3. Statewide Controller Hardware and Firmware 9:45 a.m. – 10:15 a.m.

In 2017, VDOT issued an RFP that resulted in contracts for two signal controllers – the Advanced Transportation Controller (ATC) hardware from McCain and Econolite – and one firmware – D4 from Advanced Traffic Solutions (ATS). VDOT intends to migrate all of their 3,000+ controllers to ATC hardware running D4 firmware within the next 3 to 5 years. The controller contracts with McCain, Econolite, and ATS are set up to provide localities in Virginia with the option to purchase the same signal equipment and firmware afforded to VDOT. Localities, however, are not required to follow VDOT’s lead – they can develop their own Systems Engineering reports and RFP documents and procure the system that meets their identified needs. 4. Hampton Roads Operations Strategy

10:15 a.m. – 11:00 a.m.

In January 2014, the HRTPO Board allocated $400,000 in Regional Surface Transportation Program (RSTP) funds for a Regional Operations Strategy (UPC #105492) based on a request from the HRTO Subcommittee. The first phase of the Hampton Roads Operations Strategy was completed in May 2016. At the February HRTO Subcommittee meeting, the committee voted to develop the next phase of the Regional Operations Strategy. Phase II would look at researching and developing concept plans for what would need to happen on Corridors of Regional Significance to meet the goals of the Operations Strategy. Based on this, a draft scope of services for the next phase of the Operations Strategy has been prepared by the consultant, Kimley-Horn. Mr. Mike Miller (VDOT) will initiate a discussion of this item. The consultant will be present at the meeting to provide clarification and make minor modifications to the scope per the discussion. Keith Nichols and Sam Belfield (HRTPO) will update the HRTO on operations-related HRTPO actions:

• Recent actions of HRTO’s parent committee – the Transportation Technical Advisory Committee (TTAC).

DRAFT HRTO Subcommittee Minutes – February 13, 2018

The Regional Building (HRTPO), Chesapeake, VA

The meeting was chaired by Mike Miller (VDOT)

1. Public Comment Period

Nobody from the public requested to speak.

2. Minutes of the October 10th meeting were reviewed. Motion for approval was made by Jackie

Kassel and seconded by Scott Cowherd. The minutes were approved.

3. Roadway Condition Information

Scott Cowherd (VDOT) made a presentation on the Real-time Traffic Incident

Management Information System (RTIMIS) Strategic Plan Phase I. Highlights of the

presentation include:

o PSAP Integration

o Short-term Opportunities (0-2 years) from the Hampton Roads Operations

Strategy, specifically the Computer-Aided Dispatch (CAD) Enhancements

(Strategy 4.1.3)

o Top 10 Attributes

1. Incident Type

2. Incident Location

Route (number and/or name), nearest mile marker and/or cross

street, special facility if applicable

Helps determine if incident confirmed from onset, though may

hazmat, etc. Helps give sense of potential lane impacts and

incident duration

10. Traffic Delays

Mike Miller mentioned that the new statewide ATMS is coming, by the end of the year

at the TOC. The new ATMS will have this integration, but it is not known yet what data

will be integrated. It will be a web-based tool. Mike Miller then asked if any of these 10

attributes be eliminated, or should any other attributes be added?

Steve Froncillo stated that cities won’t have all 10 pieces of information throughout the

crash.

Brian Fowler was concerned that none of this information currently exists in Norfolk,

and this needs to be a 2-way street. He doesn’t think Norfolk police could ever provide

all of this data, but that as a TOC operator maybe he can. In Norfolk the TOC can

provide more information than our police CAD system.

Scott Cowherd mentioned that the ATMS will have a gateway developed in it. The

gateway will roll into the new ATMS. These 10 attributes are fields that they are already

going to have. Localities would need to add these attributes as they develop/update

your systems. VDOT and localities can share data through the gateway if we settle on

these 10 attributes.

Frank Hickman asked if the new ATMS will replace RTIMIS. Scott Cowherd responded

that RTIMIS will not be replaced but will provide a direct feed to the ATMS.

