The discussion allowed participants to offer their insights, concerns and visions for the future of the airport. The topic areas included:
• Community context – land use, social opportunities, environmental and safety issues, jobs, traffic
• Facilities – public use of space, design, recreation, restaurants, shops, historic preservation • Public Involvement - diversity, engagement, social media, new technology • Regional Role & Coordination – relationship with other airports, city and county

Discussion comments are listed in Attachment A. MEETING Welcome and Introductions Fred Hostetler called the meeting to order at 7 pm. He welcomed the audience and the committee, then asked members to introduce themselves. Hostetler began the meeting by reiterating that a new Project Advisory Committee (PAC) will be forming to guide the Port in developing a new Master Plan. HARE will continue to serve in an advisory capacity on day-to-day operations as subcommittees that inform both the PAC and the Master Plan. Mike Gallagher proposed that in light of recent approval for a 170-student daycare behind Costco, an Airport Safety and Compatibility Overlay (ASCO) subcommittee should be formed to meet with City and Port representatives to review the status of ASCO and formulate recommendations for the September HARE meeting. He offered to chair the committee. The proposal was accepted with one dissenting vote. Steve Nagy volunteered to join the committee. Minutes from the previous meeting were submitted and accepted unanimously. Agenda Overview Facilitator Doug Zenn recapped the discussion from the HARE retreat which focused on defining the roles and responsibilities of HARE in relation to the new PAC, and how HARE will support the PAC in the development of the new Master Plan. HARE will continue to work on day-to-day operational issues through subcommittees and be ready as resources to help inform the PAC with its future planning. The PAC will have a strong HARE representation. In response, Gallagher questioned the group about the need for HARE to make a formal request to the Port that it concretely define what HARE’s role will be in relation to the PAC, and that the work HARE currently does, including its outreach role, be formally recognized, ensuring HARE’s continued support and status in relation to the Port and airport operations, during and after the formation of the new Master Plan. This question was revisited later in the meeting. PRESENTATION (report attached) Washington County Air Quality Report: Analysis of Lead Emissions at HIO Christina Baumann, MD, MPH and Matthew Davis, MPH - Washington County Public Health The Port of Portland asked Washington County Public Health to assess the health impacts of lead emissions from HIO. Bauman and Davis presented their findings that included:
• Health effects of lead exposure • Available data on blood levels in Washington County • Available data from environmental modeling and monitoring

Health effects: There is no safe blood lead level. Most vulnerable population includes children and pregnant or lactating women. Available blood level data: Of the 45,000 children living in Washington County, 1,280 on average are screened for lead blood levels each year. About 6 children per year are found to have elevated levels. Testing is not mandatory, so findings may not reflect total number of children with elevated lead levels. Available environmental data: Data does not suggest that lead emissions from airport are a significant source of lead, however, there are gaps in data. Studies about the risk of lead exposure for people living near airports are limited. DEQ and Port of Portland developed models to estimate concentrations of lead in the air around Hillsboro airport and found emissions below the national standard. Conclusions: Lead is a toxin linked to many negative health effects; there is no safe blood lead level and reducing lead in the environment promotes public health. Available data do not suggest that lead emissions from Hillsboro Airport are a significant source of lead exposure in Washington County. HARE responses to the presentation included a question from about whether or not it might be advisable to test the soil at the new daycare center behind Costco. Dr. Baumann said that there are no data about the correlation between lead in air and lead in soil but that she would be personally interested in seeing the results of more environmental monitoring. It was noted that the air monitor at HARE field is not permanent, but is in rotation with other airports. Kimberly Culbertson asked how blood level tests get initiated and whether data from other counties are available. Baumann explained that there are best practices that encourage screening questions that can trigger investigations and testing and that she only gets reports about Washington County residents. Henry Oberhelman inquired about one of the charts in the presentation that showed a cluster of elevated lead cases to the west of the airport. Baumann explained that was due to the fact that more houses are located there, rather than an environmental link. Oberhelman asked if there are hot spot areas and should a health risk assessment be done. Baumann responded that resources would be better used in outreach to clinicians and in investigating lead sources in known cases. Oberhelman suggested that any action to reduce lead in environment is a good idea and Baumann agreed that, yes, it is.

