"HALL of HONORS" Award
Tom Killian
TOM KILLIAN joined Terrace Civic Association in 2000.
He served on our board in various capacities including
Vice-President and four times as President.
For ten years he coordinated the JTCA newsletter and
chaired the mailing committee.
Tom wrote three successful city grant applications
awarded by the Neighborhood Partnership Office.
In 2005 the city honored Tom Killian as St. Pete’s
“Neighborhood President of the Year.” For many years, Tom served on the Board of Directors of
CONA (Council of Neighborhood Associations) as Vice-
President, and as mentor for up-and-coming Neighborhood
Associations. He is a graduate of the Neighborhood Leadership Program, where he continues
serving as a planner, mentor, speaker and group leader.
Currently Tom is Trip Coordinator for his church. His favorite hobby is Treasure
Hunting with a Metal Detector as a member of the Suncoast Research and Recovery Club.

Please include $40.00 per member, one member/vote per household, annual membership dues
are due in January of each year. Donations in addition to dues are hugely appreciated!
We utilize the funds to publish and email your newsletter, hold quarterly membership
meetings and continuing improvements to the health, safety and beauty of Jungle Terrace
neighborhood. (Note: Honorary/Scholarship Dues $20)

Kathleen Peters demands FDEP investigate St. Petersburg's sewer/waste water systems
Over the past three years, the City of St. Petersburg discharged significant amounts of partially treated sewage into the bay's surrounding Pinellas County. St. Petersburg has seen significant growth in population and new business, and the city contracts with several other cities to process sewer/wastewater. With the continued growth in St. Petersburg and the contracted cities, I am concerned St. Petersburg has not maintained and expanded the sewer system infra-structure that protects citizen's health, safety and the environment.
I requested the Florida Department of Environmental Protection investigate and evaluate St. Petersburg's infrastructure and capacity to effectively meet the demands of the city and partnering city's sewer/wastewater demands. This includes looking at protocols on how St. Petersburg responds with their contractual cities for reducing or shutting down the pushing of sanitary waste. I also requested FDEP look into the impact fees for growth and development that have been collected over the past several years to see if those revenues were reinvested to upgrade and improve the infrastructure, as well as review the city's concurrency management system.
Ensuring effective wastewater management systems is absolutely critical to protect the environment, water quality and public health. This is a most fundamental basic need for which the city government is responsible. This week's "weather event" wasn't close to the magnitude of one that occurred last August, when St. Petersburg was reported to have dumped as much as 31 million gallons of partially treated sewer/wastewater into Tampa Bay, Boca Ciega Bay and Clam Bayou.
I have great concern that the increased demand on this system from growth and development together with the city's perceived inaction over the past year to upgrade the wastewater infra-structure has
made for a potential environmental and health disaster in the future.

Transformer caught on fire and blew out the wires down the line...12 houses without power. I have whole house surge protection and lost nothing. But the other house lost appliances. DUKE Energy sent 6 trucks with 10 people to fix it the next day. JILL S.
