In all the rush and bustle ofChristmas we may sometimeslose sight of the ‘reason for the

season’. We enjoyed end of year school

presentations and graduationceremonies, sharing with family,teachers and friends the successesof our young people. I came awayfrom these events, confident thatour community in years to comewill be well served under theleadership of many of these youngpeople as they forge a pathwaythrough life.In Victoria Square Kadina and

Queen Square, Moonta we satsinging carols as have generationsbefore us. We heard the re-enactment of the first ‘Carols byCandlelight’. This wasparticularly significant as wecelebrated last year therecognition of the Moonta Minesas a National Heritage listed site.This heritage recognition notonly illustrates the builtenvironment and wealth dugfrom our earth, but also thewealth in character of the people.All those many years ago, Minerscame to the surface and near the‘shaft’, with the light from theirhelmet’s candle, sang carols tocelebrate Christmas.Christmas is a family time and

not just to holiday, party, eat,drink and do presents but toremember the great gift of God’slove for us. Those Cornish Minerslived, worked and rejoiced in thelove of God.In 2017, we continued to

uphold those Christmastraditions. Much food and drinkconsumed, gifts exchanged. Ourlounge room floor on Christmasmorning, like many of yours, wascovered with colourful wrappingpaper, Lego or Meccano piecesstrewn around in all the

excitement of the festivities.This sight not too different to

that of the construction sites thathave become familiar to us overthe preceding few months as wehave continued to renew, repairand improve our communityinfrastructure.The Northern Yorke Peninsula

Rotary Club in partnership withCouncil over a seven year periodhave brought to reality theCopper Rail Trail, linking Kadinato Wallaroo with thebike/walking track. It has alreadybecome a very popular attractionfor not only the fitness fanatic,but families and friends sharingthe pleasure and safety of this newinfrastructure, whileremembering our rich rail history.Stage 1 completion of the Port

Hughes boat launching facilitywas a welcomed improvement tothis very popular and highly usedlaunching area by our local fishersand tourists. It now provides adeeper, more accessible ramp area.Future dredging will be mucheasier and the pendingcompletion of Stage 2, providesadditional vehicle and trailerparking and boat wash down area,which will no doubt be anongoing attraction for the CopperCoast.Students, Teachers, Parents and

Friends did enjoy the comforts ofthe Copper Coast Sports andLeisure Centre’s new stadium forend of year performances andpresentations. The Stage 1completion has demonstratedalready the keen interest in

utilisation of this complex notonly for local and State sportingfixtures but a couple ofconference opportunities. Ourcommunity will value this venueand the financial partnership thatthe Commonwealth, State andLocal Governments contributedwith our community donors toensure that the Copper Coastboasts one of the best regionalsporting centres.Driving around the Kadina

CBD over Christmas and NewYear provided me with the samerelief as I gained after packingaway the mess and enthusiasm ofChristmas Day gifts from thelounge room floor! A clear visionof what our CBD renovations willprovide.

The new blacksurfaces seemed to glisten and no longer theskyline dominated by drooping power lines.Business operators, residents and shoppershave been considerably patient andaccommodating during the Stage 1construction period, and as Stage 2 continuesthe relief and positive remarks of the projecthave been rewarding.Similar to the praise afforded to the Lego

construction on Christmas Day, we can nowappreciate what the Kadina CBD will offer atits completion as we approach the middle ofthis year. Certainly the signing of the contractfor sale and purchase of the land allotment to

ALDI for the construction of their Kadinastore was a fitting highlight at the close of abusy and productive year!I am confident that this new retail

opportunity will provide a welcomed boost tothe Kadina CBD. Not only will it providedirect employment opportunities, otherbusinesses should also benefit from theincreased foot traffic and shoppers frequentingKadina CBD and the extended Copper Coast. The caravan parks at Moonta, Port Hughes

and Wallaroo have been busy with holidaymakers. Our repaired swimming enclosures atMoonta and Wallaroo, popular attractions onthe warmer days.I do acknowledge that some of our Elected

Members, Ratepayers and Residents havedoubted the worth of the many infrastructure

improvements proposed and undertaken byCouncil. A contractor is now busy with the worksto realign the Copper Coast Highway to thesouth. The realignment of this road willcreate two new commercial allotmentssuitable for large footprint retailer’s right inthe heart of the town. The new road pavement alignment will

still be within the existing road reserve andwill not impact on the southern strip ofcommunity land.As the majority of the works are to the

south of the existing pavement, the projectwill have very little, if any, disruption totraffic.Council already has a signed contract with

ALDI to purchase the western allotment.

