Emperor Frederick's death was certainly the most unhappy

e v e n t i n t h e l a t e r h i s t o r y o f G e r m a n y . U n d e r h i s ru l e t h e

German monar chy, and it would have been adop ted by the

Emperor Frederick . P a r t i cu l a r i s m c o u l d n o t h a v e h e l d o u t

a g a i n s t i m p e r i a l i s m b a c k e d b y d e m o c r a c y . A m o d i f i e d u n i fi -

on the Ambassado r's reco mmendation I was poste d to the

Foreign Ministry to take my diplomatic examinations . Of
