We call on State governments to implement all recommendations without delay. We urge the Commonwealth government to make its current funding to states conditional upon implementing the recommendations. We are disturbed that at the same time that the Senate Committee is calling for an end to restrictive practices in schools, that such practices have been highlighted in the last year as being common responses to the “behaviour management” of students with disabilities across Australia. We are particularly disturbed at the Victorian Department of Education and Training‘s recent endorsement of seclusion in the face of Victorian statutory authorities calling for its prohibition. We urge members of the Australian Public to contact their local Federal and State members and lobby strenuously for the recommendations of the report to be accepted. UVPD recognises that people with disabilities will never have full social inclusion until their right to an education is upheld, and they can attend school safely, without having to endure violence from school staff. United Voices for People with Disabilities ("UVPD") welcomes the release today of the

report of the Senate Education and Employment References Committee’s national inquiry
