escueLA De cApAcitAción De bRigADAs De emeRgenciA (ecbe).
D urante 2015, la ECBE capacitó a un
total de 3,890 personas, a través de
sus distintos cursos y eventos de capacitación,
en las áreas de combate de incendios, atención
de emergencias con materiales peligrosos
y rescate en espacios confinados y alturas.
Sin embargo, por su trascendencia quisiera
destacar los siguientes:
Consolidado como el mejor evento en su tipo, el Torneo Nacional de Brigadas continúa permitiendo a las empresas convivir, compartir conocimientos y experiencias, así como elevar el nivel de desempeño de sus brigadistas, motivados por la observación y reconocimiento de las mejores prácticas aplicadas por otras brigadas.
De igual manera, llevamos a cabo el quinto torneo nacional universitario, el cual fomenta la cultura de la seguridad industrial en la comunidad estudiantil mexicana.
Por su parte la realización del primer seminario estratégico de emergencias durante el mes de junio, nos permitió conocer la forma en la que se realizan las mejores prácticas en campo en Chile, Panamá y México.
emeRgency bRigADes tRAining schooL (ecbe)
D uring 2015 the Emergency Brigades
Training School trained a total of
3,890 people, through its diverse training
courses and events, in the areas of firefighting,
response to emergencies involving hazardous
materials, and rescue in confined spaces or at
heights. However, given their importance, we
would like to highlight the following:
Firmly established as the best event of
its type, the National Brigades Tournament
continues to allow companies to get together,
share their knowledge and experiences, as well
as to raise the performance level of their brigade
members, motivated by what they see and
recognize as the best practices used by other
brigades.
We also held the fifth national university
tournament, which encourages a culture of
industrial safety among the Mexican student
community.
The first strategic seminar on emergencies,
held in June, allowed us to know how the best
practices are put together in the field, in Chile,
Panama and Mexico.

La Asociación Mexicana de Museos y
Centros de Ciencia y Tecnología (AMMCCyT)
y la ANIQ, llevaron a cabo la firma de un
convenio de colaboración por medio del cual
éstas Asociaciones, unirán recursos con la idea
de ampliar y fortalecer la educación y cultura
del manejo de residuos plásticos en México, lo
que se realizará a través de los 35 instalaciones
entre museos y centros de ciencia y tecnología
que conforman a la AMMCCyT.
Este tipo de acciones permitirá, que la
sociedad mexicana, reconozca los beneficios
que los productos plásticos le ofrecen, al
tiempo de poder informarle sobre la manera
más adecuada de tratar los residuos que se
generan por su uso y entender que el proceso
del reciclaje debe formar parte de su estilo de
vida.
“Huella de Carbono de placas aislantes de Poliestireno Expandido”, CIPRES participó con la conferencia “la Sustentabilidad en los Plásticos”, en Expo Pack Guadalajara, uno de los eventos más importantes del occidente de nuestro país en materia de envase, empaque y embalaje.
Como parte del compromiso de la Comisión
con la promoción de una cultura del manejo
adecuado de residuos plásticos. La Pandilla
CIPRES participó desde el mes de abril y hasta el
mes de junio en la temporada de Greener World
“Niños por un Mundo + Verde” en KidZania
Cuicuilco en la Ciudad de México.
La temporada consistió en la realización de
actividades orientadas a promover una cultura
más responsable con el medio ambiente,
fomentando acciones de reciclaje, reúso,
reforestación, entre otras.
Por su parte la certificación de competencias laborales, continúa adquiriendo importancia, por lo que la ECBE continuó acreditando en los siguientes estándares.

