TURKEY

the condition of a 14-day
quarantine.
• For the moment, there are no
restrictions in domestic air,
rail, intercity road and urban
mobility.
• Drivers from many countries,
including AU, BE, CZ, DK, FR, FI,
GE, HU, IT, IR, LV, NL, PL, PR, ES,
SW, SI, cannot enter Turkey.
• Drivers from outside these countries
can only enter after a 14-day
quarantine outside Turkey.
• Turkish drivers returning to their
country have to undergo a fourteen-day
quarantine.
• At the border with Iran, Iraq and
Bulgaria, a ‘contact-free-trade’ policy
is adopted. Trailers, drivers or
containers are changed at the border
so that drivers do not need to enter
Turkey.
• Turkey has the intention to increase the
number of train frequencies on the
Plovdiv-Çerkezköy and Halkalı-
Kapıkule-Europe lines.
• Iran and Iraq: borders completely closed
for passengers and all vehicles and not
allowed to enter into the country.
• Georgia: border closed for passenger
movements by two sides. Freight
continues.
• Azerbaijan/Nahcivan: border closed for

China • Temporary entry suspension for
foreigners holding valid visas or
residence permits.
• Diplomats are exempted but they
also face strict controls: EEAS
HQ advises against any travel to
China.
• Increasingly stringent measures for
incoming travellers, varying from
city to city.
• According to ERA, all cargo trains
from China to Europe are leaving.
• All international flights to Beijing will
make an intermediate stop at a
second-tier city, where health checks
will be conducted. Those who appear
healthy may continue their journey to
Beijing, all others need to stay in
quarantine at designated places for 14
days. All fees are incurred on them.
• Shanghai Airport has introduced a
practice of dividing the flows of arriving
passengers, separating those arriving
from potential risk countries/areas, who
then face much longer procedures at
the airport. Chongqing City and
Shandong Province have reportedly
adopted similar measures.
• China’s aviation regulator has instructed
Chinese airlines to significantly reduce
their international flights. Each airline is
only allowed to take one route to one
international country, with a maximum
of one flight a week. Foreign airlines
can only maintain one route to China
with no more than a weekly flight.
• According to the European
Chamber of Commerce in
China (EUCCC), there are
no new issues in terms of
shipping. There have been
some shortages of drivers
bringing containers into the
interior of the country, but
EUDEL expects this
gradually to come back to
normal again.
• Departures of cruise ships
from Chinese ports have
been suspended.

Hong Kong • There is a ban on entry for
non-residents. Exemptions for
citizens from China, Taiwan and
Macao, unless they have been
overseas.
• There is a ‘Red Outbound
Travel Alert’ for the Schengen
Area, Ireland, UK and US,
advising against all non-
essential travelto these

• Most European airlines have
suspended flights to Hong Kong.
Lufthansa has limited operation;
Cathay Pacific still has some
reduced services to Europe as well,
but these services might be further

Macao • Government websites report
that all travellers from
overseas countries are banned
from entering Macao from
March 18 onwards, regardless
of whether they arrive by air or
maritime routes. Chinese, Hong
Kong and Taiwan nationals are
exempted.
• There is no official
confirmation by the EEAS of
this yet: EEAS reported on
March 16 that people arriving in
Macao from Schengen, US and
UK need to stay in home
quarantine.
• Ferry services between
Hong Kong and Macao
have been suspended.

Taiwan
• All foreigners are now banned from
entering Taiwan, except for holders of
Taiwanese residency, those on diplomatic,
official visits, under contract or with special
approval obtained in advance.
• All countries in the world have been
marked as ‘Level 3 Countries’, the
highest level. This resultsin the following
travel advice and quarantine measures
issued by the Taiwanese government:
• Taiwanese are advised not to travel other
countries.
• All inbound travellers are required to go
in home quarantine for 14 days.
• Domestic transport functions normally.
• All passengers are
banned from making
flight transfers in Taiwan
until April 7.
• China Airways and EVA
Air are still flying from
Taiwan to Amsterdam,
Frankfurt, London, Paris,
Vienna, although with a
reduced frequency.
• No targeted measures affecting
cargo, but shipments have
significant delays and are
being stopped for several days
in ports and other entries to
Taiwan

Republic of Korea • All travellers from Europe are subject to a
‘special immigration procedure’.
• This procedure requires fever checking,
checking of contact details and the
requirement to install an app to self-monitor
and submit results for 14 days.
• Procedure also applies if travellers come
from the countries mentioned, but arrive in
Korea via another country.
• Most European carriers
have discontinued their
flight operations with
Korea. Examples are KLM
and Lufthansa. Korean
carriers have also
discontinued their
operations with Europe.
• Transferring to Korea
seems only possible via
China, Japan, UAE, US,
Singapore, Russia and
Qatar.
• Korean government has
announced that it will delay
its reclaiming of traffic
• Incheon Port continues to
operate cargo without any
special problems. Supply
chains in the country are in good
fit.
• Maritime transport of
passengers with China and
Japan has been discontinued.

