WELCOME

Welcome to the Minnesota State High School League’s 2019-2020 Media Policy Manual. This

guide presents the rules, regulations and policies for news media coverage of all postseason

tournament competition conducted by the MSHSL. The League and its member schools

appreciate the interest generated by media coverage and the publicity given the achievements of

our schools and student-participants.

These policies shall be in effect at all levels of postseason competition, beginning at the

subsection level and continuing through the conclusion of the state tournaments. Print, wire

service, radio, television, photographers and website personnel should carefully review the

policies and guidelines contained within this manual.

Media outlets granted a news media credential must be creating original content which can only

be generated by the access created by the granting of the news media credential.

These policies do not apply to regular season dual meets/contests or invitational

meets/tournaments that occur during the regular season of play.

Rights fees for live or tape-delayed television broadcasts and all webcasts of subsection and

section tournaments are established and administered by individual administrative regions.

This manual is intended to assist members of the media in providing the best coverage possible

for the member schools and the communities they serve.

Minnesota State High School League 2019-2020 CALENDAR AND SITES

1 Tennis = 16 contest dates - Number of matches not to exceed 28. 5 Teams MAY practice for up to five additional days beginning on March 9, 2020. These five days may be used for conditioning arms and overall physical conditioning, and must be conducted using only baseballs, gloves, and catcher’s equipment. See Bylaw 504.

MEDIA CREDENTIALS INFORMATION

Registration: An organization must first apply within the registration windows. For fall activities, the registration window is open from Sept. 9-Oct. 4. An organization must register with the League within that timeframe to receive credentials for fall events. No registrations for fall activities will be accepted after Oct. 4. If an organization registers within that window, you are set for the school year. Here are the registration windows: Fall, 2019: Sept. 9-Oct. 4, 2019 Winter, 2020: Jan. 1-31, 2020 Spring, 2020: April 1-30, 2020 Communications Coordinator Tim Leighton is the administrator of organizations registering for credentials. He can be reached at [email protected] . Declaration: At the approximate opening of the postseason in each activity, a declaration window will open for organizations to communicate with the League their intentions of covering state tournament events. No declarations will be accepted after the deadline. Declarations will assist League staff in preparing credentials for each of the state tournament events. GENERAL POLICIES 1: OVERVIEW

The Minnesota State High School League has established policies governing the issuance of working news media credentials, seating locations, and use of equipment by the news media in covering state tournament events. Media outlets granted credentials must be creating original content which can only be generated by the access created by the granting of the credential. The distribution of in-game scoring updates does not meet the standard necessary for the granting of a news media credential. 2: CREDENTIALS

Credentials are designed specifically to allow the bearer access to Working Media Areas of state tournament sites. The Minnesota State High School League controls the allotment of credentials issued to any one media organization. Media planning to attend state tournaments or meets must submit requests for credentials using the League’s online application process. PLEASE PLAN AHEAD: DEADLINES WILL BE ENFORCED. Credentials MUST ALWAYS BE VISIBLE. Credentials are required at ALL Minnesota State High School League state athletic tournaments, with the following exceptions: Boys’ and Girls’ Tennis, Nordic Skiing, Alpine Skiing, Adapted Bowling, Adapted Soccer, Adapted Floor Hockey, Adapted Softball, Robotics, Boys’ and Girls’ Golf, and the Clay Target tournaments. Transfer or sale of credentials is PROHIBITED and grounds for immediate confiscation and future denial of credentials. Media access to subsection and section tournaments is controlled by individual administrative regions and administered by designated tournament managers. 3: CONDITIONS OF LEAGUE-ISSUED CREDENTIALS

News media credentials are issued by the Minnesota State High School League (hereinafter MSHSL) to an organization (hereinafter Accredited Organization) for the sole purpose of providing event access to an individual who has a legitimate working function on behalf of the Accredited Organization in connection to the contest or event for which the credential is issued, subject to the following conditions: The Accredited Organization, together with the bearer of this credential and each of their agents and personnel (collectively, “Bearer”), by acceptance and use of this credential, each represent and agree that bearer is engaged in a legitimate working function (media or game service) in attending this event, game or contest. This credential is for use solely in connection with Bearer’s news and editorial coverage of the event, game or contest. Any non-editorial, commercial or other unauthorized use of transmission, picture, film, videotape, audiotape, writing, drawings or other depiction or description of any game, game action, game information, player interview or other event

