Introduction

School counselors, mental health consultants, case managers, and school principals are often asked by parents to assist in finding an appropriate referral for professional mental health services. This resource directory identifies both private and public organizations and helps locate individual licensed practitioners who work specifically with children and their families.

This “DIRECTORY OF REFERRAL SOURCES” is compiled for school counselors, psychologists, social workers, nurses, and mental health consultants. Any licensed mental health professional that works with children and their families, who is interested in being available to the schools and being professional practitioners for referrals, may be listed in the directory. Mental health professionals were asked to complete a form and submit copies of the Florida State license to confirm all information.

This directory is available online for the public school counselors, school psychologists, social workers, public health nurses, and case managers who work with schools. The school personnel may use the directory to assist any parents who request assistance in locating an appropriate professional.

MENTAL HEALTH REFERRALS/ Procedures Licensed practitioners and agencies listed in this directory are arranged alphabetically.

We are fortunate to have professional services offered by the mental health professionals in our community which compliment the educational services provided by our school system. This cooperation among professionals enables us to comprehensively address the needs of our students and their families.

Even though the listings in this directory have been limited to licensed practitioners, there can be no presumption as to the quality or effectiveness of the services of any of these practitioners. No responsibility can be attached to the availability of this directory.

In consultation with a parent/guardian who is requesting assistance, a minimum of three resources may be provided from the directory. Please take into consideration the need of the family, geographic location, and the areas of expertise of the mental health professionals.

QUESTIONS AND ANSWERS ABOUT MENTAL HEALTH SERVICES AND BREVARD PUBLIC SCHOOLS

As a courtesy to parents, the Brevard Public School Board has entered into an agreement with mental health agencies to provide additional support services to non-exceptional education and some mildly handicapped exceptional education students who may be exhibiting some behaviors that are affecting their academics. The behaviors are more severe than a school counselor is able to respond to professionally, and the parent(s) are in agreement with accessing these services. These mental health services may be offered during the school day, on the school site, if the student’s schedule permits.

Q. Who decides if a student needs services? A. The parent or guardian may initially enlist the help of school personnel but it usually begins with a school staff member who believes the behavior of a student warrants extra support. The parent or guardian makes the final decision. (Referral Sources for Children & Families, including the Release Letter, should be used for both of these situations.)

Q. What types of school-based services are available? A. Services may include individual or group counseling therapy, mentoring, social skills training, and/or case management.

Q. Will a school-based series of counseling interfere with class time? A. Counseling sessions are scheduled outside academic classes as much as possible making sure the student receives satisfactory instruction in required subjects.

Q. Who pays for the school-based services? A. School-based services have several funding sources. Students with Medicaid may have their services covered for school sessions. A child with no insurance and ineligible for Medicaid can apply for Family Service Planning Team (FSPT) funding which requires an application for Kids Care insurance. Parents must complete the application and eligibility is determined by family income. Provider agencies may also use funds for children without FSPT or Medicaid such as a sliding scale fee or special grants.

Q. What is required to begin site-based services? A. In order for site-based services to begin, school staff must communicate with the parent or guardian to obtain the signed Release of Information form. School staff will then make the referral and an agency person will contact the family to complete appropriate agency paperwork and to assess the need for therapy or other services. Assuming both parties agree to the need for therapy, an intake is scheduled during which time a full assessment and problem areas are identified. The parent or guardian receives feedback and agrees to a preliminary treatment plan. If at any time the parent or guardian does not feel the child needs services, the process may be terminated.

Q. What is the parent or guardian role in services? A. Most school-based providers will also want to meet with the parents on a consistent basis. Parents can help their children make better progress in therapy by using the parenting and communication strategies suggested by the therapist.

Q. How long will therapy services last? A. An average length of time is approximately 4-6 months, but it can vary depending on the needs of the student. More severe issues may take a longer period of time to successfully resolve.

Q. What if medication is suggested for a student? A. If the parent or provider believes a student needs medication, the service provider will discuss the benefits and risks of this decision with the parent. After discussion, if the parent or guardian wishes to pursue this option, a referral to a psychiatrist will be made.