• Italy: The provinces of Liguria, Trentino-Alto
Adige, Friuli-Venezia-Giulia and Valle d’Aosta
(newly added to the previous list of Veneto,
Emilia-Romagna, Piedmont, Marche and
Lombardia provinces)
• Spain: The provinces of Madrid, Basque, La
Rioja and Navarra
Additional border measures concerning EU MS (in
force from 0h00 21 March):
• Request for 14-day self-quarantine upon arrival
for foreign nationals coming from: Schengen
Area, Bulgaria, Croatia, Cyprus, Romania,
Ireland
• Suspension of visas and suspension of application

ASEAN • No measures taken at the regional level Philippines • The Philippines temporarily stopped issuing visas as well as the visa-
free privileges to all foreigners.
• Land, air, and sea travel of uniformed personnel for official
business, especially those transporting medical supplies, laboratory
specimens, related to COVID-19, and other humanitarian assistance,
shall be allowed.
• No Filipino tourists shall be allowed to fly out of the country at any time.
• Foreigners are allowed to leave the country.
• All domestic flights are
cancelled.
• There are still some
connections to Europe.
Connections via HK and
Singapore are not possible
anymore.
Malaysia • For the period of 18-31 March, there is a ban on entry for all tourists
and foreign visitors into the country, including foreigners with long-
stay visa. Exemptions for permanent residents and family members.
• Expatriates who are involved or required under essential services
must have an approval from Immigration before entering Malaysia
within this MCO period &are required to do 14 days self-quarantine.
• Singapore refuses transit. All 9-border points with Thailand on land
and sea blocked.
• Many flights suspended,
Malaysia Airlines is still
operating but dependent on
Gulf States/Turkish
Airlines.
• Flights to Thailand hugely
complicated (health
certificate and 100,000
USD health insurance).
• Port and
logistics are
functioning but
a lot of
containers are
blocked in port
because the
addressee is
closed.
Cambodia • Temporary ban for foreign travellers who have recently been to
France, Germany, Italy, Spain, Iran and USA.
• All citizens returning from Europe are asked to go through a 14-day
quarantine.
• Cambodian citizens are asked not to travel to Europe unless mandatory.
• Cambodia closed land borders with Vietnam and agreed with
Vietnamese authorities on arrangements to ensure the flow of goods
through the border. Land borders with Thailand and Laos are closed.
• Most airlines have
suspended international
connections to Phnom
Penh and Siem Reap.
• Repatration flights will be
chartered by Qatar
Airways.
Singapore • From 24 March onwards, no short-term visitors will be allowed to
enter or transit through Singapore. Entry of long-term pass holders,
including the dependents, will only be allowed for those providing
essential services (healthcare, transport).

Vietnam • Visa for European travellers are suspended. Visa for US travellers is
suspended on arrival and will be treated at Vietnamese Consulates, on
case by case, depending on the state of origin.

Indonesia • Strengthened international travel restrictions are in force:
suspension for one month of the visa exemption/visa on arrivals policy
and no entry or transit for travellers having visited Iran, CH, DE, ES,
FR, IT, Vatican, UK in the last 14 days. Previous travel restrictions still
apply (China, regions of Korea). Foreigners not subject to these
restrictions must present a health certificate when applying for visa. • Government waived fines on overstays, due to long queues at the visa
offices.
Laos • Laos is effectively locked down for international connections. Only
non-tourist visas are issued, at embassies abroad. Health declaration and
travel moment history required.
• Passengers are monitored arriving at the international airports,
those travelling from the outbreak zones will be isolated for 14 days
– either in a hospital if they have Covid-19 symptoms and/or have been
in touch with a confirmed patient, or at home.
• Land borders with Thailand and Vietnam are closed, except customs
(cleared delivery trucks with one driver). Nearly all other BCPs are
closed too.
