    AGENDA NOTES FOR 489th MEETING OF OPERATION & COORDINATIONSUB-COMMITTEE OF WRPC

    TO BE HELD ON 11th NOVEMBER 2016 AT WRPC MUMBAI

    ITEM No. 1: CONFIRMATION OF THE MINUTESMinutes of 488th meeting of Operation & Coordination Sub-Committee of WRPC held

    on 17TH October 2016 at Bhopal were forwarded vide letter No. WRPC/OPN/OCC-

    Minutes/2016-17/11715 dated 26.10.2016.

    K G PATEL, DE, GSECL-Vadodara, vide Email dated 08.11.2016, commented on

    Item no 9.10 regarding Operation of hydro units in Pumped Storage Mode as follows:

    “Item No. 9.10 – Operation of hydro units in Pumped Storage Mode : In second

    para.... it is mentioned as “ Representative from Gujarat SLDC stated...”, which may

    be revised as “Representative from GSECL stated...”.

    Sub –committee may like to note the same.

    No other comment has been received. Sub-Committee may confirm.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OFOCTOBER 2016.

    2.1 Frequency Particulars

    The average frequency during the month of October, 2016 was 50.00 Hz. The

    maximum instantaneous frequency was 50.25 Hz at 13:02:40 hrs on 8th October 16

    while minimum instantaneous frequency was 49.74 Hz at 17:53:30 hrs on 20th

    October 16. The frequency profile during October, 2016 was as under:

    2.2 INTER-REGIONAL EXCHANGES

    There was a net inter-regional export of 5833.00 MUs by WR against net export

    schedule of 5513.00 MUs.

    The Sub-Committee may like to discuss.

    2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of October

    2016 furnished by WRLDC is enclosed at Annex-2.3.

    The Sub-Committee may like to discuss.

    2.4 U/F Relay Operations

    As per WRLDC records during October 2016 the system frequency didn’t touch 49.2

    Hz and no UFR operation has been reported by WRLDC.

    The Sub-Committee may kindly note.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during October 2016 as furnished by

    the state utilities are given in Annex. 2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during October 2016 are given inAnnex-2.6.

    ITEM NO.3: OPERATIONAL PLANNING

    3.1Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for the months November 2016 &December 2016 is given in Annex 3.1.

    The Sub-Committee may discuss and finalize the outage schedule of generatingunits for the above period.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    In 488th OCC meeting it was decided that 490th OCC onwards planning will be doneon calendar month basis and proposal shall be submitted by 5th working day of therespective month.

    Transmission elements outages planning from January 2017 onwards will be oncalendar month basis, i.e. for the month of January 2017 planning will be done from01st January, 2017 to 31st January, 2017 in the month of December 2016 OCCmeeting.

    Maintenance programme for transmission lines during the months November 2016 &December 2016 is given in Annex 3.2.

    The Sub-Committee may discuss and finalize the maintenance programmeproposed above.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS –NOVEMBER 2016 &– DECEMBER 2016

    Details of anticipated restricted & un-restricted demands for the months of NOVEMBER

    2016 &– DECEMBER 2016 are given in Annex 3.3.

    b. Planning of additional shunt reactors in south Maharashtra – shunt reactors

    are planned under phase- II by MSETCL. Proposed 125MVAR Bus reactors

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the Second quarter

    (July 2016 to September 2016) for the year 2016-17.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    Status of physical & cyber security in Power Sector for the Second quarter (July 2016

    to September 2016) for the year 2016-17 have not been received from some of the

    constituents.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.3: IMPELMENTTION OF NEW ENVIRONMENTAL NORMS ISSUEDBY MINISTRY OF ENVOIRONMENT FOREST & CLIMATE

    CHANGE (MOEF&CC)Chief Engineer( TPE&CC), CEA, New Delhi forwarded the letter no. CEA /Th. /

    TPE&CC)/ENV/55/2015/283-291 dated 28.10.2016 along with the phasing plan for

    implementation of New Environmental Norms issued by Ministry of MOEF&CC

    ( Copy enclosed as ANNEXURE 8.3)

    In view of the above, all the Generators of WR are requested to implement the

    guidelines/decisions issued under the above stated Environmental Norms.Sub-Committee may like to discuss.

