Three-Phase Grounded-Front Pad-Mounted Transformer Installation

308.01 Depth of Underground Utilities New Construction as of January 1998 316.02 1-1/2", 2", 3", 4" or 5" PVC Conduit Riser Installation 364.01 Transformer General 364.03 Location and Spacing of Conduit for 2000 kVA to 75 kVA Three-Phase Grounded-Front Pad-Mounted Transformer 380.07 Service Size and Service Connections Three-Phase Grounded-Front Pad-Mounted Transformer General Requirements and Avoidance of Common Installation Errors Purpose: This section, “General Requirements And Avoidance of Common Installation Errors”, does not address all of the requirements needed for the installation of ductlines, substructures, transformers and risers. This section serves as an informative guide to understand the collection of documents and requirements which address installation of customer owned facilities outside of the utility rights-of-way for the purpose of installing MLGW owned facilities to serve MLGW customers with electric power; and, based upon prior experience, guide the installer of these facilities as to avoid common errors in the installation of these facilities. 1. MLGW Documents and Policies

A. Customer “Sign-Off”. This “Installation Work Package” document is to be issued to the customer, or contractor (customer’s representative/assignee), by the MLGW Engineering Representative upon request for service. The cover page is to be signed by all parties as indicated on the cover, and the original signature page is to be retained by the MLGW Engineering Representative and filed with all other documents pertinent to the work request, one (1) copy shall be forwarded to Contract Services (MLGW 3rd party inspectors) and a copy of the signature page may be provided to the customer/contractor upon request. The “Installation Work Package” document is only applicable to the work request as noted on the signature page, as construction standards are subject to revision.

B. MLGW Electric Service Policy. The installation of facilities shall be made in accordance with MLGW design drawings,

construction standards and other applicable requirements, per the MLGW Electric Service Policy. The Electric Service Policy is available through MLGW Corporate Communications, the MLGW Electric Engineering Department or via the MLGW Webpage (Currently: www.mlgw.com → “Builders, Developers And Contractors” button → “Common Online Information” heading → “Electric Service Policy Manual” .pdf document. Note: This path subject to change).

C. Installation of MLGW Facilities. MLGW is not obligated to install MLGW owned facilities in transformer, substructure, conduit, ductline systems which do not meet MLGW requirements. Any work performed before issuance of MLGW installation documents is at the customer/contractor’s own risk.

D. Deviation of MLGW Requirements. Any deviation from MLGW design drawings, construction standards, material standards,

material specifications and/or policies shall be approved in advance and by written authorization by MLGW; and by agreement, in writing by the customer and owner of the property; furthermore, agreements for deviation from MLGW requirements may not be made by the customer’s assignee.

E. Customer Responsibilities. It is the obligation of the customer, or his assignee, to have a working knowledge of MLGW policies and

procedures for installation of facilities. 2. Conduit and Ductline Systems

A. Depth of Cover. All MLGW electric facilities, regardless of voltage, shall have a depth of cover of forty-eight (48) inches. Depth of cover is defined as the distance from the finished surface to the top of the shallowest conduit.

B. PVC Conduit Type. All conduits/ducts installed for MLGW cable systems shall be Schedule 40 dimensions, grey in color, and

designed specifically for electrical applications. Schedule 80 conduits/ducts shall not be used, or conduits/ducts which are not grey in color. Solvent-welded couplings shall only be used in “open-trench” installations and shall not be used in horizontal directional drilling (HDD) installations. PVC conduit with mechanical joints designed for HDD applications and/or high-density polyethylene (HDPE) duct, meeting MLGW Specification 38-37XX, are the only approved materials to be installed by HDD.

Reason: MLGW cables are designed to be installed in Schedule 40 (NEMA TC 2) conduits, or in the case of five (5) inch

conduit/duct, both DB-120 (ASTM F 512) and Schedule 40 ducts/conduits. By code, only utilities may install DB ducts; therefore, a contractor must use a minimum of a Schedule 40 conduit. Utilities are not required to meet NEC fill ratios, and many MLGW cable systems use higher fill ratios, and lower clearances, than typically installed by private contractor installations; and a Schedule 80 conduit further reduces clearances and may result in undesirable jam ratios.

