INCENTIVIZING DIGITAL PAYMENTS-DIGI DHAN MELAS

Government of India in order to promote digital payments and to encourage consumers, merchants to increasingly shift to digital payment modes i.e UPI, e-wallet, Aadhaar Enabled Payment System, Cards & POS etc. has launched scheme to reward consumers and merchants, who are using/have used digital transaction modes after 8th

November, 2016 which has been framed by Niti Aayog. The scheme drafted by Niti Aayog is operational with the first draw of winners held on 25.12.2016, leading upto 14th April, 2017. Niti Aayog has the overall responsibility for carrying out promotional activities for the scheme, oversight of the scheme and coordination amongst various

agencies that are responsible for execution of the scheme. Banks have to make arrangement for the following activities:

Opening of Bank accounts. Seeding of Aadhaar and Mobile Number in the account. Merchant registration for acquisition of POS. Distribution of Prepaid cards, debit cards. Assistance in downloading and usage of various digital payments

apps etc.

For Digital India, ‘Go Cashless Go Digital’ is the basic principal.8 Such camps at Narnaul (23.12.16), Gurgaon (26.12.16), Nuh (18.01.17), Sonepat (31.01.17) and Ambala (31.01.17), Panchkula (18.02.17), Faridabad (28.02.2017) and Karnal (09.03.2017) have already been held in the State of Haryana.Member banks are requested to continue above activities in a mission mode on continuous basis for achieving the Digital India and making cashless society drive of Govt. of India a grand success.

AGENDA ITEM NO. 3.1

DIGITAL SAKSHARTA ABHIYAN (DISHA)-CASHLESS SOCIETY DRIVE OF GOVT. OF INDIA

Ministry of Electronics & Information Technology, Govt. of India vide their communication dated 1st December,2016 has informed that CSC e-Governance Services Ltd. (CSC SPV) is launching a programme to mobilize and enable digital payment options across 2.5 lakh gram panchayats, targeting 30 interested merchants and 100 citizens in each Gram Panchayats. Each merchant will be given a two hour structured course, and his/her bank account will be seeded with Aadhaar and mobile number.

CSC Village Level Entrepreneurs (VLEs) will contact merchants potentially desirous of shifting to digital finance, train them and where feasible, help them source devices. CSC Village Level Entrepreneurs will also demonstrate the possibilities of enabling Aadhaar Enabled Payment System (AEPS).

Member Banks/LDMs are requested to take all steps and extend full cooperation to the representative of CSC/their DMs for successful holding of camps for shift to cashless society.

AGENDA ITEM NO. 3.2

SUPPORT FROM FINANCIAL INCLUSION FUND (FIF)-DEPLOYMENT OF POS TERMINALS IN TIER 5 & 6 CENTRES

NABARD, Central Office, Mumbai vide their Circular No.283/DFIBT-39/2016 dated 6th Dec.,2016 addressed to CMDs/Chairman/CEOs of Scheduled Commercial Banks, State Cooperating Banks and District Central Cooperative Banks had informed that there is a thrust on digital transactions and a need to provide an impetus to cashless transactions amongst the farming community also. As such, there is a need to increase the digital payments and acceptance infrastructure in rural areas. The deployment of Point of Sale Machines (PoS) Terminals will ensure cashless transactions and allow the customers to withdraw small amounts of cash in rural areas and especially in Tier 5 & 6 centres, covering population less than 10000.

Further, It has been decided by NABARD to extend financial support of maximum Rs.6000/- (Rs. Six Thousand only) from Financial Inclusion Fund (FIF) for deployment of PoS Terminals in one lakh villages in Tier 5-6 Centres, subject to a cap of two PoS devices per village.

During the deliberations of Ist meeting (2017-18) of Steering Committee to SLBC Haryana held on 02.05.2017, representative of NABARD informed that NABARD has sanctioned financial support for 6099 POS machines amounting to Rs.3.66 crore as per the details given below:-

Controlling heads of banks are requested to ensure that the POS Machines are installed in the villages and financial assistance is claimed from NABARD accordingly. They are also requested to ensure submission of the progress made in this area to SLBC Haryana Secretariat for review in the forthcoming meetings.The house may discuss.AGENDA ITEM NO. 4.1

LAUNCHING OF BHIM APP FOR ON LINE PAYMENTS

In order to steer India towards a digital economy, Hon’ble Prime Minister has launched a new e-wallet app, BHIM, named after founding father of Indian Constitution, Dr B.R. Ambedkar, to make it easier to transact online. The Aadhaar-based mobile payment application will allow people to make digital payments directly from their bank accounts.

In the recently held video conference with banks which was Chaired by Secretary (FS), the following issues are raised by NPCI:-

BHIM had been adopted by all banks except the Associate Banks of SBI (now SBI).

Sponsor banks have been asked to ensure that RRBs too are on-boarded as they cater to the rural population and BHIM includes USSD 2.0 which is of particular relevance in rural areas.

The representatives of SBI and SHGB are requested to apprise the house about the latest development in this regard.AGENDA ITEM NO. 4.2

BHIM-CASHBACK SCHEME FOR MERCHANTS & BHIM-REFERAL BONUS SCHEME FOR INDIVIDUALS-SUPPORT FROM FINANCIAL INCLUSION FUND

addressed to the Chairman & Managing Directors of Scheduled Commercial Bank and Regional Rural Banks have informed that the Government of India seeks to encourage citizens to move towards digital economy by incentivizing the individuals and merchants.

01. To popularize BHIM App for digital transactions, GOI has launched two schemes namely (i) BHIM-Cash Back Scheme for Merchants (to be referred as BHIM Cashback) and BHIM-Referral Bonus Scheme for Individuals (to be referred as BHIM Referral).

02. The schemes were launched on 14th April, 2017 and incentives are available for six months. Details of the two schemes are annexed as Annexure No.1 (P 123-131).03. Fund under the scheme will be provided by NABARD from Financial Inclusion Fund (FIF).04. Axis Bank will operate as the banker for NABARD for implementing the scheme.05. Axis Bank would be authorized to release the fund to respective banks, based on information received from NPCI, on a daily basis in case of BHIM referral and monthly basis in case of BHIM Cashback.06. For Referral Bonus Scheme for Individuals, the fund will be released on a daily basis.07. For Cashback Scheme for Merchants, the funds will be released on monthly basis as envisaged in the scheme.

IMPLEMENTATION OF PRADHAN MANTRI JAN-DHAN YOJANA (PMJDY)

5.1 STATUS OF OPENING OF ACCOUNTS UNDER PMJDY

Banks have opened 60,10,106 accounts up to 31.03.2017 under PMJDY since its launching on 28.08.2014. Controlling heads of banks are requested to advise their field staff to continue opening more and more accounts under PMJDY and ensure that no person in the State of Haryana remains unbanked. Banks should also encourage opening of accounts of children/students.Detail of Accounts opened under PMJDY upto 31.03.2017 is as under:-

5.1 (i)-PMJDY-OPENING OF ACCOUNTS-CONVERSION OF SMALL ACCOUNTS TO BASIC SAVING BANK DEPOSIT ACCOUNTS (BSBDA)

The Director, FI, DFS, MOF, GOI, New Delhi vide their office letter dated 30th Sept., 2016 informed that various Ministries/Departments of Government of India and some State Governments are facing problems in transfer of benefits in certain schemes due to restrictions imposed (restrictions on withdrawl of amount more than Rs.10000/-, balance in the accounts not to exceed Rs.50000/- at any point of time, credit transactions limit not to be more than Rs.1 lakh in one year) in the Small accounts.As per RBI guidelines, these small accounts would be valid normally for a period of twelve months. Thereafter, such accounts would be allowed to continue for a further period of twelve more months, if the account holder provides a document showing that she/he has applied for any of the officially valid document within twelve months of opening of the small account.In view of the above, it has been requested to complete KYC of Small Accounts at the earliest so that customers are not put to hardship due to restrictions imposed under “Small Account”.The house may discuss.

As per the data received from banks it has been observed that out of 52,73,427 Rupay Cards issued upto 31.03.2017, 44,70,928 cards have been activated which is 84.8% of the total Rupay Cards issued. DFS, MOF, GOI, New Delhi vide communication dated 26.11.2015 informed that NPCI has extended 45 days usage condition (minimum one usage in 45 days) to 90 days (minimum one usage in 90 days) for RuPay Classic cardholders with effect from 25th Nov 2015. It may be noted that 45 days usage condition will remain unchanged for RuPay Platinum Cardholders.

From April 2016 onwards any customer induced transaction done by the account holder at the bank branch within the stipulated period of 90 days will also be eligible for claiming the Rupay card linked insurance benefit.

AADHAAR SEEDING AND MOBILE NUMBER SEEDING IN OPERATIVE SAVING FUND ACCOUNTS

Govt. of India had advised to complete Aadhaar seeding and mobile number seeding in all Saving Bank accounts by 30.04.2017. AADHAAR SEEDING IN OPERATIVE SAVING BANK ACCOUNTS

As per the data received from banks it has been observed that out of 2,70,35,222 operative Saving Fund Accounts, Aadhaar number has been seeded in 1,91,70,888 accounts (71%) and 78,64,334 accounts are yet to be seeded with aadhaar number of the accountholders.

In order to make public more aware about the benefits of insurance under Rupay Cards issued in PMJDY, PMSBY, PMJJBY, it is suggested that in addition to the services of bank mitras and FLC Counselors for creating awareness amongst the masses for lodgement of claims, the local leaders, Sarpanches and officials of the Department of Registrar of Births and Deaths, be involved for the awareness programme.

AGENDA ITEM NO. 5.7(i)

FEASIBILITY OF CLEANSING OF DUPLICATE/MULTIPLE ACCOUNTS OPENED UNDER PMJDY

The issue of examining the feasibility of cleansing of duplicate/multiple accounts opened within same bank and interbank was discussed in the 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017 in which the Associate Vice President of National Payment Corporation of India (NPCI) also participated. The house deliberated that though presently Aadhaar seeding is 77% as at 31.12.2016, however, due to opening of multiple PMJDY accounts by the depositors in different banks the further percentage in Aadhaar seeding is not increasing. In case Aadhaar seeding of depositors of multiple PMJDY in different banks is taken into account it may be more than 90%. The matter for cleansing of Duplicate/multiple accounts opened under PMJDY was also discussed in 137th Meeting of SLBC and as decided in the meeting representative of National Payment Corporation (NPCI), Sh. Sanjoy Kumar Mukherjee, AVP was requested to attend 4th meeting of Steering Committee to guide the bankers about ways to increase Aadhaar seeding and to tackle issue of seeding adhaar in multiple accounts.

Sh. Mukherjee apprised that for mapping of Aadhaar seeding with NPCI there are two steps i.e. seeding of Aadhaar number in CBS system of the bank and linking of Aadhaar seeded account with NPCI. In NPCI mapping, Aadhaar number, Name of the bank and when it was seeded at last is taken into account. In case of fresh seeding of same Aadhaar number in another bank account, it overrides the previous Aadhaar seeded account of same depositor; however, this will not be overridden in case of PMJDY Overdraft account.