activity, and any non-editorial or commercial use of any team school name or logo, is prohibited without prior specific written approval of the MSHSL. The use of photographs taken by authority of this credential shall be strictly editorial and non-commercial in nature and shall be limited to Accredited Organizations. Bearer’s right to use any photographs taken pursuant to this credential is subject to the rights, if any, of all third parties, including the individuals photographed. Any use of such photographs without all necessary consents of the MSHSL shall be considered an Unauthorized Use. The MSHSL shall have the right to purchase prints of any photographs taken by the Bearer and published in a newspaper and news or sporting news periodical. This credential is not transferable, may be revoked at any time at the sole discretion of the MSHSL and will automatically terminate if any term hereof is breached. The Accredited Organization or Bearer that breaches this credential is subject to legal liability as well as all costs incurred in enforcing the terms of this document including, but not limited to reasonable attorney fees. 4: LIMITATIONS OF LEAGUE-ISSUED CREDENTIALS

The Minnesota State High School League reserves the right to regulate the number of credentials issued to media organizations requesting access to its events. The following limits of credentials will be enforced and are based upon reasonable assumptions of requirements for a media organization to provide proper coverage for its audience. All requests for credentials that exceed the following limits will be forwarded to the League’s Communication Coordinator for review and must include appropriate rationale for the request. • Media credentials WILL NOT be issued to parents.

• Team photographers will be issued a credential only if they have been photographing the team all season. Professional photographers not affiliated with an Accredited Organization will not be granted a media credential. Team photographers must be approved by a member school’s activities director or another member of the member school’s administrative team.

5: MEDIA CREDENTIAL REQUESTS AND CONDITIONS

Media must register their organization and be approved prior to submitting a media credential request through the online application process. Media credentials are granted to legitimate news-gathering organizations for their editorial content and the regular gathering of timely transmission of news. Legitimate news organizations have editorial oversight and produce original and objective news content of current events that are of general interest to the communities they serve. News-gathering organizations eligible for media credentials include, but are not limited to, traditional media organizations such as newspapers, radio stations, television stations, wire services and pool reporters meeting these criteria. 6: HOW TO REQUEST CREDENTIALS

Do not email MSHSL Associate Directors or Assistant Directors for credentials. All credential requests for state tournament competition will be filled through the Minnesota State High School League Office. Credentials must be picked up at the state tournament/meet venue, typically at a designated WILL CALL window at the venue’s box office. Names of every individual requesting credentials must be submitted with the credential request. Photo ID is required to pick up credentials and every time the credential is used to gain entrance through a venue’s pass gate. 7: PARKING

The League does not provide media parking at state tournament venues. If media parking becomes available, League staff will notify appropriate media personnel. 8: PHOTOGRAPHY POLICIES

Photographers will be allowed to work at state tournament events according to guidelines established by the League’s Communications Coordinator, the Media Steward on site, or the Tournament Director. Guidelines for approved photographers will be determined by the nature of the activity and the official playing rules of the activity. Photographers from approved and accredited news-gathering organizations, and one (1) community photographer designated by a member school in the tournament, shall be granted a credential if the photographer has been approved, and, is annually approved by the member school. Accredited print publications include newspapers and wire services. Accredited broadcast media outlets include radio stations, television stations and networks. League staff reserves the right to review each credential request on a case-by-case basis.

Commercial photographers and photographers not representing an accredited news-gathering organization will not be granted a credential for coverage of a League event. Team photographers for state tournament-qualifying teams will be granted a credential if they have been the designated school photographer the entire season and have been approved by the member school’s activities administrator or the activities administrator designee. The use of flash equipment is acceptable at all events except Girls’ Gymnastics and the starts of swimming events, provided the use DOES NOT INTERFERE WITH THE CONDUCT OF THE EVENT. The League’s Communications Coordinator, the Media Steward, or the Tournament Director have the authority to prohibit the use of flash equipment if it interferes with the conduct of the event. Media intending to use remote-controlled flash equipment must first obtain written permission from the building manager where it will be used. A copy of that written permission statement and a request letter to use remote-controlled flash equipment must then be submitted to the League’s Communications Coordinator prior to the state tournament event. 9: LEAGUE MEMBER SCHOOL CREDENTIALS

The League will provide a limited number of student media credentials for each school advancing a TEAM to a state tournament. An authorized activities administrator must submit an online request to the League office. The League does not issue credentials to representatives from member schools with entrants in INDIVIDUAL athletic events. School media representatives granted credentials are expected to adhere to all policies in this Media Policy Manual. Adult advisors/administrators will be granted credentials to accompany students. Student media members must be at least 16 years of age. Applicants for the gymnastics and wrestling state meets can only do so if their school’s team qualifies. Only personnel from competing schools may videotape or film a state tournament game and only those games in which that member school competes. All videographers must be included on the member school’s pass list. The videotape or film may be used for coaching purposes or for preparation of a video yearbook, but may not be sold, rented, or loaned for commercial or scouting purposes. Schools not competing in any event MAY NOT videotape or film that event. 10: PREGAME & POSTGAME INTERVIEWS & PHOTOGRAPHS

Locker rooms at League state tournaments ARE CLOSED to the news media. Violation of this policy will result in instant forfeiture of a news media credential and suspension from future consideration. The League’s Board of Directors REQUIRE that media personnel honor a “cooling off” period before interviewing representatives of participating teams.

