1. Purpose. To promulgate instructions and requirements for competition rifles and pistols/ammunition authorized within the Marine Corps for small arms marksmanship competition, as established by reference {a) , and to provide policy and direction for procurement, issue, maintenance, security, and recovery of this equipment.

2. Cancellation. MCO 8373.2D.

3. Summary of Revision. This revision contains a substantial number of changes and should be completely reviewed.

4. General Information

a. The Officer in Charge, Marksmanship Training Unit, Weapons Training Battalion, Marine Corps Development and Education Command {OIC, MTU, WTBN, MCDEC), Quantico, Virginia, is responsible for the management of the Competition Rifle and Pistol/Ammunition Program in the Marine Corps. Enclosure (1) defines these respon'sibilities.

b. A listing of authorized competition rifles and pistols stocked by the MTU is provided in enclosure (2).

c. Enclosure (3) contains a list of ammunition authorized for use by Marine Corps units with specific competition _rifles and pistols. Reference (b) sets forth authorized allowances of match ammunition.

d. Enclosure (4) contains a list of match ammunition components to be procured by the OIC, MTU, WTBN, MCDEC.

e. A list of official rifle and pistol match targets is contained in enclosure (5) .

f. A list of competition rifle and pistol peculiar repair parts stocked by the competition rifle and pistol rebuild shop at MCDEC is provided as enclosure (6).

g. Enclosure {7) sets forth special instructions on the issue, maintenance, and recovery of the competition rifle and pistol armorer's tool kit.

h. Enclosure (8) sets forth special instructions for Marine Corps units requesting competition rifles and pistols/ammunition allowances.

i. Special instructions for units designated to host division and Marine Corps matches are contained in enclosure (9) .

j. Special instructions for members of the Marine Corps Reserve Shooting Teams are contained in enclosure (10) .

5. Planning. Programing. Funding. and Budgeting Instructions

a. The Commandant of the Marine Corps (CMC) (Codes TDG, LMG, and LMW) will plan, program, and budget for principal end items, major modifications to principal end items, military standard ammunition, commercial and military match ammunition, and match ammunition components for competition rifles and pistols.

b. The OIC, WTBN, MTU, MCDEC, shall forward, via the Commanding Officer (CO), WTBN, and the Commanding General {CG), MCDEC, to the CMC, during March of each year, cost estimates to support the Marine Corps and Marine Corps Reserve Shooting Teams, as follows:

(1) To the CMC (Code LMW), for the procurement of principal end items and major modifications to principal end items.

(2) To the CMC (Code (LMG), for the commercial match ammunition and match ammunition components.

Both cost estimates shall be for the forthcoming fiscal year (FY) and 5 subsequent FY's and shall list items, quantities, and total dollar values, and give detailed justification.

c. The CG, MCDEC, shall include in his annual Operation and Maintenance, Marine Corps (O&MMC) budget submission the following requirements:

(1) Repair and rebuild of principal end items.

(2) The procurement of repair parts.

(3) The procurement of commercial repair parts for utilization at the MTU, WTBN, MCDEC.

(4} The procurement of shooting equipment, such as coats, gloves, glasses, long-range rifle scopes, etc., to support the Marine Corps and Marine Corps Reserve Shooting Teams.

(5) Operation of a limited preservation and packaging facility for the purpose of preventing deterioration of competition rifles and pistols held in storage by the competition rifle and pistol (CRP) management officer.

(6) Operation of a competition rifle and pistol rebuild shop (fifth echelon) to support the competition rifle and pistol program.

(7) Operation of an ammunition reloading/hand loading facility to support the Marine Corps and Marine Corps Reserve Shooting Teams.

d. This operations and maintenance budget shall be forwarded by the OIC, MTU, to the CG, MCDEC, Quantico, via the CO, WTB, during February of each year.