PUBLIC COMMENT Jim Lubischer disagreed that it is not exposure from homes but from the airport that results in 80 percent of one-year-olds having elevated lead blood levels, he said. There’s no mandate from FAA to use lead-free gas. Lead in the air affects his property values. Modeling is not a good way to judge emissions, measuring is more conclusive. Wayne Vanderzanden inquired about whether or not his family could go duck hunting on a nearby lake. Also, City ordinance says grass needs to be cut to 12 inches and airport grass has not been mowed to the required length. Chris D’Agosta, a representative from Swift Fuels in Indiana spoke about new unleaded fuels his company has developed that will meet the needs of the many different types of aircraft at HIO. Steve Nagy explained that he had spoken with D’Agosta about the fuels and saw potential for use at HIO. Miki Barnes presented newspaper articles and EPA research about lead exposure around airports. One in 38 children in U.S. have elevated lead blood levels, she said. EPA data hasn’t looked at training airports like HIO which have longer run ups than professional airports. EPA identifies run ups as the highest source of lead exposure. She suggest signs about toxicity be posted, like an airport in Santa Monica does. The Port needs to do more health impact studies, she said. HARE RESPONSE TO LEAD ANALYSIS REPORT Henry Oberhelman presented a letter to the Port from the HARE Aviation Fuel Subcommittee with this resolution: Making Unleaded Automobile Fuel without Ethanol (MOGAS) Available at the Hillsboro Airport (resolution attached). Nagy inquired if it made sense to amend the resolution to include any type of low lead gas, based on the new information presented by D’Agosto and the fuels available from Swift Fuels. The HARE group agreed to leave the letter as it is for now, and use new information about other fuels to gauge how hard HARE should push the resolution. Also, commercial viability needs to be considered. Nagy responded that a market analysis for MOGAS fuels showed that the fuels are available, but need to a significant cost advantage to create demand and that storage is a consideration, although the Port has identified possible storage options. It was noted that the resolution reflects HARE’s charge to find resolutions to community problems and that it’s up to the Port to “get the lead out”. The resolution was put to a vote and unanimously accepted and the subcommittee members were praised and thanked for their efforts. PRESENTATION (presentation attached) HIO Master Plan Project Advisory Committee: PAC Membership and Selection Criteria Chris White – Port of Portland Community Affairs White described the goals for the composition of the PAC committee:
• Manageable size – about 15 members • Diverse and inclusive – represents entire community

• Broad spectrum of perspectives, experiences and skills • Preference for HARE members
She suggested the group should include representatives from:
• City of Hillsboro • FAA – Air Traffic Control • Environmental/regulatory interest • Washington County • Citizens at large (4) • Citizen at large, youth (1) • Airport business representative • Local business representative • Port Commissioner • Aviation industry professional organization • Regional economic development representative
Members will need to be able to analyze complex technical information, offer diverse perspectives, have a solid understanding of the airport’s relationship to the area/community, understand the airport’s place in regional transportation and have successful experience working with committees. HARE members wanted to know what the age criteria for the youth member would be (not known at this time) and if the citizen representatives would be local (yes). Gallagher said that HARE should not be dissolved but should take on the PAC’s role in developing the Master Plan. He suggested that HARE could continue with its day-to-day operational outreach effort and also develop the plan. He asked what the benefit was to having two groups deal with airport issues. Members agreed that the Port needed to address what it sees as gaps in who would be responsible for certain airport issues, especially outreach. However, some felt that fresh perspectives were needed and that the makeup of HARE did not reflect the diversity of the community, and the diverse perspectives were necessary to create an inclusive, equitable Master Plan. It was stated that the PAC had an 18-month term limit with a specific focus on creating the Master Plan. HARE subcommittees would assist the PAC and continue its operational work on issues like noise. It was suggested that HARE propose that the Port address the outreach and responsibility gaps at the next meeting. Nagy agreed to do that. Nonetheless, the proposal was put to a vote that the Port come to the next meeting with a specific plan about the roles and responsibilities of the two groups. The proposal was unanimously accepted.

PUBLIC COMMENTS A participant/community member proposed that more homeowner associations be involved in the committee, and less pro aviation groups. The airport’s activities bring down property values. The Port should look for grants to replace residents’ insulation and windows. Homeowners are affected by the growth of the training center and pay taxes and should have a voice. PUBLIC COMMENTS The meeting adjourned at 8:42 p.m.

Public Engagement Transition
• The Master Plan Update will focus on long range planning issues, not daily operations.
• The Master Plan Update requires all the allotted time to complete long range planning work.
• Hillsboro Airport Roundtable Exchange (HARE) will no longer be meeting.
• Managing a separate Hillsboro Airport committee, in addition to the master plan committee, is not possible or desirable.

Complementary Engagement Options
• To update the public on day-to-day operations, General Aviation manager will report on airport operations and activities at the beginning of each Project Advisory Committee (PAC) meeting.
• Existing subcommittees (Working Groups) are autonomous. Continue to meet on an ad hoc basis as needed. Port staff will attend as necessary.
• Working Groups given brief time to report out at each PAC meeting, if desired.
• Working Groups available as knowledgeable resource for PAC, depending on topic.
• Public comment available at each PAC meeting.
• Individual stakeholders can work directly with Port staff subject matter experts as needed.