    ITEM NO. 8.4 RATIFICATION OF PROJECTED DEMAND AND GENERATION ATRPC FORUM FOR Q4- JANUARY 17 – MARCH 2017.

    Chief Manager, WRLDC submitted the data received from NLDC for Quarter 4-

    January – 17 to March-17 for ratification of Demand & generation data for POC

    computation.

    The same is enclosed at Annexure 8.4 for ratification.The Sub-committee may like to discuss & ratify the Demand & Generationdata.

    ITEM NO. 9: WRLDC ITEMS

    1) COMPLIANCE TO IEGC 5.2 (F) TO (I) BY GENERATING STATIONS IN WR

    IEGC regulation 5.2 (f) to (i) mandates that “all thermal generating units of 200 MW

    and above and all hydro units of 10 MW and above, which are synchronized with the

    grid, irrespective of their ownership, shall have their governors in operation at all

    times”

    It also mandates that “Facilities available with/in load limiters, Automatic Turbine

    Run-up System (ATRS), Turbine supervisory control, coordinated control system,

    etc., shall not be used to suppress the normal governor action in any manner and no

    dead bands and/or time delays shall be deliberately introduced”

    IEGC regulation 5.2 (h) states that “All thermal generating units of 200 MW and

    above and all hydro units of 10 MW and above operating at or up to 100% of their

    Maximum Continuous Rating (MCR) shall normally be capable of (and shall not in

    any way be prevented from) instantaneously picking up to 105% and 110% of their

    MCR , respectively, when frequency falls suddenly. After an increase in generation

    as above, a generating unit may ramp back to the original level at a rate of about one

    percent (1%) per minute, in case continued operation at the increased level is not

    sustainable. Any generating unit not complying with the above requirements, shall be

    kept in operation (synchronized with the Regional grid) only after obtaining the

    permission of RLDC”

    Compliance to above provisions of the IEGC is being monitored with the help of

    SCADA data available at WRLDC and validated with the help of higher resolution

    data furnished by the Generating Stations. Vide WRLDC email dated 21.10.2016

    sent at 13:27 hrs. all Regional Entities were requested to forward the Frequency

    Response Characteristics of their Station during the Grid event involving loss of 1200

    MW generation in Lalitpur TPS at 15:39 hrs causing frequency dip of 0.13 Hz.

    Till 05th November 2016, data was received from all Regional Entity Generating

    Stations except MB Power (2x660 MW), KWPCL (1x600 MW)and NSPCL (2x250

    MW).

    The response observed from NTPC Stations is given in table-1 while the response

    observed in WR-IPPs thermal stations is shown in table-2 in decreasing order of %

    Inferences for the FRC analysis for Grid Event on 19.10.2016 are as under:

    a. The frequency response from NTPC- Mouda, Sipat-II and Korba-III is more than

    80 % of the ideal response.

    b. The response from Dhariwalis 53%

    c. The response from NTPC- KSTPS-I & II, VSTPS-III & IV, Lanco and Sasan is in

    the range of 20-30 %.

    d. The response from NTPC -VSTPS-I, VSTPS-V and Sipat-I is below 10 %.

    e. Response from CGPL-Mundra, BALCO, MCPL, JPL Stage-I & II, JaypeeNigrie is

    positive but below 5% of ideal.

    f. Few stations line APML Tirora picked up generation but it was instantaneously

    dropped instead of ramping down at the stipulated rate of 1% per minute.

    g. The response from VSTPS-II is negative.h. No response is observed from GMR-Warora, DB Power, TRN Energy, Essar

    Mahan, KSK Mahanadi and CHPH units of SSP-Hydro.i. Response of GMR-Raipur could not be analysed as the generation was Nil

    at the time of the event.j. Response of MB Power, KWPCL and NSPCL could not be analyzed as no

    data was submitted by the station till 05.11.2016.k. Overall against the ideal aggregate response of 467 MW expected from NTPC

    stations, the actual observed response was 128 MW which is 27 % of ideal.

