allow a safe sightline from downhill traffic that usually is proceeding above the 50 kph speed limit.

Should there be an accident it will be probable that the C~rporationn of Delta could be held liable if safety measures are not adopted.

The line ups will increase as the US Border service is now reduced because of cut backs, so the situiation is not like;ly to improve unless the exchange rates and gas prices change.

Anothet fix expensive and temporary would be to place a police officer to regulate traffic when congestion occurs.

~O t't -~ 1 I~ My husband and I have been proud Ladner residents for the past 9 months. We both grew up in Richmond, last year we decided to move to Ladner to enhance the feel of community and enjoy the quieter more relaxed environment that Ladner has to offer.

Our new home is a 40+ year old house that we fell in love with and had a vision for improvement. We have already poured a lot of work, money, sweat and tears into home renovations and have definitely gotten closer to the house we are looking forward to raising our family in.

In the North-East comer of our lot there are several tall poplar trees. Our close friend, who regularly deals with trees in her line of work, took a look and expressed concern as the poplar trees appear to actually be one tree with 5 stems. The core stem of this tree appears to have been removed some time ago and in turn has weakened the overall strength of the natural system. After a topographical survey, it was determined that 2 of the stems are on our property and 3 are on municipal property. We put a request in to the tree permit department to have the poplar trees looked at for removal, unfortunately we were declined.

These trees are very tall and do not fit in with the neighbourhoods current landscape. As you will notice in the photos they stand out like a sore thumb. Not only are the trees an eye sore but they are also potentially very dangerous. During heavy winds we have found that large branches and debris fall from these trees onto the road, into our yard and many neighbours' yards. The branches have even knocked out power when they have fallen onto nearby power lines. Especially because of their size and the proximity to other houses, it has been reiterated that the neighbourhood would like to see them removed. They have been identified as more of a hazard and a nuisance than a compliment to the neighbourhood's scenery.

We would like to express our concerns and request that these trees be taken down to prevent any further danger and help improve the overall neighbourhood image. We have already paid to have our ditch filled in and would like to complete the final landscaping of our lot. We are committed to creating a home that we are proud of and wish to share it with our new community.

All of our neighbours are in agreement to have the trees removed, please find attached signed petitions with comments from all of our adjacent neighbours. We are open to further discussion regarding the removal of the trees. We have also included several photos and the legal survey for your reference.

Thank you for this petition. It is time for this tree( s) to be gone and most certainly, needs to be looked into soon. I have attached a copy of the Tree Removal bylaw and my comments, for your perusal. This Bylaw needs to be revised. It is, fifty four years old and times have changed.

I might add that this petition should be addressed and delivered or mailed to Mayor and Council rather then the Engineering Department. I say this from experience. The Engineering Department will only file it away as they have done with other complaints and petitions and forget about it. Not so, if Mayor and Council gets it for their weekly meetings.

A Bylaw to provide for the removal of trees and shrubs dangerous to public safety

The Municipal Council of THE CORPORATION OF DELTA in open meeting ENACTS AS FOLLOWS:

1 . This Bylaw may be cited as the "DELTA DANGEROUS TREE REMOVAL BYLAW 1959, NO. 847.A"

2. The Corporation of Delta, by its Municipal Engineer and his workmen, may remove, cut down or trim any trees, shrubs, hedges or bushes growing or standing on lands adjacent to a highway which are, or which become, injurious to the road-bed, sidewalk or works, at the expense of the owners or occupiers of lands on which they grow or stand.

Where, in the opinion of the Municipal Council, any trees, shrubs, hedges or bushes growing or standing on lands adjacent to a highway are dangerous, or where, in the opinion of the Municipal Council, the safety or convenience of the public so required, the Council, by resolution shall direct the Municipal Engineer to remove, cut down, or trim any such trees, shrubs, hedges or bushes at the expense of the owners or occupiers of lands on which they grow or stand.