6. Establishment of Allowances for Competition Rifles and pjstols/Ammunition

a. Allowances for competition rifles and pistols will be established on an equitable basis by the ore, MTU, WTBN, MCDEC. The recapitulation of the mechanized allowance lists (MAL's) for competition rifles and pistols plus those competition rifles and pistols in storage at the CRP management, will be the Marine Corps-wide table of equipment (T/E) for competition rifles and pistols.

b. Marine Corps reservists whose availability and demonstrated marksmanshiP abilities qualify them for the Marine Corps Reserve Shooting Team shall apply for an allowance of appropriate items of competition rifles and pistols in accordance with the instructions contained in enc1osure (10).

c. Match ammunition allowances are established by reference (b). Expenditures for ammunition allowances shall not be exceeded without prior approval of the CMC (Code TDG).

7. A11thorized Match Ammunition. Authorized match ammunition will be expended only for practice and participation in competitive matches by competitive marksmen. Accumulation of excess ammunition by shooting teams or individual shooters is not authorized.

8. Storage and Security of Competition Rifles. Pistols. and Ammunition

a. Competition pistols shall be stored in pistol chests or wall cabinets. They shall be placed in a horizontal position, resting on the base of the grip and slide. An alternate method is to have a 3/8-inch wooden dowel rod attached to a holding board with the barrel of the weapon inserted on to the rod.

b. Competition rifles shall be stored in standard racks, placed in wall cabinets, or hung on wa~l hooks. preferred method is to store the weapon muzzle down to from draining into the glass bedding surfaces.

c. The security, issue and recovery of competition rifles and pistols/ammunition and M49 Telescopes shall be accomplished in accordance with references (c) through (e), with the following exceptions:

{1) The CO's of active duty and Reserve units may authorize, in writing, members of the unit's shooting team to remove competition weapons, ammunition, and related equipment from their storage area and retain such equipment in their possession for the purpose of participating in a specific competitive match. However, team members shall not be permitted to keep competition equipment in their possession as a matter of routine. The CO's shall ensure that strict security procedures are followed by team members who have checked out competition weapons and ammunition.

{2) State and local laws permitting, reservists who are participating members of shooting teams representing the Marine Corps Reserve may be allowed, at the discretion of their CO, to maintain in their possession limited quantities of match weapons and related equipment subject to the following conditions:

(a) The CO or a designated officer representative has personally interviewed the reservist, and it is the CO's opinion that the individual is reliable and of good character.

(b) The reservist team member will maintain the weapons and ammunition in accordance with the guidelines established in enclosure (10) and in compliance with State and local firearms regulations.

(c) The CO or a designated officer representative shall personally sight all weapons retained by the reservist on a semiannual basis and any other times as designated by the co.

9. Disposition of Excess Competition Rifles. Pistols and Match Ammunition

a. Marine Corps units shall maintain allowances authorized by the OIC, MTU, WTBN, MCDEC, and shall report any excess to the OIC, MTU, WTBN, MCDEC (Attn: CRP management officer), for disposition {see enclosure (8)).

b. Disposition of excess M49 Telescopes shall be reported in accordance with reference (f).

c. Excess stocks of competition rifles and pistols held by

OIC, MTU, WTBN, MCDEC, shall be disposed of as follows:

(1) Military standard items shall be reported to the CMC (Code LMW), for disposition.

(2} Commercial excesses shall be turned in to the Defense Property Disposal System after coordinating turn-in with the CG, MCDEC, Quantico.

d. Excess match ammunition shall be reported to the CMC (Code LMG} in accordance with the instructions contained in reference (g) .

e. Individual members of the Marine Corps Reserve Shooting Teams who are no longer authorized an allowance or who have excess shall turn in Competition rifles and pistols to the nearest Marine Corps unit supply officer for shipment to the ore, MTU, WTBN, MCDEC, Quantico, Virginia 22134 (Attn: CRP management officer}. Shipping documents (DD Form 1348-1} must refer to the individual reservist by name and Reserve shooter number (ROOO ) ; see enclosure (10) Report shipments in accordance with reference (h) .

10. Shipping Procedures. The procedures outlined in references (i) and (j) shall be adhered to when shipping compe­tition rifles and pistols/ammunition.