Brian Fowler asked if this is already developed. Scott Cowherd replied that this is

already part of VA Traffic. It just makes it more valuable with locality data.

Mike Miller stated that there may be some reluctance because we are looking at Step 3

or Step 4 rather than this Step 1. This could be a programmatic change for many

localities. TOC operators aren’t used to putting data in CAD systems.

Brian Fowler stated that expectations need to be set, especially with available

resources. Some info some of the time is better than nothing. 24/7 full coverage is

probably not going to happen.

Brian Fowler asked what the value is of getting each other city’s info. He sees good

value in getting information on the Interstates. And Norfolk could use good information

on arterials that cross into Virginia Beach. He feels like the info coming from VDOT will

be much more important than the info the cities will provide, and info from other

localities has less value to Norfolk.

Brian Fowler asked if VDOT thinks this information is going to be helpful to them. Scott

Cowherd said absolutely. It was included in discussions when the Operations Strategy

was developed. Things haven’t changed since the Operations Strategy was developed,

or maybe they’ve gotten worse due to the importance of data. Scott mentioned the

need to get action behind this if the need is there to implement, and it’s not a costly first

step.

Brian Fowler asked if there is a version of RTIMIS we can put on our workstations. Scott

Cowherd stated that RTIMIS is web-based. He added that RTIMIS is not the problem but

rather the data that is being entered is the problem. Some localities can provide more

data than others. RTIMIS is still working, but lack of data is causing issues with use.

Frank Hickman mentioned that the info piece is very important. Especially for Smart

Cities and the VDOT Smart Portal. We need to start somewhere.

Multiple committee members stated that they need to talk with their TOC and EOC staff

to see what they need.

Scott Cowherd asked members to look at their individual systems regarding these Top

10 attributes.

Mike Miller stated in summary:

o It’s one of the things in the Operations Strategy

o As a group, we need to decide where this falls in our value scheme.

o Is there high value?

o The larger Hampton Roads gets the more importance this has.

4. Hampton Roads Operations Strategy

Keith Nichols (HRTPO) notified the committee that the first phase of the Hampton Roads

Regional Operations Strategy was finalized in May 2015. With $300,000 still available in

this project, VDOT has indicated that this task will need to be billed in the near future or

the task will be closed and the funds returned to the RSTP reserve due to the amount of

time that has passed.

There was consensus within the committee that the money should be used for the next

phase of the Operations Strategy, rather than returning the money to the RSTP pot.

Scott Cowherd mentioned that there are a lot of things in the Operations Strategy that

VDOT has moved forward on, including TE standards.

o Task 4.2.1 – VDOT is currently working on this.

o Task 4.2.2 – Would require a feasibility study.

o Task 4.2.4 – VDOT has moved forward in recent years.

o VDOT is also looking at the other 4.1 tasks from the Operations Strategy

The committee discussed possibilities for the next phase, including:

o Corridor ITS projects including cameras

o The impact of connected/automated vehicles on systems

o Continuing to develop near-term steps, such as further use of

CAD/RTIMIS/ATMS.

o Performance measures report card.

o Assessment of and enhanced communication for Corridors of Regional

Significance (CoRS).

o Examination of a 24/7/365 regional TOC on a component by component basis

There was also a discussion involving consistency in controllers. The statewide

controller and firmware has been selected – an ATC controller with D4 firmware. Mike

Miller mentioned that about 30% of Eastern Region controllers will be upgraded as part

of Phase I. Based on the discussion it was decided that we need to have Mike Clements

(Traffic Signal and Arterial System Program Manager) at the next HRTO meeting to

discuss timelines and what the comm will look like.

There was also further discussion on RTIMIS. Mike Miller said that he will get in touch

about RTIMIS with each locality in the next month. Scott Cowherd said we can get in

touch with him regarding any issues with RTIMIS, and that he will send along RTIMIS log-

in info and documentation to Keith Nichols, who will forward it to the committee.

The committee decided to take specific tasks from the Operations Strategy and move

forward.