Resultado de la dinámica actividad que desarrollaron las empresas socias de esta Comisión durante el 2015, se logró desarrollar un plan estratégico que permitió a CIPRES posicionarse de mejor manera ante público objetivo.
En materia legislativa, la Cámara de Diputados en su LXII legislatura, presentó una Iniciativa como proyecto de decreto para expedir una nueva Ley General para la Prevención y Gestión Integral de los Residuos la ANIQ, a través de CIPRES suscribió un documento postura manifestando su rechazo a dicha reforma, debido a que diversos elementos de la iniciativa no podían ser aceptables para la industria del plástico.

conference “Plastics Sustainability” at the Expo
Pack Guadalajara, a key event in west Mexico
on the subject of containers, packing and
packaging.
As part of the Commission’s commitment
to promoting a culture of adequate handling
of plastic waste, between April and June the
CIPRES Band got involved in the Greener
World season featuring “Niños por un Mundo
+ Verde” (Children for a Greener World) in
KidZania Cuicuilco in Mexico City.
The season consisted of activities designed
to promote a more responsible culture towards
the environment, encouraging recycling, re-
use, and reforestation, among others.
The Mexican Association of Science &
Technology Museums and Centers (AMMCCyT)
and ANIQ signed a collaboration agreement
whereby these Associations will pool resources
with the idea of broadening and strengthening
education in the culture of plastic waste
handling in Mexico. The extended education
will take place in 35 facilities that is, the
science and technology museums and centers
members of AMMCCyT.
This type of actions will enable the
Mexican people to recognize the benefits that
plastic products give them, while receiving
information about the best way to deal with
the waste generated while understanding that
the recycling process must become part of their
lifestyle.
The certification of labor skills continues
to grow in significance, which is why ECBE
continued providing accreditation for the
following standards:

» EC0290 – Response to fires involving chemical materials, products and substances
» EC0291 – Implementation of emergency response actions in industrial plants

As a result of the dynamic activity by member
companies of this Commission during 2015, a
strategic plan was developed that put CIPRES
in a better position for the target public.
On the legislative front, in its 62nd
legislature, the Chamber of Representatives
presented a bill for a decree to issue a new
General Law for the Prevention and Integral
Handling of Waste. ANIQ, through CIPRES,
signed a position paper expressing its rejection
of this reform because several elements of
the bill could not be accepted by the plastic
industry.
As part of the dissemination strategy of
the “Analysis of the lifecycle of disposable
containers in Mexico”, and of the survey on
“Carbon footprint of expanded polystyrene
insulation boards,” CIPRES attended the

para mejorar a la competitividad del sector en
completa armonía con el medio ambiente.
El estudio cubrió las diferentes etapas del
Ciclo de Vida de los envases, desde la obtención
de sus materias primas hasta la disposición
final de los mismos, identificando y calculando
aspectos como el consumo energético y
de agua, su proceso de manufactura, el
combustible de los transportes utilizados,
distancias asociadas, así como los residuos y
emisiones generadas durante el ciclo.
Durante el mes de agosto se obtuvo la
“Declaratoria Ambiental de Producto” (EPD
por sus siglas en inglés) de la placa de EPS para
la construcción, la cual pasa a ser la primer
declaratoria de este tipo en Latinoamérica.
Esta Declaratoria Ambiental marca un paso
más hacia el reconocimiento de los materiales
plásticos y su relación con el medio ambiente,
así como representa una ventaja competitiva
para las empresas de CIPRES participantes en
la obtención de dicha declaratoria, así como
dar evidencia del compromiso que tienen estas
empresas en el cuidado del medio ambiente.
Al igual que en años anteriores, CIPRES
participó como patrocinador de la Olimpiada de
Química que organiza la facultad de Química
de la UNAM, con el objetivo de difundir los
grandes beneficios que la química ha aportado
a la humanidad, promover el incremento de
la matrícula en las carreras de ciencias, así
como fomentar el interés de los jóvenes por la
química.
Otra de las actividades orientada a impulsar
la cultura del reciclaje y realizada con gran
éxito fue “PLASTiaguis”, a través de la cual se
facilitó el acceso a una infraestructura para el
acopio de residuos plásticos, los cuales una
vez recolectados fueron intercambiados por
productos de canasta básica, para lo cual se
consideró una tabla de valorización de volumen
de residuos.
Este evento se logró realizar en el kiosco de la
Colonia Santa María la Ribera de la delegación
Cuauhtémoc del Distrito Federal, al amparo del
programa delegacional Cuauhtémoc + Verde,
al tiempo que se resaltó la importancia de que
la ciudadanía asuma la responsabilidad que
tiene en la adopción de una cultura de reciclaje
contribuyendo así en la reducción de la
cantidad de los desechos que son depositados
en los rellenos sanitarios, asimismo resaltaron
la importancia que tienen los distintos
gobiernos para la generación de infraestructura
para dar acopio y tratamiento a los plásticos
post-consumo.
En el PLASTIanguis más de media tonelada
de bolsas, botellas, envases desechables de
unicel, entre otros, que hubieran terminado
en relleno sanitario, se enviaron a empresas
especializadas en reciclaje.
Con la finalidad de conocer los impactos
ambientales de ciertos productos, CIPRES
desarrolló el estudio de Análisis de Ciclo de
Vida (ACV) de envases de Polietileno de Alta
Densidad (PEAD) para leche y líquidos usados
en el cuidado del hogar en México, el estudio
permitirá las oportunidades que se tengan