SPECIAL INSTRUCTIONS FOR THE MARKSMANSHIP TRAINING UNIT, WEAPONS TRAINING BATTALION, MARINE CORPS DEVELOPMENT

AND EDUCATION COMMAND, QUANTICO, VIRGINIA

1. General Information. The OIC, MTU, WTBN, MCDEC, will be responsible for the management of the Competition Rifle and Pistol Program within the Marine Corps. This management responsibility will include establishment (with approval of the CMC (Codes LMW and LMG)), of the authorized competition rifles and pistols listed in enclosure (2) and the authorized ammunition and ammunition allowances listed in the current edition of MCO P8011.4 and enclosure (3) ,establishment of allowances, budgeting, receiving, stocking, repairing (for those field units not having competition rifle and pistol repairers), rebuilding, issuing, accounting, and disposing of all competition rifles and pistols. In addition, the OIC, MTU, WTBN, MCDEC, will be responsible for the maintenance of Marine Corps-wide asset visibility by individual command activity address code {AAC) . This asset visibility will be maintained by establishing and holding MAL's for units and consolidated memorandum receipts {CMR's) for individual reservists holding competition rifles and pistols, to include accomplishment of an annual Marine Corps-wide inventory of all competition rifles and pistols.

2. Major End Item and Commercial Match Ammunition and Match Ammunition Components Procurements

a. The CMC (Codes LMG and LMW) will furnish on an annual basis to the CG, MCDEC, funds for the procurement of major end items and commercial match ammunition and match ammunition components as approved in the annual budget submission.

b. Military standard major end items will be requisitioned from the appropriate military source.

c. Commercial major end items {less ammunition) will be purchased locally if the total procurement is less than $3,000. Major end items over $3,000 must be approved by the CMC (Code LM) prior to local procurement action.

d. Commercial match ammunition and match ammunition components will be obtained by local procurement.

e. Foreign source major end items and ammunition procurements will be forwarded to the Contracting Officer, MCDEC, Quantico, Virginia (with adequate justification to show foreign-made equipment/supply requirement) , for appropriate procurement action.

f. Actual procurement will be accomplished by the CO, WTB, through the Contracting Officer, MCDEC, Quantico, based on the recommendation from the OIC, MTU.

3. Match Ammunition Reloading/Hand Loading

a. The ore, MTU, WTBN, MCDEC, is authorized to operate an ammunition reloading/hand loading facility for the purpose of reloading/hand loading match ammunition required to support the Marine Corps and Marine Corps Reserve ShoOting Teams.

b. Marine Corps units other than MTU are not authorized to disassemble or reload/hand load match ammunition.

4. Special Instruction for the Competition Rifle and Pistol Management Section. MTU

a. The competition rifle and pistol management section will accomplish all functions of an item manager for receiving, stock­ing, accounting for, and disposing of competition rifles and pistols which are authorized to support the Marine Corps Competi­tion Rifle and Pistol Program. Procurement of competition rifles and pistols, ammunition and ammunition components, and other mis­cellaneous shooting equipment will be accomplished through WTBN, MCDEC, Organic Supply Officer. Accounting for ammunition com­ponents and miscellaneous shooting equipment will be accomplished through the establishment of issue points by the CO, WTBN. Accounting for ammunition will be accomplished by WTBN, MCDEC, Organic Supply Officer.

b. Minimum records which will be kept are as follows:

(1) A CMR and warehouse locator to show accountable balance of custody items held in stock by the CRP management officer.

(2) CMR's to indicate accountable balances of custody items issued to the OIC's of the Marine Corps Shooting Teams.

(3) Completed transaction file, containing copies of all documents resulting from-transactions relative to requisitioning and shipping actions.

(4} Pending requisition file of incoming requisitions for major end items listed in enclosure (2) with copies of status furnished to the requisitioner.

{5) Document register to control the use of document numbers assigned to all transactions. This document log will be limited to the CRP management section for internal use only.