Steve Froncillo proposed a study of the gaps. Assessment of the CoRS and 30% design

level plans for Tasks 4.1.1 and 4.1.2, including planning level cost estimates.

A motion was made by Brian Fowler (Norfolk). The motion was to use a consultant

(preferably Kimley-Horn, VDOT’s on-call consultant that was used in Phase I) to take a

look at Strategy 4.1.1 – Corridors of Regional Significance (CoRS), and confirm that

these corridors are appropriate. Once these corridors are finalized, develop concept

plans and research what would need to happen on these CoRS to meet the goals of

the Operations Strategy study. Areas from the Operations Strategy that will be

further examined are 4.1.3 (Computer Aided Dispatch Enhancements), 4.2.1

(Controller Platform), and 4.3.2 (Regional 24/7/365 TOC). This will include

investigating the feasibility of a consistent controller platform and integrated

VDOT/Locality communication.

o The motion was made by Brian Fowler, seconded by Frank Hickman, and

unanimously approved by the committee.

The Project Steering Team (Mike Miller/Scott Cowherd, Frank Hickman/Mike Shahsiah,

Robert Lewis, Steve Froncillo, Brian Fowler, Keith Nichols) will meet before the next

HRTO meeting to further clarify the next phase, preferably with the consultant.

VDOT will remain the project manager for this next phase, and Mike Miller will be in

touch with the Central Office regarding using the on-call contract with Kimley-Horn and

opening the discussion with the consultant.

5. Emergency Vehicle Preemption

At last June’s HRTO meeting, the committee voted to split the money allocated to the

EVP project evenly among the cities that still want to receive their share of the funds.

This amounts to $204,000 for each locality and VDOT. Keith Nichols (HRTPO) stated that

he discussed this item recently with Eric Stringfield (VDOT). VDOT will split the project

into separate UPCs for each locality and will submit a TIP amendment for this item at

the April TTAC meeting, with approval by the HRTPO Board expected at their May

meeting. It was noted that all of the funds are currently allocated under Preliminary

Engineering, and cities may need to adjust Preliminary Engineering and Construction

costs for their project when they are ready to obligate the funds.

6. Regional Procedures for Planned Closures at River Crossings

Keith Nichols (HRTPO) made a presentation on the Regional Procedures for Planned

Closures at River Crossings. This was a refresher on the procedures document,

spreadsheet, and Outlook distribution list, since it has been five years (2013) since this

effort was undertaken.

After the presentation, Mike Corwin (VDOT) mentioned that VDOT has made significant

progress to ensure that simultaneous closures do not occur. This includes internal

mechanisms such as the lane closures tool, and communication with the operators of

other crossings, such as Chesapeake with the Gilmerton Bridge.

7. HRTPO Update

Keith Nichols (HRTPO) mentioned that Camelia Ravanbakht, Deputy Executive Director

of the HRTPO, retired on January 31st. He also mentioned that Mike Kimbrel was

promoted to the Deputy Executive Director position, effective February 16th.

Sam Belfield (HRTPO) discussed a summary of two recent RCTO-TIM Working Group

meetings from November. This included information on:

i. The Towing and Recovery Incentive Program (TRIP), which is a quick clearance

incentive program that pays heavy-duty towers bonuses for clearing commercial

vehicle wrecks in under 90 min.

ii. Virginia Department of Agriculture and Consumer Services, which provides

inspection and grading services to ensure food safety. They are contacted for all

emergency response involving food or beverage.

8. For Your Information

The committee was notified of four upcoming SHRP-2 Traffic Incident Management

(TIM) training workshops, and two RCTO-TIM Working Group meetings.

9. The next HRTO Subcommittee meeting will be held at the Regional Building at 9:30 AM on April

10th.