Q. What is individual counseling? A. This type of therapy focuses on helping a student understand why he or she feels and behaves the way he or she does and learn how to cope with the feelings while learning more acceptable ways to behave.

Q. What is group counseling? A. This type of therapy focuses on the same issues as individual counseling but uses peer and group dynamics to further learn about behaviors. A group may be used to teach needed social skills.

Q. What is case management? A. This service is designed to help a parent or guardian find and coordinate the services that a student needs. The case manager monitors to make sure services are being provided consistently and effectively. These services are provided to families with children who require more than one mental health service in order to stabilize behaviors at home and at school.

Q. What is the role of a case manager? A. Case managers complete assessments to determine the most appropriate mental health services. They also determine if there is any other type of community resources available to help the student and family such as obtaining funding to pay for mental health services. The case manager meets with parents and the student at least once a month to assist parents in working with the mental health and school system.

to  the  Badging  Process  of  

This  badge  will  enable  you  to  have  direct  contact  with  students  when  appropriate  

1. Come  to  the  Educational  Services  Facility   (ESF)   at  2700  Judge  Fran  Jamieson  Way,  Viera,  Florida.  

2. Go  to  the  District  Security  Office  Located  on  the  immediate  right  of  the  main  entry.  

3. Make  sure  you  bring  your  Florida  Driver’s  License  to  process  as  a  visitor.   This  procedure  is  being  enforced  in  every  school  facility  at  this  time.  

4. Make  a  request  to  receive  a  badge  that  will  entitle  you  as  a  representative  of  your  company,  to  see  students  for  Mental  Health  related  work.  

5. Pay  $78.50  with  a  money  order  or  credit  card  for  the  background  check.   It  will  take  between  three  to  five  days  for  processing.  

6. Come  back  to  ESF  after  this  time  to  have  your  picture  taken  for  a  photo  I.D.  The  charge  for  this  is  $10,  which  can  be  paid  with  a  company  check  or  cash.  

7. This  badge  is  good  for  five  years.   The  district  gets  ongoing  updates  from  law  enforcement  about  any  criminal  activity  of  badged  people.  

8. After  you  have  received  your  badge,  make  sure  you  wear  it  to  the  school  when  you  wish  to  see  the  student  assigned  to  you.

PROCEDURES FOR SCHOOL BOARD APPROVED AGENCIES (RFQ Responders) TO VISIT A SCHOOL SITE

PURPOSE

The following outlines the proper procedures to follow upon accessing a client (student) for counseling, case management, or accessing school-based staff for information regarding a client (student).

RESPONSIBILITY

All Brevard Public School Board approved mental health/case management agencies that access students on school sites for the purpose of counseling or case management must train personnel in the compliance with this policy.

PROCEDURES

• All agency personnel seeking student contact or records must be fingerprinted, submit to a background check, and be approved through the BPS Office of District and School Security before a badge can be issued.

• Agency personnel must follow school board rules and regulations at all times while on the school property.

• When visiting a school site, agency staff must display the proper identification and/or credentials at all times.

• Agency personnel must call the school prior to visitation and schedule a time that will have minimal disruptions to the academic day and is approved by the school principal.

• Personnel must have documentation from the parent/guardian of informed consent or other official proof of right to access student records or access will be denied. Copies of this documentation may be placed in the students file if a series of sessions will be conducted.

PROCEDURES FOR SCHOOL BOARD APPROVED (Non-RFQ Agency Responders) TO VISIT A SCHOOL SITE

PURPOSE

The following outlines the proper procedures to follow upon accessing a client (student) for counseling, case management, or accessing school-based staff for information regarding a client (student).

RESPONSIBILITY

All Brevard Public School Board approved mental health/case management agencies that access students on school sites for the purpose of counseling or case management must train personnel in the compliance with this policy.

• When visiting a school site, agency staff must display the proper identification and/or credentials at all times. A current drivers license must be scanned upon entering and signing into the school.

