Razali Shahraiij 49, berkata ia berikutan dia berhasrat menghan tar anak perempuannya itu, Nu raina Syafiqah, 19, ke pusat latih diri, Pusat Sinar Harapan, Cheras bagi membantu remaja itu ber dikari. Kerusi lama terlalu uzur "Saya mahu Aina pandai mengu ruskan diri dan belajar berdi kari. Kerusi roda yang lama ter lalu uzur. "Dalam tempoh tiga bulan se belum Aina ke pusat berkenaan, saya mahu dia belajar membia sakan diri menggunakan kerusi ro da berkenaan yang dianggarkan berharga lebih RM9,000. Harap bantuan orang ramai "Ama kini belajar di Sekolah Me nengah Kebangsaan (SMK) Seksyen 19 dan masih menggunakan kerusi roda sedia ada, tetapi memerlukan bantuan orang lain untuk meng gerakkannya," katanya ketika di temui di rumahnya di Seksyen 19, di sini. Razali berkata, keluarganya me nerima bantuan daripada Lemba ga Zakat Selangor (LZS) dan Ja batan Kemajuan Masyarakat (JKM) dalam menguruskan Nuraina Sya fiqah dan kini mengharapkan ban tuan orang ramai yang prihatin dengan masalah yang dihadapi nya. Sementara itu, ibu Aina, Siti Ais hah berkata, anaknya sudah me nunjukkan banyak perubahan se lepas enam kali pembedahan me ngeluarkan darah beku di kepala serta membetulkan saraf di Pusat Rawatan Alternatif di Damansara. Katanya, Aina kini semakin pu lih selepas pembedahan dan men dapatkan rawatan terapi. SPAN perlu siasat pencemaran Sungai SemenyihSungai Semenyih adalah

sumber bekalan air utamakepada penduduk di kawa­

san Lembah Klang terutama dikawasan Hulu Langat. Pencema­ran Sungai Semenyih makinmenjadi­jadi sejak tiga hinggaempat tahun lalu. Isu pence­maran Sungai Semenyih baru­baru ini, membangkitkan kema­rahan ramai penduduk tempa­tan kerana loji rawatan air Su­ngai Semenyih terpaksa ditutupekoran pencemaran ammoniadaripada pihak tidak bertang­gungjawab.Antara kawasan mengalami

gangguan bekalan air ialah Da­erah Hulu Langat, Kuala Langat,Petaling dan Sepang. Akibat gang­guan bekalan air di kawasan ini,pengguna terpaksa mengguna­kan air yang dibawa oleh loriSyarikat Bekalan Air SelangorSdn Bhd (SYABAS). Namun, ha­nya 20 lori yang dapat membe­kalkan air kepada pengguna diempat kawasan itu.

^ Pencemairan tidak terkawalBerdasarkan hasil siasatan Lem­baga Urus Air Selangor (LUAS)dan Jabatan Alam Sekitar (JAS),punca pencemaran dari SungaiLalang yang berhampiran kawa­san perindustrian Hi­Tech Seme­nyih. Pencemaran sebegini sudahbanyak kali berlaku sebelum inikhususnya yang paling terukpada 2006, 2007, 2008, 2009, 2010,2012, 2013, dan 2015. Pertamba­han jumlah kilang di kawasansepanjang sungai itu menyebab­

kan pencemaran tidak terkawal.Kejadian itu berakhir dengan

janji dan komitmen daripada pi­hak berkuasa bahawa merekaakan mengambil tindakan tegasterhadap pencemaran dan akanmembangunkan pelan menyelu­ruh bagi menangani krisis air.Namun, isu pencemaran sungaiini masih timbul setiap tahundan akhirnya pengguna menjadimangsa.Isu utama yang perlu difokus­

kan ialah isu pencemaran airmentah yang berterusan, bukan­nya masalah penduduk kekura­ngan bekalan air.Pihak berkuasa seperti Suru­

hanjaya Perkhidmatan Air Nega­ra (SPAN) dan operator air sepertiSYABAS perlu sentiasa memas­tikan bekalan air mencukupi dansentiasa mempunyai peranca­ngan apabila tiap kali berlakunyapencemaran di Sungai Seme­nyih.Pihak penguat kuasa seperti