At the PLASTianguis, more than half a ton of
bags, bottles, disposable Styrofoam containers,
among others, which would have ended up in a
landfill, were sent to recycling companies.
To find out the environmental impact
of certain products, CIPRES developed the
Lifecycle Analysis (ACV) of High-density
Polyethylene Containers (PEAD) for milk and
home-care liquid products in Mexico. This
analysis will show the opportunities available
for improving the sector’s competitiveness in
perfect harmony with the environment.
The study covered the different stages of
the containers’ lifecycle, from the purchase of
raw materials to their final disposal, identifying
and estimating aspects like energy and water
consumption, their manufacturing process,
the fuel used to transport them and distances
involved, as well as waste and emissions
generated during the cycle.
During the month of August the
“Environmental Product Declaration” (EPD)
was obtained for the EPS plate for the building
industry. This is the first declaration of this
kind in Latin America.
This Environmental Declaration marks one
more step toward the recognition of plastic
materials and their relationship with the
environment. It also represents a competitive
advantage for CIPRES’ companies engaged in
obtaining this declaration, and shows their
commitment in protecting the environment.
As in previous years, CIPRES was a sponsor
of the Chemistry Olympics organized by the
School of Chemistry of Universidad Nacional
Autónoma de Mexico (UNAM). The purpose
of the Chemistry Olympics is to publicize the
huge benefits that chemistry has brought to
humanity, to promote an increased enrollment
in science schools, and to boost young people’s
interest in chemistry.
As for training, UNAM’s Chemistry School
signed a cooperation agreement with ANIQ
to set up a plastics diploma course which will
create and update the human capital to work in
the plastics sector.
Another very successful activity focused
on promoting the recycling culture was
“PLASTianguis,” (Plastics Mart) which provided
access to an infrastructure for the collection
of plastic waste. The collected waste products
were exchanged for basic food staples based on
a waste volume assessment chart.
This event took place in the central square
of the Santa María la Ribera neighborhood in
Mexico City’s Cuauhtémoc district, as part
of the program “Cuauhtémoc + Verde”. At
the same time emphasis was placed on how
important it is for citizens to shoulder the
responsibility they have in adopting a culture
of recycling and helping to reduce the amount
of waste deposited in landfills. Emphasis
was also given to the responsibility of the
different municipal and state governments to
create infrastructure to collect and treat post-
consumer plastics.

ANIQ tuvo una gran participación en su elaboración y en su publicación pretendiendo homologar los instrumentos existentes en México relacionados con los aspectos de señalización, etiquetas de envases y la información básica sobre sustancias químicas peligrosas y la legislación internacional.
También destacaron los temas emergentes que fueron incorporados al reglamento de seguridad y salud en el trabajo, los relacionados con los riesgos psicosociales y ergonómicos a considerar en los centros de trabajo.

Además de contar con expertos nacionales e internacionales, en esta edición se tuvo la participación de alumnos del Centro de Ciencias de Sinaloa, que más allá del alcance de sus proyectos de investigación, se da evidencia del interés por participar en el tema de plásticos.