• Agency personnel must call the school prior to visitation and schedule a time that will have minimal disruptions to the academic day and is approved by the school principal.

• A Facilities Use Form must be filled /completed.

• Personnel must have documentation from the parent/guardian of informed consent or other official proof of right to access student records or access will be denied. Copies of this documentation may be placed in the students file if a series of sessions will be conducted.

Re: Access to Students by Outside Providers; Implementation of SB 1108 ________________________________________________________________________________

Senate Bill 1108 was signed into law July 1, 2013. The law changes the policy and practice of allowing outside providers to make services available to students during the school day.

Section 1003.572: Collaboration of Public and Private Personnel

For the purposes of this law, the term “private instructional personnel” refers to certified or licensed: • Behavior Analysts • Speech-Language Pathologists • Occupational Therapists • Physical Therapists • Psychologists • Clinical Social Workers

“The collaboration of public and private instructional personnel shall be designed to enhance, but not supplant, the school district’s responsibilities under the Individuals with Disabilities Act (IDEA).”

“Private instructional personnel who are hired or contracted by parents to collaborate with public instructional personnel must be permitted to observe the student in the educational setting, collaborate with instructional personnel in the education setting, and provide services in the educational setting.”

If the outside professional provider is not an employee of Brevard Public Schools or currently approved as a contractor, the parent must submit the form, “Authorization for Release and Exchange of Information”, to the school. To meet the specifications of SB 1108 and keep student safety as a strategic priority, the provider must complete the following requirements before the outside service provider may work in the school during the day:

1. Provide a completed “Confidentiality Agreement Statement” form (Revised

8/21/13); 2. Receive, complete, and submit for approval, a BPS Facility Use Agreement form;

3. Agree to the category III, facility use fee terms of payment; 4. Submit a certificate of insurance for the specified amount that meets district

requirements; 5. Obtain a Level II background examination from the Brevard Public Schools (BPS)

6. Be issued a BPS contractor badge upon completion of the Level II background screening, which must be worn at all times when on the school property; and

7. Obtain an agreement from the public instructional personnel and principal to the time and place of all services, collaborative meetings, and observations.

Access to Students Outside of SB 1108

There are three situations where a non-school district employee may request access to a student: 1) law enforcement/emergency personnel, 2) DCF child protection investigators, and 3) treatment services. School personnel should follow district policy for all visitors as indicated below:

1. Law Enforcement/Emergency Personnel: Immediate access should be granted. A

badge from the respective agency should be displayed; 2. DCF Child Protection Investigators: Access should be granted. Check the badge of

the DCF Investigator; 3. Treatment Services: Pursuant to Board policy 8475, Brevard Public Schools has

entered into agreements with the specific agencies listed below to provide counseling and case management services for students. All contracted providers are issued a contractor’s badge that should be worn on campus at all times.

EMPLOYEE ASSISTANCE PROGRAMS Many local employers have an Employee Assistance Program (EAP) available to their employees to assist with personal problems. This benefit provides confidential consultation and/or referral to an approved mental health clinician or agency to assist in resolving difficulties such as family and marital crises, emotional and behavioral problems, drug and alcohol abuse, and financial and legal problems. Parents and guardians seeking assistance are encouraged to explore the resources available through their Employee Assistance Program.

Due to the frequent changes in coverage for various EAP programs, an accurate listing of EAP contacts is best obtained from the employer.

HELPFUL HINTS WHEN ASSESSING SUICIDE RISK

❖ Discuss the problem openly and without judgment. ❖ Avoid saying anything demeaning or devaluing. Convey empathy, warmth and

respect. ❖ DO NOT leave the student alone or isolated. ❖ Find a supportive, quiet environment to meet with the student. ❖ Notify the building principal/designee of the situation. ❖ Try to contact the parents before a Baker Act to:

o Inform them of the situation o Gather information to assess risk

o Provide information about the problem and available resources o Discuss the possible need for a Baker Act

AFTER DE-ESCALATION, A BAKER ACT OR HOSPITALIZATION