After the 139th meeting of SLBC Haryana held on 15.02.2017, representative of NPCI also briefed the SLBC member banks and LDMs about the Standard Operating Procedure for seeding of Aadhaar in CBS and its mapping with NPCI.

MICRO ATMs

Upto 31.03.2017, banks have provided 2280 Micro ATMs to their BCAs. Convener bank has also provided 497 Micro ATMs to its BCAs. This will enable the account holders to swipe their ATM Cards at BCA locations and they will not have to go to the far flung areas for swiping the ATM cards. Besides, 6374 ATMs installed by all the banks in the state of Haryana are also taking care of swiping of cards.Bank wise/District wise status of providing of Micro ATMs is given on Annexure No. 3.1 & 3.2 (P 136-137).The house may review.

DEPLOYMENT AND WORKING OF BCAs

In Haryana at all 3244 SSAs (Sub Service Area), the banking service is being provided either by the branches or by BCAs. Out of 3244 SSAs, 1247 SSAs are covered by branches and 1997 by BCAs. In the State of Haryana 2259 BCAs have been appointed against the requirement of 1997 BCAs. Indian Bank and Punjab & Sind Bank have to appoint 1 BCA each in addition to their existing BCA network. The concerned banks are again requested to appoint the BCA without any further delay.

Governance Services India Ltd.During the deliberations on the issue of engaging Village Level Entrepreneur (VLE) as BCAs/Bank Mitras in the State of Haryana, it was deliberated that Ministry of Finance, Govt. of India had made policy to appoint one bank mitra on the basis of minimum 1000-1500 households as per the geographical locations of the area in order to make the work of Bank Mitra viable. The Govt. also had the objective that the unemployed youth/people living in rural areas will get the meaningful employment to work as a BCA. Accordingly, Sub-Service Areas (SSAs) were carved out by the LDMs consisting of 1-3 villages based on the available population in these villages. After the launch of PMJDY on 28.08.2014, the State of Haryana obtained saturation on 22.12.2014 by opening minimum one account of each household and after covering all unbanked people. At the time of saturation about 31.58 lakh accounts of remaining unbanked persons were opened under PMJDY in the State thus covering 48.58 lakh households of the State. About 20%of the total accounts were opened in the branches and remaining accounts were opened by the BCAs by approaching the unbanked people at their doorstep in far-flung/rural areas. During the period of about 2 and half years, the banks/SLBC have organized many training camps for nurturing of Bank Mitras and for equipping them with the technology. BCAs have also put in hard work day in and day out in covering all the unbanked population and the process is still continuing. During the course of time, the BCAs have earned goodwill and reliability with the people living in the allocated SSAs. Today, many BCAs are earning the income from commission varying from Rs.10000-

Rs.20000/-on monthly basis and they have made their job viable after putting in vigorous efforts. Now, if VLEs are engaged as BCAs in the same area the income of the BCAs will be hampered, this will also dampen the spirit of providing banking services at the doorstep of rural masses and may derail the existing established process. Further, the existing viable BCAs may become as non viable. Moreover, in the State of Haryana the system of extending the banking services through Bank Mitras has been almost streamlined as 2229 BCAs have been deployed by various banks. The State of Haryana could accomplish the task of opening of more than 24 lakh accounts their aadhaar seeding as well, of Social Justice Pension beneficiaries in the record time of 2 months only through the concerted efforts of BCAs and the pension is also being smoothly disbursed through this system.Keeping in view the above issues, in various meetings of SLBC Haryana Controlling heads of banks were requested to identify the inactive BCAs and replace them with the VLEs appointed by Govt. of Haryana. In this context, Punjab National Bank has identified 14 inactive BCAs and requested the ACS, Finance, Govt. of Haryana to advise the concerned department to suggest the CSC which is Corporate BC/the service provider for VLEs to Govt. of Haryana to contact Financial Inclusion Section of SLBC Haryana Secretariat to complete the formalities as per system and procedure of our bank.In the aforesaid meeting held on 5th April, 2017 it was apprised that as already discussed in earlier meetings the following technical issues may be faced by the banks:-

Banks are working through Corporate BC Model now in various areas. Who will monitor/control these VLEs if engaged as BCAs.

BCAs are provided Micro ATM at their own cost with monitoring/Control by Corporate BC.

One of the security/safety aspects is that through Micro ATMs BCA are provided access to the Data base of the banks with Real time transactions. Corporate BC have proper control/monitoring upon all BCA with proper MOU/Agreement at bank’s Corporate Level.

BCA provides banking services at the doorsteps of the masses, whereas as per prevailing practice the VLE will provide the banking services from the stationary/fixed location as he is also to deliver numerous of other services to the masses from the specified/fixed location.

Whether these VLEs will work exclusively for one bank or on the behalf of other banks too.

Many VLEs are also situated where banks have already branches where the bank cannot engage these VLEs as BCA.

That the viability of existing BCA will be affected if the VLE is engaged as an additional BCA in the same SSA.

The BCA network is operated by each bank through Corporate BC and Corporate BC of each bank is different.

It was opined that making all VLEs of Atal Sewa Kendra (ASKs) as BCAs would adversely affect the existing business of BCAs and thus may make it unviable. While concluding HARTRON & CSC e-Governance Services India Ltd. was advised to contact Corporate Offices of the banks for engagement of Atal Seva Kendras (ASKs)/VLEs in place of inactive BCAs of banks in the state of Haryana keeping in view the above technical points discussed in the meeting. SLBC was also advised to provide the list of inactive BCAs to CSC e-Governance Services India Ltd for their further necessary action.The house may discuss.

PRADHAN MANTRI SURAKSHA BIMA YOJANA (PMSBY), PRADHAN MANTRI JEEVAN JYOTI BIMA YOJANA (PMJJBY) AND ATAL PENSION YOJANA (APY)

Hon’ble Prime Minister launched 3 Social Security Schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan

Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY) from Kolkatta on 09.05.2015 to provide insurance benefit to the families of affected persons and for old age security.5.10 (i) Pradhan Mantri Suraksha Bima Yojana (PMSBY)-The scheme is a one year cover, renewable from year to year, Accidental Insurance Scheme offering insurance on accidental death and disability cover for disability on account of an accident. The scheme is being offered/administered through Public Sector General Insurance Companies (PSGICs) and other General Insurance Companies.All Saving bank account holders in the age group of 18-70 years can enroll themselves in participating banks on payment of an annual premium of Rs.12/- renewable on year to year basis.

Up to 31.03.2017, banks have enrolled 25,47,596 persons under the scheme and 25,15,388 (99%) records have been uploaded by banks.Persons Enrolled as on 31.12.2016 : 25, 05,062

5.10 (ii) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)-The scheme is being implemented through LIC of India/other insurance companies willing to offer product on similar terms with necessary approvals and tie ups with banks for this purpose. Under the scheme all saving bank holders with the age-group of 18-50 years can enroll themselves to avail benefits of the scheme on payment of annual premium of Rs.330/-. Under the scheme Rs. 2 lacs is payable on member’s death due to any reason. Details of the scheme are available on PMJDY website and with all banks. DFS, MOF, GOI vide their letter No. F.No.H-12011/2/2015-Ins.II dated 20.05.2016 have informed amendment in rules for implementation of PMJJBY. It has been decided by the competent authority to incorporate a lien clause in the rules of PMJJBY with effect from Ist September, 2016: whereby claims for deaths which occur during the first 45 days from the date of enrollment will not be paid. The risk cover will

commence only after the completion of 45 days from the date of enrollment into the scheme by the subscriber. However deaths due to accidents will be exempted from the Lien Clause. Accordingly, the revised consent cum enrolment form for PMJJBY with lien clause incorporated, effective from 01.06.2016. All banks and Insurance companies are requested to initiate necessary action in order to ensure availability of the revised form for enrolment under PMJJBY.Up to 31.03.2017, banks have enrolled 8,12,391 persons under the scheme and 7,53,761 (93%) applications have been uploaded by banks. Government of India launched this pension scheme namely Atal Pension Yojana (APY). The scheme is being administered by Pension Fund Regulatory and Development Authority (PFRDA) through NPS Architecture.Under APY, there is guaranteed minimum monthly pension for the subscribers ranging between Rs.1000/-to Rs.5000/- per month. The benefit of minimum pension will be guaranteed by Govt. of India.All bank account holders which are citizen of India and in the age-group of 18-40 years can join APY and avail benefits of the scheme on payment of subscription according to their entry age and required minimum monthly pension ranging between Rs.1000/-to Rs.5000/- per month.

Micro Units & Development Agency Ltd. (MUDRA) was launched by the Hon’ble Prime Minister of India on 8th April, 2015 as a new financial entity for developing and refinancing last mile financial intermediaries like banks, NBFCs and MFIs etc. who are in the business of lending to smaller of the micro enterprises in manufacturing, trading and service sector. On the same day Pradhan Mantri Mudra Yojana was launched to “fund the unfunded” by bringing such enterprises to the formal financial system and extending affordable credit to them.It is felt that there is a need to give a special boost to bank finance to this segment on a mission mode, considering enormous task in reaching to the large number of such units, currently excluded from the formal credit.This segment mainly consisted of non-farm enterprises in manufacturing, trading and services whose credit needs are below Rs.10.00 lakh. The Ministry of Finance, Govt. of India has enlarged the scope of MUDRA and “Activities allied to Agriculture (upto Rs.10.00 lakh) ”(excluding crop loans, land improvement such as canals, irrigation , wells) and services supporting these, which promote livelihood or are income generating shall be eligible for coverage under PMMY w.e.f. 2016-17.Activities allied to agriculture include pisciculture, beekeeping, poultry, livestock rearing, grading, sorting, aggregation agro industries, diary, fishery, Agri-Clinics and Agribusiness Centres, Food & Agro Processing etc.Further, we have received a copy of D.O. No. 25-1 (15)/2016-17/AHD (Coord.) dated 19.01.2017 through the office of Director General, Animal Husbandry & Dairying, Haryana vide their letter dated 29th

March, 2017 with the request to ensure to provide the benefits of PMMY to farmers as per the guidelines issued by MOF, GOI, in this regard.SLBC Secretariat vide its letter dated 12th April, 2017 has requested the controlling heads of banks to advise their field functionaries in the State of Haryana to ensure compliance of the the instructions of MOF with regard to coverage of “Activities allied to Agriculture (upto Rs.10.00 lakh)”(excluding crop loans, land improvement such as canals, irrigation wells) and services supporting these, which promote

PROGRESS UNDER STAND-UP INDIA SCHEME UPTO THE PERIOD ENDED MARCH,2017

Stand-Up India Scheme has been launched by the Hon’ble Prime Minister on 5th April, 2016. The objective of the scheme is to facilitate bank loans between Rs.10 lakh and Rs. 100 lakh to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one women borrower per bank branch of all scheduled commercial banks for setting up a green field enterprise. This enterprise may be in manufacturing, service or trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Women Entrepreneur.An interactive portal (www.standupmitra.in) has also been launched by the Hon’ble Prime Minister which hosts information about various entities providing handholding support to the borrower. It has been advised to route the loan applications through the portal.Being  one  of  the  flagship  programmes  of  the Government of India, the progress  of  implementation  of  Stand-Up  India  scheme  is being closely monitored  by a National Level Steering Committee for Stand-Up India Scheme under  the Chairmanship of Hon’ble Minister of Finance and 5 Ministers from Union  Cabinet, 3 Members of Parliament, besides, CMDs of NABARD, SIDBI andChairman, DICCI as members of the Committee.

