    Parnell 1. Call to Order/Roll Call: The Chair, Ms. Glass, called the meeting to order at 3:39 p.m. and roll call

    was taken.

    2. Approval of Agenda: It was M/S/C Corchado/Walton to approve the agenda as published.

    3. Approval of Minutes: It was M/S/C Bittner/Presnell to approve the February 15, 2012 minutes.

    4. Public Opportunity to Speak: Mr. Josh Franco, Civic Entrepreneur, Inc. Founder and CEO/ UC Merced graduate, introduced himself.

    Mr. DeShawn Hackney, Building Healthy Communities representative, informed the Council of an event for youth that will be held Saturday, August 18th from 10:00 a.m. to 2:00 p.m. The group is currently working on creating T-shirts that will be given out at the event.

    5. Announcements (Roundtable): Each member introduced themselves and provided updates for their

    organizations. The Challenger Learning Center recently hosted a four week summer camp. Unfortunately, the Center is currently closed. The Building Healthy Communities (BHC), Central California Regional Obesity Prevention Program’s (CCROPP) funding will end in October; consequently, staff are working on submitting several grants. Free Zumba and Yoga classes will be provided at Farmdale Elementary School. Zumba will be every Tuesday and Thursday from 6:15-7:15 p.m., and Yoga will be every Monday and Wednesday, 6:15-7:15 p.m. There will be a Farmers’ Market in Le Grand every Tuesday from 6:00-8:00 p.m. Job Corps Fresno has recently been contracted to a new company, Chugach Alaska Corporation. Four girls from Merced were sent to the facility in Utah. According to the Job Corp representative, Merced students tend to do better than the Madera and Fresno students.

    A “Behavioral Health Corp” has been added as an option for juveniles who are on probation. HandsOn Central California: Ms. Bernedette Castaneda provided updates on “Operation Graduation.” The Merced Adult School: It is now a requirement to have either a high school diploma or GED to receive college financial aid. Also, the actual GED test will be changing: One notable change is the test will no longer be written, it will be computerized. The Merced County Department of Workforce Investment (WI) has a new Acting Director, Mr. Robert Morris.

    6. Discussion Items:

    a. Youth Council Member Recruitment: Currently, the Council is in need of new members under two of the mandatory categories; Parents of eligible youth (one member needed) and WIB members (three WIB members needed). Several ideas were discussed in regards to successfully soliciting new members in order to be in compliance with the Workforce Investment Act (WIA). Members were urged to contact any of the three ad-hoc committee representatives, Ms. Debra Glass, Ms. Joanne Presnell, and Ms. Daphne Post of any possible candidates for these areas.

    b. Youth Resource Directory Update: Mr. Robert Bittner, Ms. Claudia Corchado, and Ms. Mary Jane Hawkes are members serving on the ad-hoc committee to update the Youth Directory. Ms. Corchado will be contacting Building Healthy Communities and asking if any youth are available to assist in updating the directory.

    c. California Workforce Association Annual Youth Conference: The conference is scheduled to be held January 15-17, 2013 at the Hyatt Regency Orange County. The current budget allows for two members and one staff to attend the conference. Members were prompted to contact Ms. Nancy Havens if interested in attending the conference.

    d. Youth and Social Media: Multiple avenues to provide enrolled and exited youth a means of networking through social media were discussed. Creating a Facebook page was one major avenue that was considered.

    7. Reports: a. Fiscal Report: A copy of the report was included in the meeting packet. b. Ad-Hoc Committee Outreach-Business Recognition: The Business Partner Recognition Event was

    held on April 26th. Two hundred sixty businesses were invited and 26 businesses RSVP’d. Out of those 26, 12 attended the actual event. Members conceded to determine at the next meeting whether or not proceeding with a business recognition event again next year would be suitable. The possibility of recognizing businesses by some other means was also contemplated.

    c. MCOE High Concentration Grant and In-School Program-Quarterly Report (Apr-Jun): A copy of the report was included in the meeting packet.

    d. MCOE Out-of-School Program-Quarterly Report (Apr-Jun): A copy of the report was included in the meeting packet.

    e. WI Report – In-School and Out-of-School Youth Program (PY 2011/2012): A copy of the report was included in the meeting packet.

    f. Performance Measures Annual Report for Youth (PY 2011/2012): The Merced County Office of Education was recognized for having exceeded the expected performance measures.

    g. High Concentration Grant Fiscal Year 2011/2012 Closeout Report): A copy of the report was included in the meeting packet.

    if they have recently received AB1234 Ethics training. This information will be shared with the County as they are currently keeping track of all individuals that require ethics training.

    SUBJECT: The California Workforce Association (CWA) Annual Youth Conference PROPOSED MOTION(S): Approve the Youth Council Chair’s attendance to the CWA Youth Conference and select one additional Youth Council “Community” Member to attend. DISCUSSION: The California Workforce Association (CWA) Annual Youth Conference is scheduled to be held January 15-17, 2013 at the Hyatt Regency Orange County, 11999 Harbor Blvd., Garden Grove, CA. The Annual Youth Conference attendees include some of the most active Workforce Investment Board Youth Council members from throughout California, as well as forward thinking staff from local WIBs, Youth Councils, education sectors, economic development agencies, and organized labor. The conference is designed to provide specific skill building and professional development opportunities that should enable members to report to the Youth Council information that will better reach and impact youth in our community. Ms. Debra Glass, Ms. Claudia Corchado, Ms. Melissa Abby, and Ms. MaryAnn Navarra have expressed a desire to attend the CWA Annual Youth Conference. The current budget provides funding of $4,000 for two Youth Council “Community” Members and one staff to attend the conference. The Merced County Probation Department is paying for Ms. Navarra to attend. Upon your approval, Ms. Debra Glass, who has not attended the conference, will use one Youth Council “Community” Member slot leaving funding for one additional Youth Council “Community” Member to attend.     1. Determine how the Resource Directory will be updated – Building Healthy Communities Group, Ad-hoc Committee, or a blend of both