(6) Files by AAC for all units having a competition rifle and pistol allowance for each individual member of the Marine Corps.Reserve Shooting Team. Unit files will contain the most recent copy of MAL's reconciliation, a transaction sheet showing all transactions with that unit, a copy of that unit's Crane Report (Small Arms Asset Report), and copies of all correspondence to and from the unit.

(7) An individual Reserve logbook, showing names of individual reservists who have been assigned to the Marine Corps Reserve Shooting Team. This logbook will show a locally assigned AAC for recordkeeping purposes, name, address, team assignment (rifle, pistol, or smallbore), assignment date, termination date, and date of equipment turn-in.

(8) CMR listing of serialized items issued to the MTU issue point for the Marine Corps Shooting Teams.

(9) A catalog showing the locally controlled national stock numbers (NSN's) assigned to competition rifles and pistols obtained from commercial sources in accordance with current edition of MCO 4410.9.

(10) MAL listing by unit AAC showing the allowances and quantities on hand by letter de~ignator of all competition rifles and pistols issued to using units and a CMR by reserve number for individual reservists who are members of the Marine Corps Reserve Shooting Team. A CMR will also be produced for MTU units at Quantico. Copies of this list will be distributed semiannually during October and April as follows:

(a) The CMC (Codes LMG and LMW).

(b) The CG, Marine Corps Logistics Base (MCLB), Albany.

(c) The CG, Fleet Marine Force (FMF), Pacific.

(d) The CG, FMF, Atlantic.

(e) The CG, 4th Marine Division.

(f) The CG, 4th Marine Aircraft Wing.

5. Competition Rifle and Pistol Storage and Security at the MTU

a. The competition rifles and pistols held in storage by the CRP management officer at the MTU will be stored in the best manner available to prevent damage and deterioration of equipment. To accomplish this, a limited preservation and packing facility is authorized. Facili.ty equipment will be limited to that equipment required to preserve and package weapons. Guidance and information concerning packaging and packaging maintenance of small arms weapons is contained in the current edition of MCO 4030.16.

b. All security measures cited in the current edition of OPNAVINST 5530.13 will be complied with except that portion requiring a daily count and monthly serialized inventory of weapons which are boxed and banded. Due to the large quantity of weapons held in storage and limited access to the storage area, inventories may be limited to an annual serialized inventory.

6. Competition Rifle and Pistol Maintenance Management Procedures

a. Management procedures within the competition rifle and pistol rebuild shop and storage area will be set as forth in the current edition of MCO P4790.2 and applicable Marine Corps directives pertaining to repair shop/armory management.

b. In the course of command inspections, the competition rifle and pistol rebuild shop and management sections will be subject to inspection by ordnance/armory management inspectors.

c. The OIC, MTU, WTBN, will establish and operate a competition rifle and pistol rebuild shop for purposes of providing on-the-job training for the Rifle Team Equipment Repairer (MOS 2112) and repair/rebuild of MTU stocked competition rifles and pistols.

SPECIAL INSTRUCTIONS FOR THE ISSUE, MAINTENANCE, AND RECOVERY OF THE CRP ARMORER'S TOOL KIT

1. General Information

a. Competition rifle and pistol armorer's tool kits are issued on an individual basis to the repairers who have completed the required training for the Rifle Team Equipment Repairer (MOS 2112). It is the responsibility of the OIC Competition Rifle and Pistol Rebuild Shop, to make a page 11 entry in the individual's service record book to the affect that such a kit was issued.

b. There will be an SL-3 published concerning components for this tool kit. An inventory list of items issued to each CRP repairer will also be provided to the repairer at the time of issue. A copy of this list is also maintained by the MTU, MCDEC. This list and the SL-3 will be used by the unit to which the repairer is assigned to perform the required inventory. If the individual repairer no longer has his/her· copy of the original inventory listing, a· copy can be obtained from the MTU, MCDEC. Additional tools, gauges, and equipment are authorized for inclusion in this tool kit, but must be annotated on the current inventory.