C. Reducer Bushings. All conduit runs shall be the same trade size the entire length of the run, eg. size transition couplings shall not be

used in the conduit run. When conduits smaller than five (5) inch trade size are terminated at manholes, a reducer bushing shall be used at the manhole duct terminator.

D. Conduit (Size) Applications. Unless otherwise specified, the following conduit sizes shall be used per the application listed in the table below:

E. PVC Bends. Unless otherwise specified the minimum radius for all sizes of PVC bends, except 5", shall be 36". For 5" bends the

minimum radius shall be 48". Designers may use longer radius bends to reduce cable sidewall bearing pressure in some designs. All PVC bends shall be factory formed and shall not be field fabricated by the use of heated “hot boxes”. Galvanized steel bends shall not be used. Reason: MLGW cable pulling calculations are based upon the radius bends shown above, bends of a lesser radius create greater side wall bearing pressures on the insulation systems of the cable as well as greater pulling tensions. Additionally, factory forming methods for bending PVC provide for ≤5% ovality; field methods do not control ovality and can cause a reduction in cable/conduit clearance and/or jamming of cable in bends.

F. HDPE Bending. High-density polyethylene (HDPE) duct may not be bent to a lesser radius than the HDD drilling rod (stem) used to

install the duct. Factory PVC bends shall be used whenever to enter enclosures, or make changes in direction which cannot be performed by the HDD machine.

G. Proofing and Pulling Lines. The MLGW inspector shall witness the proofing of the completed duct/conduit system by observing the customer, or his assignee, pull a flexible steel mandrel (for 3" trade size and larger) or blow a “hard-pig” (for 2" trade size and smaller) the entire length of the duct/conduit system. The proofing mandrel, or “pig”, shall be supplied by MLGW. A 2500 pound tape designed for cable pulling shall be installed in the ducts/conduits designated for 1/C #2 AWG Copper, and 3-1/C #2 AWG Copper, medium voltage cables for conduit runs exceeding 500 feet. All other ducts/conduits shall have a 200 pound pull string installed. After proofing and installation of pulling lines all conduits shall be capped to prevent the entry of foreign objects which might damage cable during installation. Note: It is highly recommended that the conduit system is proofed before backfilling or concrete encasement to avoid costly repairs in the event that there is a defect in the conduit system. Proofing before backfilling is not an acceptable substitute for proofing of the completed system.

H. Direct Burial/Encasement Burial.

1. Direct Burial. For conduit sizes 4" trade size, and below (URD applications), up to four (4) conduits may be placed “side-by-side” in the bottom of a trench without concrete encasement. Construction debris of any kind shall not be suitable backfill and must be removed from the trench before backfilling. The backfill compacted to 95% minimum compaction per ASTM D 7380, or other MLGW approved method, in 12" (maximum) lifts.

2. Encased Burial. Vertical conduit/duct arrangements must use properly installed anchored duct spacers at intervals not to exceed

ten (10) feet and may use flowable fill in lieu of concrete. Concrete “caps” shall not be acceptable when encasement is required. The trench above the encasement shall be performed in accordance with paragraph 2.G.1, above.

I. Joining Methods For HDPE and PVC

1. Integral and non-integral couplings/fittings for PVC shall be “deep-socket” type, and shall be joined by solvent welding cement by the method described in ASTM D 2855.

2. HDPE shall be joined to PVC fittings using MLGW approved epoxy adhesive designed for HDPE-PVC joints or other approved method (method must be approved, in writing by MLGW, prior to installation); Adhesive joints shall not be pulled in by HDD methods. (Currently approved product: MLGW C&I 38-5410 GRA Services “PE Fusion 6X24”)

3. There shall not be any HDPE butt-fusion joints in the installed system; however, butt-fusion joints may be used for joining HDPE duct to the pulling head.

