Implementing Guideline� and Procedures on the Development, Organization, Training, Administration, Utilizat\on, Mobilization, Operation, A�creditation, Protection and Funding of the National Service Reserve Corps (NSRC) as provided for in Section 13 of RA 10121 otherwis� known as the Philippine Di�aster Risk Redu_ction and Management (PDRRM) Act of 201 O and Rule 9 of its Implementing Rules and Regulations, and Section 11 of RA 9163 otherwise known as the National Service Train,ing Prqgram (NSTPr) Act of 2001. which ��ovi�es fo( the creation of the National S�rv1ce R�serve Corp �NSRC) and its mob1hzat1?n by 1 the Nf?RRMC o� the Lo�alD1_saster Risk Reduct1c:m and Management Councils for the delivery of disaster risk reduction programs and\activities.

Section 1. Title - The$e guidelines shall be known anp cited as the ImplementingGuidelines and Procedures (IGP) on the Development, Organization, Training, Admini�tration, U�ilization,\ Mobilization, Operation, Accreditation, Protection and Funding of the National Service Reserve Corps (NSRC).

Section 2. Purpose- The!e guidelines are hereby promulgat�d to prescribe the procedures for the development, orgaryization, training, administration, utiliization, mobilization, operation, accreditation, protection and funding of the NSRC as pro�.iided for in the above legal authority.

Section 3. Definition of 'ljerms:

a. f\lafional Servibe Reserve Corps (NSRC) • Ah organization composed ofgraduates of the Civic Welfare Training Service (CWTS) and Literacy TrainingService (L TS) cbmponents of the National Service I Training Program (NSTP) asmandated by RJpublicAct 9163 (NSTP Act of 2001).

b. NSRC Reservilt - A person who is a graduate of the CWTS and L TScomponents of tre NSTP program and designated an NSRC serial number.

c. NSRC ReservJ Group {NRG} - The highest level of organization of NSRCreservists composed of at least five (5) or more NSRC Sections organized at thepro�incial level I and highly-urbanized cities, as w�II as in H�g�er Ed��tionlnst1tut1ons (HEls}, and Technical-Vocat1onal Education and Training lnst1tut1ons(TVETs). \

cl. NSRC ReservJ Section {NRS) - A subordinate unit of the NSRC ReserveGroup composed! of at least five (5) or more teams.

e. NSRC Reserve ifeam (NRT) - A subordinate unit of the NSRC Reserve Sectioncomposed of at !least eight (8) but not more than twelve (12) members. Teamcomposition is di�cussed under Section 5 (Organization).

f. NSRC Reserve Onit (NRU) - A generic term which refers to any level or size ofNSRC orgcmizatibn.

g. School-Based NSRC Units {SBNU) - NSRC units established in different HElsunder CHED and

Section 4. Responsibility[

a. The Secretary of �

b. The Chairperson,! Commission on Higher Education (CHED) thru the HigherEducation lnstitutio

ns (HEls) shall be responsible for the issuance of NSRC serialnumbers to all graduates of CWfS/L TS components of the NSTP and theDevelopment, Organization, Training, Administratiqn, Utilization, Mobilization,Operation, Accreditation, Protection and Funding of School-Based NSRC Reservistsand Reservist Unit� in HEls under its jurisdiction;

c. The Director Glneral, Technical Education Services and DevelopmentAuthority (TESDA) thru the Technical-Vocational Education and Training Institutions(TVETs) shall be fresponsible for the issuance of NSRC serial numbers to allgraduates of CWfS/L TS components of the NSTP and the Development,Organization, TrJining, Administration, Utilization, Mobilization, Operation,Accreditation, Pro(ection and Funding of School-Based NSRC Reservists andReservist Units in fVETs under its jurisdiction. They n�ay be tasked to assist in theformulation or conduct of training for skills needed irl DRRM such as Emergency

The Secretary, Department of the Interior and Lpcal Government (DILG), thruthe Local Gov�rri"'.ent Units (LGUs) I Local Disaster Risk Reduction andManagement Co/Jnclls {LDRRMCs) shall be responsible for the Development,Organi�ati.on, Tfaini?g, Administration, Utilization, Mobilization, Operation,Accred1tat1on, Protection and Funding of community'.-based NSRC units from theprovincial down to\the barangay level; and

e. Other Member Agencies, Bureaus, Offices and Entities of the NDRRMC shall berespo11sible for cdnducting advocacy of volunteerism for DRRM an'd shall activelysupport the orgJ

1nization of the NSRC offices ih their respective areas of

responsibilities an4the implementation of its programs and activities.