RE: Hampton Roads Transportation Operations Strategy – Phase II

Dear Mr. Miller:

Kimley-Horn and Associates, Inc. (“Kimley-Horn”, “We” or “the Consultant”) is pleased to submit this proposal (“the Agreement”) to the Virginia Department of Transportation (“VDOT” or “the Client”) for providing professional traffic/transportation and Intelligent Transportation Systems (ITS) engineering design services related to the Hampton Roads Transportation Operations Strategy – Phase II effort. The proposed scope of services, fee, and schedule are provided below. This work will be performed under the Limited Term Contract for Intelligent Transportation Systems (ITS) On-Call Consultant Services (Contract #45211) between VDOT Operations Division and Kimley-Horn and Associates, Inc. dated December 7, 2016.

Project Understanding

The Hampton Roads Transportation Operations (HRTO) subcommittee has undertaken an effort to create a Regional Vision for Transportation System Management and Operations (TSM&O). Kimley-Horn and Associates has provided support to the HRTO in developing a Regional Vision for Operations and conducting a Capabilities Assessment to determine the current state of TSM&O in each of the cities and the region as a whole. The outcome of this effort identified a number of short, medium, and long-term opportunities to enhance regional operations. While conducting this work, the HRTO identified the need for assistance in facilitating meetings and the discussion to build consensus amongst the subcommittee members and to provide the subcommittee with state-of-the-practice information to make sound decisions.

The scope of services below describes the services to be provided by the Consultant Team during the term of this task order agreement. It is assumed that Mike Miller will be the VDOT Project Manager and Jon Chambers will be the Consultant Project Manager for this task order.

Scope of Services

Subtask 1 – Project Management and Coordination

This subtask consists of time required to administer the project including contracting, internal coordination, coordination with VDOT Regional staff, coordination with municipal traffic engineering staff from each city, quality control, and project management responsibilities including work planning, project organization, scheduling, and progress reports.

Subtask 2 – HRTO Regional Operations Program Action Plan – Short Term items

Kimley-Horn will provide VDOT and the HRTO subcommittee with support for expanding on the Phase 1 efforts produced in May 2016 (Hampton Roads Transportation Operations Strategy).

Subtask 2.1 -- CORS

In the Short-Term Opportunities recommended in the original Operations Strategy report, the HRTO subcommittee and VDOT had identified several Corridors of Regional Significance (CORS). When coupled with the Corridors of Statewide Significance (COSS), the list is as follows:

Airline Boulevard, Portsmouth Atlantic Avenue, VAB Battlefield Blvd., Chesapeake Campostella Rd., Norfolk Centerville Tpk., VAB/Chesapeake Denbigh Blvd., NN Rt. 58 Virginia Beach Blvd., Norfolk/VAB Rt. 58 (west of I-664) including the bypass, Chesapeake/Suffolk Ft. Eustis Blvd., NN George Washington Hwy. The majority of the routes above are already reflected in the graphic below, which was developed in the first phase of the Operations Strategy for ERO. Rt. 199 is located just outside the visible area of this map. Kimley-Horn will update the map developed in Phase 1 to cover any corridors above that are not covered by the existing map for the Hampton Roads region.

Kimley-Horn will analyze up to 4 CORS to identify those that need high-speed communication upgrades and coordinated signal timings, and will develop Conceptual Plans with a high-level opinion of probable cost for the associated upgrades. It is currently recommended that the four corridors to be analyzed will consist of the following, but may be subject to change based on discussions during a kickoff meeting for this project conducted in this subtask:

The deliverables for this task are anticipated to consist of 11x17 Concept Plan graphics and probable cost opinion tables for each of the 4 CORS analyzed.

Subtask 2.2 – RTIMIS and Computer Aided Dispatch (CAD) Enhancements

Kimley-Horn will summarize the current capabilities of the existing Real-time Traffic Incident Management Information System (RTIMIS) condition/capabilities. Kimley-Horn will assess potential opportunities to enhance/improve staff efficiency, movement of people and goods, management of incidents, and inter-municipality/VDOT collaboration. Based on the recommended functionality, Kimley-Horn will also recommend a path forward to get from the existing state to the desired/recommended functionality whether through upgrading RTIMIS or alternative solutions/methods. It is anticipated that this will require up to 2 phone calls (approx. 60 minutes in length) with VDOT’s coordinator for VATraffic/511 and the RTIMIS platform, as well as industry research, and conducting a workshop with the HRTO subcommittee members to examine the preliminary findings/recommendations. After the workshop, Kimley-Horn will summarize the recommended needs/functionality and upgrade/transition path in a brief technical memorandum that is anticipated to be up to 20 pages with graphics.