JAS perlu melakukan pemanta­uan secara berterusan dan ketatterhadap kilang­kilang yang di­bina berhampiran simgai ini.Namun begitu, pihak berkuasa

masih gagal mengawal pencemarini. Persatuan Pengguna Air danTenaga Malaysia (WECAM) sudahserik dengan pencemaran SungaiSemenyih ini. Diharapkan pihakkementerian seperti Kementeri­an Tenaga, Teknologi Hijau danAir (KeTTHA) dan Menteri BesarSelangor mengambil berat ter­hadap isu air.SekLranya badan yang bertang­

gungjawab gagal memantau pen­cemar ini sepenuhnya, pihak ata­san perlu mengambil tindakansewajarnya.

Tingkat pemantauan,pencegahanWalaupun ada pelbagai peratu­ran dan undang­imdang mence­gah kotoran dan sisa pengilanganatau ternakan dibuang ke sungai,kegiatan yang tidak bertanggung­jawab ini tetap berterusan. Pe­mantauan dan pencegahan olehpihak berkuasa perlu ditingkat­kan. Lazimnya, apabila pencema­ran didedahkan oleh media, ba­rulah mereka bertindak.Bahkan, kadangkala pesalah

hanya dikenakan kompaun yangtidak seberapa sehingga tidak wu­jud perasaan takut menghadapitindakan. Walaupun ada perun­tukan undang­undang yangmembolehkan Wlang yang mem­buang sisa dan sisa toksik secaraberterusan ditutup, apakah tin­dakan drastik demikian ini per­nah diambil?Kami menimtut penyiasatan

dijalankan oleh SPAN untuk isuair yang berterusan di SungaiSemenyih. WECAM dan pihakberkepentingan lain mesti turutserta dalam panel siasatan. Hasilpenyiasatan ini mesti boleh di­akses kepada semua pihak yangberkepentingan.

SELAYANG ­ Kemudahan peng­inapan berkonsep kabin boleh di­nikmati pengunjungdan peserta kemdi Taman Rimba Bukit Lagong yangdijangka beroperasi November ini.

Yang Dipertua Majlis PerbandaranSelayang (MPS), Suliman AbdulRahman berkata, walaupun berla­ku sedikit kelewatan, namun projektersebut yang mula dijalankan Aprillalu dijadualkan siap penghujungSeptember ini.

Menurutnya, dengan peruntuk­an RM900.000 kemudahan itu di­sediakan sebagai memenuhi per­mintaan melibatkan dua dorm dansatu bilik eksekutif

"Dorm dibahagikan dua kawasaniaitu lelaki dan perempuan yang bo­leh memuatkan 48 orang, sementarabilik eksekutif pula boleh memuat­kan 20 orang.

"Ia adalah pilihan buat pe­ngunjunguntuk bermalam dibahagi­an perkhemahan disediakan atau dibilik lebih selesa disertakan sistempendingin hawa dan katil" katanya.

Beliau berkata, MPS akan men­dapatkan maklum balas daripadapengguna terlebih dahulu, sebelummeneruskan fasa berikutnya bagimengelakkan pembaziraa

"Kita tak mahu projek ini di­senaraikan sebagai gajah putih atau­

pun syok sendiri, sebaliknya projek iniadalah salah satu perbelanjaan yangdibuat bagi memberikan kemudahankepada umum tanpa meletakkan ke­untungan sebagai tujuan utamanya.

"Harganya belum kita putuskantapi dijamin adalah mampu milik dantidak membebankan, asalkan ia boleh

digunakan kepada pengurusan danpenyelenggaraan," katanya.

Suliman berkata, kawasan ter­sebut dikenali sebagai Pusat BeliaBukit Lagong yang menyediakankemudahan kem motivasi dan per­khemahan terbiar hampir tiga tahun,sebelum MPS mengambil alih.