    l. Overall against the ideal aggregate response of 795 MW expected from IPP

    station, the actual observed response was only 72.5 MW which amounts to less

    than 10 % of ideal.

    m. Overall against the ideal aggregate response of 423 MW expected from APL-

    Mundra (Gujarat) the actual observed response was only 45 MW which is only 11

    % of the ideal.

    n. Overall against the ideal aggregate response of 184 MW expected from APML

    Tirora (Maharashtra) the actual observed response was only 15 MW which is 8 %

    of ideal

    o. Primary response from generating stations is mandated for frequency stability.

    Letter from ED, NLDC and GM-WRLDC is attached.

    OCC members may deliberate on the following issues:

    i. Non-submission of data by MB Power, KWPCL and NSPCL

    ii. Nil response by GMR-Warora, DB Power, TRN Energy, Essar Mahan, KSK

    Mahanadi and CHPH

    iii. Below 10 % response by NTPC - VSTPS-I, VSTPS-V and Sipat-I.

    iv. All stations to review the load limiter setting so that the unit is not inhibited

    from picking up load upto 105% of MCR. The droop setting of stations also

    needs to be in the range of 3 to 6 %.

    v. Response from NTPC Mouda has been consistently very good. NTPC

    Moudamay be requested share the experience of successful implementation

    of the RGMO/FGMO logic, droop setting for the benefit of other stations.

    Letter from NLDC & WRLDC is attached at Annexure – 9.1(A) & 9.1(B).

    2) COMPLIANCE TO DSM REGULATIONS BY REGIONAL ENTITY CONTROLAREAS IN WR

    IEGC Regulation 6.4.6 states that “…The Regional entities shall regulate theirgeneration and/or consumers’ load so as to maintain their actual drawal fromthe regional grid close to the above schedule . Maximum inadvertent deviationallowed during a time block shall not exceed the limits specified in theDeviation Settlement Mechanism Regulations clause no.7.As per DSMRegulation clause no.7(10) for computation of Zero crossing violation for regional

    entities(Buyer or Seller) , which states that

    "In the event of sustained deviation from schedule in one direction (positive ornegative) by any regional entity, such regional entity (buyer or seller) shallhave to make sign of their deviation from schedule changed, at least once,after every 12 time blocks. “

    WRLDC is preparing non-compliance reports based on SEM data for all regional

    entities of Western Region on Monthly basis and submitting the reports to the CERC

    regularly. Monthly reports has been uploaded on WRLDC web sites with the

    intimation to WRPC and all regional entities of WR.Following is the summary of

    percentage of non compliance for constituents for crossing of volume limits i.e

    deviation in excess of 12% schedule or 150 MW whichever is lower except

    renewable rich states(200/250 MW) from April,2016 to Sept,2016 .

    It has been observed that, violation of Chhattisgarh and ESIL is more than 45% foralmost all the months from April’16 to Sept’16. There is large variation in drawal

    observed in case of ESIL everyday in spite of so many times communications to

    ESIL to regulate their internal generaton as per their load instead of relying on the

    grid.

    ZERO CROSSING VIOLATION

    As per DSM regulation, every Regional entity shall ensure reversal of sign ofdeviation from schedule at least once after every twelve blocks. Accordingly,Maximum possible violation in a month is 240 considering 8 per day in total 96 time

    blocks.Percentage of non-compliance for zero crossing violation for all constituents

    from April’16 to Sept’16 is tabulated as below. Maximum percentage of non

    compliance of more than 50 % was observed for Goa , DD and DNH for almost all

    the month from April’16 to Sept’16.

    Generators

    It has been observed that, BALCO, Essar Mahan and KWPCL are continuously

    under injecting into the grid every month. Some Generators like DGEN, RKM and

    Jhabua power are continuously drawing power from the grid for full month in the

    range of 1 MW to 5 MW against no schedule and even KWPCL was drawing morethan 5MW to the maxof 15 MW for some days in the month of July and August

    against no schedule. So for zero crossing violation for these generators is 100 %.Regulation 8(6) of Connectivity Regulations provides as under:

    "The grant of connectivity shall not entitle an applicant to interchange any power with

    the grid unless it obtains long-term access, medium-term open access or short-term

    open access."