The eastern allotment will be placed on theopen market at a later date. This idea came from residents at a public

meeting about 18 months ago and willcreate a larger CBD and stop a satelliteshopping precinct being created at the edgeof town.Through further feedback the Council

was advised that the existing earth moundwas not sufficient to provide Railway TerraceResidents with a suitable sound barrier tothe highway traffic.Therefore the Council has committed to

raising the remaining earth mound as partof the project and also improve the area withadditional trees.

COPPER COASTHIGHWAY REALIGNMENT

Works are progressing in the first stageof the carpark with undergroundstormwater infrastructure complete andasphalt sealing completed in December.The entire carpark was open for theholiday season, before the final works arecompleted this year.Stage 2 works will commence in

February 2018 and will include theremainder of the carpark constructionworks; lighting, stormwater, landscapingand a new boat rinsing area.

Dredgingjob done.....The new dredging access ramp

worked an absolute treat. The dredging crew were more

efficient than ever before, and wehope you appreciate their work. Theroutine maintenance dredging wasundertaken from the 4th through tothe 8th of December 2017 and wasin accordance with Council’s EPAdredging license. The mouth is now clear again.

But we will be keeping an eye on itto see how it is affected by thesummer tides and weather. Please continue to provide your

COPPER COAST SPORTAND LEISURE CENTREThe month of December has seen

the opening of the remainder ofStage 1 of the new building.Minor works and defect repairs

will continue in this area beforeCouncil accepts responsibility for theasset from the Contractor and thefinal payments are made. It has been a busy period for the

Centre’s staff who have beenrelocating equipment and setting upthe new offices and reception. If you haven’t managed to visit the

Centre it is worth a look and talk tothe friendly staff about membershipoptions. We thank everyone involved,

including our current members as we

iron out the bugs and finalise thesetup of the new facility. A big part of the project has been

to remove those once dreadedcarpark pot holes. The new carparkhas been divided into two stages toensure functionality of the CCSLCis maintained. Stage 1 works havebeen completed and includeUnderground Drainage, LightingProvisions, New Pavements withAsphalt Seal, Kerbing and LineMarking. The Stage 2 works areprogressing, Landscape, Footpaths,Lighting and a new feature entrancepath linking the main entrance toDoswell Terrace will complement theproject.

PORT HUGHES JETTY STEPS

The replacement PortHughes Jetty Steps havenow been installed. Thenew steps insure all userswill have much betteraccess to the diversemarine environmentaround the Port HughesJetty for the long term.

Wow it’s been busy. Who would havethought that we would have traffic jamsin Kadina! We certainly thank you all foryour patience as we had up to 5 differentContractors in the town to get thingscompleted before Christmas. We arecertainly over the worst of it and will havea single Contractor working in the townwith minimal disruptions for the first halfof this year finishing off the project withnew Kerbing, Footpaths and Asphalt. Day Street works, between Frances and

Doswell Terrace has included thecompletion of the Stormwater, Kerbing,Concrete Footpaths and Asphalt Sealing.Works have commenced in Goyder

Street between Frances Terrace and GravesStreet. This section will create a key linkbetween the new Frances Terrace carparkand the heart of the CBD. Wider, safe,paved footpaths through an avenue oftrees will create this corridor. This sectionof road is unique within the project as theexisting road is being raised considerablyto achieve this transition whereas the restof the project is more simplistic withminimal works such as asphalt overlaysover existing road surfaces. The heartacheand cost of installing the undergrounddeep stormwater pipes has made thisconcept a new reality and will make theCBD much more pedestrian friendly.

commenced studies in Cert III Carpentryas an Apprentice. Completion in around2020 will result in trade qualifications as aCarpenter and ongoing employment withCouncil.

