Thousands of our family, friends and neighbors gathered in Central Park for Independence Day Festivities

and the annual Fireworks in the Park. The “booms” could be heard throughout Town Center as children

and adults were captivated by the displays and colors of this annual event.

Palm Coast Celebrates Independence Day – By the Dawn’s Early Light

A large group of citizens joined the City’s annual Independence Day Celebration at Heroes Memorial

Park on the morning of July 4th. This year’s celebration was emceed by Mayor Jon Netts and the

Declaration of Independence was read by the Mayor, City Council Members, and other officials. The

Palm Coast Community Band provided the musical tribute, with Deputy Kenny Goncalves singing “God

Bless America.” In addition to Mayor Netts’ remarks, attendees enjoyed a presentation by Ted St. Pierre,

past president of the Sons of the American Revolution-Flagler Chapter, and an authentic cannon salute

provided by Retired Navy Captain Randy Stapleford.

Florida CFO/State Fire Marshal, Visits Palm Coast

Jeff Atwater, Florida CFO and State Fire Marshal of the Bureau of Fire

Standards and Training, stopped by the main fire station this week to

congratulate the department on the achievement of an ISO Class 2 rating.

Last month the City was advised that its Public Protection Classification

had improved from a class 4 (1-best, 10-worst), putting the City of Palm

Coast in the top 1.1 percent statewide. With this new class rating, Palm

Coast is considered among the best fire departments in Florida and

across the nation. Congratulations team!

Photo Contest Winners Announced

The Find Your Florida Photography Contest has wrapped up with another successful year! Winners were

selected for both the public contest and the employee contest, with resident Duane Van Horn winning first

place in the public contest and Customer Service Rep Lucy Nabico winning first place among the

employees. Winners and their photos can be viewed at www.palmcoastgov.com/photocontest, and some

are already being used on our homepage. Winning photographers will be recognized at the Aug. 4 City

Council meeting. We received hundreds of excellent photos that showcase what makes Palm Coast

special – the people, the natural environment and community spirit. Thanks to all of our citizens and

ICMA Performance Management Award

The City of Palm Coast has been awarded the Certificate of Distinction in Performance Management by

the International City/County Management Association (ICMA). This award is a testament to the hard

work by staff to analyze and report performance data. The award will be presented at the annual ICMA

conference in September, this year.

Palm Coast’s Reilly Opelka advances at Wimbledon

We are Palm Coast proud of our very own Reilly Opelka, 17, who won the

Junior Tennis Boys Singles semi-finals at Wimbledon on Friday, beating the

No. 1 ranked junior player in the world! Reilly advances to the finals now,

playing Sweden’s Mikael Ymer (12th-ranked in the world) on Sunday outside

London. A former Indian Trails Middle School student who trains in Boca

Raton, Reilly played in the Men’s Futures Tournament at the Palm Coast

Tennis Center in January. The City has created a congratulatory sign and

invites the public to come to the Palm Coast Tennis Center from 12-7 p.m.

Adopt a Roadway

Palm Coast now has another roadway adopted to assist our City crews in keeping the roadways more attractive and free

of litter. Robb Adams has agreed to maintain a section of Rymfire Drive, beginning at Belle Terre Parkway going west

for about ¾ of a mile. This adoption, along with all others that have adopted a roadway, will free up some time that our

Public Works Department normally takes to clear our right-of-ways of litter and trash. We now have a total of 19 groups

that have adopted a roadway segment and we thank them all for their pride and community service in helping to keep

Palm Coast Beautiful!

Palm Coast Parkway Six-Laning 82%

Widening on the north side of the parkway continues and some

paving and concrete curbing was completed. Landscape

irrigation work continues. Utility connection tie-ins continues.

Signage installation has begun. All the new water mains have

now been installed and flushed. All pressure testing has passed

and is ready for chlorination. Florida Department of

Environmental Protection (FDEP) has accepted and has placed

into service the 193 feet of new 12" water main connecting to

the new 16" water main just west of Wendy's.

Holland Park 22% Installation of stormwater pipe and structures continues

City Hall 70%

Installation of drywall on interior walls, mechanical duct work

& VAV damper installation, electrical conduit rough-in and

fire sprinkler piping are all 95% complete. Painting of exterior

walls continues. Paving of parking area started. Installation of

wall tile in bathrooms is complete and floor tile in bathrooms

has begun. The sewer system has been televised and the

concrete slab under the 4" water meter and 6" fire backflow

assemblies has been placed.

Directional drilling contractor crews are on site installing and

The Flagler Humane Society would like to remind pet owners about the importance of making sure to thoroughly dry your pets after summer activities such as swimming in the pool or ocean. Leaving your pet with damp ears can cause them to develop an ear infection. Ear infections are painful and sometimes tedious to get cleared up. Dogs can develop bacteria that stems from an ear infection and if left untreated can spread to other parts of the body. Seek Veterinary attention for your pet if you notice a foul smell or discharge coming from your pet’s ears. Those pets with a long coat may need to have the hair plucked out of their ears by a groomer to further help in preventing moisture buildup. Donation Opportunities: The Flagler Humane Society are still collecting shoes. We welcome all shoes regardless of size, type, or condition. We were very successful in reaching our set goal last year and we would like to exceed it this year! Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Stop by the Flagler Beach Fire Station and see Gibbs (a FHS alumni) hard at work! Domino Domino is a spayed senior female. She is 13 years old and in need of a

good retirement home. She is microchipped and up to date on her

vaccines. She has slight allergies but nothing that a good quality food won’t clear up. She was adopted

from FHS when she was 1 year old and recently returned because the

owners were moving and had to give her up. This old gal has a few good years left and she would rather not spend them at the shelter. She is

good with other dogs and tolerates cats. Come and meet this golden girl

today!