2. Special Instructjons for Marine Corps Units

a. Since the tool kit is issued directly to individuals for their exclusive use and is secured with a lock, the tool kit should be inventoried quarterly. It is the responsibility of the unit to which the repairer is assigned to perform this inventory control function as outlined in this Order and MCO P4790.2.

b. Replacement of missing items or additions to the tool kit is the responsibility of the unit to which the repairer is assigned.

c. Before discharge/separation from active duty, it is the responsibility of the unit to which the repairer is assigned to recover the tool kit and ship it back to the MTU, MCDEC.

SPECIAL INSTRUCTIONS FOR MARINE CORPS UNITS

1. General Information

a. Marine Corps units, for the purpose of this Order, are defined as division, wings, brigades, regiments, battalions, groups, squadrons, batteries, companies, separate companies (i.e., ANGLICO), Marine barracks, Marine ground and air Reserve units, ships detachments, Marine detachments, and any other Marine Corps unit with an AAC and a CO or OIC.

b. Marine Corps units desiring to compete in competitive rifle and pistol matches may request allowances of competition rifles and pistols.

2. Establishing an Allowance of Competition Rifles and Pistols

a. After reviewing the current edition of MCO 3591.2 and this Order, submit by letter to the OIC, MTU, WTBN, MCDEC, Quantico, VA 22134 (Attn: · CRP management officer) , requesting an allowance of competition rifles and pistols from those listed in enclosure (2). Include a statement as to the number of team members who will be participating in competition events for the unit and the number of competition events the unit expects to attend annually.

b. Competition rifles and pistols are normally issued in multiples of six. This will allow six team members to practice for competitive team events even though competitions normally require only four team members.

3. Requisitioning Procedures

a. Prepare DD Form 1348 in accordance with the instructions contained in the current edition of UM 4400-15 or UM 4400-124 and mail to the address stated in paragraph 2a, preceding. All documents must contain the AAC of the unit. Competition rifles and pistols are issued at no cost to the requesting uniti there­fore, no fund code will be cited on requisitions.

b. Requisitions for ammunition will be submitted in compliance with MCO P8011.4 to the CMC (Code LMG) on DD Form 1348 in accord­ance with UM 4400-15 and UM 4400-124.

c. Marine Corps units having an allowance for competition rifles and pistols in their possession will submit small arms transactions to the Marine Corps serialized Control of Small Arms System ~n accordance with the current edition of MCO 8300.1.

d. Competition rifles and pistols will not be taken with units when deployed. Competition rifles and pistols will be returned to the OIC, MTU, WTBN, MCDEC (Attn: CRP, management officer).

e. Competition in Arms Program reporting requirements are contained in the current edition of MCO 3591.2.

f. Such items as spotting scopes, telescopic sights, shooting boxes, coats and gloves, carbide lamps, and other special shooting equipment are not stocked by the OIC, MTU, WTBN, MCDEC, or the Marine Corps Supply System. Those items will be obtained through local procurement with local funds and will be carried on local supply records on an 11 as required 11 basis, citing this order as authority.

g. Allowances for Rifle, U.S. Caliber .30, Winchester, Model 70, will be established only for those units having access to a 1,000-yard range.

h. In addition to the items listed in enclosure (2), the OIC, MTU, WTBN, MCDEC, will stock special weapons and related equipment required to accomplish the mission of the Marine Corps and Marine Corps Reserve Shooting Teams in interservice, national, and world class shooting competition. The OIC, MTU, WTBN, MCDEC, may, upon request, furnish special weapons and related equipment to those units having in their commands national and world caliber competitors.

i. The use of privately owned weapons in the Competitive Marksmanship Program is authorized, except in those matches where prohibited by local rules.

j. A list of official match targets and supply sources are listed in enclosure {3) . Targets may be requisitioned from the Marine Corps Supply System or obtained by local procurement from commercial sources citing local funds.