Representación institucional
El tema de Seguridad e Higiene tomo gran importancia en el año debido a la necesidad de implementar más controles e indicadores relacionados a la salud de los trabajadores por riesgos en el ambiente laboral.

En materia de capacitación cabe destacar la firma del convenio de colaboración entre la Facultad de Química de la UNAM y ANIQ, para la conformación de nuestro diplomado de plásticos, a través del cual se formará y actualizará el capital humano que se desempeña en el sector plástico.
En noviembre se celebró el XVIII Foro Nacional de la Industria Resinera, evento que tiene por objetivo impulsar las acciones encaminadas a promover y fortalecer un cambio de cultura en el manejo y percepción de los materiales plásticos.
En este evento anual, se reúnen a diferentes expertos en la cadena de valor (legislativo, gobierno, academia, resineros, trasformadores, distribuidores y recicladores) de la industria del plástico y a través de conferencias se intercambia información práctica con la

implement the Globally Harmonized System
in workplaces where chemical substances are
produced, used, manipulated and transported.
ANIQ was heavily involved in the preparation
and publication of this standard, aimed at
standardizing existing instruments in Mexico
related to signage, container labels and basic
information about dangerous chemicals and
international legislation.
It was interesting to note that new emerging
issues were also incorporated into the
workplace safety and health regulations, as
well as those related to the psychosocial and
ergonomic risks in the workplace.
In the wake of different meetings with the
Federal Commission for the Protection against
Sanitary Risks (COFEPRIS), an agreement
was signed to facilitate health regulatory
management for biocides, essential chemicals
and chemical precursors. This agreement offers
benefits to member companies that market
these substances, such as training, advice, and
dealing with the authority through ANIQ.
On the training front, companies’ needs were
taken care of through our safety and hygiene
course, which was expanded with subjects
on labor toxicology, attending hazardous
materials emergencies, and ergonomics. The
course was further enhanced with practices in
the Emergency Brigades Training School (ECBE)
in Celaya.
The 18th National Forum of the Resin
Industry was held in November. The event is
designed to promote actions to encourage
and strengthen a change of attitude in the
perception and handling of plastic materials.
Assorted experts in the plastic industry’s
value chain (legislators, government officials,
educators, resin producers, transformers,
distributors and recyclers) gather at this
annual event. Practical information is
exchanged through conferences with the idea
of applying it to the operations of participating
organizations.
In addition to the presence of national and
international experts, this edition was attended
by students of the Sinaloa Science Center,
demonstrating—beyond the scope of their
research projects—their interest in discussing
plastics.
sAFety AnD hygiene
institutional Representation
The subject of Safety and Hygiene became an
important issue in the year due to the need to
introduce more controls and indicators related
to workers’ health when exposed to risks in the
workplace.
Consequently, the issue of communication of
risks posed by chemicals was reinforced with the
issuance of NOM-018-STPS-2015, a Mexican
Official Standard which requires employers to

Responsabilidad Integral® (SARI®) que, como
una meta estratégica, promueve el desarrollo
sustentable y la competitividad global de las
empresas de la Industria Química Mexicana.
Un compromiso que la ANIQ tiene con
su membresía es el efectuar constantemente
reuniones de difusión e información del
SARI® a empresas interesadas para promover
ResponsAbiLiDAD integRAL
Durante el año 2015, la ANIQ realizó
actividades para incrementar el nivel de
participación de sus empresas socias en
aspectos de protección al medio ambiente, a
la salud y a la seguridad de los trabajadores,
prestadores de servicio y su comunidad a
través del Sistema de Administración de
Derivado de diversas reuniones con la Comisión Federal para la Protección Contra Riesgos Sanitarios (COFEPRIS), se logró la firma de un convenio de concertación para facilitar la gestión regulatoria sanitaria para sustancias consideradas como biocidas, químicos esenciales y precursores químicos. Dicho convenio ofrece beneficios a las empresas asociadas que comercializan estas sustancias como la capacitación, asesoramiento y gestión con la autoridad por medio de la ANIQ.
En materia de capacitación se atendieron las necesidades de las empresas, a través de nuestro diplomado de seguridad e higiene, el cual se amplió con temas de toxicología laboral, atención de emergencias con materiales peligrosos y ergonomía, además de ser enriquecido con prácticas en la Escuela de Capacitación de Brigadas de Emergencia (ECBE) en Celaya.
Destaca también la realización del Congreso de Medio Ambiente, Seguridad e Higiene, en el que se presentaron las diferentes regulaciones que pueden impactar a nuestro país, en este año se tocaron los nuevos reglamentos y normas publicadas durante el año 2015 y estas ponencias fueron presentados por especialistas y se alcanzó un foro de 100 personas aproximadamente.
Asimismo, se llevaron a cabo cursos de capacitación vinculados con el Sistema Globalmente Armonizado, a través de los cuales se presentó de manera concreta, práctica y sencilla los aspectos a cumplir derivados de éste Sistema, en los cuales contamos con el apoyo de autoridades y de personal de Naciones Unidas.