Pregame and postgame news conference centers will be used for Boys’ and Girls’ Soccer, Volleyball, the Football semifinal games, the Prep Bowl Football championship games, Girls’ and Boys’ Hockey, and the Girls’ and Boys’ Basketball state tournaments. Media stewards onsite are available at each tournament for specific procedural information and directions to other designated interview zones, if applicable. 11: PROFESSIONAL CONDUCT

Cheering or any other reactive behavior in the working news media area is not professional and WILL NOT BE TOLERATED. CHILDREN AND OTHER FAMILY MEMBERS ARE NOT PERMITTED in the working news media area. These areas are maintained to offer a professional working atmosphere conducive to productivity and concentration. Violation of this policy may result in loss of credentials and ejection from the event. 12: NEWS MEDIA AREA SEATING

Seating at some tournament venues is assigned by either the League’s Communications Coordinator or the News Media Steward in advance of each state tournament. Seating is not always available at some locations. If media seating is limited, the League’s Communications Coordinator or the News Media Steward have the authority to delegate spots accordingly. 13: LEAGUE SERVICES FOR NEWS MEDIA

The League provides many services for the news media at state tournaments, including a hospitality room at some venues. 14: OTHER INSTANT, LIVE-STREAMING METHODS

Instant, live-streaming mechanisms like Periscope, Meerkat, YouTube, Cube, Facebook Live or others as determined by League personnel, are strictly prohibited. Posting of “real-time’’ description of events belongs solely to the League and its designated personnel. Violation of this policy will result in an instant forfeiture of media credentials. THIS WILL BE STRICTLY ENFORCED. Electronic devices belonging to coaches, fans, media or players are not allowed to be attached to fences or backstops. 15: WEBSITES, BLOGGING

Individuals and/or website companies requesting news media credentials must have an established, longstanding history and credibility as a news-gathering website or be representative of an accredited news-gathering organization. Credentials will not be issued to individuals or representatives from recruiting or scouting services, or websites that are promotional services for an activity. Credentials will also not be issued to photo-only websites or to individuals posting scores and commentary. Media of a personal, recruiting or rankings nature, or whose demographic audience are fan-based or focused on primarily one school or a small number of schools DO NOT qualify as a news-gathering organization for purposes of a media

credentials. The League reserves the right to determine media credential requests on a case-by-case basis. All blogs must be free of charge to readers. If reader comments are permitted, the media agrees to monitor the comments and remove comments that include personal attacks on any participants involved in the competition. Bloggers representing recruiting and/or rankings services do not qualify for a news media credential at the sub-section, section and state tournament levels. Bloggers submitting scores and commentary to social media also do not qualify for a news media credential at the sub-section, section and state tournament levels. College and professional sports scouts ARE NOT eligible for a media credential. The policies in this section are not applicable to a member school-based website. 16: DRONES

The use of unmanned aerial vehicles (UAV), also known as drones, is prohibited for any purpose by any person at any MSHSL postseason tournament venues. For purposes of this policy, a UAV is any aircraft without a human pilot aboard the device. This prohibition applies to all fields of play, courts, arena, mats, gym floor or pool, and includes a ban on the entire facility being used as part of the MSHSL event, including the spectator areas and parking areas. Tournament management shall refuse admission or entry to anyone attempting to use a UAV; and if necessary, tournament management shall remove anyone attempting to use a UAV and/or confiscate the UAV. An exception to this policy, in writing, may be made in specific cases for MSHSL partners, provided the management of the tournament facility permits the presence of UAVs for broadcast purposes under the control of the MSHSL.

THE MSHSL MEDIA GROUP

KSTC-45TV is the exclusive television broadcast partner of the Minnesota

State High School League. The broadcast agreement extends through the

2030-31 school year.

Radio stations that register with the League become members of the MSHSL

Media Group. Membership includes waiving of fees to broadcast section and

state tournament events.

Newspapers and periodicals have covered the League’s activities since its

inception in 1916.