NABARD and SIDBI have been nominated as Nodal Agencies for implementing the Stand-Up India Scheme. NABARD has organized a one day seminar for sensitizing LDMs as well as their DDMs for smooth implementation of the scheme at the ground level.Since the launch of Stand-Up India Scheme (on 5th April 2016) upto period ended March, 2017, 1197 Beneficiaries have been sanctioned loans amounting to Rs. 237.89 Crore and disbursement amounting to Rs.195.86 crore has been made in 1163 cases. Out of which 339 cases

amounting to Rs. 67.45 Crore sanctioned and 331 cases amounting to Rs.56.82 Crores disbursed to SC/ST and 858 cases amounting to Rs.170.45 Crore sanctioned and 832 cases amounting to Rs.139.04 Crores disbursed to Women Beneficiaries in Haryana State.Out of 1197 cases sanctioned under the Scheme during the financial year 2016-17, PNB, Andhra Bank and Bank of India sanctioned maximum number of cases i.e. 359, 137 and 123 cases respectively.

Performance of remaining banks under the scheme was not satisfactory/zero. Point for Discussion: Controlling heads of all SLBC member banks are requested to advise their field functionaries to make strategy for improving the performance of their bank under the scheme during the FY 2017-18.

As per the advice of DFS, GOI, New Delhi, Govt. of Haryana has also constituted the State Level Implementation Committee (SLIC) headed by the Chief Secretary Haryana on Stand Up India Scheme vide notification dated 23rd Dec., 2016.

The objectives of the formation of the committee are as under:-i) To monitor progress and review implementation of Stand Up

India scheme.ii) To give suggestions to National Level Steering Committee/Core

Group to meet the objective of the scheme.iii) Any other role, as decided from time to time, for effective

implementation of “Stand Up India” Scheme.

Controlling heads of banks are requested to speed up their efforts to improve their performance of their bank under the scheme so that the targets allocated to their bank and State of Haryana are not only achieved but surpassed with a considerable margin.

PRADHAN MANTRI AWAS YOJANA (PMAY)-CREDIT LINKED SUBSIDY SCHEME (CLSS)

Pradhan Mantri Awas Yojana-Housing for all (Urban) Mission of the Ministry of Housing and Urban Poverty Alleviation was launched on 25th

June, 2015. The Mission will be implemented through four verticals inter alia includes affordable Housing through Credit Linked Subsidy Scheme (CLSS). CLSS is an important component of the Scheme.

HUDCO along with National Housing Bank (NHB) has been identified as Central Nodal Agency (CNA) to channelize this subsidy to Primary Lending Institutions (PLIs) for effective monitoring of the scheme.

The National Housing Bank had organized a meeting for officials of Housing Board Haryana and Banks on February 09, 2017 at Panchkula. Housing Board Haryana had substantial inventory which could be classified as eligible under the PMAY-CLSS. As per the information provided by Housing Board Haryana there are 6293 houses that have been allotted to beneficiaries and beneficiaries are in need of home finance while the number of houses that have been constructed and where allotment is in process stands at 6910.

Convener SLBC vide its letter dated 20th March, 2017 and 7th April, 2017 has requested controlling heads of all banks to contact the Secretary, Housing Board, Haryana for further details and also to upscale their efforts to improve the progress under the scheme in respect of their bank and the State of Haryana as well.

The progress report received from banks under the scheme upto the period ended March, 2017 reveals as under:-

- Only 66 cases amounting to Rs.319.41 lakh have been sanctioned during the year ended March, 2017, out of which 66 cases amounting to Rs.309.20 lakh have been disbursed.

- Out of these 36 cases amounting to Rs.216.61 lakh have been sanctioned to SC/ST beneficiaries and disbursement has been made in 36 cases amounting to Rs.208.61 lacs.

- 27 cases amounting to Rs.142.62 lakh have been sanctioned and disbursement amounting to Rs.134.48 lakh has been made to 24 women beneficiaries under the scheme.

Bankwise Progress is given on Annexure No.14 (P-154).

As the progress under the scheme was not picking up, the Government of India has decided to extend the scheme for Middle Income Group beneficiaries as well. It is expected that with this step of Govt. of India, the progress under the scheme may pick up drastically.

The issue of opening of FLCs at block level is being reviewed as a regular agenda item in the meetings of Steering Committee to SLBC Haryana and SLBC Haryana as well. Out of 125 blocks of Haryana, 125 FLCs are operative in 114 Blocks of the state and Financial Literacy

Centres in the remaining 11 blocks were yet to be opened as at March, 2017. SLBC Secretariat vide its communications dated 15th March, 2017 and 10th April, 2017 requested the controlling heads of the concerned banks (State Bank of India (5), Syndicate Bank (1) and Oriental Bank of Commerce (4)) to update the status of opening of FLCs in the remaining allocated blocks.Convener SLBC vide letter dated 18th March, 2017 has requested Regional Director, RBI, Chandigarh to advise the Corporate Office of Corporation Bank for opening FLC in the allocated block (Nissing, District Karnal i.e.Swapped with Syndicate Bank-Sohna District Gurgaon).Representative of Reserve Bank of India, Chandigarh may apprise the house in this regard.

PROVIDING SPACE/PREMISES FOR ESTABLISHING FLCs AT BLOCK LEVEL

As informed during the deliberations of 138th meeting of SLBC Haryana held on 15.11.2016 that instructions have been issued to all the Deputy Commissioners in the State of Haryana vide letter No. IF&CC/RO/2016/675-95 dated 11.11.2016 for providing one room in DC Office, Tehsil Office or BDO offices for FLC Counselors of the area for extending Financial Literacy to the Common masses.

Convener SLBC through minutes of 139th meeting of SLBC Haryana and its letters dated 20th March, 2017 has advised the LDMs to follow up with District Administration for providing space/room for establishing FLCs at Block level/for the FLCs which are being operated from the bank premises for smooth functioning of the FLC without any inconvenience to the visitors.

HSRLM has provided the list of offices (Annexure No.15 (P-155) from where the NRLM activities are being carried out. Controlling heads of banks, who’s FLC (s) is/are being operated from branch premises, are requested to advise their DCOs to coordinate with the concerned Lead District Manager for taking up the matter with District Administration for providing space at block level or at HSRLM premises so that all FLCs in the State could function from the independent premises smoothly.

SUPPORT UNDER FINANCIAL INCLUSION FUND (FIF) FOR PURCHASE OF HAND HELD PROJECTOR & PORTABLE SPEAKER TO FACILITATE FINANCIAL LITERACY EFFORTS BY FLCs & RURAL BRANCHES

DFIBT, NABARD, Mumbai vide their Circular No.DFIBT.H/6569-6061/DFIBT-23/2017-18/105/DFIBT-24/2017 dated 4th

May, 2017 have informed that it has been decided to extend grant assistance under FIF for purchase of hand held projector and portable speakers for the rural branches and FLCs of Commercial Banks, Regional Rural Banks and Cooperative Banks to be used for financial literacy activities. The modalities of the support are as under:-

a) Items for which support is available on a reimbursement basis under FIF are :-i) Purchase of hand held projectorii) Purchase of portable speaker

b) Extent of support under FIF is restricted to 50% of the cost incurred on purchase of hand held projector and portable speaker (both put together) subject to a maximum of Rs.5000/- per rural branch/FLC on a reimbursement basis.

c) Eligible Institutions- Commercial Banks, Regional Rural Banks and Cooperative Banks are eligible to avail support under the scheme on behalf of their rural branches and FLCs.

Other details of the scheme are given in the NABARD Circular dated 4th May, 2017 (Annexure No.17.2 (P 160-165). A copy of the same has already been sent to the controlling heads of banks vide SLBC e-mail dated 8th May, 2017.

As advised by Reserve Bank of India Central Office Mumbai vide their letter no.FIDD.CO.LBS.BC.NO.82/02.01.001/2015-16 dated 30.12.2015 received through RBI Chandigarh letter dated 21.01.2016 roadmap for opening of brick and mortar branches in 194 such identified villages (without having a bank branch of a scheduled commercial bank) with population above 5000 was prepared by SLBC.

SLBC has been regularly following up with the concerned banks to open brick and mortar branches in the allocated villages before March, 2017. A meeting to discuss the issue coming in the way of opening of brick and mortar branches was also convened by SLBC Secretariat. Minutes of the meeting were sent to the concerned banks for initiating immediate action to open the branches in the allocated villages by March, 2017 positively.Progress in this regard received from banks is as under:-S.No.

ISSUES OF UNIQUE IDENTIFICATION AUTHORITY OF INDIA (UIDAI)

Aadhaar Act

Aadhaar (targeted delivery of financial and other subsidies, Benefits and Services) Act, 2016 has been passed by the Parliament & notified in the Gazette of India vide notification dated 26th March, 2016 & Aadhaar (Enrolment and update) Regulation, 2016 has been notified vide notification dated 12th Sept., 2016.

As per section 7 of the Act, the Central Government or as the case may be, the State Govt. may for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from or the receipt there from forms part of, the Consolidate Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrolment.

As per section 5 of Chapter II of Aadhaar (Sharing of Information) Regulation, 2016 responsibility of any agency or entity other than requesting entity with respect to Aadhaar number:

(1) Any individual, agency or entity which collects Aadhaar number or any document containing the Aadhaar number, shall:

(a) collect, store and use the Aadhaar number for a lawful purpose; (b) inform the Aadhaar number holder the following details:—

i. the purpose for which the information is collected; ii. whether submission of Aadhaar number or proof of Aadhaar for such

purpose is mandatory or voluntary, and if mandatory, the legal provision mandating it;

iii. alternatives to submission of Aadhaar number or the document containing Aadhaar number, if any;

(c) obtain consent of the Aadhaar number holder to the collection, storage and use of his Aadhaar number for the specified purposes.

(2) Such individual, agency or entity shall not use the Aadhaar number for any purpose other than those specified to the Aadhaar number holder at the time of obtaining his consent.

(3) Such individual, agency or entity shall not share the Aadhaar number with any person without the consent of the Aadhaar number holder.

As per section 6 of Chapter II of Aadhaar (Sharing of Information) Regulation, 2016:

(1) The Aadhaar number of an individual shall not be published, displayed or posted publicly by any person or entity or agency.

(2) Any individual, entity or agency, which is in possession of Aadhaar number(s) of Aadhaar number holders, shall ensure security and confidentiality of the Aadhaar numbers and of any record or database containing the Aadhaar numbers.

(3) Without prejudice to sub-regulations (1) and (2), no entity shall make public any database or record containing the Aadhaar numbers of individuals, unless the Aadhaar numbers have been redacted or blacked out through appropriate means, both in print and electronic form.