4. Property Control Procedures

a. The M49 Telescope is a Marine Corps supply-controlled item and as such is reportable under the provisions of the current edi­tion of MCO P4400.8 and will be carried on local property records.

b. Since MTU-stocked competition rifles and pistols are MTU­controlled items only, they will not be carried on local property records and are not reportable under the provisions of MCO P4400.8.

c. MAL's will be issued by the OIC, MTU, WTBN, MCDEC, utilizing locally produced automatic data processing program. The MAL's will show the date printed, unit AAC, item name, weapon item letter designator, NSN, allowances, onhand quantity, over/short status, and a 11 certified byn line. The MAL's will serve as unit allowance lists and provide the necessary document to accomplish an annual reconciliation required to maintain Marine Corps-wide assets visibility.

d. New MAL's will be issued by the CRP management officer:

(1) When an allowance has been authorized/deleted/changed.

{2) When a change of unit CO/responsible officer occurs. Units must notify the CRP Management Officer, as far in advance as possible, since the mechanized program will be updated on a monthly basis.

(3) When a unit is redesignated or a change of AAC occurs.

(4) Annually, during the first calendar quarter of each year, for annual reconciliation.

e. Upon receipt of a new MAL, a physical inventory will be conducted and a comparison of inventory to the MAL will be made. Required corrections will be clearly annotated on the MAL, and appropriate documentation supporting the correction(s) attached. The original will be dated and signed by the CO and returned to the CRP management officer, within 15 days. This MAL will then supersede all other MAL's for that unit. One copy of the MAL will be retained by the unit for record purposes.

5. Competition Rifle and Pistol Maintenance Procedures

a. Units not having an available competition rifle and pistol repairer will be responsible for first echelon maintenance only. Repairs will be limited to minor adjustments and replacement of firing pins. When additional maintenance is required, contact the ore, MTU, WTBN, MCDEC (Attn: CRP management officer) for specific instructions. CRP Rifle Team Equipment Repairers (MOS 2112) are usually located at most major Marine Corps bases. Prior to contacting the MTU, every effort should be made to utilize the CRP repairer in the geographic area to accomplish sub­ject repairs. Cost of repair parts will be borne by the using unit. Weapons that are to be returned will have a NAVMC 1018 inspection tag attached {along with the weapons record book) with required repairs annotated thereon. A replacement weapon will be requisitioned at this time.

b. Parts interchange, alterations, or modifications to competition rifles and pistols by units' is not authorized.

c. A Weapon's Record Book (B) (22741), MCDEC, Quantico, Virginia, will be kept on each competition rifle and pistol. Rounds fired, maintenance performed, new parts used, and the legibly printed name and signature of the authorized competition rifle and pistol repairer will be logged in each weapon record book. Extra weapon's record books may be requested from the CRP management officer, MTU, WTBN, MCDEC. Weapons returned to the CRP management officer will be complete with magazine, cleaned, and metal parts coated with a light coat of lubricant, semi-fluid (LSA) or cleaner, lubricant, preservative (CLP). The appropriate weapon's record book will be attached to each weapon.

d. CO's may, at their discretion, request routine technical inspection and maintenance to be performed by the competition rifle and pistol rebuild shop. Requests should contain desired schedule date the weapon(s) can be delivered to MTU, and date the weapon should be returned. The ore, MTU, WTBN, MCDEC, will schedule weapons in accordance with that unit's own rebuild/repair schedule required to support the Competition Rifle and Pistol Program. All weapons will be shipped to the OIC, MTU, WTBN, MCDEC, Quantico, VA 22134 (Attn: CRP management officer).

e. Unserviceable M49 Telescopes will be returned to the supporting third/fourth echelon ordnance maintenance facility through normal repair channels.

f. Enclosure (6) contains a list of competition rifle and pistol peculiar repair parts stocked by the competition rifle and pistol rebuild shop. These parts are available to units having a CRP repairer; however, using units are required to fund for and order their own parts to support and maintain CRP weapons.

g. CRP repairers at units other than MTU, Quantico, are authorized to perform all echelons of repair required on competi­tive rifles and pistols with the exception of rebarreling and refinishing. The exception of rebarreling weapons may be waivered

6. Procedures for Discontinuing Competition Rifle and Pistol Allowance/Turn-in of Excesses. When the CO/OIC of a unit determines that a competition rifle and pistol team can no longer be supported, that individual will prepare a letter to the OIC, MTU, WTBN, MCDEC, requesting termination of the competition rifle and pistol allowance and disposition instruction.