Subtask 3 – HRTO Regional Operations Program Action Plan – Medium-Term items

In the May 2016 Report, it was noted that a common controller platform was of interest to the Region, but would take some time to accommodate such an effort. At the time of the report, VDOT had not completed their selection process for a statewide controller platform. Now that this process has been completed, Kimley-Horn will analyze the impacts of the new statewide controller platform on the existing base of equipment in the Hampton Roads region, and evaluate potential interim migration options such as firmware/local controller software upgrades for agencies already in possession of one of the two hardware vendors selected by the statewide platform. As targets for where the region should be heading, it is anticipated that Kimley-Horn’s review will consist of identifying and recommending needs/functionality/performance, data sharing and configuration standards, regional collaboration across municipal lines, software considerations, and assessing the relevance of unified/shared staffing related to a long-term regional 24/7/365 TOC. Kimley-Horn will also provide a high-level review of what the migration would likely entail for the Hampton Roads region, and identify potential opportunities stemming from the migration for each municipality.

The summary of this task will be a brief memorandum up to 25 pages in length, with migration recommendations for each municipality.

It is also anticipated that this task will involve developing and presenting the key concepts to the HRTO subcommittee at one of the standing meetings.

Subtask 4 – HRTO Regional Operations Program Action Plan – Long-Term items

One of the long-term strategies identified in the May 2016 report was establishing a Regional 24/7/365 TOC. Kimley-Horn will provide VDOT and the HRTO subcommittee with an expanded analysis of this strategy to evaluate opportunities for promoting this concept to executive leadership within the respective organizations represented by HRTO. Kimley-Horn will develop a 1-page write-up as an executive summary.

Kimley-Horn will also identify a list of potential Memorandas of Understanding (MOUs), review potential scenarios for staffing the center along with a migration from after-hours only to 24/7 operation. Kimley-Horn will make note of logistical items that are anticipated daily, weekly, and/or monthly for this strategy. Kimley-Horn will summarize the vision for the approach to achieving this strategy

Kimley-Horn will summarize the potential benefits of the proposal for a 24/7/365 TOC in terms consisting of regional cost savings, consistency/standardization of reporting, performance monitoring/improvement, ability to reduce queuing at Interstate ramps based on a qualitative review, and reducing individual agency costs associated with shared staffing/resources. Simulation/Modeling is Not included in this effort.

Kimley-Horn will research/analyze up to 3 other regions that have moved forward and executed a regional TOC sharing plan to document relevant best practices for the memorandum.

Kimley-Horn will provide a write-up of the envisioned role associated with a staff position at the regional TOC, and will analyze potential funding sources/methods for requesting money as a region, municipality, and/or as an offset from multiple agencies in support of one agency staffing the position.

Kimley-Horn anticipates conducting up to 6 telephone calls (approximately one hour in length per call) with regional stakeholders to gather direct information pertaining to proposed concepts and roles for this task.

Kimley-Horn will summarize the findings in a brief technical memorandum up to 20 pages in length.

It is also anticipated that this task will involve developing and presenting the key concepts to the HRTO subcommittee at one of the standing meetings.

Schedule

We will provide our services as needed and requested by the VDOT Task Manager. Schedule for services will be provided on a mutually agreeable schedule. It is anticipated that these services will span a nine (9) month period.

Fee and Billing

The Consultant team will perform the services described in the Scope of Services for a fee not to exceed the amount of $97,948 based on labor classification, estimated hours, fixed billable rates and expenses. Since this task provides for on-site and off-site support services, work is anticipated on this task until the budget amount is met or until support services are no longer needed. Services above the budgeted amount will be considered additional effort that will require a new task order. A breakdown of the fee basis is provided in Table 1.