School Space Media is the web streaming partner of the Minnesota

State High School League of all events with the exception of the

football Prep Bowl championship games, the girls’ hockey semifinals

and championship games, the entire boys’ hockey tournament, the girls basketball semifinals and

championship games, and the boys basketball semifinals and championship games. 45TV will

stream those events.

Accredited online news-gathering organizations are recognized as media partners

of the Minnesota State High School League. The Leagues retains the right to

review each credential request from website applicants.

Reporters and photographers from over-the-air stations and/or education-based

cable television systems shall be allowed access on all days of most state

tournaments/meets for spot news coverage, except those events that are

broadcast live by 45TV.

EXCLUSIVE BROADCAST RIGHTS

The Minnesota State High School League has granted KSTC-45TV, St. Paul, exclusive rights to

televise the seven 2019 Prep Bowl football championship games, all championship rounds of the

2020 Girls’ Hockey State Tournament, all championship rounds of the 2020 Boys’ Hockey State

Tournament, the semifinals and championship games of the 2020 Girls’ Basketball State

Tournament, and the semifinals and championship games of the 2020 Boys’ Basketball State

Tournament. The rights granted include marketing and distribution of the tournament games

statewide by KSTC-45TV, via broadcast stations, low-power TV stations, cable systems, and

Internet streaming (webcast).

The League’s broadcast rights agreement with KSTC-45TV also grants KSTC-45TV the right of

first refusal to broadcast and/or webcast championship-round games of any other League-

sponsored activity not specified in the preceding paragraph. KSTC-45TV is also granted the right

of first refusal to match any offer made by any other broadcast television entity or webcast entity

to broadcast and/or webcast championship-round games of any other League-sponsored activity

not specified in the preceding paragraph. Such offers from other broadcast television entities or

webcast entities must be presented to the League a minimum of 30 days prior to the event for

which rights are sought. Additionally, this identical right of first refusal is extended to KSTC-

45TV, St. Paul, for broadcast and/or webcast coverage of section playoffs in activities.

The League’s contract with 45TV supersedes all policies and guidelines in this section of

the Media Policy Manual.

EXCLUSIVE ACCESS

At the conclusion of all games, only KSTC-45TV or other photographers working for the

Minnesota State High School League, have access to the playing field, rink or court. All other

photographers and reporters are prohibited from entering the playing field, rink, or court at the

conclusion of all games.

GAME-ACTION VIDEO

KSTC-45TV has exclusive rights to all game action on the playing field/rink/court. Media

credentials issued to all other media personnel authorize the holder to only shoot video of non-

game action. (e.g. player interviews, crowds, coaches). Media credentials DO NOT authorize

holders to shoot video of game action.

The use of video of game action on over-the-air television, cable television or any other media

(e.g., Internet, wireless, podcasts) is within the exclusive rights granted to KSTC-45TV. Media

using any televised game action video must adhere to the following guidelines:

• Video highlights for over-the-air television or cable television sportscasts must be

recorded from KSTC-45TV’s off-air signal only, and use must not exceed two (2) minutes

in duration per day. Live simulcasting is prohibited. All media organizations that use

video highlights of KSTC-45TV’s off-air game action must give on-screen synchronous

credit to KSTC-45TV for a minimum of five (5) seconds as the video airs.

• Video highlights used by any other media must be recorded from KSTC-45TV’s off-air

signal only, and use must not exceed two minutes in duration per day and must be

removed from a website no later than 24 hours after the conclusion of that live event.

Permanent archiving of video highlights is prohibited. Live simulcasting is prohibited.

All media organizations that use video highlights of KSTC-45TV’s off-air game action

must give on-screen synchronous credit to KSTC-45TV for a minimum of five (5) seconds

as the video airs.

Other than KSTC-45TV, or an identified partner of KSTC-45TV, no live webcast or live

over-the-air broadcast shall be permitted at any quarterfinal, semifinal, or state

tournament championship game/match/event.

ADDITIONAL BROADCAST GUIDELINES

• Games broadcast by KSTC-45TV may not be videotaped in any manner, ie: mobile

device or camera by anyone in the arena or on the playing field.

• Video is permitted to be shot at the venue before and after game sessions once KSTC-

45TV is off the air. Games sessions are defined as when KSTC-45TV goes on the air to

when it goes off the air.

• Video restrictions include the medal and trophy presentations.

• A 5-second courtesy must be given to KSTC-45TV ANYTIME highlights are used for

any broadcast or webcast; whether used the day of the event, the day after or for file

content for future usage, including feature packages.

• Highlights recorded from off-air broadcast may be used while the game(s) are still on the

air.