"Banyak kerosakan kita baiki, se­belum projek chalet ini disediakan se­perti bangunan surau, tandas, kantin,trek pejalan kaki dan jambataa

"Naik taraf dan cadangan lainakan dilakukan secara berperingkatsupaya hasrat menjadikan Selayangsebagai pusat tumpuan sukan eks­trem direalisasikan. Sebelum ini su­dah disediakan trek berbasikal BMX,Taman Ekstrem Gua Damai dan

penganjuran sukan jet ski;' katanya.Beliau berkata, pihaknya akan

meningkatkan sistem keselamatan diTaman Rimba Bukit Lagong melaluipenambahan anggota penguat kuasadalam memastikan aktiviti atau pro­gram yang dijalankan dipantau.

Ahli Majlis MPAJ,Mohamad Samat berkata,pihaknya memandang seriuskejadian ini.

"Saya difahamkan, kejadi­an itu juga berkemungkin­an akibat struktur gerai yangberat sehingga mengakibat­kan tekanan dalam tanah, ke­mudian paip berkenaan pe­cah|' katanya.

Mohamad berkata, pihak­

nyamendapatisebanyak 12 ge­rai dikawasan itu.

"MPAJ kini tidak mem­benarkan dua pemilik premisdi lokasi kejadian berniaga,mereka juga telah diberi notissupaya membuka struktur.

"Kesemua gerai berkena­an juga akan dipindahkan kelokasi lain berhampiran sebuahpangsapuri dikawasan itu,ker­ja pemindahan gerai berkena­an akan dilaksanakan sebelumakhir tahun ini;' katanya.

Operasi pemadaman masuk hari keduaBATU CAVES ­ Operasi pe­madaman kebakaran di sebuah ta­pak pembuangan sampah haram diTaman Raintree memasuki hari ke­dua semalam.

Kejadian berlaku jam 5 petangkelmarin dipercayai berpunca dari­pada pihak tidak bertanggungjawabmembuat pembakaran terbuka se­belum merebak.

Komandan Operasi dari BalaiBomba Selayang, Kasirin Ibrahimberkata, seramai lapan anggota ber­tugas pada hari kedua.

Menurutnya, apitelahberjayadi­padamkan namun kawasan masihberasap datangnya dari longgokansampah di kawasan gaung itu.

"Satu jengkaut telah diguna­kan bagi kerja penyuraian sampahdan semburan air terus dilakukanbagi memastikan api dipadamkansepenuhnya.

"Sehingga jam 2 petang lebih em­pat tangki air digunakan di lokasi de­ngan keluasan dianggarkan 70x80meter persegi itu," katanya kepadaSinar Harian, semalam.

Katanya, keadaan di lokasi ter­kawal dan dijangka selesai sepenuh­nya pada hari kedua bergantung

kepada faktor angin dan kerjapenyuraian.

"Satu laluan akan dibuat untukmemudahkan kerja pemadaman dibuat di bahagian bawah. Keadaanjuga tidak membahayakan danlokasinya jauh daripada kawasanperumahan penduduk.

"Kejadian adalah kali perta­ma berlaku bagi kawasan tersebut,tindakan penguatkuasaan selanjut­nya diserahkan kepada pihak ber­wajibr katanya.

Sementara itu, Ahli Majlis MPS,Lim Ching How berkata, kawasan ituadalah di bawah seliaan PerbadananAset Keretapi yang disewakan un­tuk kegunaan lain tapi disalahguna­kan untuk aktiviti pembuangansampah.

"Perkara ini berlaku lebih empattahundanbeberapalangkahtelahdiambiltermasukpenguatkuasaanke­pada fori sampah.

"Permasaiahan ini akan dibawadalam mesyuarat MPS dan memintasupaya sewaan itu di tarik balik se­lepas penyewa didapati gagal meng­gunakan kawasan itu mengikutpelanasal untuk aktiviti sukan!' katanya.

MPSJ terima delegasi dari Jepun

PUCHONG ­ "Seumur hidup sayatak pernah ke luar negara tapi disebab­kan teringin nak tahu kehidupan harianmasyarakat Malaysia, saya sertai dele­gasi kali inC kata Yamashita Chizukoyang mengikuti Delegasi Hioki, Jepunke Majlis Perbandaran Subang Jaya(MPSJ).

Keindahan dan kepelbagaian ma­syarakat di negara ini menyebabkan surirumah berusia 69 tahun itu berminatmengikuti kelas budaya Malaysia di ka­wasan kejiranan tempat tinggalnya.