3. M49 Telescopes will be obtained on temporary loan from units within the host command. They may be drawn from allowances cited in current T/E's or from allowances issued in accordance with this Order. The OIC, MTU, WTBN, MCDEC, will, upon request of host commanders, furnish a list of units within the host command which have a competition rifle and pistol allowance for M49 Telescopes.

4. In order to obtain the items cited in paragraph 2, preceding, host commanders will submit written requests to the OIC, MTU, WTBN, MCDEC, 90 days in advance of the required delivery date. All requests will contain a required delivery date, AAC, and shipping address.

5. The OIC, MTU, WTBN, MCDEC, will ship M14 Rifles in special shipping containers which are designed to prevent damage to the rifles during shipment. These containers are the property of the MTU, WTBN, MCDEC, and will be utilized for shipping rifles back to the MTU at the conclusion of the matches. Rifles will be shipped and stored with the trigger housing group locked, with the hammer uncocked.

SPECIAL INSTRUCTIONS FOR INDIVIDUAL MEMBERS OF THE MARINE CORPS RESERVE SHOOTING TEAMS

1. The purpose of this enclosure is to provide policy and direction for the issue, security, maintenance, and recovery of competition rifles and pistols required to support the Marine Corps Reserve Shooting Teams.

2. Marine Corps reservists, when availability and demonstrated marksmanship abilities are such as to qualify them for Marine Corps Reserve Shooting Team, will apply for membership to the CMC (Code TDG), via the respective team captaini e.g., rifle team, pistol team, or smallbore team. Requests for membership will contain the following information:

a. Name, grade, and social security number of the reservist.

b. Mailing and shipping address of the reservist. (Ammunition and equipment cannot be shipped to a post office box number or rural delivery route. Specific shipping inst~uctions must be furnished.)

c. List of recommended allowance of equipment and ammunition.

d. A statement that the reservist will:

(1) Comply with security requirements as stated in this Order.

(2) Actively participate in the Marine Corps Reserve Shooting Team Program.

(3) Keep the CMC (Code TDG), and the OIC, MTU, WTBN, MCDEC (Attn: CRP management officer), apprised of said reservist's current address at all times.

(4) Return all equipment to the OIC, MTU, WTBN, MCDEC, (Attn: CRP management officer), when said reservist can no longer comply with the instructions contained in this Order or termination is affected.

3. The CMC (Code TDG) will forward all approved requests for membership to the OIC, MTU, WTBN, MCDEC, who will make the final determination as to the authorized allowance based on known needs of the Marine Corps Reserve Shooting Team and qualifications of the individual reservist. Negative responses will be forwarded to the CMC (Code TDG) for signature.

4. Once a reservist has been accepted for the Marine Corps Reserve Shooting Team and an allowance has been approved, all changes to that allowance will be submitted by the member to the OIC, MTU, WTBN, MCDEC, via the member's team captain.

5. The CRP management officer will ship required competition .rifles and pistols/ammunition directly to the reservist.

6. The individual reservist will be responsible for the security of such competition rifles and pistols/ammunition which have been issued to that individual and shall be in compliance with State and local firearms regulations. Security of weapons and ammuni­tion in each reservist's possession is the individual's responsi­bility; therefore, all required security precautions will be taken at the reservist's own expense to prevent weapons and ammuni­tion from being lost or stolen. Minimum protection should include a double container locking system while in storage in the individ­ual's home; e.g., a locked repository securely fastened to the floor or wall within a locked room of the reservist's home. Com­petition rifles and pistols/ammunition in a locked, unattended vehicle are not considered to be secure.

a. Security arrangements in the reservist's home should be set up in such a fashion that weapons can be verified as "on hand and secure" on a daily basis; e.g., daily visual inventory. Locking systems should be applied in such a manner that tampering with locks will be readily noticeable.

b. Additional security requirements to be considered include possible storage of weapons and ammunition at local police stations, National Guard armories, etc.

