In like of a speed that keeps developing more quickly and less likely to stop. The Bureau may further be likened to a spacecraft streaking across the sky in a grand hurry to expand a horizon. There may be some embroidery to the statement, but no less can be said to appropriate the efforts made that saw the Bureau break through limits and emerged with added feathers to its cap. What more proof can there be to support this claim that is borne by the records embodied in this year’s Accomplishment Report vis-à-vis those of the past which detail the consistently upward trend in accomplishments?
All is the end product of the passion by which the management and personnel from the star rank down to the lowest that is the Jail Officer I, not excluding the non-uniformed, have put forward in the performance of their individual tasks. While it behooves me to be expressive about our success, I am not about to forget humility in the manner by which feat has to be presented if only to project—as, indeed, it has to be projected— in the interest of public service and safety. Otherwise, those that we have painstakingly done and the spirit put forth to have them done are just altogether left to conjecture, if not to suspicion. This we do not allow to prevail, for—if it thus happens simply because we are too humble to a point of holding back those that should be known—we would be doing a disservice not only to ourselves but also to all stakeholders whose expectation of us in the jail service is as great as that of the rest in the whole society who look forward to enjoy the utmost benefits of public safety. Anyway, there is none for us to tell it all to the world by this Annual Accomplishment Report that we pride ourselves of having dropped anchor at where we had wanted to harbor at the end of the Year 2009 if we did not strive to achieve the best of what we could. It was a year marking a resounding success for us in the BJMP and from which we intend to use as a launching pad as we journey again to find another such or a larger success in the year that follows, 2010. At this time we can heave a sigh of relief for having overcome the typical obstacles that spanned the long route of the period, not because it was easy to do but because we have proven the strength of our unity to move like one in pursuing our goals. It is, though, not just relief that we feel but we are heavy with pride and pleasure for surmounting the challenges of a year gone by. From a handful of only 500 personnel in 1991 when the Bureau was born, its manpower has
grown to 8,329 as of the last count in 2009. It is made up of 733 commissioned officers coming from
such sources as promotion, lateral entry, and absorption of PNPA graduates. The rest are non-
commissioned officers and non-uniformed personnel with the first numbering at 7,518 and the
second at only 78. They are the force that render administrative and operational services for
58,717 inmates.
The Jail National Training Institute under the PPSC at Camp Vicente Lim, Calamba City,
Laguna, serves as the training ground for uniformed personnel, while some take advantage of the
opportunities to train at the nearest regional training schools authorized by the PPSC. In 2009, 1,213
availed themselves of the mandatory training courses, while 261 took up specialized and other
courses at other venues.
As part of welfare enhancement, 1,633 personnel were extended long-pay adjustments.
Twenty-nine (29), on the other hand, were determined qualified for reimbursement of hospital/
medical expenses. Processing of claims for retirees and survivors were expedited and benefited 86
claimants. Qualified personnel dependents were granted scholarship, reaching 74 the number of
beneficiaries.
True to its policy-making functions, various SOPs, memoranda, and the like, were instituted
by the Bureau covering varied subjects. Worth mentioning is the newly implemented policy on
distinguishing jail commissioned officers and non-commissioned officers from the misnomer of
being just jail guards. Further, opportunities for enhancement of knowledge relevant to jail service
through seminars, workshops, and conferences totaling 55 activities were made available with 775
personnel taking advantage of them.
Seven hundred sixty-two (762) BJMP personnel were promoted, including 4 for the star rank.
Two (2) JO2s who passed the BAR exams were also conferred the rank of Senior Inspector thru
lateral entry. Quite similarly, 1,537 awards and commendations were handed to both deserving
personnel and private individuals for significant contributions to the enhancement of the Jail
Bureau.
Inherently particular about the welfare of personnel, the Bureau worked for the conduct of
the Penology Examinations by the CSC, and as the results were released in the First Quarter of
2009, a total of 489 personnel acquired second level eligibility, out of the total of 1,570 jail
personnel examinees. With the passage of R.A. 9592 with the Bureau working tooth and nail to
have it passed, those who were at risk of being terminated by operation of the attrition law were
given a breathing space until another 5 years.
Taking cognizance of the saying that health is wealth, like it is to the advantage of the
organization, the Bureau involved its personnel in physical fitness and health care programs. Thus
sports interests were put into action, with the BJMP Olympics taking a lead role in the same way