2017 Yorke PeninsulaAustralian Senior Sides

Championships2017 Yorke Peninsula Australian Senior

Sides were hosted in the region fromOctober 15 – 19. As part of that event aneconomic impact study was done toevaluate the success of the event. Asummary of that report: The Australian Senior Sides

Championships is a prestigious event onthe National Bowls calendar with Maleand Female Teams from all AustralianStates and Territories. It was held duringOctober 15th to 19th 2017 at two clubsin the Northern Yorke Peninsula. Allplayer participants were aged over 60 yearsat the time of the event.• The Senior Sides event involved 238interstate and intrastate visitors, stayinga total of 1,174 visit nights in the YorkePeninsula.

• The event generated an estimatedcontribution of $277,030 to theregional South Australian economy,comprising:o $108,103 in travel andaccommodation.

o $78,490 in retail, food service,communications (including media)and maintenance.

o $90,437 in other business andmultiplier effects.

• The extent to which visiting teamswould be likely to recommend theYorke Peninsula/Copper Coast as aplace to visit as a holiday or part of aholiday:o Definitely 11%o Probably 78%o Maybe 0%o Unlikely 11%o Most Unlikely 0%.

Starclub UpdatesUpdates for the STARCLUB Program

in 2018: All grant applications will be submitted

online in 2018. If your club would like tosubmit an application in the upcomingfunding round that opens in Februaryallow plenty of time. Training courses, if your club needs to

upskill any of its volunteers or participantsplease let me know so I can arrangeappropriate training courses. The Office for Recreation and Sport

have released two guides to assist clubs.

The first is a Sustainability Guide whichwill help clubs review their use of waterand electricity. The other is a FinancialManagement Guide which will assistclubs and treasurers with responsiblefinancial management. 85% of the clubs that receive grants

from the Office for Recreation and Sportare STARCLUBS. So don’t forget to keepupdating your progress.

Sports VouchersAvailable Again

Everyone deserves the opportunity toplay sport and Sports Vouchers help makethat possible. Each year every primaryschool aged child is eligible for one $50discount to their registration orsubscription fees. The arrival of 2018means everyone that is eligible may claima new voucher. Recipients of the Copper Coast Council’s Community Grants gathered to celebrate at a morning tea on Wednesday,November 8. Councillor Margaret Pope and Director of Corporate and Community Services Katrina Borlace hosted theevent and representatives from almost all grant-winning organisations attended. More than $80,000 was awarded to localsporting, recreation and community organisations through this year’s grant scheme.

We use batteries for a lot of everyday productssuch as; computers, laptops, radios, remotes andeven some toys. They are even used in somewatches and hearing aids.With the use of batteries comes the growing

concern on the impact batteries are having onthe environment when they reach the end oftheir life and go to landfill.In an attempt to reduce the load of batteries

going to landfill, the Copper Coast Council nowhave free disposal points for batteries.

These are located at:• Kadina Council office• Kadina Library• Wallaroo Library• Moonta Community LibraryWe encourage you to save your batteries and

bring them to any of our disposal points, and infuture, look into the possibility of usingrechargeable batteries.Keep an eye out in the next issue of the

Copper Post to find out how many batteries ourCouncil area has saved from going to landfill!

DISPOSING OF BATTERIES

The table is a summary of theaudited financial results of Council forthe past two years and the adoptedbudget for 2017-18. The operatingsurplus was primarily due to a furtherrevision in the landfill provision of$2,255,000 which was consequentlyrecognised as income (see Note 2 (f ))in the Annual Financial Statements.There was a change in the provision forthe reinstatement of the landfills due tothe finalisation of the calculations,estimated volumes and closure plansbeing near completion and work thathas been completed over the last 2years. The past two years has seen thisprovision reduce by $4.023M. Theprovision is based on estimatesprovided by consultants and the finalclosure plans are still being negotiatedwith the relevant state authorities. Theresultant liability will be reduced overa number of years yet to be determinedin conjunction with the EPA.Other Income also includes the

receipt of the Insurance recovery of$839,000 for the storm damagedWallaroo Swimming Enclosure. Theabove two items significantlyimpacting on income in the 2016/17financial year.Thirdly, the Commonwealth

