    INTRODUCING MEDEG

    The Erasmus Mundus Master Course in Economic Development and Growth-MEDEGis a full-time masters programme organized by a consortium of three top-class

    European Universities:Universidad Carlos III Madrid - Spain (coordinating institution)University of Warwick United Kingdom

    Lund University - Sweden

    MEDEG lasts two academic years, includes 120 ECTS (60 ECTS/year) and consists of15course modules delivered through a combination of lectures, classes, tutorials andessay writing with individual supervisors. Another key component of the programmeare a 8.000-word research dissertation to be written at the end of the first year and a15.000-word dissertation to be written at the end of the second year, on subjectschosen by students in consultation with supervisors.

    Students are mandatorily required to study in two different universities of theconsortium. In each university, they have to remain for one year and complete 60ECTS. More specifically, the possible mobility options are:

    MEDEG students can choose to spend their first year either at the University ofWarwick (Option A) or at Universidad Carlos III Madrid (Option B). Warwick targetsEnglish-speaking students oriented towards research on economic development and

    growth at high academic level. Carlos III Madrid targets Spanish-speaking studentswanting either to pursue a professional career as development economists atgovernmental agencies and international organizations or to carry out research indevelopment economics and economic history at high academic level. A goodknowledge of the English language is mandatory for all students, irrespectively of theirchosen Option for the first year (see Admission Requirements).

    Fall Term is common at both universities and provides basic courses in Macro- andMicro-economics, International Economics, Statistics and Econometrics atintermediate level. In Spring Term, advanced courses are taught in order to allowstudents to specialize in the field of Economic Development according to the expertise

    offered by the two Universities. Students at Warwick develop advanced skills ineconometric analysis, and focus mainly on advanced research topics in economichistory, macro- and micro-topics in development and transition. Students at Carlos IIIfocus on the analysis of different facets of economic development with a specialemphasis on demography, inequality and poverty, and privilege Latin America as theirmain field of analysis. In both Universities students have to write an 8.000-word finaldissertation at the end of the first year. First year courses end up with a generalworkshop of one week in which MEDEG students from both options receive advancedtraining on specific topics by specialist from consortium universities and externalexperts. Students with the highest-quality first-year dissertations will also present theresults of their research and discuss them with experts.

    In the second year all MEDEG students move to the Lund University to receiveeducation and training in a series of advanced courses on different aspects of long-runeconomic development and growth. Thanks to the wide scope of expertise available atLund and mobility schemes which allow instructors from both Warwick and Carlos IIIMadrid to move to Lund for one term, students can choose among a high number of

    courses on topics as varied and diverse as comparative patterns of economic change,technological change and innovation, inequality and living standards, economicdemography, energy and sustainability, globalization and growth. In additionmethodological courses are also offered on advanced quantitative and researchmethods. At the end of the second year students are required to write a 15.000-worddissertation with a high-level component of innovative research.

    ADMISSION REQUIREMENTS

    Admission requirements are common for all students. The basic requirement foradmission is to have obtained (or to be in the situation of obtaining before the start ofthe Master Programme) a recognized Bachelor's Degree (BS, BSc, SB, etc.) or a degreeat the level of a Bachelor's Degree, e.g. its equivalent from a college, university, or

    technical school of high standing, or 180 ECTS credits in the European system, inEconomics and related disciplines (Business Administration, Finance, EconomicHistory, etc.).

    Applicants who expect to obtain their BA or equivalent degree at the end of theacademic year 2010-11 and before the start of the MEDEG courses (September 2011),should enclose an official certificate issued by their University where the expecteddate of graduation is explicitly stated. In case of successful application, they will bepre-admitted and will be required to send an official certificate of graduation NOLATER THAN July 31, 2011.

    In particular cases, the Selection Committee can admit students with a BachelorDegree in other disciplines which include a comprehensive and advanced training ineconomics and quantitative methods, indicatively specified as follows:

    - at least 12 ECTS in Economic Theory (Microeconomics, Macroeconomics,International economics);

    - at least 12 ECTS in Quantitative Methods (Statistics, Econometrics).As far as language requirements are concerned, applicants whose native language isnot English but hold a first degree from Universities based in an English-speakingcountry do not need to provide any certificate of language proficiency. The sameapplies to applicants who obtained their degree from Universities in non-English

    speaking countries but in which courses are taught in English; in this case they must

    enclose an official document issued by their University that certifies that English is themedium of instruction.

    ALL other applicants are required to certify a satisfactory command of both spokenand written English at Level B2 or higher of the CEFR-Common European Framework

    of Reference for Language.The following Certificates and minimum scores are admitted: TOEFL:

    - Paper Based Test: 550 or higher- Computer Based Test: 213 or higher- Internet Based Test: 86 or higher.