Ibu kepada dua anak itu berkata,

dia teruja apabila diberi peluang me­nyertai delegasi dan tinggal di negaraini selama tiga hari bersama keluargaangkatnya.

Ketua Delegasi, Imamura Jin, 41,berkata, kumpufen itu adalahyang ke­16 mengikuti program selepas pihak­nya menandatangani MemorandumPersefehaman dengan MPSJ.

"Kali ini kita bawa 12 peserta, rata­rata adalah mereka yang baru pertamakali berkunjung ke negara ini. Diharapdengan kunjungan mereka dapat mem­pelajari budaya, makanan dan lain­lain

beikaitan dengan rakyat negara ini?katanya.

Sementara itu, Yang DipertuaMPSJ, Datuk Nor Hisham AhmadDahlan berkata, pihaknya menerimadelegasi dari Hioki setiap tahun sejak2008.

MPSJ katanya, mengadakan lawat­an balas setiap dua tahun bagi me­ngukuhkan hubungan strategik darisegi kerjasama dua bandar, memper­kasa ilmu pengetahuan dan modal in­san, pertukaran budaya, program alamsekitardaninovasi.

Pasukan sekolah manakah bakalmelahirkan pemain bo!a sepakSelangor masa akan datang?

Adakah pasukan daripadajuara bertahan Piala Raja Muda atausebaliknya, sama­sama kita nantikan.

Sebanyak 32 pasukan bola sepaksekolah akan berentap dalam kejohananPiala Raja Muda edisi ke­29 yang bermula5 Oktober ini.

Kumpulan menyertai kejohananini terdiri daripada Pejabat PendidikanDaerah (PPD) Petaling Perdana dan PPDPetaling Utama. Sekolah Kebangsaan (SK)Seksyen 18 tuan rumah bagi Piala RajaMuda kali ini.

Pengerusi Pengelola Kejohanan,Datuk Emran Kadir berkata, kejohananitu merupakan platform bagi menggitapbakat muda sejak di bangku sekolahuntuk melayakkan mereka ke peringkatlebih tinggi dalam sukan bola sepak.

Pasukan menjuarai Piala Raja Mudaakan memperoleh piala pusingandan wang tunai berjumlah RM4.000,tempat kedua RM3.000, tempat ketigaRM2,000 manakala tempat keempat akanmembawa pulang RM1,000.

Kejohanan tersebut menggunakanformat liga lapan kumpulan. Sebanyak32 kumpulan dibahagikan kepada lapankumpulan untuk pusingan awal sebelumkejohanan ke pusingan suku akhir.

Sehubungan itu, majlis cabutanundi diadakan di Dewan Tengku DrMuhammad Faiz Petra, KompleksKumpulan Media Karangkraf (Karangkraf)di Shah Alam pada 25 September lalumenentukan kumpulan setiap pasukan.

Seramai 38 guru termasuk ahlijawatankuasa (AfK) pengelola terbabitdalam proses cabutan ini berkenaan.

Emran berkata, pemain berbakatdan berkaliber akan dipilih untukditempatkan di sekolah sukan.

"Pemain yang terpilih akan diletakkandi dalam sekolah sukan. mereka akandijaga dengan rapi demi mengelakkanpihak lain mengintai dan inginmengambil peluang untuk mengambilpemain yang telah diberi latihansecukupnya," katanya.

Menurutnya, hanya Selangor yangmengadakan kejohanan seperti itu keranaingin mendapatkan pemain terbaik bagimewakili pasukan negeri Selangor.

"Perlawanan pembukaan atausumbangsih akan bermula 4 Oktober.Selain itu, pusingan peringkat kumpulanakan dijalankan secara dua pusingan,"

20, Noor Azman Hashim berkata,pihak sekolah dan barisan jurulatih

meletakkan harapan tinggi untukpasukan sekolah yang telah menjadi juarabertahan sebanyak enam kali.

"Pasukan sekolah telah membuatpersiapan dari awal tahun lagi, tetapi adasedikit masalah di pertengahan keranapemain perlu fokus untuk menghadapipeperiksaan UPSR. Jadi, latihan perluditangguhkan untuk sementara waktu.