I Section 5. Mission, Functions, and Composition of the NSRC:

a. Mission: To provide\ a trained, motivated and organized manpower reserve that canbe tapped by the State for ORRM, civic welfare, literacy, national emergency, environmental protection and other similar endeavours in the service of the nation.

b. Functions:1). To assist in the disaster preparedness, mitigation, response and rehabilitation

programs;2). To serve as a� auxiliary to the Disaster Risk Reduction and Management

Councils (DRRM<i;s) response units;3). To assist in the prbmotion of civic welfare activities;4). To ass!st !n the .implementation of literacy programs;5), To assist 1n soc10-econom1c development;6). To respond in cas� of mobilization for national emergency;7). To assist in enviro�mehtal protection; and8). To perform other similar endeavours as directed by higher DRRM authorities.

I c. Composition: The NSRC shall be composed of the gractluates of the Civic Welfare

Training Service (CWTS) and the Literacy Training Service (LTS) components of the

a. The NSRC National Directorate Center (NNDC) shall be .organized and establishedas an organic unit undbr the OCD. The National Director of the said Office shall beresponsible for the s�pervision and monitoring of the 1implementation of NSRCdevelopment, organitation, training, administration, . utilization, mobilization,operation, accreditatioh an.d protection of the National, Service Reserve Corps(NSRC} from the Natidnal down to the Regional, Provincial and Municipal level. Itshall serve as reposit.dry of all data pertaining to NSRC and shall formulate theNSRC manual and operating procedures for the full impl�mentation of the NSRCprogram as provided for\ in this lGP and subsequent OCO plllblications.

b. The NSRC School Directorate Office (NSDO) shal1'1

be established in all. . l • •

HEls/TVETs. The NSOlO shall be responsible for the development, organ1zat1on,training; administration \and . operationalization of the School-based NSRC. TheNSRC School Directorate Office will be placed under the Office of the SchoolPresident. \

c. The NSRC Community Directorate Office (NCDO) shall be organized under thelocal governmeri� units/ local DRRMCs at the provincial and municipal level. TheLGU/LDRRMC rhru _ th�ir resp�ctive NCDO_s shall be responsible for thedevelo�ment, ?rganizat1on, training, adm1nistrat1on, utilization, mobilizationprotection, funding and operation of the NSRC units.

into NSRC Res�rve Units. They shall be classi#ed into two . (2) categories:CBNRUsand SBNUs. ··

e. Community-Bas�d NSRC Reservist Units: CBNRUs shall be organized at theBarangay, Munici�al, City and Provincial level. The membership shall come fromgraduates of the ctWTS and L TS components of NSTP who are residents of theirrespective localiti�s. The concerned LGUs thru the' LDRRMCs, in coordinationwith DILG andOCp, sha�I undertake the �rganizatio� of CBNRUs. The OCD thruthelocaLDRRMCs shall issue the Activation orders of the CBNRUs..

f. School-Based NSRC Reservist Units: HEls under CHED and TVETs underI

. .

TESDAshall orga�ize SBNRUs to be composed of graduates of the CWTS andL TS components Di the NSTP who are still enrolled iril said institutions. The OCDthru the HEls and lfVETs shall issue the Activation orders of the SBNRUs. Thesereserve units shall\ be placed under control of the 1pollege!University DisasterControl Group Cha�;person for conduct of training andpperations.. . . . -· I g. �chool-Based a�d Community-Based NSRC : �eserve Groups aremdependent of each other. However, all NSRC Reservists who graduated fromtheir respective tertibry courses and are leaving their s.chools shall be reassignedto CBNRUs that ar� organized in their respective pla�es of residences. Reporton the organization\of SBNUs shall be submitted by the HEls/TVETs to CHED/TESDA through tHeir Regional Offices. CHED I 1TESDA shall submit theconsolidated report �f NSRC Reserve Groups I Units organization to OCD.

h. Jhe system for 1esignation of NSRC Reserve1 Unit names shall beformulated by ocd. It shall publish a unit designation list that shall incm:poratethe following: NSRC reserve group number; Name or HEls/TVETs; Barangay;Municipality; and Prbvince. The same shall be made known to all concernedoffices for the smoot� implementation of the same.