(4) No entity, including a requesting entity, shall retain Aadhaar numbers or any document or database containing Aadhaar numbers for longer than is necessary for the purpose specified to the Aadhaar number holder at the time of obtaining consent.

Aadhaar Pay

Aadhaar Pay is merchant version of Aadhaar Enabled Payment System (AEPS). The Application works on a low cost android phone with single finger bio-metric device. It enables merchant to take cashless payment from his customers. All the banks are requested to take initiative on Aadhaar Pay for enabling more and more merchants to start cashless payments on the basis of Aadhaar number.

SWACHCHH VIDYALAYA CAMPAIGN

 Under the “SWACHCHH VIDYALAYA CAMPAIGN” launched by Govt. of India, the CSR activities like construction of Toilets for girl students, provision of Library & Sports Kit in Govt. Schools etc. in the adopted villages of banks are to be undertaken.As per reports received from banks, during the review period 178 toilets have been constructed in 168 schools of 161 villages of Haryana, besides other activities like opening of library cum reading rooms, providing sports kits etc. in the schools have also been undertaken by banks. Banks need to accelerate their efforts in this social area. The Controlling heads of banks are requested to ensure their active participation in this social movement/campaign. Under Priority Sector, the performance of the banking system is 58%, which is above the prescribed National goal of 40%.

Under Agriculture Sector, the achievement is 24%, which is

also above the National goal of 18%. Under Small & Marginal Farmers the achievement is 10%

against the target of 8%. Under Micro Enterprises the achievement is 10% as against

target of 7.5%.

Overall CD Ratio in respect of Commercial Banks, RRBs excluding Cooperative Banks as at March, 2017 is 66%. However, with cooperative banks it is 69%.

There is an increase of 1% in CD Ratio (from 69% to 70%) when the amount of RIDF i.e. Rs.4205 Crore is included in total credit of Financial System.

Upto the last quarter i.e. Sept., 2016 No district of Haryana was having CD Ratio below 40%.

However, due to demonetization, deposits of banks have increased whereas advances have not increased in the same proportion, resultantly the reduction in CD Ratio less than 40% in District Narnaul (39%) and Rewari (36%)respectively.CD Ratio of Financial System excluding Cooperative Banks in District Ambala (43%), Faridabad (57%), Gurgaon (54%), Mewat (45%), Sonepat (46%) and Yamuna Nagar (59%) is still below the stipulated level of 60%, which needs efforts of banks and LDMs for further improvement.

The District-wise CD Ratio has been given at Annexure No. 23 (P-184)Due to demonetization effect CD Ratio of banks has come down. After adding the figures of Rs.7192 Crore of investment made by banks in the State Govt. Bonds with total credit of Rs.197106 Crore (excluding Cooperative banks) the credit + investment to deposit ratio works out to 69%.

This indicates that besides credit deployment, large funds have also been invested by the banking system in State Government securities, which are ultimately utilized for the economic development of the State. NABARD has provided Districtwise Potential Linked Projections (PLP) for the financial year 2017-18 (Annexure No.25.1-25.2 (P 186-187). SLBC Secretariat had requested Lead District Managers to prepare District Credit Plan (DCP) for the year 2017-18 keeping in view the PLP of their districts. NABARD Regional Office, Haryana, Chandigarh vide their office letter dated 18th April, 2017 have informed that in the Union Budget, it has been announced by GoI that the ground level credit target for agriculture during 2017-18 will be at Rs. 10,00,000 crore which is 11% more than the target fixed for 2016-17.

 It has also been mentioned in the letter under reference that:

 (i)      Factors like region wise percentage share of Gross Cropped Area, Gross Irrigated Area and cropping intensity etc. and past trends have been taken into account.(ii)     As per the priority of GoI in order to reduce Regional Imbalances in disbursement of agriculture credit across the country, higher allocations as compared to previous are given in North East, Eastern and Central Regions.(iii)   Keeping in view GoI’s thrust on capital formation in agriculture for increasing production and productivity, a sub-target has been made for agriculture term loan at 32% of the total agriculture credit. SLBC may

share this concern with all the banks in the State and advise the LDMs for review of performance by all banks regularly in the DCC/BLBC forums.

(iv)  The allocations made are not the upper ceiling and banks must endeavor to achieve higher disbursements. In case the Annual Credit Plan (ACP) target is more than the target allocated now, the higher target may be retained for implementation and monitoring.

(v)     All efforts may be made by the banks to increase the coverage of small/marginal and new farmers.

It has been mentioned at point no.iv of NABARD letter dated 18th April, 2017, it has been mentioned that the allocations made are not the upper ceiling and banks must endeavor to achieve higher disbursements. In case the Annual Credit Plan (ACP) target is more than the target allocated now, the higher target may be retained for implementation and monitoring or to be revised as per the revised allocation for the State of Haryana.During the deliberations held in the Ist meeting of Steering Committee to SLBC Haryana held on 02.05.2017, it was resolved that keeping in view the Institution wise achievement of Agriculture Sector under Annual Credit Plan 2016-17 i.e. Rs.51877 crore against the target of Rs.69163 crore i.e. 75% of the target, the targets of Rs.60650 crore under Agriculture Sector for the financial year 2017-18 be allocated and targets under MSME & Other Priority Sector may be retained same as per the PLP. Bank-wise/District-wise Achievement vis-à-vis Targets under ACP during the year ended March, 2017 are given on Annexure No.27.1-27.6 (P 194-199). Observations:-

%age Achievement under Agriculture, MSME, Other Priority Sector and Total Priority Sector as at March 2017 against the Annual Targets is 75%,116%,63% and 81% respectively.

As against the Annual target of Priority Sector advances of Rs.103953 Crore, Banks have disbursed loans to the tune of Rs.84129 Crore up to March 2017. The achievement comes to 81%.

As against annual target of Rs.69163 Crore under agriculture & allied sector, Banks have disbursed loans amounting to Rs.51877 Crore. The achievement comes to 75%.

Banks have disbursed loans amounting to Rs.22341 Crore against the annual target of Rs.19181 Crore set for Micro, Small & Medium Enterprises (MSMEs) during the year ended March 2017. The achievement comes to 116%.

Banks have disbursed loans to the tune of Rs.9911 Crore under Other Priority Sector against the annual target of Rs.15609 Crore. The achievement comes to 63%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.6496 Crore under Priority Sector as against annual target of Rs.8679 Crore thus showing achievement of 75%. Whereas, the Cooperative Banks & others have disbursed loans amounting to Rs.11517 Crore against the annual target of Rs.14903 Crore. The achievement comes to 77%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.5961 Crore under this sector as against the annual target of Rs.7617 Crore, the achievement comes to 78%.

The Cooperative Banks have disbursed loans amounting to Rs.9791 Crore against the annual target of Rs.13546 Crore, thus achievement comes to 72%.

Micro, Small & Medium Enterprises/ Non-Farm Sector As against the annual target of Rs.17848 Crore under this sector,

Public & Private Sector Banks have disbursed loans amounting to Rs.21574 Crore. The achievement comes to 121%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.364 Crore under this sector as against the annual target of Rs.351 Crore; the achievement comes to 104%.

The Cooperative Banks & others have disbursed loans amounting to Rs.403 Crore against the annual target of Rs.981 Crore; the achievement works out to 41%.

Other Priority Sector As against the annual target of Rs.14523 Crore under this sector,

the Public & Private Sector Banks have disbursed loans amounting to Rs.8417 Crore. The achievement works out to 58%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.171 Crore under Other Priority Sector as against the annual target of Rs.710 Crore, thereby showing achievement of 24%.

The Cooperative Banks have disbursed loans amounting to Rs.1323 Crore against the annual target of Rs.376 Crore; the achievement works out to 351%. The House may review.

PROGRESS UNDER DEBT SWAP SCHEME DURING THE YEAR ENDED MARCH 2017 (2016-17)

With a view to bring the farmers out of the clutches of money lenders/ non institutional lending agencies, a target of 3% of agriculture disbursement has been fixed for banks under the scheme. The progress made by banks is being reviewed in each SLBC meeting.

The Bank wise position is available in Annexure No. 28.1 (P-200).It is observed that an amount of Rs.13276 Lac has been granted as loan under the scheme during the year ended March 2017, which is 9% of the allocated target. Upto the period ended March 2017 banks have reported adoption of only 156 villages (Bank of India-6,Canara Bank-3, Dena Bank-6, Indian Bank-8, IOB-18, OBC-21, PNB-57, SBI-12, Syndicate Bank-3, Union Bank of India-1 and Sarva Haryana Gramin Bank 21).The Bank wise position is available in Annexure No. 28.2 (P-201).The Controlling Heads of Banks are requested to advise their field functionaries to adopt one village in each district where they are having branch and lend liberally under the scheme to get the farmers out of clutches of money lenders. LDMs are requested to coordinate with banks and finalize Bank-wise adoption of villages.

SLBC Secretariat vide its letter dated 18th March, 2017 had requested Controlling Heads of banks to advise their branches to adopt villages in their service area so that the farmers could be got free from the clutches of money lenders. LDMs were also advised to allocated villages to the banks operating in their respective districts for the above said purpose. LDM Fatehabad and Rewari have allocated 139 and 31 villages of their district respectively to various banks operating in their respective

districts. Remaining LDMs are requested to allocate the villages to the banks in their respective districts to ensure that the farmers/villages are got free from the clutches of the money lenders.Controlling heads of banks are once again requested to initiate necessary steps in this regards through their branch network in rural Haryana.The house may deliberate.AGENDA ITEM NO.16

DOUBLING THE FARMER’S INCOME BY 2022

During the deliberations of 139th meeting of SLBC Haryana held on 15.02.2017, the ACS Finance advised SLBC Secretariat to organize a meeting of the Sub Group formed as per the discussions held in the 137th meeting of SLBC Haryana held on 12.08.2016.

Accordingly, a meeting of the Sub-Group on Doubling of Farmers’ Income by 2022 was organized by SLBC Secretariat on 02.05.2017 and the important points emerged in the meeting are as under:-

Reduce the cost of Cultivation by adopting proper time of Sowing/ Planting, Applying timely and optimum amount of Fertilizers, Herbicides etc.

In Haryana 65% to 70% Farmers are Small and Marginal Farmers and they hold approx 70% of the Agriculture Land. The main part of strategy of each stakeholder should be to increase the income of Small and Marginal Farmers.

Adopt Technologies like Laser Land Leveling, Zero Tillage, Minimum tillage, Direct Seeding of Rice (DSR), Deep ploughing in Summer Season etc.

Use of Poly house Techniques and growing off Season Vegetables.

By adopting Precision Farming Technique which helps in effective use of inputs, reduce environmental pollution, reduce cost of Cultivation etc.

Adopting Animal Husbandry, Fisheries and crop cluster development programme to promote aggregation of produce and organized marketing through Farmer Producers Organization (FPO).

Adopting irrigation methods Like Drip Irrigation, Sprinkler Irrigation etc.

Providing better marketing facilities and creation of e-platforms to the farmers because farmers can get remunerative prices of their produce if market sector is well organized.