"Pasukan dipilih dari aspek seminar,disiplin dan cara permainan ditonjolkan.Pemilihan pemain terdiri daripada muridtahun 4, 5 dan 6," katanya.* Menurutnya, rata­rata pemain sekolah

ini banyak bermain dengan kelab luar dibawah pengawasan guru.

"Kekangan masa menyebabkan guru

terpaksa menghantar mereka bermaindengan kelab di luar," katanya.

Sementara itu, Setiausaha KejohananSK Seksyen 18, Mohammad FauzieSulaiman berkata, persiapan awaldilakukan dari sudut padang permainandan persediaan menghadapi kejohanan.

Padang SUB, Shah Alam telah dipilihuntuk perlawanan sumbangsih.

Menurutnya lagi, pasukan sekolahitu juga telah membuat persiapandalam menghadapi kejohanan ini sejakRamadan yang lalu.

"Pasukan ini juga turut menyertaiperlawanan persahabatan denganpasukan lain seperti pasukan dari SKSeksyen 24 dan SK Setia Alam.

"jurulatih dan pihak sekolahmengharapkan pasukan bola sepaksekolah dapat bermain dengan baik sertamengharapkan pasukan kami boleh pergike peringkat juara," katanya.

Unveiled for public scrutinyMPKj calls for comments from the community after launching its fourth local plan

MEMBERS of the public can nowview, make suggestions or object tothe Kajang Municipal Council's(MPKj) fourth local draft plan.The public exhibition on the new

plans was launched on Sept 27 inMenara MPKj by council presidentMohd Sayuthi Bakar.Public participation is invited in

accordance with the requirementsof the Town and Country PlanningAct 1976.

The new plans were drawn up inview of rapid development in areasunder the jurisdiction of the coun­cil, with projects approved by theFederal Government such as high­ways and the MRT project, whichhave increased the need for infra­structure and basic supplies ofwater and electricity.The new plan will see a change

to lots marked for the Langat 2water treatment plant in MukimHulu Langat, as instructed by thestate government, for use as land­fill sludge.The 73 individual lots, where

sheds or orchards stand, make upthe 97.69ha land use zones thatwill be converted from residentialto infrastructure land.Another amendment is electrici­

ty transmission lines by TenagaNasional Berhad, especially inHulu Langat and Hulu Semenyihfor the 500kV and 275kV transmis­sion line projects from the BentongSouth main intake substation to thesubstation in Lenggeng.Mohd Sayuthi said the amend­

ment was necessary and took intoaccount the topography of the siteand prevented the opening of larg­er forest area."We asked TNB not to encroach

on the forest and to keep the

development on site in accordancewith the planning approval.MPKj added that it would coordi­

nate land use class with land usezones in terms of plot ratio, densityand development activities inaccordance with policy planning,as well as policies and guidelinesfrom the state government.Overall, this amendment

involves a land area of approxi­mately 604.03ha, which is about0.75% of the total area underMPKJ's jurisdiction.A total of 62 of the 99 small

design blocks will be involved inthe amendment this time.

Mohd Sayuthi urged landown­ers, non­governmental organisa­tions and the public to view theplans in order to make suggestionsor to protest the proposed changes."We do not want people to only

voice their suggestions or dissatis­faction when the viewing ends."We hope those who are familiar

with the areas will come forwardduring the given time frame andnot wait till the last minute."This had happened in the past,"

he said.He said MPKj would still take

into the account late suggestionsbut urged the public to give theirinput early.The local draft plan will be

exhibited in the MPKJ lobby fromnow until Oct 26, from 8.30am to4.30pm.

ries to his right kidney and therewas a lot of internal bleeding, sothe damaged organ had to beremoved," Ng told a press con­ference after the cheque pres­entation.

Wei Teck's ordeal took placeafter he fell into an uncoveredmanhole in Persiaran Batu

Nilam in Bukit Tinggi, which was1.5m deep. He was on his way toschool at 6.45am.

Ng said although MPK hadcompensated Lim, it had yet toapologise unreservedly, asdemanded by the family, normade any attempts to visit himsince the incident.Tok said her son, who attend­

ed SMK Batu Unjur, had to makemany changes in his lifestyleafter losing his kidney."He has to watch what he eats

and cannot be active in sports ashe used to be," said Tok, addingthat Wei Teck was in his school'sbasketball team before the inci­dent.Meanwhile, Tee said she had

inspected the place of the mis­hap and found that MPK had yetto replace the temporary man­hole cover."It already has cracks and the

incident can happen again. Theplace is also covered by under­growth when the student fell inand it is the same still," she said,adding that it was important forMPK to fix a permanent coverand clear the area to improvevisibility.MPK was not available for

comment at press time.