4. HDPE Electrofusion type fittings may be installed for full-tension use for HDPE to HDPE joining. (Note: C&I, refers to “Class-Item Number”, eg. a MLGW stock/part number)

J. Other Facilities. The installed ductline is for the purpose of installing power cable systems to be owned and operated by

MLGW, no other facilities are to be installed in conduit/ductline systems installed for power cable systems. Except where crossing, there shall be a lateral (horizontal) minimum separation of 24" between facilities installed for installation of MLGW cable systems and other facilities (conduits for secondary cables, telecommunications, water, sewer, irrigation, gas, etc). Where these facilities cross, the crossing shall be made as closely as practical to 90°, and shall have no less than twelve (12) inches of vertical clearance, twenty-four (24) inches is preferred.

3. Riser “Stub-Up”

A. Existing Riser Pole. The contractor shall stub-up for riser and spare conduits on the existing pole and quadrant location as designated on the MLGW sketch.

B. Riser Pole To Be Installed. If there is not an existing pole, the contractor shall stub-up riser and spare conduits ten (10) feet, or the

road right-of-way, whichever is closer, from the proposed location of the pole, in order for a mandrel to be pulled as observed by a MLGW inspector. The riser installation shall be completed by a MLGW underground construction crew.

4. Pad -Mounted Equipment (Transformers)

A. Clearances From Structures And Obstructions. All clearances shall be measured from the transformer pad, eg. not the equipment enclosure. These clearances have been established for the purposes of equipment installation, maintenance, operation and safety. Any changes shall be approved by MLGW, in writing, before the installation of equipment. MLGW is not obligated to install, maintain or operate equipment which does not meet the clearances specified below:

1. Transformer. There shall be a minimum of fifteen (15) feet of clearance from the operating side of the transformers and doors

shall be able to open to the point where the unmodified, factory installed, wind-stop can be engaged. There shall be a minimum of three (3) feet of clearance on each non-operating side of the transformer. There shall be a minimum of twenty-five (25) feet of vertical clearance for transformers less than 500 kVA and fifty (50) feet of vertical clearance for transformers up to 3,000 kVA (per Factory Mutual Requirements), provided that accessibility can be maintained for installation and maintenance. There shall be a minimum of eight (8) feet of radial distance from any window, doorway or means of egress.

2. Visual Screens & Mechanical Barriers. Any structure (walls, fences, posts, etc) installed around, or adjacent to, the transformer

– typically for visual screening, mechanical protection or as a fire barrier – shall have a maximum height of eight (8) feet and shall provide three (3) feet of clearance from any part of the structure to the equipment pad on the non-operating sides of the transformer; and any portion of the structure which is not movable, eg. other than a door, gate, etc., shall provide a minimum of fifteen (15) feet of clearance from the pad on the operating side of the transformer. The minimum width of gates (doors, etc.) shall be the width of pad on the operating side of the transformer, plus three (3) feet on each side of the pad. Each gate shall be hinged, open a minimum of 90°, and shall allow the transformer doors to open to the point where the unmodified, factory installed, wind-stop can be engaged. Each gate shall be provided with a drop rod/bolt to hold the gate in the fully open position. When in the gate(s) are in the open position there shall be a minimum of fifteen (15) feet of clearance from the pad to any obstruction for the operation of the equipment. When closed, all gates shall be secured in such a manner to allow immediate access by MLGW.

B. Conduit Installation at Pad Site.

1. Conduit Templates. It is highly recommended that a layout/backfill and tamp conduit template (MLGW C&I 38-8099 for 2000-75 kVA transformers) be used for all pad-mounted equipment installations. This template will indicate where the proper conduit locations are located and will assure proper location/alignment when backfilling and tamping the pad site. These templates may be obtained from the MLGW inspector.

2. Soil Compaction. The pad site shall be compacted to a minimum of 95% per ASTM D 7380, or other MLGW approved method,

in lifts not exceeding twelve (12) inches.

3. Conduit Termination. All conduits shall be properly cut at six (6) inches above finished grade for 2000-75 kVA transformers, or flush with top of a poured-in-place transformer pad. All conduits for primary cable shall have properly installed end bells (ASTM F 512); and all conduits for secondary cable shall have either, properly installed end bells or conduit bushings.