Before proceeding under Sections 2 and 3, the Municipal Council shall give to the owner or occupier of the lands written notice requiring him within FIVE DAYS from the date thereof to remove, cut down or trim the trees, shrubs, hedges or bushes designated in the notice and if the owner or occupier does not in the said five days remove, cut down or trim these trees, shrubs, hedges or bushes as required, the Municipal Engineer and his workmen may enter and effect such removal, cutting down, or trimming at the expense of the person defaulting provided that if the said owner or occupier makes an application to a Judge of the County Court within the said five days, action shall not be taken by the Municipality until the Judge has heard and determined the matter and his decision shall be final and without appeal.

This Poplar tree, in question, has been a nuisance from day one. I have lived at this address since 1973 (40years). I have had to put up with leaves all over my deck, roof, eves, lawn and in my house when the door is left open. Not to mention the roots of the tree( s) is spreading all through our back yard & probably under my house. We are seniors, so how much longer do you think we can keep doing the clean up from this massive tree? Most likely this tree(s) was meant for farm land and not RESIDENTIAL. Several years ago I contacted the Engineering Department & spoke to Ken Sheaves, (who has been retired now for several years) and I was informed the Corporation of Delta was responsible for giving these trees to quite a few residents in Ladner at no cost. I am sure the Municipality had good intentions at the time since most of Ladner was and I repeat "WAS" farmland, however that is no longer the case. As you can see Ladner has grown much bigger with a larger population. IT IS TIME TO TAKE ACTION before someone gets killed from the large falling branches & the tree itself. When there is a wind storm, we all wonder when that tree is going to fall on one. of our homes. This is scary! I realize "Delta Dangerous tree removal Bylaw 847 A states it is the owner's responsibility for cost, but you GAVE it to the residents, now take it back at the same cost. Bylaw No. 847 A is 54 years old. It is time to revise this old Bylaw. Ladner population has grown a lot since 1959.

1. Is a TELUS Cell Tower being installed on 1st and 56th Ave. in Tsawwassen? 2. If so, why were the people in the neighbourhood not consulted prior to approval? 3. As you are aware, we deal with noise, Vehicle emissions, Honking of horns, Vulgar language from the Point Roberts Border Line-up, and litter that the neighbourhood cleans up. 4. As you are aware, the Rotary Club in Tsawwassen installed a Water Park at Diefenbaker Park, which in the late spring to the early Fall, we deal with constant noise pollution during the day. 5. We live in the Terrace, where there is constant vehicles parking for the USA Border, and Diefenbaker Park, which denies us parking on the street in front of our homes. This also generates, Transients, who loiter and break-ins are on the rise in the Terrace. 6. As you can see, we deal with a lot of concerns and the Home owners that back onto 56th street, have a hard time enjoying their back gardens. 7. Installing of a Cell Tower is just another problem health wise for us to worry about.

Please confirm if a Cell Tower, or Microwave Tower is going to be installed on 1st and 56th street in Tsawwassen BC We will be consulting the neighbourhood if such a tower is going in.

I attended the Delta Council meeting on May 27,2013 that discussed in part the current MK Delta lands development proposal for a property in North Delta, and that the South Delta Leader newspaper discusses in a recent editorial (June 1, 2013). There certainly was a lot of hollering and yelling, etc. from the crowd in attendance. I wasn't one of those making the noise. I live in North Delta, close to the MK Delta Lands site. I actually view what MK Delta lands is proposing in a positive light, because of a number of considerations that I believe will reflect positively on the community. I do tend, as well, to believe what sounds to me like informed opinion that suggests that it is "safe" to build in the area proposed, despite its proximity to what is described as traditional "bog."

I do have a particular concern about the proposed development, however. Although what is being suggested looks pretty when it is viewed on preliminary drawings that are made available, I find the housing choices that are proposed markedly unimaginative. In particular, I am notat all attracted to another condo I townhouse - cum strata fees - kind of development (like, for example, what Delsom estates has turned out to be). There are significant and realistic (including fiscally realistic) opportunities available to develop a piece of property like this one in more imaginative ways - that will embrace more varied kinds of housing stock, perhaps more affordable opportunities for homebuyers than is presently being considered, and that will depart far away from the idea of "just another strata." .

