John McKinney Finance Director of the City of New Smyrna Beach gave an overview of the Airport budget.

5. NEW BUSINESS

a.

Ms. Walker City of New of Smyrna Beach Airport Manager reviewed ATCT Tower rankings. Mr. Jim Zeiler, ATCT Tower Manager, addressed the Airport's activity level.

b.

Ms. Walker gave an update on the next step for the 07/25 Alternatives and Runway 11/29. Chair Norville asked if the board was ready to make a recommendation on the 07/25 Alternatives. Member Symser would like a hold a workshop with the Airport Advisory Board members to discuss the 07/25 Alternatives. Workshop will be scheduled for the discussion of the 07/25 Alternatives and Runway 11/29.

c.

Mr. Tony Otte, Director of Economic Development Director, discussed the Economic Development on the Airport. Ms. Heather Shubirg, Executive Vice President of Team Volusia discussed Marketing for the Airport

6. AIRPORT MANAGER COMMENTS

a.

Ms. Rhonda Walker gave updates regarding airport projects. The administration and maintenance facility meeting to review the area to

determine if we can utilize the existing site. T Hangar building phase four Grants were approved at the January 14, 2020 city Council Commission meeting. The contract was awarded to APM. Apron Taxilane and South Hangar project is currently in progress. Contractor working on the Untied Drive. Supplemental Grant was approved at the January 14, 2020 City commission meeting. Wildlife Hazard Assessment has been completed. Will be submitted to the FAA was await the approval. Once the consultant is onboard the projects will be prioritized. Then we be provided to the board.

7. AAB MEMBER COMMENTS

Ms. Smyser shared concerns regarding the north hangar gate not working properly. Chair Norville recommended to use a sign for the gate when it is inoperable. Joe Zitzka, Airgate Aviation, navigation charts states 25 has an obstruction. 25 lost night approach. Jim Zeiler addressed the NOTAM

1. ROLL CALL

Having been duly advertised as required by law, the regular meeting of the Airport Advisory Board of the City of New Smyrna Beach, Florida, was held on Wednesday, October 23, 2019 at the City Hall Commission Chamber, 210 Sams Avenue, New Smyrna Beach, Florida 32168. Chair Gary Norville called the meeting to order at 2:00 PM.

2. CONSENT AGENDA

3. OLD BUSINESS

a. Staff Presentation - Master Plan Update and Consulting Services Report on 07/25 Alternatives

Mary Soderstrum of AVCON, outlined a PowerPoint Presentation regarding runway alternatives. Motion:

Chair Norville moved to direct staff to move forward with a plan on runway alternatives. Vice Chair Maib seconded the motion, and the motion carried unanimously.

b. Follow Up Discussion to Switch Calm Wind Runway

Cynthia Rattigan, Terrigan Trail, asked about the breakdown of the chart presented. She commented on the wind direction. She asked if the data could be reviewed again in the winter season. She commented on the traffic in the morning and evening hours. Gib Danahour, Inlet Shores resident, commented on the graph presented. He asked if they could not rotate the dead wind runway. He suggested rotating the take offs during calm hours. He complained about the constant flight training. He asked what the frequency between take off should be. Board consensus was to revisit in six (6) months to include winter statistics.

c. Discuss the reinstatement of the Noise Abatement Committee

Chair Norville commented in opposition of the reinstating the Noise Abatement Committee. Member Mitchell concurred. Motion: Member Smyser moved to not pursue the reinstatement of the Noise Abatement Committee. Vice Chair Maib seconded the motion, and it carried unanimously.

Ms. Walker was tasked to provide a report after meeting with the Finance Director.

4. NEW BUSINESS

Chair Norville requested that a repeat item concerning the Hidden Lakes Proposal be included as an item under New Business for each agenda. Member Smyser invited Ms. Griffith to address the item. Kathy Griffith did not provide a response regarding Member Smyser's request to comment about the item.

5. AIRPORT MANAGER COMMENTS

Ms. Walker commented about the AAB Resolution. Interim City Clerk would email the fully executed Resolution to Airport Advisory Board members. She shared that a Notice to Proceed was scheduled for Monday, November 11, 2019 regarding the apron project. She commented on the administrative and maintenance facility and mentioned an arborist was involved regarding the oak trees that were inclusive of the plan. She mentioned the T-Hangar project and stated they received the permit on Monday, October 21, 2019. She stated Hangars B and C would not be taken down. She shared they were giving the current tenants of those hangars the first opportunity to relocate to Hangars D, E, F or G.

6. AAB MEMBER COMMENTS

Member Goodrum shared that he had a conversation with an aircraft owner and mentioned that he had problems. He asked Ms. Walker for information.

Ms. Walker clarified that she had a brief discussion with the owner and suggested an alternate location to accommodate the water.

Member Smyser commented on attending the Economic Development Advisory Board meeting on October 18, 2019. She mentioned signage on US1.

7. PUBLIC INPUT ( 3 MINUTE LIMIT, PLEASE SEE NOTE BELOW)

Bob Perry, Edgewater resident, commented on living near the runway. He commented on EPIC Aviation. He mentioned a rumor about Massey, Inc. Cynthia Rattigan, New Smyrna Beach resident, suggested that the number of training students were reduced on any given pattern. She shared that a reduction of the amount of planes to three would be beneficial.

The next meeting was scheduled for January 22, 2020.

As there was no further business to discuss, Chair Norville declared the meeting adjourned at 3:45 PM.

Furthermore, they are authorized to inspect aircraft,supervise maintenance, perform preventative maintenance, and alter aircraft andaircraft systems.

Background: City of New Smyrna Beach Reasonable Assurance Plan Water Quality Enhancement Canal C-05Diversion Structure and Off Site Pond project (project) which is located within the New Smyrna BeachMunicipal Airport.

City of New Smyrna Beach is proposing to install 2 diversion structures in Canal C-05 to divertstormwater runoff into a borrow pit for treatment and discharge it back to Canal C-05. Canal C-05 islocated south of Industrial Park Avenue, west of Turnbull St., and east of Turnbull Bay Blvd. The borrowpit is located on New Smyrna Beach Municipal Airport property and is located south of Industrial ParkAvenue, north of Roslyn Drive, and west of Turnbull St.

This project was identified in the Mosquito Lagoon Reasonable Assurance Plan that has been approvedby FDEP. The City’s goal is to improve water quality within the project local area and provide regionalwater quality enhancement.

FAA Post Construction Wildlife Monitoring

In response to FAA’s comment on wildlife monitoring after construction is completed.

• Post Construction Water Quality Sampling Event will also record: o Weather o Watercolor, odor, oil sheen, etc. o Wildlife observations -will record incidental wildlife observed only and supplement wildlife

data collected during the WHSV but will not follow FAA protocol of 5 minute observations at each station.

• Water Quality Sampling Stations – briefly discussed the rationale for the location of the sampling stations. Stations have been submitted to SJRWMD and FAA. Both agencies had no comment.

• Water Quality Sampling Plan will be submitted with the Pre-Construction Monitoring Report

We are focusing on tasks that require agency review and so that we can work on tasks that do not require agency involvement while the agencies are reviewing our submittals.