KLANG: No more pedestrian walk­ways are to be built over drains.The Klang Municipal Council

(MPK) has been enforcing this rulingon property developers seekingapproval for their projects in a moveto prevent manhole accidents.The ruling came about after a teen­

age boy fell into an uncovered man­hole and ruptured one of his kidneysin January, said MPK president DatukMohamad Yasid Bidin.Since February, any new housing

or commercial project was notallowed to have pedestrian walkwaysbuilt over drains anymore.Developers are required to follow

the new rules, among other termsand conditions.MPK will scrutinise the project

plan and make sure there is properconstruction of the walkways beforeany approval is given."We have already implemented

this new ruling in several develop­ment projects," he said.Form Three student Lim Wei Teck

was on his way to school when he fellinto an uncovered manhole inPersiaran Batu Nilam in Bukit Tinggi,which was about 1.5m deep.His family initiated a lawsuit

against MPK. Both sides reached anout of court settlement recently.Mohamad Yasid MPK was in the

midst of acquiring steel covers meantto permanently and properly cover

manholes including those that werenow temporarily covered withcement slabs."I will personally see to it that the

manholes around high density areasin Bukit Tinggi and Klang town areproperly covered," he said, addingthat each steel cover cost RM650including installation charges.Mohamad Yasid said the covers

would be welded to prevent theftsalthough maintenance workersmight need to spend more time toopen the covers for cleaning works.The covers are made from durable

steel."Frequent thefts of the covers have

hurt us financially but I will stillapprove the purchase because it isabout the people's safety," he said.

team is Harun Fazil, 65, the residents'association secretary and crime victim."Over the last 10 years, my house

had been broken into three times. Mydaughter lost her handbag to a snatchthief and my son lost all of his car'styres," he said.Hazrun and his neighbours, sometimes

as many as 15 of them, would take turnspatrolling the neighbourhood from 11pmto 5am daily."Of course, we are tired, but because we

worry about the burglars, we don't feel it,"Harun said.

"Safety is more important and rightnow, we want to change the area into agated community."Taman Subang residents have been in

a tug­of­war with the city council afterthey put up the fence and the boomgatewithout the necessary approval andpaperwork some five years ago.After learning of the illegal structures,

submit a fresh application to the counciltoday.Kampung Tunku assemblyman Lau

has proposed a new guideline last month,allowing such a facility to be consideredsubject to terms and conditions," Lau said."The residents' association will have to

wait until this is adopted before the citycouncil could reconsider any applicationinvolving an auto­gate," he said.The residents' association admitted

its mistake and has been working withthe council on the necessary paperworkand applications for a gated, guardedcommunity."We submitted an application in May

last year and it was rejected in March(this year). We were in the wrong as wedid not apply for the auto­gate sooner,"the association's treasurer, Khoo Hin Bok,65, said."We are not against the council but

we are appealing to them to think of thewelfare and safety of the residents here,who are mostly retirees."

£ WATER WOES

DisruptionsunacceptableWE have just recovered from alengthy water disruption due to theclosing of a water treatment plant inSemenyih. I'm sure many con­sumers were frustrated and hadoverwhelmed Syarikat Bekalan AirSelangor (Syabas) call centres. Thiswas expected as many did not getwater for up to three days.The cause of the disruption was a

strong smell detected in the water,leading to the plant's closure. It wassuspected to be pollution caused bya party, who has yet to be identified.One may think that it was an un­fortunate situation, but I think oth­erwise.

During Chinese New Year in 2014,there was water rationing in thesame areas. Last year, a similar prob­lem occurred. The recent disruptionmakes it seem that water problemsare an annual event.

This is nothing new because theaffected river, Sungai Semenyih, and

the treatment plants near it havebeen facing pollution issues even be­fore 2014.And, yet, year after year, we let the

problems occur, and only then dowe look for culprits and solutions.This approach is acceptable only thefirst or, at most, second timearound, because the issues could beregarded as "unexpected". Howev­er, when they happen often, I beginto doubt our ability to learn fromexperience.