    Cambridge ESOL IELTS: 5.0 points or higher Cambridge ESOL General: FCE (First Certificate in English) equivalent to level

    B2; CAE (Certificate in Advanced English) equivalent to level C1; CPE (Certificateof Proficiency in English) equivalent to level C2

    Cambridge ESOL BULATS (Business Language Testing Service): 60 or higher Cambridge ESOL BEC (Business English Certificate): Vantage or higher; ALTE: Level 3 or higher NQF: Level 1 or higher (Entry levels are not admitted) London Test of English: Level 3 or higher Trinity College London ESOL GESE: Grade 7 or higher Trinity College London ESOL ISE: Level II or higher UBELT Exam: 2.5 or higher

    In addition to the English Language Certificate, ONLY applicants from Universities innon-Spanish speaking countries and wishing to spend their first year at Carlos IIIMadrid, are required to certify a satisfactory command of both spoken and writtenSpanish, equivalent to the Level B2 of the DELE-Diploma de Espaol como Lengua

    Extranjera issued by Institutos Cervantes, or similar.

    Students unable to provide a language certificate by the relevant application deadlinebut who have taken or plan to take a language test (TOEFL, Cambridge ESOL orequivalent, DELE etc.) should specify in the Application Form the precise date of theirtest/exam and include in the application a scanned copy of the official registration tothe test/exam. The results of the test/exam, in the form of an official Certificate (eventemporary) issued by the examining institution, must be timely communicated byemail to the MEDEG administrative office, and in any case BEFORE January 31

    for Third-country students, and February 28th

    , 2011 for European students.

    If an applicant has insufficient language skills but high academic and professionalpotential, he/she may be pre-admitted conditioned to the successful completion of anupgrading language course at a Language Centre of the first-year universities beforethe start of the Master course.

    APPLICATION AND SELECTION PROCEDURE

    The application procedure is managed by the MEDEG Central Administration Office atUniversidad Carlos III Madrid. Application forms (see Downloadable Application Form)and related documents must be sent in electronic format (preferably in pdf) to the

    There are two deadlines for submission by students applying both for admission to theMaster AND for Erasmus Mundus scholarships:

    Students who apply only for admission to the Master and do not want to apply to

    Erasmus Mundus scholarships, can apply at any time before 30th

    of June, 2011.

    However, students from non-European countries are strongly advised to apply as early

    as possible in order to have enough time to apply for visas (if required) in case of

    successful application.

    Please note that for the purpose of Erasmus Mundus applications, the list ofEuropean countries (as established by the EACEA) includes:

    - member states of the European Union- member states of EEA-EFTA (Norway, Iceland, Liechtenstein)- Switzerland

    All other states are considered as Third-Countries.

    Students from Turkey and Western Balkans countries (Albania, Bosnia-Herzegovina,Croatia, the Former Yugoslav Republic of Macedonia, Kosovo under UNSC Resolution1244/99, Montenegro and Serbia) should apply by the deadline of 30

    thof November

    2010.

    In the application form, applicants will specify their choice as for the mobility scheme,in order of preference:Option (A) Warwick (1

    The applicants will also indicate in the form the name, academic position and contactdetails oftwo academic referees and will instruct them to send their reference lettersscanned and signed directly to the MEDEG email address (see downloadable ReferenceForm).

    In order to be considered, application forms must be accompanied by the followingdocuments:

    -a photocopy ofID card or passport of the applicant

    -a short CV of the applicant (see downloadable CV Form)

    -a scanned copy AND official English translation of a certificate of the Diploma held(Bachelor or equivalent).REMEMBER: Students in their last year of undergraduate studies who expect to obtaintheir Diploma in time for registration in the MEDEG can be pre-admitted on aconditional base. They should indicate, in the application, the expected date ofgraduation, and enclose an official certificate in English issued by their university,

    stating the expected date of graduation. Pre-admission will be made definite upon

    presentation of an official certificate of graduation, which has to be sent to theMEDEG office NO LATER THAN July 31

    - a scanned copy AND an official English translation of their transcript or similardetailed official record of the applicant's academic achievement (an official report

    listing exams passed, grades, graduation mark, honours).

    -a scanned copy of the certificate of language knowledge, if applicable.REMEMBER: All students from non-English speaking countries have to provide a

    Certificate of English Language. In addition to this, students from non-Spanish speaking

    countries who want to spend their first year in Madrid have to provide a Certificate of

    Spanish Language.REMEMBER: Students unable to provide a language certificate by the relevantapplication deadline but who have taken or expect to take a language test (TOEFL,Cambridge ESOL or equivalent) should specify in the Application Form the precisedate of their test/exam and include in the application a scanned copy of the officialregistration to the test/exam.     -a motivation statement in which applicants will explain their personal, academic andprofessional interests and objectives (a dedicated space is included in the ApplicationForm)

    -any other document that may be relevant for the assessment of their educationachievement and skill-set (e.g. certificates of additional degree obtained, training

    courses received, participation in research projects and other professionalexperiences, GMAT Test and GRE Test scores, etc.)