• Any live shot or recorded stand up by any credentialed media or hired freelancer MUST

NOT show the field or court of play while KSTC-45TV is on the air.

• Parents and/or booster clubs may not shoot video of games nor can media outlets shoot

warm-ups on the field or court of play.

• Anyone wanting to use video on a website from a KSTC-45TV game broadcast must

receive written consent from the Minnesota State High School League and KSTC-45TV.

POSTGAME/INTERVIEWING REMINDERS

• KSTC-45TV has the first interview with coaches and/or players, of their choice,

following the completion of any televised game.

• All other credentialed media representing newspapers, radio, web, television or cable

must wait until KSTC-45TV has completed its interviews, and the 5-minute “cooling

off’’ period has expired, before commencing its interviews in designated media zones.

• Interviews are not allowed on the field, ice, or court following state tournament events.

Credentialed media are to use designated Media Zones for interviews. Contact the

MSHSL Media Steward onsite to confirm Media Zones.

League a minimum of 30 days prior to the event for which rights are sought or are approved by

the League’s Communications Coordinator and Executive Director.

Live play-by-play television broadcast rights may be granted for state tournament competition in

the following activities: Adapted Bowling; Adapted Floor Hockey; Adapted Soccer; Adapted

Softball; Girls’ Badminton; Boys’ and Girls’ Basketball (all quarterfinal-round, consolation and

third-place games); Boys’ and Girls’ Cross Country running; Girls’ Dance Team; Debate; Boys’

and Girls’ Nordic Skiing; Football tournament quarterfinals; Boys’ and Girls’ Golf; Girls’

Gymnastics; Girls’ hockey (all but championship semifinal and championship games); boys’

hockey (all consolation-round and third place games); Boys’ and Girls’ Lacrosse; Boys’ and

Girls’ Alpine Skiing; Music; One Act Play; Boys’ and Girls’ Soccer; Speech; Boys’ and Girls’

Swimming and Diving; Boys’ and Girls’ Tennis; Boys’ and Girls’ Track and Field; Wrestling,

Robotics and Clay Target.

A two-step application process must be completed that includes negotiation of a rights fee. To

initiate the application process for subsection and section tournaments, contact the appropriate

RADIO

On Aug. 7, 2018, the Board of Directors adopted a policy that requires radio partners to register

and join the Minnesota State High School League’s Media Group to be eligible to broadcast

MSHSL events. The League reserves the right to determine applicants on an individual

basis.

The school-year registration fee, per market:

• Single station --- $200

• Group of stations (three or more) --- $500

As part of registration:

• Section and state tournament fees waived for registered partners

• At least two League-oriented Public Service Announcements must be aired or read during

the broadcast of a section or state tournament event.

• Registered partners are eligible to receive audio and video content provided by the

League and its partners.

• League-generated Public Service Announcements to be made available to Radio Partners.

• League support during pregame and postgame coverage of state tournament events.

• Radio partners are only permitted to cover member schools in their designated markets,

unless previously approved by the League’s Communications Coordinator.

RADIO POLICIES

• Radio Partners intending to originate periodic reports and not provide play-by-play

coverage SHOULD NOT submit a broadcast rights application. Instead, personnel

should make only a credentials request. Specific limitations on the number of credentials

that will be issued to any one media organization are outlined previously in this manual.

• The League’s Communications Coordinator is the official that approves ALL

applications. Radio Partners are responsible for contacting subsection or section

tournament managers to ensure admittance and accommodation for their personnel.

• The League reserves the right to individually consider applications from radio stations or

a network of stations outside the State of Minnesota.

• The League reserves the right to revoke the broadcast rights of any radio station if any

portion of its broadcasts is considered to have been in poor taste or incompatible with the

educational dignity and propriety of the tournament or the host institution from which the

broadcasts originated.

• Family members of radio personnel are not allowed in the booth or along press row.

Violation of this will result in instant forfeiture of a media credential.

• A Radio Partner shall not feed its broadcast to any other station or stations without

permission from the Minnesota State High School League.

• The League will make every effort to provide comfortable broadcast accommodations for

all approved Radio Partners. Priority consideration for seating is as follows:

A. To stations covering the competing teams.

B. To stations representing the host community.

C. To stations covering the geographic region involving the competing schools and host

site.

D. All other stations.

• The League will provide up to two seats for registered Radio Partners.

HOW TO APPLY FOR RADIO BROADCAST RIGHTS

• All applications must be submitted online on the League’s website prior to the

appropriate Application Deadlines in this manual. Deadlines will be enforced.

• Radio Partners are required to indicate what teams at what levels will be covered.