I want to be able to support the MK Delta Lands proposal, but I absolutely do not want "just another strata" development.

Regarding the recent MK Lands proposal to the east of Highway 91, I would like to point out that the on site signage may meet the regulation, but is very inappropriate for a project this size.

There is one tiny sign to the east of Highway 91, there is no way to read it as you drive by at 90 kmlhr. Plus, it is set back very far from the road, and nearly completely overgrown with trees!

The second sign I saw is south of 72nd ave approach, but it too is very small, set back from the road, and nearly completely overgrown with trees,

I suggest that MANY people in the lower mainland who drive past this area appreciate the green space (nearly continuous for miles on both sides of this highway) and very few of these people have any opportunity to even know about this upcoming development until the machines move in.

Do the right thing and have the parties involved fix their signage. Either properly display the existing signage, or erect something people can actually see.

Delta's endorsement to use AD technology on the dairy farm located on 112''' Street belonging to Jerry Keulen is applauded and we wish to thank you.

As you may already be aware, anaerobic digesters are becoming a new reality to farmers. This innovative technology is good for the environmcnt as they assist farms by utilizing waste byproducts more efficiently and with Icss odour. Anaerobic digesters are already a reality south of the border as these forms of efficiency are far more aligned with 'green energy' concepts. As the cost of installation reduces over time more of our farms will move in this direction.

Council considered a non-farm use for an anaerobic digester in May 2012 and forwarded the application to the Provincial Agricultural Land Commission. The Provincial Agricultural Land Commission approved the non-farm use request, subject to conditions, in October 2012. As an anaerobic digester is not a permitted use in the A1 Agriculture Zone, the owner submitted a rezoning application in April 2013. A staff report and zoning amendment bylaw regarding this rezoning application will be brought forward for Council's consideration in July 2013. Staff will respond to the writer to advise of the status of the rezoning application.

4. In support of their OCP/zoning amendment application MK-Delta lands recently submitted an extensive geotechnical design report. Century Group has not done this for their Southlands application. Will Delta commit to ensuring that this is done now rather than later? Geotechnical issues such as liquefaction and earthquake induced lateral spreading of the fill placed on liquefiable ground have the potential to change the feasibility, scope, and economics of this project if not adequately addressed upfront.

5. The proposed FCl of 4.2 m is less than that recommended by. Delta's consultant's report which identified 4.8 m. as the level for flood protection in accordance with new Provincial guidelines.

Can you provide a breakdown of the various factors that Delta has included to arrive at a lower figure of 4.2 m? Why has this been used?

Why is there no similar easement on the west perimeter, or along the greenways?

Would Delta commit to demonstrating, now, that" future strategies" are viable to provide protection up to EI. 4.Sm?

7. What consultations has Delta held (or plans to hold) with Provincial agencies with regards to flood protection aspects of this proposed development?

S. Geo- Pacific Consultants ltd report is" preliminary" based on Phase 1, 3,d Avenue at Boundary Bay Road. At only two pages does it contain adequate information to allow safe

consideration of the development application?

This report also identifies that portions of the site could be subject to liquefaction.

When will a full comprehensive geotechnical examination and report be conducted that will cover both Phase 1 and 2 proposed development areas?

9. Has Delta updated the development vehicle total? The number of dump trucks, and other development vehicles should be published together with the expected hourly, and weekly road occupancy that is expected during the period of construction, and site preparation.

10. Clarification is needed to determine the cost and benefit to Delta taxpayers who reside in Tsawwassen should SO% of the Southlands be acquired by Delta.

11. Who would pay for the drainage and irrigation ofthis 80%?

12. How many housing units and commercial buildings are proposed for the area adjacent to 56th

Street?

13. What would be the order of construction? Would all the roads and infrastructure be completed initially? When would the proposed connector road from 56th Street be completed? Would Phase 1 be built at the same time as the 56th Street development?

14. Would the developer pay for all the road construction and road works, and the excess wear and tear caused by the heavy truck traffic?

15. What measures will be provided to identify and control pollution during the construction period? Will be monitoring of particulate, including dangerous diesel particulate?