Is it that difficult to see problemsthat happen almost yearly would re­cur? The number of people affectedis significant and cannot be ig­nored.

While Syabas provides watertankers during such times, we, asconsumers who pay a water bill, findit inconvenient to collect water thisway. To be fair to consumers, moreeffort must be put into preventingwater problems. This can be in the

form of stricter enforcement of en­vironmental regulations and bettermonitoring of river water quality.We have regulations to punish pol­

luters, but action is carried out onlywhen there are serious incidents.Does this mean that polluters who

do not cause the closure of a treat­ment plant are free to continue pol­luting?Why must we wait for problems to

occur before taking steps to resolvethem? We know that Sungai Se­menyih is a hotspot for pollution, sowhy not invest time, effort andfunds in protecting it? The cost mayappear high, but I'm sure it is betterthan inconveniencing hundreds ofthousands of consumers every year.Let this be the last year we face

water disruptions caused by pre­dictable reasons.

risky activity that worries the res­idents. Should an accident occurand somebody gets injured, who willbe held responsible and liable?Also, the result of such a shooting

session is discouraging. It is notworth the money, time and effort toshoot the crows in SS14, SS1S andTaipan, USJ.At the end of the day, residents are

shocked to see thousands of crowsstill flying around their homes. Thismeans, ultimately, the local councilhas failed to eliminate the crows in

Subang Jaya.The local council must try another

method since shooting is not an ef­

fective way to reduce the crow pop­ulation.Look at the root causes.Subang Jaya is dirty. Drains near

shophouses and eateries are cloggedup with food waste and water. This isa haven for "scavengers" such ascrows, rodents, stray cats and dogs.

Once these scavengers are de­prived of food and water, they willfind new "homes".The local council should get the

drains cleaned and bins emptiedregularly. Also, rubbish collectorsmust not litter the streets when col­lecting waste.All these are tangible solutions, so

it is easier to take action. The culpritswho clog the drains should learn tokeep the township clean.The local council must continue

issuing summonses to restaurantand eatery operators who throw foodwaste into the drains.When there is no food waste and

water, the crows and rodents willnaturally disappear.The stray cats and dogs will also

move elsewhere to look for food.

持良好的合作关系,并坚信在野党之间仍

行动党适耕庄州议员黄瑞林表示,对

选区划分打乱算盘

然选委会宣布选区重划的建议,对^>国阵有利,但仍需要在雪州议会通

伊党不得不在希联与国阵间,做出选择。

如果伊党准备在第14届大选与巫统

合作组成雪州政府,支持选区重划,对伊

党才更加有利,但这么做就必然提前与公

正党及行动党撕破脸皮。

倘若雪州伊党在州议会全力与希联一

起拒绝选区重划,雪州就必须依照原本的

选区地图的选举,如果此时伊党才向巫统

靠拢?已经错失先机。

吉隆坡3日讯I 8年前从人

民公正党跳槽至巫统的前上议

员依占,昨日宣布退出巫统,

其动向目前受人关注。

依占昨曰在推特和面子

书上贴文时,公布这项决定。

他说「这是一项很困难的决

定,但这么做是为了捍卫原则

和斗争,以便尽自己的能力做

出改变。」

「我在2008年也是基于

同样的理由加入巫统。当时获

得时任首相敦阿都拉的承诺,

要致力做出改革和打击贪污,

包括修改法令以反贪污委员

会取代之前的反贪局。而我在

加入巫统后,这一点确实有办

到。」

他指,另两项他要改革的

法令是内安法令和官方机密法

令。他曾在这两项法令下被监

禁,惟更重要的是,他认为这

两项法令经常妨碍打击贪污。

他表示,我也曾认为首相

拿督斯里纳吉领导下的政府转

型,会对官方机密法令做出修

改,但事实刚好相反。官方机

密法令非旦没有被修改,而且

还被滥用于国会公共账目委员

探讨在白沙罗上城及灵市52区落

实限制2小时停车制度,以舒缓交

通问题。无论如何,该建议尚未

定案,也正在探讨其中的细节。

《东方日报》记者今曰前往

白沙罗上城走访时,获悉大部分

商民都对当地难找停车位一事,

感同身受,甚至有者耗时大约半

小时才找到街边停车位。

因此,限时停车制度一旦落

实,是否有效解决停车位问题,

有受访者认为,治标不治本,最

终只会造成商民不便。

表示,白沙罗上城的停车位随著

社区提升越减越少,如今同一条

路有5条行人走道'但车道只有3

条,如何不拥挤和塞车?