C. Installation Details – Transformer Pad Site.

1. Secondary Compartment. The conduit system for the secondary voltage service conduits, including the 1-1/4"meter lead conduit when applicable, must be located within the area designated for these facilities, without encroaching into the area designated for the primary cable system. The secondary compartment area is twenty (20) inches by twenty-six (26) inches for 2000-75 kVA transformers. Conduits for primary cables shall not be located in, or under, the secondary compartment of the transformer; additionally, no conduits for secondary cables may be installed in, or under, the primary compartment of the transformer. (See MLGW Electric Service Policy for meter lead conduit requirements, paragraph 3.7.4 – paragraph number subject to change.)

2. Ground Rod Location. Refer to MLGW Construction Standard 364.03 for the proper ground rod location. Where the customer,

or his assignee, has elected to utilize a poured-in-place transformer pad, a 1-1/2" conduit shall be provided in the proper location for the installation of a ground rod. No facilities are allowed to be located under the ground rod location, so that a ground rod may be driven to the depth necessary to achieve the desired grounding system.

3. Poured-In-Place Concrete Pad. If the customer, or his assignee, elects to utilize a poured-in-place transformer pad, the pad shall

meet the requirements of MLGW Material Standard, 67-6565, as last revised. MLGW inspection of steel reinforcement is required by MLGW prior to pouring concrete.

4. Concrete Pad Pilings. MLGW shall install filled pilings to prevent the disturbance of the installed pad/transformer. These pilings are driven 5" Schedule 40 PVC at the locations shown on the standards. The customer, or his assignee, shall not install any facilities in this area which might be damaged during the installation of the pilings.

5. Other Facilities. Only facilities entering the pad site are permitted to be located under the pad site. Other facilities such as

conduits for secondary cables not terminating at the transformer, gas, telecommunications, water, sewer, irrigation, etc, shall not be permitted to be under the pad site.

5. Inspection Of Facilities

A. MLGW Inspections. All work for the purpose of installing MLGW facilities supplying power which has been performed by the customer, or his agent, shall be inspected by MLGW to insure compliance with MLGW construction standards, material standards, material specifications, design drawings and other requirements. Photographs, inspections by non-MLGW personnel, contractor’s notes, etc. shall not be an acceptable substitute for inspection by an MLGW inspector.

B. Inspection Requests. It is the sole responsibility of the customer, or his agent, to make a request for inspection by a MLGW inspector. These requests are made by contacting the inspector(s) at telephone number 901.734.4086 (North Area), 901.412.5363 (South Area) or 901.734.4101 (Contract Services – Foreman).

C. “Trench” Inspection. All conduit and substructures shall be inspected before backfilling to insure compliance with depth of cover,

grounding systems, conduit spacing, excavation preparation, etc. If the conduit/ductline/substructure system is backfilled before inspection, the customer, or his agent, shall be required to prove to the MLGW inspector’s satisfaction that the facilities are properly installed; this may require (re)excavation of part, or all, of the conduit/ductline/substructure system.

D. Horizontal Directional Drilling Inspection. HDD methods may be employed to install conduit/ductline systems, either by design of,

or by prior written approval by, the MLGW engineer/designer. The depth of the drill path shall not be excessive in depth, and shall exceed normal depth of cover only to avoid underground interference. The drill path shall be marked, with location and depth, at intervals no greater than twenty (20) feet and at all critical locations. All pits must be inspected by the MLGW inspector prior to backfilling. Please note that the tolerance of the receiver/sonde, the diameter of the back reamer and the depth of the pilot tunnel are used to determine depth of cover. The depth of the pilot tunnel is typically:

Dpilot = Dcover + ½ Back Reamer Diameter + R/Stol Dpilot = Depth Of Pilot Tunnel Dcover = Depth Of Cover R/Stol = Receiver/Sonde Tolerance E. Unforeseen Conditions. If the customer, or his agent, is unable to comply with any, and all, for any reason, MLGW requirements, it

is his responsibility to contact the MLGW inspector before proceeding. Any work performed outside of MLGW design, construction standards, policy letters, service policy or any other MLGW document shall be at the customer’s, or his agent’s, own risk.