Dissemination tasks also included holding seven Workshops for the Introduction of SARI®, and four Workshops for Training Inspectors.
Among the ongoing advisory services offered by the Responsible Care Division is the development of skills of the employees who attend to the media through interviews, so that they convey the key messages defined for this
purpose. To this end, a Training Workshop for Spokespersons was introduced.
In order to emphasize the strengths of the Responsible Care Management System and continue promoting a culture of constant improvement in the organizations, the First Responsible Care Forum was held in the port of Veracruz.
Of significance too was the Safety, Hygiene and Environmental Congress which featured a presentation of the different regulations that can impact Mexico. This year, speakers touched on the new regulations and standards published during 2015. The dissertations were presented by experts to an audience of approximately 100 people.
Training courses linked to the Globally Harmonized System were also conducted. They presented, in a concrete, practical and simple manner, the aspects derived from this System to be complied with, and for which we have the support of the authorities and of the United Nations staff.
ResponsibLe cARe
In 2015 ANIQ conducted activities to increase the level of participation by its member companies in matters of environmental protection, health and safety of workers, service providers and the local community through the Responsible Care Management System® (SARI®) which, as a strategic goal, promotes sustainable development and global competitiveness of companies of the Mexican Chemical Industry.
A commitment that ANIQ has with its members is to constantly hold meetings to disseminate SARI®’s information to the interested companies, to promote and facilitate the implementation of this system, as well as to inform about its scope and benefits when adopted. In this regard, during 2015, three plenary lectures were given, and 13 one-on-one sessions were held. Similarly, there was participation in meetings of the Distributors Section and of the Logistics and Transport Commission.

Por su parte la Asociación estará fomentando
entre sus socios la implantación de la estrategia
global de producto y de los principios del Global

de Responsabilidad Integral.
Un aspecto básico del sistema, es el
desarrollo de verificadores, ellos son los
profesionales que poseen una gran experiencia
y probada competencia técnica que les permite
en nombre de la ANIQ determinar el grado de
alineación y cumplimiento de los Principios del
Sistema de Administración de Responsabilidad
Integral® por parte de las empresas asociadas.
Durante el año, se integraron 23 nuevos
miembros al padrón de verificadores; por lo
que ahora se cuenta con un registro de 91
profesionales para tan importante actividad.
Para demostrar, con hechos, el compromiso
de la industria química para atender las
preocupaciones de la sociedad mediante la
aplicación de los principios del sistema, se
realizaron en este período 127 verificaciones del
Sistema de Administración de Responsabilidad
Integral® a Fabricantes, Distribuidores y
Autotransportistas.
y facilitar su implantación así como dar
a conocer el alcance y los beneficios que
representa su adopción. En este sentido,
durante el periodo que se reporta, se dictaron
03 conferencias plenarias; se realizaron 13
sesiones personalizadas. De forma similar,
también se participó en reuniones de la Sección
de Distribuidores y de la Comisión de Logística
y Transporte.
Las tareas de difusión también incluyeron la
realización de siete Talleres para la Implantación
del SARI®, cuatro Talleres para la Formación de
Verificadores.
Como parte de la asesoría constante de la
Gerencia de Responsabilidad Integral, está
el desarrollo de habilidades para el personal
que atiende a los medios de comunicación,
mediante entrevistas transmitiendo los
mensajes clave definidos para este propósito;
por lo cual se desarrolló un Taller de Formación
de Voceros.
Con el objetivo de resaltar las fortalezas del
Sistema de Administración de Responsabilidad
Integral y continuar fomentando una cultura
de mejora continua en las organizaciones, se
llevó a cabo el primer foro de Responsabilidad
Integral en el Puerto de Veracruz.
En el marco del foro se analizaron temas
relevantes como la: Visión Mundial de
Responsible Care, la aplicación de RI como
una herramienta para los nuevos retos de
la industria química, la importancia de los
sistemas de gestión para las organizaciones,
el involucramiento con la comunidad y los