NSRC Reservist S�rial Numbers: The CHED and TESDA shall provide OCDwith a list of all NSTF? graduates since the NSTP Act was implemented ifl 2001.The list of the NSTP \graduates shall include but are not limited to the following

Data: Complete Name; Serial Number; Name of Schcml; date graduated fromNSTP; present resid�nce/home address; present statuh as a student (if still inschool). Every year thereafter, it will submit the new Ii.st of graduates not laterthan 30 days after thd graduation date of the NSTP. CH1ED/TESDA shall issue ablock of serial nur'nbe�s to each HEI/TVET corresponding to the number of NSTPstude_nts enrolled at the start of the course. Respective 'Schools/institutions shallin tum designate the sbrial·numbers to the students alphabetically. Unused serialnumbers shall be retilirned to CHED/TESDA. These serial numbers shall bereallocated for the ne�t school year. . The OCD shall d�sign a system of serialnumbers and blocks of serial numbers parallel to the, system designation ofNSRC Reserve GroJps Unit Names that shall incbrporate the followinginformation: cluster/gro�ps/schoo!/Barangay/ Municipality/1 City/ Province/Region.

Se.ction 7. Administrati�n of NSRC Reservist Groups/Units - The OCD shall:M . t .. I . a. am a1n a �ntrahzed NSRC Reservist database that shall include, amongothers, the. following information: Full name, date and place of birth, serialnumber, name of school, date graduated from NSTP, present residence andaddress, presept occupation and specialty/skills. This database shall be updatedperibdically. Ar· mechanism for the periodic update of the database shall beprovided by 000 in coordination with other concerned governme11t agencies.

b. Issue orders tdr assignment, reassignment, designation and aw�rds of NSRCreservists. \

c. Formulate a sy�tem of morale and welfare upliftrnent that will include but notlimited to the folf\wing: Awards, Ranks, Promotions, Training/Schooling.

d. Formulate an NSRC reservist Career Development System.

e. Registration: NSRC Reservists shall be required '1to physically register in theirrespective barangays of residence and shall secure a barangay certification thathe/she· is registeried and accounted for. Said Certifi�tion sh�II be � _requirementfor college/progr�m .graduation. The Barangay shall\ issue said certificate free �fcharge to the student. The barangay shall charge such expenses to their

respective calamity funds.

f. Accounting: NS\RC Reservists shall be accounted11 for during NSRC assembly

test or actual a�sembly during mobilization by their respective LDRRMCs.Assembly tests shrl! be held at least twice a year at tfue barangay level.

Sect,on 8. Training: I I

a. OCD shall provid� a system for NSRC individual 'reservist and unit training·program in line with the skills and experience required tfor their utilization.

b. All NSRC reservistl are required to undergo periodic �raining to provide them theadvance and speci11 training needed for their respecti�e skills requirement.

c. NSRC leadership tr�ining will be given to selected NSRC reservists who w;II formthe core of NSRC 1Jadership.

d. Specialized TraininJ shall be given to the Reservist to enhance their capability todeliver the needed services.

e. A certification of spebial or advance training shall be eligible for TESDA/CHED orother concerned age1ncies equivalency program for higher learning.

f. There shall be a me1hariism to maintain a roster of NSRC Reservists who will beeligible applicants tdr the scholarship programs other than those funded by thenational government.\ . . . .

g: The Community-Based NSRC reservists will undergo training through the LDRRMCs in coordin�tion with their respective RDRRMCs.

3. Civic Welfare \and Literacy Activities; and

4. Other task$. ntded to address emergencies/calamities/crises.

of the NSRC Rese�ists andunits in coordinat1bn with CHED/TESDA for school-based NSRCs and with DILGand.LGUs/LDRRMCs for community-based NSRCs.

Section 10. Mobilization:

a. Mobilization of N�RC units shall be undertaken by officials vested withmobilization authority to muster NSRC reservists to a!ssemble in their designatedmobilization center� and organized by their respective NSRC units to performofficial duty during disasters, emergencies and other DRRM purposes;

b. T�e Secret�ry of \1Nati�nal Defense (SND), as CHai:Person of the National

Disaster Risk Reauct1on and Management Council (NDRRMC) thru theAdministrator, Office of Civil Defense shall have the power to mobilize NSRCreservist units for DFR