The Minnesota State High School League has partnered with School Space Media

(www.prepspotlight.tv), a St. Paul-based company, to be its official webcaster of all state

tournament events, with the exception of those state tournament events identified by KSTC-

45TV.

Per the League’s webcast agreement with KSTC-45TV, they are still allowed the right of first

refusal to match any offer made by any other media entity to webcast championship-round

games of any other League-sponsored activity, as well as any subsection or section event. Such

offers from other webcast entities must be presented to the League a minimum of 60 days prior

to the event for which rights are sought.

WEBCAST POLICIES

• A live webcast shall be defined as the placement on a website of text and/or still

photographs, audio and/or video directly from a venue while a League-sponsored

tournament is in progress.

• A delayed webcast shall be defined as the placement on a website of text and/or still

photographs, recorded audio and/or video after a League-sponsored tournament contest

has concluded.

• For some activities, site supervisors and/or Region Secretaries must be contacted to

ensure accommodations are made for approved webcast producers.

• Approval of the League’s Executive Director is required if a webcasting organization

other than School Space Media is seeking to webcast an event.

• To stream at the sub-section and section levels, a two-week notice is required to the

League and the Region Secretaries.

• The League reserves the right to individually consider applications from webcast

producers outside the State of Minnesota.

• The League reserves the right to revoke the webcast rights of any applicant if any portion

of its webcasts is considered to have been in poor taste or incompatible with the

educational dignity and propriety of the tournament or the host institution from which the

webcasts originated.

• Application to originate a webcast at the section level must be made online on the League

website. The Region Secretary will approve applications and collect fees.

• Website operators must list on their application the team(s) they are following, the dates,

times and sites at which they wish to originate, and whether the webcast will be live or

delayed.

WEBCASTS OF REGION/SECTION/STATE TOURNAMENTS

• At all Region/Section levels, as many webcast providers as can be safely accommodated

and who have been approved by the Administrative Region Committee may webcast the

Region/Section quarterfinal, semifinal, or championship game(s). Each Administrative

Region shall set the fee charged to each webcast provider for the coverage of the

quarterfinal, semifinal, or championship game(s). No webcast provider shall be permitted

to charge a fee to any viewer for any Region/Section quarterfinal, semifinal or

championship game.

• Webcast rights fees for subsection and section tournaments are established and

administered by individual administrative regions. Webcast rights fees for state

tournaments/meets must be paid to the League office before the start of the

tournament/meet.

• The webcast rights fee is waived for any member school or education-based cable station

which webcasts contests in which its teams/individuals compete. The webcast rights fee

is also waived for any television station or cable station with an approved television tape-

delayed broadcast rights contract that paid the per game rights fee and for approved

school-based educational television producers.

• A Web-based producer granted webcast rights shall not feed or link its webcast to any

other media outlet or website without permission from the Minnesota State High School

League.

• Any Web-based producer must make application and receive League webcast rights

approval before accepting a feed or link from any other website and must abide by all

regulations in this Media Policy Manual, including payment of appropriate rights fees.

TV/COMMUNITY CABLE

SYSTEMS

The Minnesota State High School League, recognizing the value of wide dissemination of its

activities through the mass media, provides for the coverage of its activities over television

channels, either via cable or over-the air. Here are some guidelines:

• The League’s contract with 45TV supersedes all policies and guidelines in this section of

the Media Policy Manual.

• Application must be made for broadcast rights two weeks prior to originate live play-by-

play coverage. Live telecasts or live web streaming at the state tournament level needs

the approval of the MSHSL Executive Director. For delayed broadcasts, stations must

submit an online application.

• Live telecasts of subsection and section tournaments require the additional approval of

the Administrative Region Secretary and must meet the two-week notice requirement. A

written agreement is required for live telecasts and may be obtained from the

Administrative Region Secretary. An online application must also be submitted.

• Subsection or section tournament managers must be contacted by approved stations to

ensure admittance and accommodations.

• When KSTC-45TV is providing a live telecast of a state tournament event, they reserve

the right to not permit a live telecast or tape-delayed broadcast of any subsection, section

tournament games and/or meets. Consult the League’s Communications Coordinator for

further information and approval in these cases.

• The League recognizes representatives of local cable TV outlets or public access studios

and others as official educational television personnel for a member school, provided

such an assignment of responsibility from that school district’s superintendent is

submitted annually in writing and is on file in the League office.

• Replays are limited to the local educational television channel of that school district and

the system-wide general channel of the originating cable system.