In the past week, the department responded to 178 calls. There were two brush fires and one vehicle fire. A total of 123 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 350 out of a possible 800 and the fire danger is moderate. Jeff Atwater, Chief Financial Officer and State Fire Marshal of the Bureau of Fire Standards and Training, stopped by the main fire station to congratulate the department on the achievement of an ISO rating of 2/2x.

Game Day Social - This relaxed social atmosphere allows our participants to meet new friends

while enjoying the friendly competition of dominos, cards, or the game of their choice. Participants

are encouraged to bring their own games to share with others. Held every Thursday from 12:30-4pm

at the Palm Coast Community Center.

Wood Carvers - The art of woodcarving has a history that spans centuries. At its core,

woodcarving transforms a piece of wood into a masterfully crafted work of art. Join this group of

gifted carvers as they share their skill and know how in this informal teaching atmosphere. The

woodcarving group is a mixed group of men and women at all levels and abilities. Visitors are

welcome. Held each Tuesday from 1-4pm at the Palm Coast Community Center.

SUMMER CAMP

Fun in the Sun Summer Camp Your child’s day will be filled with a variety of age appropriate fun-

filled themed activities such as arts and crafts, stories, recreational

games, nature hikes, weekly trips to the Frieda Zamba Swimming

Pool, and special guest presentations. Campers registered for the Fun

in the Sun Summer Camp are eligible for the free lunch program

provided by the Flagler County School District. Field trips are

scheduled weekly. Field trips are optional and require pre-registration

and payment of applicable fee.

Days/Dates: Held weekly through August 7

Times: 9 am - 4:30 pm

Location: Palm Coast Community Center

Grades: K - 8 (grade just completed)

Kiss-N-Go- Early Drop Off Early drop off is available to children who are registered for Fun in the Sun full-day Summer Camp.

Drop off your camper between 7:30-9 am. They will be supervised as they play board games or watch

movies. At the start of the camp day (9:00 a.m.) our early risers will be escorted to their summer camp

group to enjoy their camp experience.


Times: 7:30 am - 9:00 am



Fee: $5/week

After-Hours Camp Pick Up Your kids will have plenty of time to wind down from a full day of camp activities from 4:30-6pm as

they relax waiting for pick-up during our After-Hours Camp care program. Campers may watch

movies or play quiet games indoors. Afterhours Pick Up is only available to children registered for

Fun in the Sun full day camp.

SPECIALTY CAMPS Fire Fighter Kids Camp Campers will visit a fire station and use regulation fire equipment. They will learn firefighting

techniques, the concept of CPR and first aid, home and fire safety and how to properly use a fire

extinguisher. Bring a bathing suit and towel on Wednesday and prepare to get wet.

Days/Dates: Monday-Friday, July 13-17

Re: Week in Review

The average water demand for the week was 7.738 million gallons per day; the average wastewater

flow was 5.613 million gallons per day.

Crews installed 11 new domestic water meters, 3 new reuse meters, 1 new PEP tank and set up one

dewatering system for another PEP tank install.

This week 393 utility customers were shut off for non-payment.

There were a total of 50 calls after hours.

Wastewater crews worked with PBM Constructors installing new pump bases and discharge piping

at Pump Station 65-2 completing the first phase of the station upgrade. The Spectra-shield lining

system was installed this week by Concrete Conservation Inc. The station is now ready for FPL to

upgrade the power and then the crews will install new pumps.

The 200 horsepower motor for the centrifuge at the Wastewater Plant has been rebuilt and

reinstalled. In addition, the clutch assembly was replaced and the unit is now back on line. It will be

necessary to run the centrifuge for extended hours to catch up on sludge wasting and dewatering that

could not be done while the motor was being repaired.

This week crews installed 400’ pipe for the Royal Palms Parkway Reuse Line and connected to the

south side of the directional bore. They started the cleanup process on all the pipe laid on the south

side of the road.

On Monday at 8:45am a 6” water main on Woodfield Lane split which affected 17 homes for

approximately 8 hours. This also affected the residents on Woodford Lane and will require extensive

clean up once the area has dried out.

Water Distribution crews completed 5 water service line service repairs, 7 meter pit

adjustments/replacements and tested and repaired 6 backflow preventers.

Wastewater crews inspected via CCTV 10,469 feet of gravity sewer, cleaned 5,840 feet of mains and

cleaned 53 manholes. They also repaired one service lateral, 2 pep mains and a reuse line in Town

Center.

Continue to perform sewer inspections for the Utility Development Division; completed 17 this

week.