\RM purposes and other national emergency/crisis situation;

c. The Chairperson of the LDRRMCs shall have the power to mobilize the NSRCunits based in their respective localities for DRRiM response within their geographical jurisdiction upon the declaration of a state of calamity;

d. Mobilization and dep\loyment of NSRC units outside of .the locality shall emanatefrom a higher authority as defined under Section 15 of RA 10121;

e. Mobilized NSRC uniJs shall be placed under control of the concerned DRRMC;and . \

f. School�b�sed NSRC lnits, in case of disaster, may be mobilized by the OCD incoordination with HElk under CHED and TVETs underTESDA provided that allNSRC reservists wh6 are mobilized are of legal age. , Mobilized school-basedNSRC units are pladed under their respective HElsfirVETs Disaster ControlGroup (DCG) and sh�II be placed further under contro'I and supervision of the

g. The .controUing si::hool shall provide the necessary administrative and logisticsrequirement \such as insurance, food and oth�r benefits covered under RA10121. In the event the school-based NSRC unit is deployed or utilized outsidethe immediatb vicinity of the school, the LDRRMC provide additional logistics,protection, anti insL1rance requirements.

Section 11. Operation \

a. OCD:\ . ., ..

1). OCD thru NNDC shall formulate Standard Operating Procedures (SOPs) forthe overall\ and specific operation of the National Service Reservists and the NSRC Uni,s;

2}. It shall clokely supervise the conduct of NSRC operations nationwide and ensure pr9per coordination with the HEts under CHED, TVETs under TESDA and with the LGUs/DRRMCs at all levels; and

3). It shall cdnduct periodic operational exercises to evaluate the actual operational bapabflity of NSRC units at all levels.

b. HEls under CHED I TVETs under TESDA: . \

1). There shall �e an NSRC Schoof Directorate ditfice (NSDO) in every HEls under CHEID I TVETs under TESDA that I will be in-charge in the development\ organization, training, equipage, administration and deployment df the school-based NSRC unit; and I

2). The officials bt every HEls under CHED I TVEf s under TESDA have theprimary respdnsibility in the utilization of the school-based NSRC units as first disaster \responders in their respective school campuses and their immediate vicinities.

c. LGUs: \ t). The LGUs sh1ll have the primary responsibility as First Responder 'during

disasters in tHeir respective localities as provided for in Section 15, RA 10121. As sudh, there shall be an NSRC Community Directorate Office (NCDO) estabtished at the provincial and municipal levels that will be responsible f6r the development, organization, training, equipage, administration �nd deployment of their respective ,community-based NSRC units; and \

2). LGUs shall debloy and utilize NSRC Units in accordance to the SOPs prescribed by OCD.

Section 12. Protection of NSR� Reservists:

a. The protection of. JsRC reservists during their mobilization, deployment andutilization including ioRRM Practical Training and �xercises shall be theresponsibrtity of the c6ncerned LDRRMC and HEls/TVETs, for both school-basedand community-base� NSRC reserve groups. They shalt be responsible forproviding the insura�ces, logistics, and other necessary benefits, includingh.osp· i·talizat1on for �$�

Section 13. AccreditatiJ

a. The N�RRMC, t�ru the OCD, in consultation with C:HED/TESDA/DND/DILG shallpres?nbe the procedures, qualifications, proc13sses, criteria, and otherrequirements for\the accreditation of training organizations and certification forindividual trainer/s;

Section 14. Funding of the NSRC Reservist/Units: \

a. The concerned LG�s/LDRRMOs shall provide the necessary funds for theorganization and utilihtion of NSRC reservists in their �espective localities. Thismay be charged froni the local DRRM funds otherwise known as Local CalamityFund; and \ . . . . . ,

b. Funds needed for the organization and ut11tzat1on of a school-based NSRCreservist shall be charged from schoot/training institution funds . A funding system similar to the Advance ROTC program which utilizes tuhds from NSTP may be adopted by the schodts. The HEls/TVETs may coordin�te with the local DRRM for use of LDRRMC re�ources for joint training activities for disaster response.

Section 15. Evaluation and Sutission of Reports:

a. The OCD thru LDRRMOs in coordination with CHEDffESDA shall conductperiodic evaluations of NSRC units to insure their op�rational capability forDRRM response . Conc�med agencies shall regularly monitor the implementationof this Implementing Guidelines and Procedures. OCO shall consolidate allreports from concerned\offices/agencies and submit quarterly/semestral/annualreports to the NDRRMC on NSRC development, �rganization, training, utilization,mobilization, operation, accreditation and protection of the' NSRC every last day