    2. Update the Directory for the Fiscal Year 2013/2014 DISCUSSION: Ms. Claudia Corchado stated, during the August 2012 meeting, that she would contact Building Healthy Communities (BHC) asking for youth involvement to assist in updating the Youth Resource Directory. The Ad-hoc Committee to Update the Youth Directory is as follows: Mr. Robert Bittner, Ms. Claudia Corchado, and Ms. Mary Jane Hawkes. The committee is short two Youth Council members that resigned December 2011 due to other commitments and relocation. The Youth Council’s goal has been to update the online directory every year along with printing the directory every two years. In accordance with this goal, the online directory is updated each year; however, since Fiscal Year 2012/2013 is 25% complete, it is the recommendation of staff that the Resource Directory be updated for the Fiscal Year 2013/2014. Council members may provide additional information to staff regarding local agencies/organizations to be included in the directory. DISCUSSION: Ms. Cardona has applied for membership on the Youth Council as a “Representative of Organizations with Experience Relating to Youth Activities.” Ms. Cardona has been involved with many community-related activities and currently serves students that are greatly impacted by unemployment and foreclosure in the Merced region. To list a few professional and community based organizations Ms. Cardona served include: Continuum of Care Board member and General Collaborative participant; Member of 10-Year Implementation Team to End Homelessness; Homeless Point-in-Time Count; San Joaquin Valley UC Alumni Network; UC Merced Alumni Association; and, Volunteer Spanish-English translator for Galen-Clark Pre-school.     The purpose of the Youth Council is to prepare youth for the competitive job market by providing training and resources. The Youth Council's responsibility is to allocate funds and ensure programs are run efficiently as wcll as effectively. Some of the services offered are the Youth Directory, collaboration and linkages bctween community agencies that serve the youth, training opportunities and finding solutions in regards to the gamut of issues sunounding youth .

    I have been involved as a volunteer parent in local youth sport programs such as Merced Youth Soccer, Atwater Little League, Atwater Junior Giants, Merced T-ball, and Merced Central Valley Wrestling Club. I believe that participating in Youth Council will help me learn about local community programs and possibly learn how I can join others.

    My understanding about Youth Council is that it assists in developing employment and training policies to provide local youth the knowledge and skills to succeed in their education and future career. The Youth Council coordinates and provides oversight to youth activities and maintains a supportive relationship with the youth service organizations.

    I am a parent of two children ages 3 and 7 and I'm always looking for programs and activities my children can participate in. I believe I can provide ideas for youth activities that will provide the knowledge and skills needed for their success in education.

    The Housing Authority of the County of Merced coordinates youth activities for several age groups. If selected for his position I would be able to share these activities/ideas with the Youth Council which would be useful to pass along to other organizations in the community.

The mandatory categories reflect representation that have a special interest or expertise in youth policy as set forth by the Workforce Investment Act (WIA) and Merced County Workforce Investment Board (WIB) by-laws.   • TO: Youth Council DATE: 10/17/2012 FROM: Youth Council Staff For Discussion For Action For Information SUBJECT: Workforce Investment Activities and Opportunities PROPOSED MOTION(S): Discussion Only – Future Direction for Youth Activities DISCUSSION: Youth councils are appointed by the Local Workforce Investment Board, in cooperation with the Board of Supervisors, (1) to develop strategies and goals for the portions of the local plan relating to eligible youth; (2) to recommend eligible providers of youth activities; (3) to conduct oversight of eligible youth providers, and (4) to coordinate youth activities; subject to the approval of the Local Board. Also, Workforce Investment Act Directive (WIAD) 06-17 provided additional Youth Council activities to the required youth council duties:

    - Leveraging other LWIA youth program funds for the purpose of improving the effectiveness of local youth programs through collaborative planning, funding, and service delivery.

    - Making recommendations to the LWIB for connecting youth program activities, including those provided by local educational entities, to the One-Stop delivery system.

    - Making recommendations to the LWIB for including training in nontraditional occupations for women and girls, and pre-apprenticeship training in youth program activities.

    Throughout the year opportunities arise that the Youth Council may wish to pursue. To be competitive for these funding opportunities, it is important that the Youth Council become proactive in areas the Council determines most beneficial for the youth/community. The following examples include Youth Activities that may require Leveraging and prior consideration:

    Youth Service America (YSA) and UnitedHealthcare provide youth-led service-learning projects in California that combat childhood obesity though walking, running, or hiking programs. UnitedHealth HEROES projects engage young people (ages 5-25) in performing meaningful services to the community as they gain knowledge about childhood obesity.

    YouthBuild is an extremely competitive grant offered by the Department of Labor. It is a highly successful program that provides low-income youth (ages 16-24) an opportunity to earn their GED or high school diploma while learning job skills by building affordable housing or remodeling low-income homes in their communities. DISCUSSION: Attached is a summary report of all Youth Contracts showing the budget amount and amount billed for Fiscal Year 2012/13 showing expenditures from July 1, 2012 through August 31, 2012. Also attached are reports showing line item expenditures for the In School and Out of School youth contracts with the Merced County Office of Education. These contracts require that MCOE project their expenditures by month for comparison to actual monthly expenditures. MCOE’s Empower Program expenditures are at 8.42% of the contract total compared to their projection of 9.91%. MCOE’s YOP Program expenditures are at 12.56% compared to their projection of 14.57%.