Providing better Post harvest and storage Facilities to Farmers because if farmers can’t get remunerative price in the season they store their produce and sell in off season

Establishment of food processing units and promote value addition of Agriculture produce.

Periodical soil testing of the field by the farmer and add proper soil amendments base on the soil like saline, acidic and alkaline soils.

Approach to Integrated Nutrient Management (INM), Integrated Weed Management (IWM), Integrated Pest management (IPM) etc.

By adopting Integrated Farming System Approach like Agriculture-Animal Husbandry-Mushroom Production Agriculture- Animal Husbandry-Poultry-Mushroom production, Agriculture – beekeeping etc. Because in this system waste product of one enterprises becomes input for other enterprises hence input cost of farmers is reduced and income from other enterprises and include in the total income of the farmer.

Improving agricultural productivity in rain fed regions. Agri. Mall should be available in every town/district Headquarter,

so that farmers could sell the vegetables/fruits on higher rate. Only Farmers should be allowed to sell their produce in Apani

Mandis.ACTION: AGRICULTURE DEPARTMENT GOVT. OF

HARYANA/NABARD/ALL BANKSSuggestions for banking sector came forth in the meeting are given as under:-

Simplification of the agriculture loan application forms of banks; streamlining the process so as to facilitate easier processing of loan applications and speedier sanction of loan etc.

Since the scope of MUDRA has been enlarged as the activities allied to agriculture (upto Rs.10 lac), (excluding Crop loans, Land improvement such as Canal irrigation, wells etc.), include pisciculture, beekeeping, poultry, livestock rearing, grading, sorting, agro Industries, dairy, Agri-clinics and Agribusiness centres, Food & Agro-processing etc., Now the income of the farmers can be increased by promoting these activities by giving him the loans for these activities under MUDRA in addition to income earned by him from his usual job of agriculture.

For reducing the cost of production and producing crop by using the minimum cost, the farmers need to be guided on many technical issues of land reforms, soil conservation, quality etc. For this more & more Agri clinics should be financed by banks.

Demonstrative farms/field equipped with sprinkler, drip irrigation, solar pump set etc. exhibiting the use of compost fertilizer, growing of commercial crop, unseasonal vegetables, floriculture & horticulture should be developed by State Agriculture Department at each district level for encouraging the farmers to adopt the same type of Agri practice. Such demonstrative fields of progressive farmers should be more and more financed by the banks.

Banks should increase financing for construction of new cold storage/warehouses, Refrigerated Vans for carrying vegetable/fruits, flowers etc. to the markets.

AGENDA ITEM NO. 17.1

COMPUTERISATION OF LAND RECORDS IN HARYANA – INTERFACE WITH BANKING SYSTEM-CREATION/ RELEASE OF ON-LINE CHARGE ON LAND HOLDINGS

To discuss the possibility of providing a User ID and Password to banks for recording online charge against the agriculture loans provided by the banks to farmers, a meeting was convened on 05.04.2017 in which, ACS, Revenue & Disaster Management Department, Haryana, ACS Finance & Planning, Haryana, Convener SLBC, Under Secretary Revenue, Haryana also participated.

During the deliberations ACS Revenue, advised Mr. Surjit Singh, Technical Director looking for technical support of the portal to explore the possibility of providing User ID and Password and other issues/aspects as discussed for land record portal. The possibility, if any, shall be apprised to SLBC-Haryana by the Department.

The Representative from Department of Revenue/Land Records, Haryana may provide latest update on the issue to the house.The House may discuss.

AGENDA ITEM NO. 17.2

ISSUES OF REVENUE DEPARTMENT HARYANA

To discuss and resolve the pending SLBC issues with Revenue & Disaster Management Department, Haryana as per the advice of ACS Finance & Planning, Haryana a meeting was convened on 05.04.2017 in which, ACS, Revenue & Disaster Management Department, Haryana, ACS Finance & Planning, Haryana, Convener SLBC, Under Secretary Revenue, Haryana also participated.

1. SLBC Secretariat has been regularly following up with Revenue & Disaster Management Department Haryana (Communications dated 13.04.16, 12.05.16, 22.06.16, 19.07.2016, 23.08.16, 03.09.16 and SLBC meeting dated 15.11.16) for clarifying whether charge is to be created on the agriculture land against which financial assistance is to be provided by the banks, as per section 4 (1) of the HACOMP Act, 1973 and whether such creation of charge will be a valid charge under the act that means when borrower defaults in repayment of bank dues the bank can sell the related property as per the provision of the law as in the case of Registered Mortgage or by execution of registered mortgage deed as being done by banks as per prevailing practice.

But the necessary clarification has since not been provided by the Department so far resulting in further delay in conveying the same to the SLBC member banks operating in the State of Haryana facilitating them agriculture financing.

During the deliberations on the above issue in the meeting dated 5th

April, 2017, it was deliberated that Revenue Department was requested to guide specifically that whether charge is to be created on

the agriculture land against which financial assistance has been provided by the banks, as per section 4 (1) only of the HACOMP Act, 1973 and whether such creation of charge will be a valid charge under the act that means when a borrower defaults in repayment of bank dues the bank can sell the related property as per the provision of the law under HACOMP Act as in the case of Registered Mortgage or by execution of registered mortgage deed as being done by banks as per prevailing practice. During discussion Sh.R.C. Sangwan, Consultant, apprised about the orders of Hon’ble Supreme Court of India.

Madam Keshni Anand Arora advised the consultant and dealing officials of Revenue Department to go through the details of the orders of Hon’ble Supreme Court of India so that fresh guidelines may be issued to the field and banks may give finance to the farmers accordingly.Representative of Revenue and Disaster Management Department, Haryana may apprise the house in this regard.

2. Revenue & Disaster Management Department Haryana is requested that in case of declaration of any natural calamity in the State of Haryana or any part of the State of Haryana, a copy of the Notification issued by the Department/Government of Haryana may please immediately be provided to SLBC Secretariat for convening Special SLBC meeting and onward communication to the Lead District Managers for convening Special DCC/DLRC meeting.

During the deliberations in the meeting dated 5th April, 2017, ACS Revenue & Disaster Management Department, Haryana advised the concerned officials to ensure to provide the information/copy of notification issued by the Department/Govt. of Haryana related to declaration of Natural Calamities from time to time to SLBC for their further action. Hence the issue is resolved.

AGENDA ITEM NO. 18.1

PROGRESS OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs)–MARCH, 2017

In the State of Haryana, RSETIs are functioning in all 21 districts of the state. From the progress report of RSETIs upto March, 2017, it has been observed that:-

- 3153 training programmes of Skill Development have been organized upto March, 2017 wherein 86944 trainees participated.

- 14107 trainees have been financed by the banks to start their Enterprises, 36844 trainees have set up enterprise with their owned funds and 5715 trainees got wage employment.

- Settlement rate is 65%.- Out of the total 86944 trainees, 30570 were from SC/ ST

category, 23962 from OBC, 6211 from Minority and 26201 were from other categories.

- 45490 women & 453 Handicapped persons have also been provided training for self-employment.

- 4513 trainees have also been sponsored by KVIC/KVIB/DIC. Performance of the RSETIs functioning in the State up to March, 2017 is given on Annexure No.29.1 (P-202). The House may review. AGENDA ITEM NO. 18.2

DISPOSAL OF LOAN APPLICATIONS SPONSORED/REFERRED BY RSETIs OPERATING IN THE STATE OF HARYANA

In the 137th SLBC Meeting held on 12-08-2016 issues relating to Settlement and Credit Linkage of RSETI trainee were deliberated and decision emerged to implement were conveyed to all Controlling heads of banks.To improve the settlement rate of RSETI trained candidates, bankwise pendency has been collected from RSETIs and compiled by SLBC Secretariat. Bankwise and Districtwise progress alongwith the pendency is given on Annexure No.29.2-29.3 (P 203-204)

From the progress it has been observed that:-- During the financial year 2016-17 ended on March, 2017, 3741

loan applications of RSETI trained candidates have been sponsored to various banks operating in the State of Haryana.

- Out of 3741 applications, 1303 loan applications have been sanctioned and disbursement has been made to 1165 applicants.

- 954 applications have been rejected.- 1484 Applications were still lying pending for disposal with

various branches of banks in the State as at March, 2017. A copy of the progress report has been forwarded to the concerned banks with a request to advise their branches in the respective districts to dispose of the applications lying pending with them so that the settlement rate of RSETI Trained candidates could be improved further for making them self-reliant.Controlling heads of SLBC Member banks are again requested to advise their field functionaries to:-

1) Sponsor/ Refer, Candidates to RSETIs for Training/Skill Development being conducted for different fields in RSETI’s.

2) Dispose of the Loan Applications of RSETI trained Candidates Sponsored by RSETI’s on Priority.

3) Rejections of RSETI Loan applications are to be considered by Next higher authority at Controlling Level.

The Controlling Heads of the SLBC Member Banks are requested to confirm issue of directions to their branches in this regard.The Lead District Managers are also being advised to obtain the details of pending cases from the respective RSETIs and get the pendency cleared from the concerned banks. LDMs to ensure that pendency in such cases should not be more than 15 days. AGENDA ITEM NO. 18.3

ISSUES HINDERING THE CONSTRUCTION OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) BUILDING

As advised by ACS Finance and Planning, Govt. of Haryana in the 139th

meeting of SLBC Haryana held on 15.02.2017, a Video Conference was held on 29.04.2017 under the Chairmanship of Shri P.Raghavendra Rao, IAS, ACS, Finance with the Deputy Commissioners/Additional Deputy Commissioners and LDMs of the State of Haryana.

In the Video Conference apart from the other issues, issues hindering the construction of RSETI buildings in Haryana, the ACS Finance advised the concerned DCs/ADCs to initiate immediate steps to resolve the pending issues as RSETIs are providing free of cost skill development training to poor and unemployed people of the State to make them self reliant.Nodal Executive of PNBCRDT is requested to apprise the latest progress to the house with regard to issues hindering the construction of RSETI buildings.

EDUCATION LOAN SCHEME – TARGETS VIS-À-VIS ACHIEVEMENT

Government of India is monitoring the progress under Education Loan Scheme through Department of Financial Services (DFS), MOF, Govt. of India, New Delhi on regular basis.

Against the target of Rs. 1608 crore (outstanding), the achievement of banks as at March, 2017 against the annual target was 1367crore i.e. 85%.  The house may review. AGENDA ITEM NO. 19.1

Education to female children is pre-requisite not only for women empowerment but also for socio economic development of the State. Banks have been contributing adequately in facilitating higher/ technical education among the girl students in the State of Haryana.

From the above position, it is observed that out of total outstanding of Rs.1366.58 Crore under Education Loan Scheme as at March, 2017, a sum of Rs. 97.51 Crore i.e.7.1% has become NPA. Out of the collateral free loans of Rs.777.55 Crore under the Education Loan Scheme, a sum of Rs.75.27 Crore or 9.7% falls under NPA. Bank wise position is given on Annexure No. 30.3 (P-207).

