 I Christian E Palacios am the petitioner for the Joint custody of Lune Sole Palacios and Lucia Nova Palacios.

Visitation times shared with Veronica Muro is requested on Form FL-341 with any additional specifications to bemediated as checked on FL-341. Veronica Muro has failed to follow the court stipulated order in occasions where i

had visitation rights. She denied me from seeing my children on the dates of October 11, October 25, and Jan 10,

2015, giving me insufficient notification within only an hour or less of notice of which i have recorded text

messages. On February 28, 2016 she again attemped to deny my visitation by saying “leave”, which i proceeded to

call the police station to enforce the stipulation. I have record of it and an inccident number given to me by officer

Romo of the Downey Police department. She has denied my children to speak to me at any time over the phone

including with their request. She has denied me speaking to my children over the phone at any time including

holidays and their birthdays. She denies me from giving them any toys, food, or other items to take home with. She

has denied all of my family members(grandmother, sisters, cousins) who love my children dearly, from speaking or

seeing them at any time. She denied them seeing their grandfather many times before he deceased to whom the

children loved dearly. She has failed to comply with the stipulation by not notifying me of any decision made to thechildren’s health, education, and general welfare stated on Section I, A number 1 of the contract including school

location. Additionally, she has denied me access to the children’s medical, dental, and school records as mandated

on Section I, A number 4 of contract. Attempts to communicate peacefully to veronica on the childrens behalf have

 been carried out with no cooperation on her behalf. In the previous months, lune and lucia complained about Ruben

Vega, Veronica’s Partner. Such complaints inlcuded unnecessary tone of voice, displays of anger, inadequate form

of putting them to bed such as telling them to go to sleep in silence rudely. Lune complained he was very strict and

unloving at times when their mother wasnt present. On one occasion lucia stated to me and her grandmother that

Ruben grabbed her by the front of her neck and squeezed, causing momentary loss of breath. I proceeded to report

this to CPS for investigation. Quickly after, no more complaints on the childrens behalf where displayed which is

assumed Ruben corrected his form of expression with them, being evident that CPS was now in his awareness. Due

to the fact that i only have them one day a week, i was unable to tell when exactly this incident with Lucia occured.Their behavior was rather unusual as they displayed a lowered psychological coherence, showing fear and stating

they weren’t comfortable with Ruben. I notified Veronica but she did not respond nor showed any concern. Due to

her unwillingness to communicate on the childrens welfare and allowing my family to be a part of their life , i now

feel impelled to request joint custody. I have a deeply intimate, spiritual, and sacred bond with my children with

desires of sharing with them a harmonious modality of living. My intent is to stablish a positive environment and

guarantee exceptional welfare for them. I want to ensure they have loving involvement with all my family as they

only desire to bless them with grounding support. I want to make sure they can speak to me when they desire and i

can also check on their welfare at all times. I care for their physical, mental, emotional, and spiritual well-being

deeply and will do anything neccesary on their behalf to ensure they thrive in their education, health, and fullfillment

of life.