During this forum important topics were analyzed, such as the World Vision of Responsible Care, the application of RC as a tool for the new challenges of the chemical industry, the importance of management systems for organizations, the involvement with the community and the media. The forum included a guided tour of the marine terminal of the site to see the safety procedures observed there.
The Association will be promoting among its members the introduction of the global product strategy and the Global Charter principles, topics touched on during this First Responsible Care Forum.
One basic aspect of the system is the development of inspectors, who are professionals with vast experience and proven technical expertise that allow them, on behalf of ANIQ, to determine the degree of alignment and compliance by member companies with the Principles of the Responsible Care Management System®. During the year, 23 new members joined the roster of inspectors, so now there are 91 professionals registered for this important activity.
To demonstrate with facts the commitment of the chemical industry to attend to the concerns of society by applying the principles of the system, during this period 127 verifications of the Responsible Care Management System® were carried out on Manufacturers, Distributors and Carriers.

De nueva cuenta, para la Gerencia de Medio
Ambiente, el 2015 además de enfrentar nuevos
retos en materia legislativa y normativa,
significó también una oportunidad para
refrendar el compromiso con el cuidado y la
protección del medio ambiente por parte de la
industria química.
Entre los temas que durante el período tuvieron una mayor relevancia destacan los siguientes:
La iniciativa de la Ley General de Aguas, fue
presentada en forma conjunta por diputados
del PRI, PAN, PRD y PVEM, y es muy parecida a
la promovida en su momento por CONAGUA,
la cual pone en riesgo la competitividad de la
industria. La iniciativa fue dictaminada el 21
de agosto como “precluida”, por rebasar los
tiempos legislativos, aunque existe el riesgo de
que la presenten en la nueva legislatura.
En relación a las modificaciones a la Cédula
de Operación Anual (COA), se logró detener el
proyecto en COFEMER e integrar la mayoría de
nuestras propuestas orientadas principalmente
a fijar los parámetros en las autorizaciones, y
acotar la lista de sustancias a ser incorporadas,
lográndose una prorroga en su aplicación que
concluirá en febrero del 2016.
En materia de capacitación destacó el Seminario de Actualización Legal Ambiental, enfocado a la actualización de los conocimientos sobre los aspectos de medio ambiente, así como el Diplomado de Productividad y Desarrollo Sustentable.

With regard to the amendments to the
Annual Operation Certificate (COA), ANIQ
managed to halt the project in COFEMER
and integrate the majority of proposals
targeted primarily at setting parameters in
authorizations and setting the limits to the list
of substances to be incorporated. A deferral
was achieved regarding its application which
will end in February 2016.
Important on the training front was the
Environmental Legal Update Seminar focused
on updating the knowledge of environmental
issues, as well as the Course on Productivity
and Sustainable Development.

Again, for the Environment Division, 2015,
besides posing new challenges for standards
and legislature, also offered an opportunity to
confirm the chemical industry’s commitment
to protect the environment.
The most important issues during the period
were the following:
The bill for the General Water Law was
submitted jointly by the representatives
of various political parties, PRI, PAN, PRD
and PVEM, and it closely resembled the one
promoted at one time by CONAGUA, which
threatens the competitiveness of the industry.
On August 21 this bill was judged to be
“precluded” for having surpassed the legislative
window of time, although there is a risk that
they will present it in the new legislature.