that their physical uplift was taken care of with the implementation of no-good-health-no-
promotion scheme, as well as a nationwide drug testing for personnel.
To get a view of how much allocation the Bureau has had for the past 2 years, an amount
of P3,718,178,000.00 was received for the year 2008 and P4,192,698,000.00 for the year 2009. The
result of a comparison shows an increase of 13% in our annual budget. Further, jail personnel are
now receiving higher salary effective July 1, 2009, than that they were previously receiving.
The Bureau has come up with its Citizen’s Charter in response to the directive of the
Presidential Anti-Graft Commission (PAGC). This compliance is not without a reward at all, for the
Bureau was recognized by the PACG as the number 8 complier among the government agencies
for the first semester of 2009.
Not to be overlooked is its promotion of gender equality. Under its GAD Program, the BJMP
conducted six CEDAW and GAD trainings attended by 340 jail personnel.
For the Community Relations aspect of its function, related sectors have been allowed
access to the Bureau’s affairs. To supplement dissemination of information, it has published a
quarterly print communication medium, the BJMP in Focus. The Jail Bureau also takes advantage
of the opportunities offered by Radio and TV organizations in which infomercials are aired, other
than officers being interviewed along jail service issues.
The Bureau feels at ease, even if further needs are yet to be addressed, with maintaining
152 district jails, 99 city jails, 805 municipal jails, 3 female centers and 2 youth centers. Its flagship
program which is the separation in the management of male from female inmates has found
reality in the establishment of 54 dormitories for women nationwide managed by Wardresses.
Congestion being the perennial scourge in jails, it has been attended to appropriately –
even if minimally – by the decrease of jail population averaging 58,780 last year’s (2009) over that
of the previous (2008), or by 4.21%. As jail escape is sadly unavoidable under various
circumstances, the number of recovery should be taken account of significantly, with 20 escapees
recaptured out of 47 owing to extensive manhunt operations.
It took 2,084 personnel to assume as escort for 334,269 inmates taken to different routine
destinations as the courts, hospital and other authorized locations. Paralegal service also accounts
of having assisted legally-wanting detainees released thru early release modes, benefiting 16,703
of them.
In the enhancement of security system in jails, wardens have resorted to sheer initiatives in
providing such indispensable necessities as the CCTV surveillance cameras in the absence of
adequate funds for their purchase. For the year, 69 jails have been thus equipped. Walk-Through
equipment, in view of its prohibitive cost, remains to be desired as one of the most effective
devices for security operations.

On account of a series of Greyhound Operations or hosing down contraband in jails done
6,133 times, a large assortment of prohibited items ranging from money to illegal drugs and
paraphernalia, bladed weapons, cellular phones and other tabooed articles were confiscated.
In the matter of the CICL jail population, only 302 of the recorded number in previous year
of an average 349 have remained, or a decrease of 13.47%.
Education and Vocational Skills Training, such as automotive, electronics, mechanics,
tailoring, computer literacy and other useful trades were accorded to 4,965 inmates. The
Therapeutic Community Modality Program, a self-help treatment approach, has spread up to 83
jails, thereby benefiting 13,989 inmates. With 666 support groups in hand, 12,467 inmates were able
to avail themselves of 358 skills and livelihood projects.
With different religious denominations behind, 516 spiritual enhancement services as in
guidance and counseling have gotten through to 69,726 inmate beneficiaries. Along this purpose,
10 Roman Catholic priests composing the BJMP’s Chaplaincy Service are distributed nationwide as
a core group coordinating with religious service providers.
In such other aspects as in medical/dental and paralegal services, 21,382 and 16,701 have
taken advantage of, respectively. A PR program involving the community, the Adopt-a-Jail
program has drawn 1,298 interest groups to the vast advantage of jail administrators concerned
which translates to 78,752 inmates enjoying the gains. And, not quite similarly before, 24, 092 or 44%
of the total jail population were registered to vote in 2010 at the Bureau’s working.
To put an end to our nomadic tendency, like we dream of owning a permanent building
for our NHQ, Regional Offices were constructed in Legaspi and Cebu Cities. Construction of such is
also ongoing in Regions 1, 2, 3 and 12. In the same vein, additional new jail facilities were raised in
10 cities. We have also started the construction of a flood-resistant jail in Malabon City arising from
the release of P200 million from the President’s budget.
With the Bureau drawing more interest from provincial governments, management of 3
provincial jails was effectively turned over to the BJMP. Takeover of 3 more provincial jails is also in
the offing.
To strengthen personnel capability on SAO-related matters and enhance close familiarity
with their function, a COA seminar on property and supply management was conducted and
attended by regional SAOs, bookkeepers and accountants. This was done along with actual
inventory of firearms and other agency-issued equipment in several strategic venues.
On livelihood programs, the BJMP released P65,216.00 to support projects in Regions XI, II,
and ARMM. Those have passed the standards set in BJMP SOP No. 2008-04, known as the BJMP
Livelihood Policy.

Respect for human rights is an advocacy to which the Bureau is intimately, even sacredly,
adapted to. As such, it offers wide access to independent and international bodies looking into
the human rights condition in its jails.
Aware of the growing demands of times and needs, a Committee on the Reorganization of
BJMP Organizational Structure created for the purpose of restructuring the BJMP organizational
setup recommended the establishment of the Directorates for Inmates Welfare and Development,
Directorate for Intelligence, Directorate for Investigation and Prosecution, Directorate for Personnel
and Records Management and Directorate for Human Resource Development. It will result in
having a total of 9 directorates, which have to be replicated as divisions in the regional level.
Given the efforts made in support of the global battle against climate change, the BJMP
tree planting activities and the directive to use LPG instead of firewood in cooking inmates’ food
showcased that particular endeavor. The Bureau’s sincere concern about the ill effects of climate
change was put forward when its personnel wallowed in the deep of mud and floodwater to help
in their own humble way the victims of Typhoons Ondoy and Pepeng.
What more can be said that is without there in the BJMP Accomplishment Report for Year
2009?