• Reporters and photographers from over-the-air stations and/or cable television systems

shall be allowed access on all days of most tournaments/meets for spot news coverage,

except those tournaments that are broadcast live by KSTC-45TV or its affiliate. Game

action video provided by KSTC-45TV or its affiliate may be used, but is specifically

governed, by the limitations listed previously. Film or video highlights shall be limited to

a station’s regular news and/or sports telecast or other special news and/or sports

programs. Credentials must be obtained from the League in advance.

• The Minnesota State High School League owns the rights for the delayed television

broadcast of section and state tournament competition in the following activities:

consolation rounds, and third-place games only); Boys’ and Girls’ Cross Country

tournament quarterfinals and semifinals); Boys’ and Girls’ Golf; Girls’ Gymnastics;

Boys’ and Girls’ Lacrosse; Boys’ and Girls’ Alpine Skiing; Music, One-Act Play, Boys’

Boys’ and Girls’ Tennis; Boys’ and Girls’ Track and Field; Girls’ Volleyball; Wrestling,

Robotics, and Clay Target.

• Tape-delayed broadcast rights fees for subsection and section events are established and

administered by individual administrative regions. Tape-delayed broadcast rights fees for

state tournaments/meets beyond those levels are $150 per game and must be paid to the

League Office before the start of the tournament/meet. The tape-delayed broadcast rights

fee is waived for any member school that records contests in which its teams/individuals

competed, or for any official designee of a member school.

• The complete replay of the game/meet can be shown on the station approved for tape-

delayed broadcast no more than three times through a normal playback cycle in the 10-

day period following the actual event. Such replays may be webcast simultaneously on

the station’s website. Thereafter, replays may be shown with no restrictions.

• The League reserves the right to revoke the broadcast rights of any over-the-air or cable

television station if any portion of its broadcasts is considered to have been in poor taste

or incompatible with the educational dignity and propriety of the tournament or the host

institution from which the broadcasts originated.

• An over-the-air or cable television station granted broadcast rights shall not feed its

broadcast to any other station or stations without permission from the Minnesota State

High School League.

• An over-the-air or cable television station must make application and receive League

broadcast rights approval before accepting a feed from any other station and must abide by

all regulations in this Media Policy Manual, including payment of appropriate rights fees.

• The League will make every effort to provide broadcast facilities for all approved

applicants. If demand exceeds available facilities, consideration shall be given according

to the following conditions, listed in priority order: To stations covering the competing

teams; to stations representing the host community, to stations covering the geographic

region involving the competing schools and host site; to all other stations.

• The League will furnish up to two (2) seats in an area designated for broadcast media, but

will assume no other expenses for the broadcast. Please following this seating guideline.

MEMBER SCHOOLS

• Schools not competing in any event MAY

NOT videotape or film that event.

• If a school or a school’s designee films or

videotapes a contest in which that school

participates, there shall be no rights fee charged, and

the film, videotape, DVD or digital file continues to

be the property of the school. Commercial

sponsorship of any kind is prohibited. Supporting

sponsors may be briefly mentioned or visually

acknowledged. A violation constitutes grounds for

immediate revocation of that school’s or school

designee’s fee-waiver status and appropriate rights

fees would be charged.

• Under no circumstances shall films, videotapes, DVDs or digital files produced by

school-based educational personnel or their official designees be shared with any other

school, over-the-air or cable television station, unless expressly required to do so by other

League rules or regulations or unless written permission is first obtained from the

Minnesota State High School League. Before school-based educational personnel or their

official designees granted broadcast rights by the League may share films, videotapes,

DVDs or digital files with other school-based educational personnel or their official

designees, the school-based educational personnel or their official designees accepting

this “feed” must: a) make application by the designated deadline; b) provide at least two

of its own personnel to assist in producing the broadcast when possible; and 3)

demonstrate that the schools/teams involved in the contest are within the regular cable

coverage area of the applicant.

• A school which designates any outside agency as its educational television producer may

forfeit the right to send its own film or video photographer(s) to League-sponsored

tournament activities if insufficient space is available. Whenever possible, both the

school’s and its designated producer’s personnel will be accommodated.

• This policy shall begin at the first level of participation for all League-sponsored

tournament activities. The first level of participation shall be defined as any activity

which begins at the subsection or section level and progresses to a championship state

tournament or meet.

ADVERTISING

• Television, radio, print, webcast and/or other

media may not use, or allow to be used, during the

live presentation of the activity, rebroadcast thereof,

or any printed accounts of the activity, any

commercial nor may any of the broadcasters or

writers refer to or use the words that imply a

sponsorship of any tournament under the jurisdiction

and control of the Minnesota State High School

League without the expressed written consent of the

Minnesota State High School League. YOU MAY

NOT ALLOW ADVERTISERS TO CLAIM

THAT THEY ARE SPONSORS OF LEAGUE

STATE TOURNAMENTS.