7. Annually, during September, individual team members will request from the OIC, MTU, WTBN, MCDEC, via their team captains, an allowance of match ammunition for the following calendar year. Allowances will be based on planned participation in authorized competitions and will be within annual allowances of special match ammunition set forth in the current edition of MCO P8011.4. Requests for ammunition will contain the following statement with signature:

11 1 have already expended or intend to expend, for authorized purposes, this calendar year all of the ammunition allotted to me."

8. Turn-in competition rifles and pistols/ammunition will be made to the nearest Marine Corps unit supply officer for further ship­ment to the OIC, MTU, WTBN, MCDEC, citing this Order as authority.

A copy of DD Form 1348-1 (the turn-in document) will be nailed to the ore, MTU, WTBN, MCDEC, to ensure that timely delivery of the equipment is made. Shipping documents must refer to the individual reservist by name and assigned Reserve shooter number. Report the shipment in accordance with the instructions contained in MCO 8300.1. Turn-ins made in person while at the MTU, WTBN, MCDEC, will be made to the CRP management officer or representative thereof and at the CRP management section only.

9. Temporary loans and permanent transfers of weapons and telescopes from one individual reservist to another will not be made prior to accomplishment of the following: Team captains will prepare correspondence to the OIC, MTU, WTBN, MCDEC, stating that the item will be transferred (temporarily or permanently), giving nomenclature, NSN, serial number, and names of individual reserv­ists involved. Obtain acknowledged receipt of the item from the individual reservist who received it. Transfers will be made in person only, at match sites, etc. Weapons, telescopes, and ammu­nition will not be mailed or shipped between individual reservists. Upon receipt of the aforementioned correspondence, the CRP man­agement officer will credit and debit reservist's accounts accord­ingly. Under no circumstances will temporary loans exceed 1 year.

10. Accountability for competition rifles and pistols issued to individual reservists will be maintained by CMR's, signed by individual reservists, and held by the CRP management officer. CMR's will be signed, dated, and returned to the CRP management officer within 15 days of receipt.

11. A separate list and record of issued nonexpendable or nonconsumable items will be maintained in the individual reserv­ist's file, which will be held by the CRP management officer. Before termination as a member of the Marine Corps Reserve Shooting Team, the individual reservist will return all ammu­nition, accountable/nonexpendable items to the OIC, MTU, WTBN, MCDEC {Attn: CRP management officer), utilizing the procedure established in paragraph 8, preceding.

12. Shipments made to individual reservists will be by U.S. Mail or Government bill of lading (GEL) . No individual reservist is authorized to pay carrier fees at destination. If carriers ask for such fees, the carrier should be advised by the reservist that equipment was shipped by GBL at Government expense.

13. Lost or stolen weapons, telescopes, and ammunition held by individual reservists will be reported within 24 hours to local

police authorities, team captains, and OIC, MTU, WTBN, MCDEC. Telephone reports shall be immediately followed up with written reports, stating the details surrounding the loss. Upon notifi­cation of the loss, the OIC, MTU, WTBN, MCDEC, will initiate action as follows:

a. Prepare required reports in accordance with the current edition of SECNAVINST 5500.4.

b. Request from the CMC (Code TDG), assignment of an investigating officer from the nearest Marine Corps unit.

c. No replacement of weapons, telescopes, or ammunition will be issued until a completed, approved investigation has been received by the OIC, MTU, WTBN, MCDEC.

14. Individual reservists will be responsible for first echelon maintenance only. Competition rifles and pistols requiring repairs will be turned in to the nearest Marine Corps unit supply officer for shipment to the CRP management officer, utilizing the procedures in paragraph 8, preceding. Reservists residing in the proximity of of a Marine Corps installation having a resident repairer, MOS 2112, may request that repairs be affected by that repairer. Liaison with the OIC, MTU, must be conducted for the costs of such repairs. Repairs may also be affected at match sites where repairers, MOS 2112, are available.