16. Before Delta could accept ownership of 80% of the South lands, there should be a comprehensive understanding and plan for the use of this land. Where is this?

17. It is noted that there is a considerable amount of proposed underground parking that will be substantially below the FCL. Has this type of construction been approved previously? Is it considered to be satisfactory, and if so why?

18. The construction plan indicates that very smalilive-in/work-in accommodation with areas of 375 ft.' could be constructed in some parts of the development. These appear to be of minimal size. What justification is there for planning these?

I am a resident of Tsawwassen and live on the south perimeter of the Southlands and would like to register my . objections to proposal. I am against the infrastructure overload that will results from this development. Streets, schools, water, sewer, etc. I object to the trucking of fill into the Southlands bring it up to grade. I object to the fact that a developer can buy land designated agricultural and start building houses on it. I object to how meeting are held and topics discussed and no solutions are found to our concerns. I am very concerned that if this is ever approved that the end result will be totally different what was proposed. I would like to get some assurance that the residents of Wells green Place bordering the Southlands will not be butted up against 3 storey townhouses or 2 level houses and sufficient room is provided between our subdivision and theirs.

Thank you for your continuing overview of the Southlands issue. I do not believe that the community has changed their opinion as to South lands. The majority of people that I have spoken with are still opposed to putting housing on this land. It is deemed agricultural and should remain as such.

Personally, I think there could be a great vineyard on that piece of land, and I can envision a vineyard operation with a restaurant placed at the top (along 56th). An example of this would be Quail's Gate in Kelowna. This concept would allow Century Group revenue for the land and would also serve the community with a tourism site and restaurant with a fabulous view. I do know that grapes can be grown very successfully here as I have 2 grapevines in my yard that produce abundantly every year and I have seen many others here in Tsawwassen.

Another possible agricultural use for the land would be to put in a field of honeyberry plants (Haskap). These plants are very hardy and the University of Sask. has been doing research in developing varieties to grow in Canada. The honeyberries are extremely valued by the Japanese and because they are short of available land, the Japanese are apparently very interested in purchasing from Canada. The berries are very high in nutritional value (higher than blueberries) and therefore are used in pharmaceutical products by the Japanese. I think these plants could be a unique addition to the agricultural community of Delta.

To summarize, I continue to remain opposed to any housing development ofthe Southlands. We must protect our diminishing agricultural land at all costs. To address housing needs, we should only consider building and developing on I.and that is already deemed residential.

Thank you for your attention, and I hope that in the future we will be toasting the current Delta council with a glass of "Southlands Wine" ... for their far-sightedness in keeping the land agricultural!

I work in and around this community and find that this community has charm and liveability because it is the sized and structured as is. It, in fact, is exactly a bedroom community and therefore has the appeal that attracts the people that have chosen to reside here for that very reason.

Furthermore, an influx of residents will undoubtedly demand more services (at probably a huge public cost) and businesses to support the ever expanding corps, thereby changing the community, as we have known it for decades, to something that will more closely· resemble North Delta and the 120'h street corridor. If I desired this, I would move to North Delta.

I am astounded by the amount of traffic currently in this community. Together with the absolute lack of synchronized traffic light patterns, and their significant number along the main provincial corridor (56'h St), without any prognostication I can easily see what driving through this community would be like should the South lands be developed, as proposed. II would be nothing, but a downward spiral whereby Tsawwassen, in concert with the Tsawwassen First Nation's development plans, already in progress, would become another Metrotown (Burnaby). It is a daunting and unsettling spectre, to be sure.

The municipal leaders have gradually eroded some of the restrictions in terms of development - building heights being one example. (Southpointe Academy is cited). Although perhaps tabled as an exception by the municipal leadership at the time, it nevertheless is nothing more but an established precedent for future developers. There seems to be a gradual, but unmitigated encroachment, on what has made this community desirable and highly liveable.

Please be aware of the public's needs and pay heed to the results of the multiple polls and surveys conducted on this topic.