From the above position, it is observed that out of total outstanding of Rs.408.46 Crore under Education Loan to 14210 female students as at March, 2017, a sum of Rs.23.14 Crore i.e 5.7% has become NPA. Out of total collateral free loans of Rs.223.55 Crore, a sum of Rs.16.12 Crore or 7.2% falls under NPA.

Performance of bank NRLM during the year ended March, 2017 was reviewed in the Ist meeting (2017-18) of Steering Committee/Sub Committee to SLBC Haryana held on 02.05.2017.

While reviewing the progress it was informed that NRLM is being implemented in 68 blocks during the year 2017-18 whereas 43 blocks were covered during the year ended March, 2017. The Controlling heads of banks were requested to:-

1. Advise their field functionaries to dispose of the applications lying pending with them for more than one month immediately and the applications lying pending for less than one month should also be disposed of on merits.

2. To nominate their Branch Managers for training/sensitization at the Regional Training Centres of HSRLM at Nuh, Bhiwani and Kaithal.

3. Recognize/reward the efforts of best SHG performing branches suitably as per the scheme of their bank in order to uplift their efforts in financing the Self Help Groups.

4. Advise the specific branches that have some issues/problems in SHG Financing under NRLM.

5. Impart instructions to achieve the allocated target for SHG Bank Linkage during the year 2017-18 so that the progress of the State could be improved considerably.

The Lead District Managers of Haryana are requested to ensure convening/holding of DCC meeting on NRLM regularly on monthly basis.

STAMP DUTY ON CREDIT LINKAGE OF WOMEN SELF HELP GROUPS (SHGs)

During the last meeting of Sub-Committee to SLBC Haryana held on 30.01.2017 and Steering Committee to SLBC Haryana held on 03.02.2017 controlling heads of banks were requested to percolate the copy of notification issued by Revenue & Disaster Management Department, Haryana on 4th July, 2016 with regard to exemption of stamp duty on credit linkage of women SHGs upto Rs. 3.00 lacs for meticulous compliance of the same.

It is informed that the Convener Bank and Sarva Haryana Gramin Bank have issued necessary instructions in this regard.

Representatives of banks present in the meeting may apprise the status of their bank to the house.

EXPANSION OF NRLM IN HARYANA IN 2017-18

Intensive Implementation of National Rural Livelihoods Mission (NRLM) is being extended from 43 blocks to 68 blocks during the year 2017-18.

Details of existing blocks alongwith the Additional Blocks is given on Annexure No.15 (P-155) for information of the SLBC member banks and onward percolation of the same amongst their field functionaries in these districts/blocks.This is for the information of the house.

AGENDA ITEM NO. 20.6

SENSITIZATION OF BANKERS

HSRLM has proposed that a small power point presentation may be made in the ensuing SLBC meeting, inter alia, indicating the features of sound repayment behavior by the SHGs financed under NRLM. This would help in re-enforcing the concept amongst senior executives of banks and they may lay emphasis on the branch managers to meaningfully implement NRLM.Controlling heads of banks are again requested to organize short duration training programs in their Staff Training Colleges to sensitize

their branch level functionaries for which HSRLM has offered to provide faculty/training material.Further, HSRLM has also set up its own Regional Training Centres (RTCs) at Nuh, Bhiwani and Kaithal for sensitization of their own staff as well as other stake holders including bankers. It is proposed to organize seminars and work-shops at these RTCs exclusively for bankers, especially from the blocks now being taken up for intensive implementation of NRLM. Banks shall be approached for making nominations for these programmes by HSRLM.The house may discuss.

APPRECIATING HIGH PERFORMING BRANCH OFFICES OF BANKS

It is desirable that the branches which are performing well in financing SHGs should be suitably rewarded by banks. The SLBC Secretariat provided a gist of PNB SHG Puraskar Yojana for rewarding best performing branches in financing of Self Help Groups (SHGs). Punjab National Bank had advised its Circle Heads to invite entries for rewarding the best performance branch offices of their bank in the respective circles as well as at the State level.

OPERATIONAL PROBLEMS

1. Pendency of SHG-BL applications

It has been informed by HSRLM that there were nearly 750 applications of SHG-BL pending with different BOs as at the close of 31st March,17. Many of them were pending for more than one month. There is need to streamline this aspect for efficient implementation of NRLM especially now when the programme is being expanded sizably.Representative of HSRLM is requested to provide districtwise and branchwise details of pendency for taking up the matter with the concerned banks for disposal of pending applications.

2. Non-holding of CBRM meetings by BMs

It has been informed by HSRLM that there are many BOs where the SHG-BL has become a focused activity with number of SHGs credit linked there ranging from 30 to 50. At these BOs, the accounts of primary level federations of SHGs called Village Organizations (VOs) have also been opened. There are nearly 360 VOs covering nearly 3750 SHGs. At some of such BOs , Bank Mitras have been deployed by HSRLM to facilitate the SHG-Bland other related banking activities to help the BMs on the one hand and the SHG members visiting the BOs on the other. At these BOs, the BMs are

called upon to convene meetings of the VO/SHG authorized representatives as Community Based Recovery Mechanism (CBRM) as per the guide lines of RBI/Banks to strengthen the efficiency of SHG-BL on an on-going basis. This would keep the credit portfolio healthy.

However, it has been observed that such meetings are being held rather sparingly. SLBC may lay emphasis on this aspect.

3. Non-holding of DCC Sub-committee on NRLM by LDMs.For effectively and meaningfully implementing the AAP under NRLM, HSRLM has worked out block-wise, bank-wise and branch-wise credit linkage plan. This needs to be monitored at district level for which DCC Sub-committee on NRLM has been formed in every district. It is desirable that periodical meeting of the sub-committee is organized by the LDM with which the DPM, HSRLM must associate keenly in developing the agenda and in the deliberations.

Such meetings are reportedly not being held on regular basis. It is proposed that SLBC may suitably advise the LDMs in this regard and instruct them to send the minutes of the meeting to HO, HSRLM also.LDMs of Haryana have already been advised to hold District Consultative Committee meetings on NRLM. SLBC Secretariat shall again advise the LDMs to ensure compliance of the above.AGENDA ITEM NO. 21.1

PROGRESS UNDER SELF HELP GROUPS (SHGs)

A target of 5000 and 10000 for Saving & Credit Linkage of Self Help Groups for the financial year 2016-17 has been allocated for the State of Haryana by NABARD. From the progress report of Self Help Groups (SHGs) during the year ended March, 2017 (2016-17), it has been observed that against the target of Saving Linkage of 5000 SHGs, banks have saving linked 3141 SHGs and 44282 SHGs have been reported saving linked since inception of the scheme. Out of these, 16950 SHGs are NRLM compliant.

Similarly, against the target of Credit Linkage of 10000 SHGs, banks have credit linked only 2008 SHGs during the year ended March, 2017 (2016-17) and 30864 SHGs have been reported credit linked since inception of the scheme. Out of these, 12504 SHGs are NRLM compliant.Bank wise progress under Saving and Credit Linkage of Self Help Groups (SHGs) is given on Annexure No. 32 (P-210).

E-SHAKTI PROJECT (PHASE-II)- DIGITIZATION OF SELF HELP GROUPS (SHGs)–COLLECTION OF SHG DATA BY NGOs

Digital India Programme has been launched by Govt. of India under which all schemes and programmes are being digitalized by Govt. of India. Under this process, NABARD is digitalizing SHG data in 22 districts of the country including District Ambala in Haryana State. After collecting SHG Data of district Ambala, the same is to be uploaded in soft form on website”E-Shakti.nabard.org.”. NABARD has selected Two Project Implementing Agencies (PIAs) Ujala Welfare Committee and Infosys Federation & Educational Council. The projects of these PIAs have been approved by NABARD. These agencies are forming SHGs in the District and after collection and compilation of SHG data of District Ambala will be uploaded on the website.6th & 7th meetings of PIMC on Eshakti Phase-II-Digitization of SHGs in Ambala District were held on 27.02.17 and 29.03.17. During the last meeting it was informed that 100% Digitization of the targeted SHG accounts has been achieved. & their data has also been uploaded on the Mobile of the animators. Now the task ahead is to focus on Credit Linkage of already formed SHGs instead of forming new SHGs. As per EShakti portal only 84 SHGs have been credit linked out of 506 SHGs. Representative of NABARD may apprise the house about the latest progress made in this regard.

NATIONAL URBAN LIVELIHOOD MISSION (NULM)

Performance of banks under NULM during the year ended March, 2017 was reviewed in the Ist meeting (2017-18) of Steering Committee/Sub Committee to SLBC Haryana held on 02.05.2017.

While reviewing the progress it was informed that NULM is being implemented in all the 80 Towns/MCs of the State during the year 2017-18. The Controlling heads of banks were requested to advise their field functionaries to dispose of the pending applications immediately on merits of the each case.

Representatives of SUDA were requested to:-

i) Analyze the reasons for low progress under the scheme.ii) Sponsor applications maximum applications upto December,

2017 enabling the banks to dispose of/sanction the applications and ensure their disbursement before the end of the financial year 2017-18

iii) Avoid piling up of applications at the fag end of the financial year.

iv)Advise the District Level Field Functionaries to scrutinize the applications properly before sponsoring to the banks so that the rejection rate could be minimized.

From the above it is observed that:-1) Against the target of 3750 individual beneficiaries 3268

applications were sponsored. Out of these, only 528 cases have been sanctioned and out of which 371 cases have been disbursed during the year ended March, 2017. 579 Applications have been

rejected and 2161 and 157 cases were still lying pending for sanction and disbursement respectively with the banks as at March, 2017.

2) Similarly, against the target of 176 Group beneficiaries, 96 applications were sponsored. Out of 96, 18 applications have been sanctioned by banks during the year ended March, 2017 and only 6 applications have been disbursed. 4 Applications were rejected and 74 and 12 cases were still lying pending for sanction and disbursement respectively with various bank branches as at March, 2017.

3) 294 SHGs have been formed under NULM and No loan application of Self Help Group (SHG) has been sponsored to bank during the year ended March, 2017 against the target of 500.

Bankwise/Districtwise progress/pendency as at March, 2017 provided by SUDA has been placed at Annexure No.34.1-34.5 (P212-216) for information of the SLBC Members Banks.

Controlling heads of banks are requested to advise their field functionaries for disposal of the pending applications at the earliest and disbursement of sanctioned cases without further delay and ensure that no applications remains pending without any justified reason.

PROGRESS OF CASES SPONSORED BY HARYANA SCHEDULED CASTES FINANCE & DEVELOPMENT CORPORATION (HSCFDC)

 From the progress report of sponsored cases by Haryana Scheduled Castes Finance & Development Corporation for the year ended March, 2017, it has been observed that as against the target of 8000, 14490 cases were sponsored to the banks during the year ended March, 2017. Out of these, 5258 cases have been sanctioned and 5220 cases have been disbursed. 6186 (2519+3667) cases have been rejected/returned by banks and 3046 & 38 cases were pending with banks for sanction and disbursement respectively as at the end of March, 2017. The bankwise/districtwise details of pending cases are given on Annexure No.36.1-36.2 (P 219-220). SLBC Member banks are requested to advise their field functionaries to dispose of the applications lying pending with them for sanction on priority and disburse the sanctioned cases at the earliest so that the back log for the FY 2016-17 is cleared.