    Exception to the above is allowed only for drawal of start-up power or injection of

    infirm power during commissioning.

    Thus continuous drawal of power by generators after COD is completely violation of

    relevant provision of DSM regulations.DGEN, RKM and Jhabua to avail STOA to

    meet their auxiliary power requirement.

    3) TTC/ATC COMPUTATION FOR STATE CONTROL AREAS.

    It was decided in the 481st OCC meeting held on 11th Mar’16 and 31st WRPC/TCC

    meeting held on 30th and 31st Mar’16 that monthly TTC / ATC will be uploaded by the

    SLDCs at their respective websites and also communicated to concerned RLDC &

    NLDC. A joint study session for assessment of transfer capability of state control

    areas was conducted on 18.04.16 at WRLDC, Mumbai. Representatives from

    system study group of SLDC, MP, SLDC and STU of Gujarat and SLDC and STU of

    Maharashtra have participated in the studies which focused on network updation and

    transfer capability computation for each state. SLDC, MP has started declaring

    Import transfer capability in their website. WRLDC has computed TTC for

    Maharashtra and Gujarat with the data given by them and the results were sent for

    verification.

    The matter was discussed in 487th OCC held on 16.09.16 at Ahmedabad and the

    following points were agreed by constituents.

    “SLDC, Gujarat and SLDC, MSETCL informed that they had carried out the system

    studies on their own and found that the results were matching with the TTC figures

    assessed by WRLDC. “ Further “It was decided that:

    In line with the recommendation of the NPC, the SLDCs would

    regularly carry out the studies on their own to identify the constraints.

    the pockets within the State Grid would be identified by SLDCs where

    security constrained merit order dispatch could help in relieving

    congestion and enhancing the import capability of the State.

    the feedback of the studies along with the suggested short term and

    long term measures to relieve the constraints would be sent by SLDCs

    to respective STUs.”

    SLDC, MSETCL and GETCO are requested to update the status and to declare the

    final TTC/ATC for their control area in SLDC website in compliance withClause 4.1 of

    the Detailed procedure for relieving congestion in real time operation approved by

    the Central Electricity Regulatory Commission.

    SLDC, MPPTCL is declaring import TTC for the current month in their web site.

    However it is requested to declare TTC/ATC three months in advance for

    consideration of margin for approving STOA transactions and to upload in NLDC

    website for information to market players.

    4) PARALLEL OPERATION OF 220KV KOLHAPUR-CHIKODI

    NLDC vide letter dated 15.09.16 (copy enclosed at Annexure 9.4) had advised for

    parallel operation of 220KV inter regional lines viz., Kolhapur-Chikodi, Talandage-

    Chikodi,Ambewadi-Ponda and Ambewadi-Xeldam lines on NEW Grid-SR corridor. It

    was mentioned that the parallel operation of all these lines along with other inter-

    regional lines on NEW-SR corridor would increase the reliability of power supply to

    Goa and Kolhapur areas, improves voltage profile, enhances the transfer capability

    towards SR marginally and helps in reducing the small signal oscillations on 765 kV

    Sholapur - Raichur lines due to any tripping in SR etc.

    Hon’ble Commission, in its order dated 28.01.2016 has approved the transmission

    charges of 220KV Kolhapur-Chikodi, 220KV Talandage-Chikodi, 220 kV Ambewadi-

    Ponda and 220 kV Ambewadi-Xeldam lines and the same is being included in PoC

    charges calculations since Q2 of 2016 - 17.

    ln view of the above, SLDC,Maharashtra and SLDC, Goa are requested to take

    necessary action to operate these lines i.e,220 kV Chikodi - Talangade and 220 kV

    Chikodi - Mudshingi D/C, 220 kV Ambewadi - Panda and 220 kV Ambewadi -

    Xeldam lines in closed loop mode at the earliest so that these transmission assets

    are effectively utilized.