I want to express my opposition to the proposed Southlands Development Proposal submitted by century Holdings. This proposal has been flawed from the start. It would overtax our roads, remove valuable resting areas for migratory birds, over 80% of the respondents to tis proposal are opposed, the community will be seriously disrupted by the need for 142,000 tandem truckloads of fill and the building of a berm around the proposed Southlands will create a danger of flooding to the rest of the Community. This land is arable and is being farmed as of this date.

Tsawwassen has one highway that leads to the rest of the lower mainland, Highway 17, and this road is already overcrowded. The Highway 17-Ladner interchange is a nightmare most days. I've not heard of any proposal to build a new highway or expand the present one.

As most of the people affected by this development are opposed to it, I fail to understand why you as Council keep trying to ram it down our throats. We've told you NO! in every conceivable way. It certainly makes one wonder who you think you were elected to serve. It certainly doesn't seem to be the people who live here.

I again and again wish to voice my concern about any development on the southlands property.

Please listen to the working majority of Delta citizens and stop this fiasco,

. How many times do we have to say no and have it thrown in our faces again and again,

I as one will not give up the fight to stop the encroachment on a unique neighborhood.

The coal port and container port have already encroached far to much, from having my boat moored at the Point Roberts marina being covered with coal dust continually

to crab filled with coal dust that I used to enjoy fishing for. To the increasing number of container trucks I am forced to yield to as they drag race down Hwy 17 on exiting Delta port way. Yes, I have reported some instances to the RCMP and been bounced from jurisdiction to jurisdiction and with never anything being accomplished and never seeing a patrol car in the area, What's the point of laws that are ignored by the truckers who communicate together making the patrol officer sit there doing nothing until he leaves and its quickly back to normal chaos. Why do these large trucks have the same speed limit as small cars and why do they not have to stay in the right hand lane and further, why are they allowed to continually pass me when I'm staying with traffic 10 Km over the speed limit.

This letter is in response to changes proposed with the South lands, on top of everything else that is closing in on my quality of life here I still may have a chance to stop this one before my lifelong home is reduced again from why I built here in the first place,

Please stop the South lands now, listen to the people who elected you not ttie few with the dollars.

I am writing, as I have many times before, to voice my unwavering opposition to the proposed development on the Southlands in Tsawwassen, South Delta. The reasons for my dissent are multiple and are shared by many others in my community. A small selection of these issues provide support"for why the property should be mainatined as its current 'agricultural' designation. These include:

- the seriousness of food security for BC that is a local, national and global issue -Delta soil is some of the most fertile in the world! -farmland is diminishing at an alarming rate in BC, nationally & globally -the area is a major flood plane and the large amount of fill required for the development would significantly increase the risk of flooding to the existing community of Boundary bay -destruction of a major flight pathway for avion wildlife - increased traffic in an already heavily congested area - existing development projects are already putting pressure on the area (Tsawwassen First Nation development and Tsawwaasen Springs) -surveys, polls, correspondance on the issue (maintaining Southlands as agricultural, putting it back in the ALR and data collected at Information meetings) have consistently shown majority opposition to development of the land and majority wish to preserve it as farmland (63%,70% and 80%, respectively).

The argument proffered by Century Group- that development would activate farmland is outrageous and egregious. This argument is based on the premise of an 80% land transfer to Delta if the area were developed. Yet this percentage is deceiving. The plan outlined by Century group consists of 276 acres of agricultural use of out of a total of 530 acres. The actual percentage available for farming. is thus 52%. This is not a good deal.

In fact, the many problems and issues associated with the development of the Southlands greatly outnumber such a small amount ofland transfer for farming. Why can't we farm the entire area? Why can't we be a community that stands up for the preservation of farmland and works to find ways to support current and new generations of farmers? This should be our goal given the context of urgent environmental and food security concerns that appear daily in the local and national news-media. Moreover, BC has made so many strides in the movement to "eat and grow locaL"

We have an opportunity to protect and utilize precious resources- not only for ourselves but for future generations. I urge you to listen to the majority voice in the Tsawwassen community to maintain the Southlands as agricultural land and "Save the Southlands!!"