The Office of Managing Director Haryana Scheduled Castes Finance & Development Corporation (HSCFDC) vide their letter dated 5th April, 2017 have conveyed Districtwise and Schemewise Physical and Financial targets for the Financial Year 2017-18. These targets have been forwarded to all Lead District Managers of Haryana vide letter dated 11th April, 2017 with an advice to allocate the same amongst the banks operating in their respective districts and to make concerted efforts to achieve the allocated targets by the concerned banks.

PROTECTED CULTIVATION IN HARYANA- BANKABLE PLAN FOR 2016-2017

Bankwise Targets for financing under Bankable Plans for Protected Cultivation/Poly Houses for the year 2016-17 have been allocated by NABARD which have been incorporated in the progress report for the year ended March 2017 given on Annexure No.37 (P-221).

However, from the progress report received from banks, it has been observed that the achievement of banks under Naturally Ventilated Poly House Model (NVPH) upto the period ended March 2017 is 66 units amounting to Rs.3644 lacs against the target of 1007 units with an amount of Rs.2346 lacs respectively.

Similarly, the achievement of banks under Walk in Tunnel Model (WIT) upto the period ended March 2017 is 7 units amounting to Rs.56 lacs against the target of 371 units with an amount of 557 lacs respectively.The House may review.

From the Progress report received from the National Horticulture Board, RO Chandigarh it has been observed that 47 LOIs (RBL Bank-15, Karnataka Bank-12, CBI-5, PNB-4, SBOP-3,Andhra Bank-2, IDBI Bank-1, IOB-1 and Sarva Haryana Gramin Bank-4) were issued during the financial year 2016-17 under Scheme No.1 of NHB and No LOI was issued under Scheme No.2.

28 LOIs were disbursed by banks (PNB-6, Allahabad Bank-1, Bank of Baroda-2, Dena Bank-1, Federal Bank-1, J&K Bank-1, OBC-2, P&SB-1,SBI-1,SBOP-8,SHGB-2, UBI-1, RBL-1) in the State of Haryana during the year ended March, 2017 under NHB Scheme No.1 and N0 LOI has been disbursed under NHB Scheme No.2.

OBSERVATIONS:

18002 Recovery Certificate cases amounting to Rs.674.07 crore were pending as at 31.03.2017 as against 20034 cases involving Rs.538.58 crore as at March, 2016.

During the period ended March 2017 (01.04.16-31.03.2017), banks have filed 5764 Recovery Certificate Cases amounting to Rs.367.22 Crore. As many as 7796 cases amounting to Rs.231.74 Crore have been disposed of during the year ended March 2017 (01.04.16-31.03.2017).

1380 Cases involving an amount of Rs.51.99 crore are pending for more than three years.

SLBC Secretariat has requested the Controlling Heads of SLBC member banks to provide districtwise details of recovery certificate cases which are lying pending but majority of the banks have not submitted the details of pending cases. SLBC Secretariat has also requested Deputy Commissioners of all the District to provide bankwise progress report of disposal of cases filed by banks under HACOMP Act on the prescribed format. Some of the Deputy Commissioners are providing information but not as per the prescribed format which can be reviewed in SLBC meetings.Revenue Department authorities are requested to impart necessary instructions to all DCs/ADCs to ensure submission of the bankwise progress report to SLBC Haryana Secretariat on the prescribed format for review in the SLBC Meetings. Controlling heads of banks are once again requested to advise their field staff/DCOs to keep close liaison with LDM/Revenue Authorities for disposal of the pending cases filed by their bank and also provide Districtwise details of pending cases for taking up the matter with Revenue Department, Haryana accordingly.All LDMs are also requested to review the pendency in the DCC/DLRC meetings and make efforts to get the pendency cleared/minimized at the earliest.

SLBC Secretariat has requested Deputy Commissioners of all the Districts to provide bankwise progress report of disposal of cases filed by banks under SARFAESI Act, 2002 on the prescribed format. Priority Sector Guidelines for MSME Sector In terms of circular FIDD.CO.Plan.BC.54/04.09.01/2014-15 dated April 23, 2015 on ‘Priority Sector Lending - Targets and Classification’, bank loans to Micro, Small and Medium Enterprises, for both Manufacturing and Service sectors are eligible to be classified under the Priority Sector as per the following norms:-

Manufacturing Enterprises The Micro, Small and Medium Enterprises engaged in the manufacture or production of goods to any industry specified in the first schedule to the Industries (Development and Regulation) Act, 1951 and as notified by the Government from time to time. The Manufacturing Enterprises are defined in terms of investment in plant and machinery. Service Enterprises Bank loans up to Rs.5 crore per borrower/unit to Micro and Small Enterprises and Rs.10 crore to Medium Enterprises engaged in providing or rendering of services and defined in terms of investment in equipment under MSMED Act, 2006. In terms of the recommendations of the Prime Minister’s Task Force on MSMEs, banks are advised to achieve:

(i) 20 per cent year-on-year growth in credit to micro and small enterprises, (ii) 10 per cent annual growth in the number of micro enterprise accounts and (ii) 60% of total lending to MSE sector as on preceding March 31st to Micro enterprises It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. CREDIT LINKAGE OF UNIDENTIFIED/UNRECOGNIZED MSMES CLUSTERS

Reserve Bank of India, Chandigarh vide letter dated 15.7.2016 had advised SLBC to initiate Steps for credit linkage of Unidentified/Unrecognized MSMEs clusters in District Gurgaon, Hisar, Panchkula and Panipat in order to facilitate availability of banking

outlets and credit flow in such clusters. Accordingly, LDMs of these districts were advised to initiate necessary steps for credit linkage of the units operating in these districts.As per the data for the period ended March, 2017 received from LDMs, it has been observed that 751 Micro and 12 Small units are yet to be credit linked. LDMs of these districts are requested to ensure that issues coming in the way of credit linkage of these units in the unidentified MSME clusters are resolved at the earliest and steps for their credit linkage may please be taken up expeditiously.Districtwise Progress made with regard to Credit Linkage of Unidentified/Unrecognized MSME Clusters is given on Annexure No.43.5 (P-238)

During the deliberations of the Empowered Committee meeting held on 15.09.2015 at Reserve Bank of India, Chandigarh SLBC has taken up the matter for creation of separate web-site for Micro Enterprises in Regional Language enabling each entrepreneur for update knowledge of latest changes/guidelines.

In the meeting of Empowered Committee (EC) of MSMEs for the State of Haryana, Punjab & Chandigarh on 03.10.2016, the Chairman of the meeting has advised their Financial Inclusion Development Department (FIDD) to take up the matter with Department of Industries & Commerce, Haryana.

Representative of Reserve Bank of India is requested to apprise the house in this regard.

Bank wise information is as per Annexure No. 43.7 (P-240) From the above data it has been observed that banks have disbursed loans up to Rs.10 lakh to 125019 MSE units during the period ended March 2017 against 153215 units during the corresponding period last year. Similarly, the collateral free loans have been provided to 120119 units (96% of the total units) amounting to Rs.288588 lac (91% of the total amount financed) during the period ended March 2017.

AGENDA ITEM NO. 31.9

ISSUES PERTAINING TO MSME SECTOR

Reserve Bank of India, Regional Office, Chandigarh has advised the following action points for banks with regard to various issues pertaining to MSME Sector:-

1. Banks to proactively provide the facilities such as Standby Credit Facility, separate additional working capital limits, mid-term review of limits, etc., as envisaged in the RBI circular dated August 27, 2015 on 'Streamlining flow of credit during their life cycle in order to provide timely and adequate credit to MSEs'. Banks may put in place Board approved policy, if not done so, to enable their branches / offices for providing the above facilities to MSEs.

2. Banks and Industry Associations to spread awareness amongst their field level functionaries / members about the facilities available on the 'Udyamimitra.in' portaland advantages thereof.

3. Further, as per available data, there were 15494, 7584 & 281 sick units in Punjab, Haryana & UT Chandigarh respectively, of which, only 113 units in Punjab, 34 units in Haryana and 2 units in UT Chandigarh were found viable by the banks and viability study in respect of 272 units in Punjab, 141 units in Haryana and 45 units in UT Chandigarh was yet to be undertaken.

4. It has been observed that some banks have not yet constituted the committees as advised under the framework for revival and rehabilitation of MSMEs and even if the Committees are constituted, no meetings have taken place/ no cases are resolved so far.

5. Banks need to share NPA details with Industry Associations, who in turn have been advised to interact with the concerned entrepreneur as required. Industry Associations alsoneed to be advised to create awareness for submitting applications for revival and rehabilitation, as

envisaged in the RBI circular dated March 17, 2016 on 'Framework for revival and rehabilitation ofMSMEs' and guide their members to seek intervention of MSME facilitation councils for resolution of delayed payments.

6.Banks to advise their Regional offices to put in place a mechanism to ensure due diligence while sanctioning loans under PMMY and also ensure end use of the funds.

Details of the findings of the study conducted by RBI are given below:-

FINDINGS OF THE STUDY ON LOANS SANCTIONED UNDER PRADHAN MANTRI MUDRA YOJANA (PMMY) CONDUCTED BY RBI (ALL INDIA IN SELECT STATES)

i. Branches were lagging behind in conducting periodical visits to the units financed under PMMY.

ii. Invoices/Bills were not obtained in 57% of cases, by the branches. In such cases, the possibility of diversion/mis-utilisation of funds cannot be ruled out.

iii. Clear instances of gross mis-utilisation/diversion of funds were observed in 3% of the samples taken for the study.

iv. Collateral Security/Third Party Guarantee was obtained in 12 % of the samples indicating violation of the RBI guidelines on collateral free loans up to Rs.10 lakh extended to MSE sector.

v. Credit guarantee Cover (CGS) under the scheme of CGTMSE or such other schemes was obtained in 29% of sample cases which indicated that CGS cover was not availed in larger proportion of PMMY samples studied.

vi. Out of 383 cases of stress and 271 cases of NPA,restructuring/rehabilitation was considered on 34 cases only. This indicated that the concerned branches were not sensitive to resort to timely restructuring /rehabilitation process in regard to stresses/NPA loans given under PMMY.

vii. Out of the 1112 samples studied, where stock statements were required to be obtained by the branch as per the terms of loan agreements, stock statements were no regularly obtained in 364

samples, indicating lapses on the part of branches in post disbursement monitoring of such loan accounts or end use of the funds.

2. Major discrepancies in credit appraisal system of the banks:

i. In most of the cases, the credit appraisal was not done properly by the branches viz. the loans were released without realistic assessment of borrower’s requirement, appraisal was not signed by the sanctioning authority, the amount of loan sanctioned was not mentioned in the appraisal note, etc.

ii. Instances were observed where the quotation of machinery/other items to be purchased with the help of the MUDRA loan or the invoices of machinery purchased, etc. was not found on record. In certain cases, term loans were sanctioned to Kirana shops and no fixed assets were created.

iii. Pre-sanction visit reports were not found on record at certain branches.

iv. Instances of unrealistic repayment schedule have been reported.v. Some of the personal loans were classified as PMMY loans.