「而且停车位也严重不足,

家也因此搬迁至别处营业。」

「虽然当地设有多层停车

场,但应由商场或大厦租客使

用,进而把街边停车位腾出给商

灵宝可梦模型。

颜色维持不变

在Pokemon Go正大行其道之际,这盒小模

型在他脸书引起阵阵惊喜。数一数,里头有

约70款精灵。由于是十多年前的产品,其触

感比目;市场销售的模型好,颜色维持不变,显疋品质不错。

27岁的蔡伟杰受访时声称,这些收藏品曾

是他儿时的游戏,多年后也都已忘记收藏的

地方,无意间找到也算是惊喜,更何况适逢

宝可梦再度火红之际。

"记得是在十五六年前,我跟随妈妈到新

加坡。那时,宝可梦在新加坡爆红,到处都

有它的周边产品。妈妈还买了一个掌上游戏

机(Game Boy)给我玩宝可梦,后来就迷上

了它。"

他回忆说,宝可梦在新加坡爆红一年后才

引进马来西亚。那时,夜市一堆的精灵模型

闭有关出入口,而居协将通过正确

程序申请,以封堵该出入口及筑建

围篱,希望能获市政厅批准。

他声称,自围篱被拆后,居民和

公众车辆自由出入,加上附近有清

真寺,保安人员也不便阻拦。

"基于安全考量,目前每天日夜

都有一名保安员在保安亭轮流驻

守;晚间则有近10名志愿居民共同

重视及共同处理国内的斜坡管理工作,避免

地陷事件重演!

她今日针对英雄岭某间餐馆因地下水

管爆裂而局部地陷一事,接受本报访问时表

示,斜坡管理不应只是市议会的责任,且单

靠地方政府的拨款,往往不足以应付斜坡管

理和提升方面的经费,因此,联邦政府及州

政府也责无旁贷。

应设斜坡管理指南

"不应该只有地方政府设有斜坡小组。

联邦政府也应该仿效其他国家,严正看待国

内的斜坡管理课题,并设立一套很好的斜坡

管理指南,甚至是给予个别拨款,以进行维

修及提升工作。"

她强调,英雄岭的地陷事件不应该被视

为莲花苑州选区的个别案例,反之国家在处

理紧急事件的手法,也是评断国家安全的其

中一个要素。

"根据汇报,该区地陷的情况一直以来

都有。但我很惊讶的是,这个问题长期没有

获得应有的关注。而这类问题其他地区也会

发生,政府不能只是知道而不予理会,不要

等到事件发生才来处理。"

她也提及,安邦再也市议会及雪州水

供公司在地陷事故发生后,已经派员前往调

査。而事故的肇因仍需等待最新的报告出

炉。

她说,事故没有造成任何伤亡及财物损

失,市议会也已协助部分受影响小贩迁往其

不过,小贩在迁回原址后,即发现两旁

的沟渠阻碍营业,并间接导致摊位变小。

经过小贩多次与市政厅接洽后,市政厅

最终接纳小贩的意见,将摊位重新画为不包

括沟渠的前后各4呎、沟渠1呎,共9呎的面

积。

林敬发:最终方案获小贩赞同

露,小贩是在9月22日与市政厅开会,最终

决定采用第4个版本的蓝图,在沟渠前后个4

呢,其中不包括约14寸的沟渠范围,小贩可

自行在沟渠上铺上木板。

食街的小贩则可以在楼上营业,巴刹小贩则

在楼下。

我觉得提升后反而导致我们不方便,

行人道旁增设的沟渠洞口太大:巴刹的提升

工程进展缓慢,之前说好两个星期就可以迁

回来,但我们等了两个月才能回来营业,顾

客也投诉不方便。"
