  • LEGAL REGULATORY TERMS FROM LAW NO. 13 OF 1995 LAW AND LICENSE

    Article (6): The Commission shall undertake the following duties and responsibilities:a.To regulate telecommunications and information technology services in the Kingdomin accordance with the established general policy so as to ensure the provision of highquality telecommunications and information technology services to Beneficiaries atreasonable prices; and, by so doing, to make possible the optimal performance of thetelecommunications and information technology sectors.c.To specify the minimum level of service quality which must be committed by licenseesto meet the needs of Beneficiaries. This shall be done in consultation with licenseesand shall be without the imposition of any specific technological solutions on them.d.To protect the interests of Beneficiaries and monitor the actions of persons andlicensed parties to ensure that the conditions of Licenses are observed, includingspecified service standards, service quality, and prices; and to take the necessary legalactions in front of those who violate these conditions.

    2. Quality of Service:

    2.1 The Licensee shall conduct its Licensed Activities according to performance parameters and quality of service objectives that meet or exceed generally recognized international industry standards.

    2.2 The Licensee may be required by the TRC to measure and submit quarterly reports of its service quality. TRC reserves the right to conduct audits of the Licensee quality of service measurements and/or its own measurements at its own discretion.

    • Operators Half Annual reportsSubmission of KQI and QoS KPI Half annual reports via an automated system.• Auditing operator network via field visits conducted by the Regulator to verify the

    quality levelsTechnical field audits are connected for coverage, QoS, capacity issues. • Investigate opinions on operator networksVia a 3rd party, subjective surveys for commercial services.• Drive TestsTRC conduct regular on site visits to evaluate operator networks and verify complaints, operator optimization actions and capacity issues. • Using disruptive technologies (Crowdsourcing platforms)1st in the Middle East to adopt crowdsourcing solutions to benchmark, validate complaints and overall network status evaluation. The platform serves as a complementary smart tool for evaluation and decision making.

    The recommendation describes a comprehensive approach for the examination methods, procedures and devices that is recommended to followed while obtaining samples of the licensees' radio networks.

  • 3. ACCELERATING COMPLAIN VERIFICATION USING DISRUPTIVE TECHNOLOGIES : CROWDSOURCING

    Crowdsourcing is a method to gather active and/or passive quality of service measurements from a large number of end-user devices.

    The active metrics are usually user initiated. Active data collection methods create artificial traffic with the intention to assess end-to-end QoS parameters While Passive data measurements do not inject artificial traffic or test payload into the network for QoS assessment. Instead, they act more as an observer of radio parameters, the end-user's transferred data, and collect information regarding the actual traffic
