A RESOLUTION EXPRESSING THE DEEPEST SYMPATHY ANDCONDOLENCES FOR THE DEMISE OF FORMER SOLICITOR GENERALFRANCISCO "FRANK" IBRADO CHAVEZ.

WHEREAS, Francisco "Frank" Ibrado Chavez is known as the formerSolicitor General of the Republic of the Philippines. He served as solicitorgeneral under the administration of the late President Corazon C. Aquinofrom March 1987 until February 1992;

WHEREAS, he earned his Bachelor of Laws degree from the University of thePhilippines in 1972 and admitted to the Philippine Bar in 1972;

WHEREAS, he became the youngest bar examiner in remedial law duringthe 1985 Bar Examinations at the age of 38;

WHEREAS, he was awarded as one the Ten Outstanding Young Men ([OYM)in 1986 for his accomplishments in law and in human rights;

WHEREAS, his most prominent contTIbution to the profession of law is hisendeavour in founding the Brotherhood of Nationalistics, Involved and FreeAttorneys to Combat Injustice and Oppression (BONIFACIO);

WHEREAS, his views and opinions in matters of national interests, humanrights as well as in the profession of law have been valued by his colleaguesin the profession and in the political arena;

WHEREAS, he had lived as a ·pillar of the legal profession until he fmallysuccumbed to stroke and joined our Creator on September 11,2013;

WHEREAS, the likes of Frank Chavez is a great loss to our nation but hisvaluable and significant contribution in the field of law particularly in thefield of human rights shall be etched in the spirit of Our country'sdemocracy; .

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, theHouse of Representatives expresses its de~pest sympathy and condolencesto the family of the Former Solicitor General Francisco "Frank" 1. Chavez.

RESOLUTIONEXPRESSING PROFOUND CONDOLENCE OF THE HOUSE OF REPRESENTATIVES

ON THE DEMISE OF FORMER SECRETARY OF HEALTH DR. ALBERTO J.ROMUALDEZ JR.

WHEREAS, Dr. Alberto J. Romuladez Jr. served the country as Secretary of Department of

Health during the administration of President Joseph E. Estrada.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. had been an advocate of

Cheaper Medicine Law, and Reproductive Health Bill that gave him the title "Champion of Health

Reforms".

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. also served as Director of

the Research Institute for Tropical Medicine in early 1980s, and a Regional Adviser in the

Development of Human Resources of Health for the World Health Organization's Western Pacific

Region in late 1980s.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. also worked in the

University of the Philippines as Dean of College of Medicine in 1984-87.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. had an appointment in

1996 to be the Medical Director of HCA Philippines Inc. and at the same time Consultant to World

Health Organization and the Department of Health.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. was admired to his

proposal of sin tax bill and the stem cell therapy.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. was quoted as the "man

of competence and unquestionable dignity" due to his advocacy to public health reform, strong

support to the poor, and commitment to alleviation of poverty.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. was a committed

husband and a great father to his children because of his unending care, guidance and support he

showed during his life.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. passed away on October

18, 2013 due to heart attack at the age of73.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr. was called to be a

trustworthy, reliable and committed friend by his close friends and companions.

WHEREAS, former Secretary of Health Dr. Alberto J. Romualdez Jr.'s dedication to work,

public service, and family will be deeply missed by his loved ones, relatives co-workers and friends.

RESOLVED BY THE HOUSE OF REPRESENTATIVES, to express its profound condolence of the

House of Representatives on the demise of former Secretary of Health Dr. Alberto J. Romualdez Jr.

RESOLVED FURTHER, that a copy of this resolution be furnished the bereaved family of the

ANDRES R. NARVASA

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasasincerely served the country's highest judiciary system from December 1, 1991 to November 30,1998.

WHEREAS, retired Cilief Justice of the Supreme Court of the Philippines Andres R. Narvasaserved as a Chairman of Preparatory Commission for Constitutional Reform, an independentcommission formed to suggest positive modification of the PhUippine Constitution from 1999-2000.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasaloyally served his Alma Mater, The University of Santo Tomas, as Faculty of Civil Law (since 1952) andeventually as Dean to the Faculty of Civil Law (1967-1973), thus, he received distinguishing award forOutstanding Achievements in Legal Education in September 2,1981.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasahad administered the Oath of Office to two Philippine Presidents Fidel V. Ramos and Joseph EjercitoEstrada.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasaheaded the private law firm Andres Narvasa & Associates prior to his appointment to judiciarysystem,

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasapassed away on October 31, 2013 due to pneumonia at the age of 84.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasahad left a genuine legacy in the judicial reform and excellence because of his integrity, wisdom andunconditional service.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasa isworthy of emulation by next generation's judiciary representatives because of good examples heshowed while in the country's justice system.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasa'sguidance, love and care as a father and husband will truly be missed by his family.

WHEREAS, retired Chief Justice of the Supreme Court of the Philippines Andres R. Narvasa'sdemise is a great lost to his friends, relatives and co-workers, for they lost a man of Integrity andvalor.

WHEREAS, Honorable Marciano M. Pineda, Representative ofthe Fourth District ofPampanga during the Eighth Congress, passed awayon November 19, 2013 at the age of76;

WHEREAS, prior to his election to the House of Representatives,Honorable Pineda served as Vice Mayor ofSan Simon, Pampanga (1960­1964) and member of the Pampanga Provincial Board (1986-1987);

WHEREAS, during his stint in the House of Representatives,Honorable Pineda defended the interest of the landless farmers during thedeliberations on the provisions of the Comprehensive Agrarian ReformLaw and took up their cause to free them from the bondage of feudalismwhich was the fundamental re~son for social unrest in the country's ruralareas;

WHEREAS, after serving in the Legislative Department,Honorable Pineda joined the executive branch and was appointed GeneralManager ofthe National Housing Authority (1995 -1998);

WHEREAS, the demise of Honorable Marciano M. Pineda willleave a deep void in the hearts of the Filipino people, especially to thepeople ofPampanga whose lives he touched: Now, therefore, be it