    Applications will not be considered unless all requisite documents and letters ofreference have been received. In case of missing documentation, the AdministrationOffice will ask applicants to formally complete the application within 15 days.Applications that fail to comply with this requirement will be disqualified fromconsideration.

    In the selection process, the committee will take into account the following criteriaand relative weights in order to score applicants:

    - (1) study record (Bachelor Degrees and exam scores) 25%- (2) quality of the home university (assessed on the base of national,international and/or internal rankings in the area of Economics; if no ranking isavailable, the selection committee will research the applicants origindepartment and devise its own ranking) 15%

    - (3) language skills 20% (for students who are required to provide a certificateof language proficiency, scores will be given ONLY if they are able to include thecertificate by the MEDEG application deadline; students taking languagetests/exams after the deadline will receive a provisional score)

    - (4) references 10%- (5) motivation 10%- (6) other studies in the field, particularly the attendance of additional training

    courses, and other academic quality tests (GRE, GMAT), if properly certified 10%

    - (7) other professional and research experience consistent with the mastersobjectives 10%.

    Scoring for each criterion will be from 0 to 5 (0-insufficient, 1-poor, 2-sufficient, 3-good, 4-excellent, 5-outstanding).

    All applicants will be scored and ordered to generate three lists:- Admitted students- Students in the Reserve list- Rejected students.

    Admitted, reserve and rejected students will be notified timely, i.e. by 28th

    February2011 (Third-country) and 31

    stMay 2011 (European), in order to allow admitted

    students from non-European countries to apply for visas (if required). Scores andmotivations for acceptance or rejection will be detailed in the letter to allowtransparency of the selection process.

    Students admitted will have to confirm acceptance within 15 days from notification.

    Rejected students will have the possibility to object to the Committees decision andask for a revision of their application; for that purpose they will have to submit anofficial request to the Selection Committee in which they explain their objections andhighlight the merits (academic, professional, other) that in their opinion make themsuitable for admission. The Selection Committee will re-evaluate their application andeither confirm or overturn their decision.

    Admitted students will be required, upon acceptance, to demonstrate the authenticityand legitimacy of the provided documentation by sending by ordinary mail officialhard copies of the documents attached to their application:-original Bachelors degree or official certificate issued by the home University,

    -transcript of academic achievement,-certificate of language proficiency,-any other additional documentation originally enclosed,in the original language, with the ink stamp and signature of a notary public or anauthorized university official.

    The admission of any applicant failing to comply with this requirement will be revokedand the first applicant in the reserve list will be admitted.

    FEES AND SCHOLARSHIPS

    The tuition fee is 6 000 per year (12 000 in total) for European students and 8 000 per year (16 000 in total) for Third country students.

    A number of Erasmus Mundus scholarships are offered to MEDEG students based on

    - 10 (ten) Category A scholarships for students citizens of a Third country (withthe exception of Turkey and Western Balkans) and who are not residents norhave carried out their main activity (studies, work, etc.) in any European

    Applicants who wish to be considered for an Erasmus Mundus scholarship will need

    to indicate this explicitly in the application form. No separate funding application is

    required.

    Scholarship applicants will however have to provide all relevant information for the

    consortium to determine scholarship category, particularly detailed information oncitizenship and residence in the past five years. Failure to comply with this

    requirement will imply the exclusion of the applicant from the selection for

    scholarships (but not from the selection for admission).

    Applicants wishing to be considered for an Erasmus Mundus scholarship may apply for

    no more than two other Erasmus Mundus programmes in addition to MEDEG. In case

    a student applies to more than three EM programmes he/she will be excluded from

    the selection for an Erasmus Mundus Scholarship. The EACEA will scrutinize all

    scholarships applications in order to guarantee that this rule is observed.

    Please note that the EACEAs directives impose that no more than 2 (two) students

    selected for scholarships should have the same nationality.

    Students who have already benefited from an Erasmus Mundus Scholarship in the past

    are NOT ELIGIBLE.

    Students from Third-countries who have carried out their activities (study, work, etc.)

    for more than a total of 12 months over the last five years in any of the EU, EFTA/EEA

    countries or Switzerland are EXCLUDED from Category A Scholarships and are ELIGIBLE

    ONLY for Category B Scholarships.

    In case of double nationality (EU + non-EU), the non-EU nationality determines

    eligibility for a scholarship.