Keep on Food Truckin’ goes back to the ‘70s & ’80s at Food Truck Tuesday on July 21 Palm Coast – The City is celebrating ‘70s and ‘80s-style at the next Food Truck Tuesdays on Tuesday, July 21, from 5-8 p.m. at Central Park in Town Center, 975 Central Ave., Palm Coast. This month’s special Keep on Food Truckin’ event will feature free ‘70s and ‘80s-themed entertainment with disco dance lessons, dance performances by the “Dance with Me” ballroom dancers, Firecracker the mechanical bull, games and life-size photo “standees” featuring a friendly shark, superhero, mermaid, rock stars and disco! Children will be able to create a project for free with the Marvel’s Avengers Assemble program offered by Lowe’s. The theme is in honor of the 30th anniversary of national Park and Recreation Month in July, and the proceeds of this month’s event will go to the Palm Coast Parks & Recreation Summer Camp Scholarship program for families with financial need. Keep on Food Truckin’ will feature a Beer Garden with beer and wine available for purchase, plus about a dozen food trucks – mobile kitchens, canteens and catering trucks that offer up gourmet foods including appetizers, main dishes, side dishes and desserts. Many menus are kid-friendly. The food trucks signed up for July include:

Eastbound Palm Coast Parkway Access at Harbor Center Way Closed Palm Coast, Fla. – Beginning Tuesday, July 7, Harbor Center Way at Palm Harbor Shopping Center will no longer have access to east Palm Coast Parkway. Motorists exiting the Palm Harbor Shopping Center that wish to go east on Palm Coast Parkway will have to turn right onto west Palm Coast Parkway and make a U-turn at Old Kings Highway to head east on Palm Coast Parkway. This new traffic configuration will remain permanent, as part of the Palm Coast Parkway Widening project. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. The City of Palm Coast strives for safe construction zones. City of Palm Coast’s annual street resurfacing program will begin July 9 Palm Coast – The City of Palm Coast’s 2015 street resurfacing program will begin Thursday, July 9, starting in the C Section. Approximately 11 miles of roadways will be resurfaced over the next three months. The street resurfacing program is done annually to maintain the City’s roadway system. Thirty-four Palm Coast streets will be resurfaced this summer. P&S Paving will be the contractor, and the City has an assigned project inspector to monitor the project. Residents on the affected streets will be notified via door tags in advance of the work on their street. The streets will not be closed during resurfacing, but there could be some lane shifts or minor delays. The streets will be resurfaced in this order: Classic Court South, Clinton Court North, Cherry Court, Chadwick Court, Chilham Court, Cree Court, Caribe Court, Carollo Court, Fernmill Lane, Fieldstone Lane, Flaxton Lane, Black Alder Drive, Langdon Drive, Lansdowne Lane, Weber Lane, Peppercorn Lane, Pepperdine Drive, Prince Patric Lane, Princess Dolores Lane, Pickering Drive, Piccadilly Place, Radcliffe Drive, Renfro Lane, Rennworth Lane, Renmont Court, Riddley Lane, Ripplet Place, Rippling Brook Drive, Emerson Drive, Empire Lane, Edwin Lane, Zither Court, Sea Garden Path and Smollet Place. Cultural Arts Grant Workshop set for July 22 at Palm Coast Community Center Palm Coast – The City of Palm Coast will hold a workshop on Wednesday, July 22, at 6:30 p.m., to provide information to representatives of organizations wishing to apply for this year’s Cultural Arts Financial Assistance Matching Grant program. The workshop will be held at the Palm Coast Community Center, 305 Palm Coast Pkwy. NE, and it is open to the public. The matching grant program is open to Palm Coast-based non-profit organizations. The grants must be used to fund cultural arts programs and/or events that are conducted within the City of Palm Coast. Hosted by the Palm Coast Parks & Recreation Department and the Leisure Services Advisory Committee, the workshop will focus on the grant submittal process and timeline; completion of the grant application and the required information/documentation; the event and organization budget form; and provide general information about grant writing and grant funders. Public invited to sign congratulatory message for tennis player Reilly Opelka Palm Coast – The City is “Palm Coast proud” of junior tennis player Reilly Opelka, 17, who won the Boys’ Singles semi-finals at Wimbledon on Friday, beating the No. 1 ranked junior player in the world! A Palm Coast resident who trains in South Florida, Opelka advances to the Wimbledon Boys Finals, playing Sweden’s Mikael Ymer on Sunday in Wimbledon, London, England. The 6-foot 10.5-inch tall player is the son of George and Lynne Opelka. To celebrate his success at Wimbledon, the City has created a congratulatory sign for Opelka. The public is invited to come to the Palm Coast Tennis Center between noon and 7 p.m. Monday, July 13, to sign it. It will be presented to Opelka and his parents in the coming weeks or months. The Tennis Center is located at 1290 Belle Terre Pkwy. Opelka was ranked 18th in junior boys by the International Tennis Federation as of June 7. He has been a tennis player since he was 5. In January, he competed in the USTA Pro Circuit Men’s Futures Tournament at the Palm Coast Tennis Center.