    5) VOLTAGE PROFILE DURING PERIODS OF HUGE DEMAND DROP:

    During Diwali season the demand drop of about 8000MW was observed in Western

    Region compared to a normal working day. In particular the demand drop in Gujarat

    had been by about 3500MW and reduction of load in Maharashtra had been by

    about 3500MW. Further, due to drop in demand at DD and DNH also, the voltages in

    South Gujarat had been very high despite nearby generating units Kawas,Gandhar

    and Tarapur absorbing VARs.The voltages in Western Maharashtra and Goa also

    remained high.

    The Sugen unit had been generating VARs . Two 400kV lines tripped at Navsari in

    the early hours of 31-10-2016 and could be taken into service on 02-11-2016 only.

    The voltages, in general, remain low at Vapi, Kala, Magarwada during normal

    working days. Howeverdue to the reduction of Industrial loads and agricultural loads

    during Diwali even these stations experienced high voltage.

    The flow of reactive power flow was observed to be from 220kV to 400kV network at

    many ICTs in Gujarat and Maharashtra.Hence it is important to include voltage

    control also in the contingency plan of Load drop periods.The exact source of MVAR

    at lower kV levels to be identified and necessary measures to be implemented to

    stop reactive power flow from lower kV levels to higher kV level. The next lowest

    demand day will fall on 14th January, 2017(Kite festival). The concerned utilities are

    requested to study the anticipated demand and accordingly a contingency plan to

    take care of both active power and reactive power balance may be prepared.

    6) HIGH VOLTAGES IN MAHARASHTRA VS REACTIVE ENERGY CHARGESPAID

    In the 34th Standing Committee meeting of Western Region held on 9th May 2012 at

    NRPC,New Delhi, the Reactive requirement of Western Region was assessed and

    17 bus reactors were approved in various states. In Maharashtra, 125MVAR bus

    reactors were approved at Nanded,Sholapur,Kolhapur and Akola sub stations. In

    addition to the above, MSETCL assessed their reactor requirement in their system

    through separate studies and informed that they have planned 18Nos of 125MVAR

    bus reactors at various high voltage nodes in Maharashtra.

    The issue of very high voltages observed in South Maharashtra was discussed in

    485th and 486th OCCM and MSETCL informed that re-tendering is being done for

    installation of bus reactors at Nanded,Sholapur,Kolhapur and Akola sub stations.

    The reactors were scheduled to be commissioned in March 2015 but are delayed

    indefinitely.

    An analysis of the reactive energy charges payable by MSETCL for Reactive Power

    interchange at ISTS points in Maharashtra during the period June-Sept 16 was done.

    It is observed from the above analysis that in 2016-17 Monsoon period itself ,

    Maharashtra has paid around Rs 8 crores to the REC pool account in lieu of MVAR

    injection at High voltages. Similarly around 3-5 crores were paid in 14-15 and 15-16

    also. Considering a cost of around Rs 9 crores for 125MVAR Bus reactor , early

    commissioning of bus reactor would have been beneficial commercially and

    technically.

    7) OPERATION OF HYDRO UNITS IN PUMPED STORAGE MODE

    It was informed by NCA in the 487th OCC meeting the RBPH units are likely to be

    available for operation in pumped storage mode in the next year. Sh M.A.KP. Singh,

    Chief Engineer, CEA may be invited to give a presentation on the envisaged

    operation of PSP.

    In the OCC-488, it was decided that a team of representatives from SLDC Jabalpur,

    SLDC-Gotri, SLDC-Kalwa, GSECL, NCA, WRLDC and WRPC would visit Ghatghar

    PSP of Maharashtra on 18.11.2016. SLDC Kalwa may also confirm the visit

    programme.

    As mandated by IEGC 5.8 (b), the Black start capable units need to conduct mock

    black start exercises once in every 6 months. Western Region has 29 generatingstations with black start capability. Till date only 13 Black start Stations have