• All approved media must be able to produce, in writing and upon request of the MSHSL,

any, and all advertisements used during a broadcast.

• The League reserves the right to approve or reject advertisements for any product or

service. For any part of the broadcast which originates from the site of the activity,

ADVERTISING OF — 1) ANY MOOD-ALTERING CHEMICALS, SUCH AS

ALCOHOL, TOBACCO, OR DRUGS OF ANY KIND; OR 2) GAMBLING OF

ANY SORT — IS PROHIBITED. Businesses whose primary purpose is selling

alcoholic beverages — bars, taverns, liquor stores, etc. — are prohibited from advertising

on radio broadcasts during any League-sponsored events. Combination businesses, such

as restaurants or hotels, which dispense alcoholic beverages in a capacity secondary to its

primary purpose, may advertise on radio broadcasts during League-sponsored events.

However, no part of the advertising message may refer to the sale of alcoholic beverages,

or to a bar, pub, tavern, cocktail lounge or other facility dispensing alcoholic beverages.

Any business or organization which is either directly or indirectly related to the gambling

industry may advertise on radio broadcasts during League-sponsored events, however, no

part of the advertising message may refer to the availability of gambling opportunities or

promote gambling.

• The League shall immediately exercise its right and responsibility to cancel all broadcast

rights for an ongoing event and subsequent events of any media outlet station found to

have violated the provisions of this advertising policy.

Venue Media Guidelines

• Radio booths are not available for the soccer tournament or the football semifinals.

• A limited number of radio booths are available for the Prep Bowl Championship games.

• League personnel will assign radio booths and every attempt will be made to

accommodate all interested stations.

• Priority for radio booth assigning is given to the Radio Partner from the community in

which the member school is located.

• Two stations might have to simultaneously occupy the same booth during periods of

postgame and pregame shows. Please be professional and accommodating in these

situations.

• The League provides up to two (2) seats in the assigned broadcast booths or other

designated areas.

• A Radio Partner must not occupy a broadcast booth other than its assigned booth without

first receiving approval from the League’s Communications Coordinator or from the

News Media Steward.

• Authorized media on the pass list are required to show a photo ID to gain access. Entry to

the press box will be permitted by League-issued credential ONLY.

• Credentialed photographers may only work from the press box or from the sidelines, and

MAY NOT work within the outlined bench areas. Photographers are not allowed to shoot

from the press box. Violations of these polices can result in instant forfeiture of

credentials.

• For on-field access, photographers are required to wear a photo vest. Check in with the

MSHSL’s Field Steward to sign-out a vest. The vest must be returned to a League

representative following the conclusion of a game, session or day. Fines or forfeiture of

future media credentials can be levied by the League for failure to return the

photographer’s vest.

• If used, tripods must be placed at least five (5) yards away from the sideline or end line

on the field level.

• Locker rooms ARE CLOSED to the news media. Participants and coaches can be made

available for interviews in the news conference center following each game. A News

Media Steward will escort a coach and requested participants to the news conference

center following the Board of Directors-mandated cooling off period.

• For pregame interviews, contact the News Media Steward for assistance.

Volleyball

all times, ie: during matches, including time outs, pregame warmups and in the postgame.

• Radio Partners are permitted to conduct brief on-air interviews following the conclusion

of the matches. Please see a News Media Steward for more details on postgame

procedures.

Wrestling

• Seating for all media, including Radio Partners, is located on the bowl ends of Xcel

Energy Center.

• The reserving of seats by media members or organizations prior to the tournament is not

allowed. Violation of this policy will be enforced by Xcel Energy Center Guest Services

or League staff. There is no access to Xcel Energy Center’s press areas prior to the state

tournament dates.

• Any media organization discovered abusing the news media credential will be denied

credentials for the 2021 state tournament.

• As in volleyball and hockey, locker rooms are off limits to media personnel.

• Interviews may be conducted in the lower corridor of the Xcel Energy Center.

• No on-mat interviews are permitted during the state tournament.

• Following the award ceremonies of the team championship matches, ALL

INTERVIEWS are to be conducted in a designated area on the north side of the Xcel

Energy Center’s arena floor. No interviews are permitted until that time.

• Authorized photographers must sit within designated areas.

• When eight mats are configured, floor access is prohibited.

• Tournament management has the final authority in designating areas where

photographers may sit to shoot matches.

• Photographers must leave the floor when the match concludes.

Following every game at the Xcel Energy Center, coaches and requested participants will