Government during June 2017forwarded to Councils their fundingunder the Financial Assistance GrantsScheme 50% ($904,437) of their2017/18 allocation. Under theAccounting Standards this income is tobe reported in the year of receipt andtherefore inflates the Grants, Subsidies,Contributions received for the2016/17 financial year and also willimpact on the 2017/18 year.If these funds listed above had been

received in the correct financial year the2016/17 operating result would havebeen a small deficit of $174,351. Arevaluation of Council’s infrastructureassets was also performed as at 30 June2017. This revaluation covered theStormwater, Community WasteManagement Systems and RoadInfrastructure assets. A net increase of$2.505M has been reported in therevaluation of these assets.

Where do the fundscome from?

Council receives some funding ingrants from other Governments andraises some funds in user fees andcharges, however about 64% ofrevenue came from the Council Ratesin 2016/17.

How is themoney spent?

Council provides many services tothe community, some of which arelegislated and others which areprovided by choice. Council’s expenses represent the cost

of providing these services to thecommunity. Materials, contracts andother expenses made up 38% of thetotal operating expenditure of Council.Council Employees are its mostvaluable asset and provide thenumerous services for the communityat a consistent operating cost of 25%of expenditure. Depreciation makes up31% of the total operatingexpenditure. During 2013/14 Councilincreased the provision for thereinstatement of the Kadina & Moontalandfill sites and this correspondinglyincreased the Materials, Contracts &other expenses component ofexpenditure by $5.8 million. Theprovision (liability) was reviewedduring 2015/16 and reduced by$1,768,000 in 2015/16 and again in2016/17 by $2.3 million being a totalof $4.023 million in the past two yearsas final estimates have now beenreceived as per previous openingstatements. This reduction in theprovision was recognised as “otherincome” during 2016/17 and 2015/16.

In addition to the OperatingRevenue Council received otherGovernment Grants and Subsidies inthe order of $5.9M to assist in thepurchase of new or upgraded assets,being the Copper Coast Sport &Leisure Centre, Port Hughes BoatRamp and the Kadina CBD Upgrade.Whether a service is a legislative

requirement of Councils, or is providedby local choice, the Local GovernmentAct requires that a Council is"responsive to the needs, interests andaspirations of individuals and groupswithin its community..." and that itmust "...seek to ensure that Councilresources are used fairly..." (Section 8,(b) and (h)).

What assets doesCouncil own?

When looking at the CouncilBalance Sheet the Council assetstotalled $299.1 million. This includesmoney that is owed to Council in theform of Rates and other services (Trade& other receivables), stock on hand(inventories) and for the largeproportion Infrastructure, Property,Plant & Equipment. Council’s noncurrent assets (Roads & Footpaths,CWMS & Stormwater) were revaluedby JLL Infrastructure Advisory Pty Ltdin 2017 at fair value. Additions tothese assets from this date have beenmeasured at cost. One of thechallenges facing Local Governmenttoday is finding the revenue requiredto maintain the large amount of

community infrastructure under itscare and control.

What liabilities doesCouncil own?

Council’s liabilities include loans,amounts owing to suppliers, amountsowing to employees for leaveentitlements and amounts owing toresidents of our retirement villagesshould they no longer occupy one ofour units in Moonta or Wallaroo.Council borrowed to build theCWMS infrastructure and the CopperCoast Sport & Leisure Centreupgrade. Council’s borrowings arecurrently $35.4 million however alsoincludes $3.971 million for theretirement villages licences in Moontaand Wallaroo.

Last year, the South Australian TourismCommission launched the Coastal WayTouring Route which allows visitors to theregion a chance to see some of the must-doexperiences starting at Port Wakefield andending at Port Broughton. There are 20experiences outlined on the map and smallsigns have been placed along the route toensure visitors driving the route are on theright path.

As part of the Coastal Way promotionSATC partnered with Channel 9 News on aYorke Peninsula road trip. Jessica Braithwaiteand the crew were hosted for a week-longjourney around the region with Moonta Minesa major feature.