Representative from Reserve Bank of India is requested to apprise the house in this regard.

Controlling heads of banks are requested to advise their field functionaries to comply the instructions for sanction of loans to MSME Sector and under Pradhan Mantri Mudra Yojana (PMMY) so that the above mentioned discrepancies could be avoided.

An amount of Rs.3271.05 crore has been disbursed to 139783 persons during the period ended March 2017 (2016-17).

YOY growth is 12% and %age of amount advanced to minority communities to total priority sector advances is 9% which needs strenuous efforts by banks for considerable improvement.Member Banks are requested to advise the branches in the State to extend more credit to minority community for their economic

As advised by the ACS, SJE, Haryana, Data on financing to Minority Communities in the minority concentrated districts of Haryana i.e. District Mewat, Sirsa, Fatehabad, Yamuna Nagar, Kaithal and Palwal has been compiled by SLBC Secretariat and has been given on Annexure No. 45.1-45.2 (P 245-246). KISAN CREDIT CARDS HOLDERS

Govt. of India had advised the banks to ensure issuance of RuPay ATM cum debit cards to 95% of the total eligible KCC holders by 31st Dec., 2016.

It has been observed from the progress reports received from banks that out of 2059036 eligible KCC holders banks have issued only 689873 Rupay ATM cum debit cards upto March 2017 i.e.34%. It has been observed that HARCO Bank has maximum KCC holders i.e. 1233326 but they have issued only 100 Rupay Debit cum ATM Cards. Member banks are requested to issue Rupay Cards to remaining eligible KCC holders expeditiously.

To discuss and resolve the matter of issuance of Kisan Rupay Cards by HARCO Bank, a special meeting was convened on 05.04.2017 under the Chairmanship of ACS Finance & Planning, Govt. Of Haryana. Convener SLBC, Haryana, Managing Director, HARCO Bank, Financial Advisor, IF&CC, Haryana and Chief Manager SLBC Haryana also participated in the meeting.

During the deliberations Managing Director, HARCO Bank apprised that Core Banking Solution (CBS) has already been implemented in HARCO Bank & all DCCBs. He also informed that Hon’ble Chief Minister Haryana launched RuPay ATM Debit Card and IMPS services at Branch level on 16th November, 2016 for HARCO Bank customers. HARCO bank has already distributed 6400 Rupay Debit Cards to its customers. DCCBs have placed the order of 45000 personalized Rupay Debit Cards to card vendor so far and also fixed target to distribute 1.5 lakh Rupay Debit Cards by 15.04.2017 to their customers which are primarily the Agriculturists and Rural masses. The aforesaid cards will mostly be given to the farmers. The Managing Director, HARCO Bank further informed that presently out of total 13.16 lakh KCCs, 6.14 lakh KCCs are regular and out of which 5.37 lakh KCCs holders are eligible for Kisan Rupay ATM Cum Debit Card. He assured that all eligible cards will be issued by 30th April, 2017.Representative of HARCO Bank may apprise the house further in this regard. HANDLOOM WEAVER MUDRA PORTAL

It has been informed by NABARD, Haryana, Regional Office Chandigarh vide their e-mail dated 20th April, 2017 that the Office of Development Commissioner for Handlooms, Ministry of Textiles , GOI, Udyog Bhawan, New Delhi vide their Office Memorandum dated 30th March, 2017 have informed as under:--Guidelines regarding amendment in the scheme of Financial Assistance under Concessional Credit Component for Handloom Sector were issued by Ministry of Textile vide their Office memorandum (OM) No.6/2/99/DCH/16-17/DHDS/NIMRC dated 27th June, 2016 which states that “Concessional Credit Component for handloom Sector will now be available only through MUDRA Yojana for individual weaver entrepreneurs. The applications pending under WCC Scheme will be sanctioned upto 31.08.2016.”

-It was clarified vide letter no. 6/2/99/DCH/16-17/DHDS/NIMRC (Part) dated 27th July, 2016 that “the commitments towards the margin money, interest subsidy and credit guarantee fee for already sanctioned WCC cases and the cases likely to be sanctioned within the notified time frame i.e. august, 2016 will be honoured by this office and funds will be provided through NABARD.”-Vide OM No.9/1/2015/DCH/DHDS/MUDRA Scheme dated 14th March, 2017 it was intimated that “Handloom Weaver MUDRA Portal has been developed and will become operational for all participating banks by 01.04.2017. Participating banks will claim the financial assistance in terms of margin money, interest subvention and credit guarantee fee through this portal w.e.f. 01.04.2017.The above communications have been forwarded to all SLBC member banks for information and necessary compliance of the guidelines issued by Ministry of Textiles, GOI ,New Delhi.Keeping in view the above guidelines, the following procedure to be adopted for availing financial assistance under Concessional Credit Component for Handloom Sector:-

1. For loans sanctioned upto August, 2016 under Weaver Credit Card (WCC) Scheme, the claims to be submitted to NABARD.

2. For loans sanctioned after August, 2016 under Weaver Credit Card (WCC) Scheme, the claims to be lodged in “Handloom Weaver MUDRA Portal.”

Further, it has also been reiterated that the Weaver MUDRA Scheme is available only for handloom weavers. Banks should ensure that weavers’ identity card issued by the Office of Development Commissioner for Handlooms or State Government is invariably enclosed with the loan application. In case the handloom weaver does not possess weavers’ identity card, the same may be issued by the State Government subject to proper verification.Controlling heads of banks/Department of Industries and Commerce, Haryana are requested to advise their field functionaries to ensure compliance of the above guidelines.

CHARGING UNIFORM FEES BY BANKS FOR LEGAL OPINION

During the deliberations held in the Meeting of Empowered Committee (EC) on RRBs which was convened by RBI Chandigarh on 23.06.2016 SLBC Haryana was requested to take up the matter with SLBC member banks to consider uniformity in fees charged by them for obtaining legal opinion and mortgage in agriculture loans along the lines of State of Punjab where a fee of Rs.1100/- (Rs.One thousand one hundred only) has been fixed for this purpose.The issue was discussed in the 137th meeting of SLBC Haryana held on 12.08.2016 and it was decided by the house to take up the matter with the Office of Chief Secretary Haryana with a request for taking up the issue with Bar Council of Haryana for charging nominal fees from the farmers for obtaining legal opinion for non-encumbrance and creation of mortgage in agriculture loans.During the deliberations on the issue in the 139th meeting of SLBC Haryana held on 15.02.2017, the Financial Advisor, IF&CC, Haryana informed the house that the matter relates to Agriculture Department, Agenda & Background Papers of 140th Meeting of SLBC Haryana Page 120

Govt. of Haryana and they have (IF&CC, Haryana) already taken up the matter with Agriculture Department.

Sh. Jagraj Dandi, Joint Director, Agriculture & Farmers Welfare Department, Haryana present in the above meeting, assured the house for taking favorable consideration in the matter.

Convener SLBC vide its letters dated 20th March, 2017 and 7th April, 2017 has taken up the matter with the office of Principal Secretary, Agriculture, Haryana but no response has been received so far in this regard.

SLBC Secretariat has been regularly requesting the Controlling heads of banks to appoint independent District Coordinators in all districts of the State. But till date only the following banks have provided the list of their District Coordinators to SLBC Secretariat:-

Controlling remaining banks are requested to ensure that details of DCOs are submitted to SLBC Secretariat immediately as DCO is an important link between a bank and the Lead District Manager.

LOANS GRANTED TO DISABLED PERSONS AT NHFDC RATE UNDER TIE UP ARRANGEMENT

NHFDC functions as an apex institute for promoting economic development activities and self employment venture for the benefit of Persons with Disabilities (PWDs). The fund is channelized through State Channelizing Agencies (SCA) nominated by the respective state/ UT Government(s). NHFDC also provides grants for skill training of disabled persons. The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.With a view to make this segment of population economically independent in the state of Haryana, NHFDC has tied up with Sarva Haryana Gramin Bank and Haryana Gramin Bank for flow of collateral free concessional credit (interest rate of 4-8%p.a) to PWDs for self employment under credit guarantee scheme of Government of India. The bank will also extend education loan to eligible students with disabilities for higher education in India and abroad at an interest rate of 3.5-4% p.a only. The entire loan extended to PWDs for above purpose shall be refinanced by NHFDC to the concerned bank. Also the

partner Banks will be able to earn 3% interest margin on above loans extended to PWDs.Any Bank interested to sign agreement with NHFDC for flow of concessional credit to PWDs may contact the office of Ministry of Social Justice and empowerment. The matter for allocation of targets under Swarozgar Credit Card Scheme for the financial year 2016-17 was taken up with NABARD, Regional Office, Chandigarh. It has been informed by NABARD Regional Office, Haryana that the scheme is under review and the targets shall be intimated at a later stage.The progress achieved in implementing Swarozgar Credit Card Scheme up to the period ended March 2017 reveals that 6723 Swarozgar Credit Cards have been issued. Member Banks are requested to issue necessary instructions to their branches to improve the progress under the scheme so that targets allocated by NABARD could be achieved. However, target allocated during the previous year i.e. 25000 has been placed in the annexure. During the current financial year upto 31.03.2017, Banks have sanctioned working capital limits to 15886 small manufacturing units amounting to Rs.2365 Crore out of which 14376 small manufacturing units with working capital limits amounting to Rs.2113 Crore were sanctioned as per Nayak Committee Norms. Financing of Rural Godowns

48.2Upto the quarter ended March 2017, banks in the State of Haryana have financed 496 Rural Godowns amounting to Rs.651.67 crore, of which 238 Godowns amounting to Rs.186.53 crore have been sponsored by NABARD and remaining 258 involving Rs.465.14 crore have been directly financed by banks.Bankwise progress is given on Annexure No. 57 (P-262)

Sanction of loans by banks to trained candidates under the Central Sector Scheme “ Establishment of Agri-clinic & Agri- Business Centres”(ACABC)

Upto the period ended March 2017, banks have financed 47 Agri-Clinics and Agri- Business Centres amounting to Rs.296 lakh. Bank wise progress is given on Annexure No.58 (P-263)The Controlling Heads of the banks are requested to advise their branches in the state to clear the pendency to facilitate the trained candidates to establish Agri-Ventures by availing bank loan. LDMs are also requested to review the progress of financing under ACABC to trained students in DLRC meetings.

ARTISANS CREDIT CARD SCHEME (ACCs)

During the FY 2016-17 and Upto the ended March 2017, banks have issued 2877 cards amounting to Rs.672 lac. The cumulative progress under ACC scheme since its inception is 8165 cards amounting to Rs.4189 Lakh of which 191 cards are covered under CGTMSE with an amount of Rs.189 lac. Major participating banks in the scheme are PNB (2594), HARCO Bank (2100), SBOP (1334), SBI (647), SBBJ (327) Syndicate Bank (405), Bank of India (183), Bank of Baroda (134) and UCO Bank (92).Bank-wise position is given at Annexure No. 59 (P-264)