ADMINISTRATION AND GOVERNANCE Professionalization of Jail Services
Personnel Strength
The Bureau of Jail Management and Penology has always considered its manpower as the most
important resource of the organization in helping realize its mandate of safekeeping and development of
inmates housed in facilities that it operates and supervises. For the year 2009, the number of personnel
being maintained by the Bureau is eight thousand three hundred twenty nine (8,329). Of this number,
seven hundred thirty three (733) are Commissioned Officers including the twenty-five (25) Philippine
National Police Academy (PNPA) graduates of Kaisang-bisig class of 2009, seven thousand five hundred
eighteen (7,518) Non-Commissioned Officers and seventy eight (78) Non-Uniformed Personnel—all of
whom make their individual contribution in advancing the Bureau’s mission and objectives in safeguarding
the 58,717 inmates.
Reflected above is the breakdown of the actual strength of the Jail Bureau as against its authorized strength and how they are distributed in 17 regions and National Headquarters.

For the year 2009, the BJMP
recruited one hundred sixty two (162) Jail
Officer 1 personnel by attrition and two
hundred eighteen (218) through regular
quota recruitment. These personnel have
undergone the Jail Basic Recruit Course at
the Jail National Training Institute at Camp
Vicente Lim, Calamba City, Laguna.
In its effort to continuously improve
and professionalize jail service, the Jail
Bureau regularly sends jail officers to the Jail
National Training Institute (JNTI) to undergo
the different career courses and trainings
authorized by the Philippine Public Safety
College (PPSC) that will help them hone
their expertise and know-how in jail
management. In 2009, 667 jail officers
completed mandatory and specialized
training courses conducted by the JNTI,
PPSC, NFSTC and PNP-TS.
J/SSUPT Allan S Iral and J/SUPT Dennis U Rocamora attended the Prison Intelligence Elicitation Program sponsored by Multi-National Operating Support Team at JCLEC Semarang, Indonesia last 22-28 Feb 2009 .
Twenty (20) BJMPRO-3 personnel composed of five officers and fifteen non-officers finished the 45 days rigid training on Special Weapons and Tactics (SWAT) and Close Quarter Combat (CQC) offered by the Angeles City Police Office last 10 July 2009.

Out of the one thousand five hundred
seventy (1,570) personnel who have not yet
acquired any second level eligibility, there were
four hundred eighty nine (489) personnel who
passed the Penology Officer Examinations
administered by the Civil Service Commission on
November 9, 2008. In addition, the long-awaited
Republic Act 9592 or the act extending for five
years the reglementary period required for the
minimum educational qualification and appropriate
eligibility of the BFP and BJMP personnel was
signed into law on May 8, 2009. We were part in
the drafting of this law and relentlessly pushed for
its approval. With this law, the threat of attrition to
our personnel was temporarily put to a halt.
Eligibility Acquisition
Salary Increase
Under Executive Order No. 811, adopting the first tranche of the modified salary schedule of
civilian personnel and base pay schedule of military and uniformed personnel in the government, as
well as the modified position classification system pursuant to Senate and House of Representatives
Joint Resolution No. 4, s. 2009, the personnel of the Bureau have now been receiving a higher monthly
salary rate since July 1, 2009.
Processing of Claims and Benefits
Although already separated from the
service, the welfare of retirees and survivors
are prioritized and the benefits due them are
ensured, processed and followed-up by the
Directorate for Human Resource and Records
Management. A total of eighty six (86) claims
were processed and released by the Bureau.
There were also a total of seventy four (74)
scholarships granted to qualified dependents
of our personnel.

Awards and Commendations
The PRAISE Committee, in fulfilling its
responsibility of promoting the morale
and efficiency of personnel, has evaluated
and adopted several resolutions for the
awarding of medals and commendations
to deserving jail officers who have
exhibited meritorious, outstanding and
extraordinary service to the organization
and helped advance public interest. Hence,
a total of one thousand five hundred thirty
seven (1,537) awards and commendations
were conferred on deserving personnel of
the Bureau as well as on private
individuals who made significant
contributions to the Jail Bureau.

Productivity Enhancement
For CY 2009, a total of 2,918 personnel were able to avail their Replacement Clothing Allowance
(RCA) which is only received every three years. Orders for Adjustment in Long Pay were also issued last
year directly benefiting 1,633 personnel. Also, 29 personnel of the Bureau were determined qualified by
the Adjudication Board for reimbursements of their hospital/medical expenses as a result of sickness or
injury sustained in the line of duty.
Grant of RCA and Longevity Pay
Our personnel’s health is equally important. To recompense the efforts of our personnel, we have
introduced various programs that do not only boost the morale of personnel but also promote their well-
being. For the earlier part of this year, the BJMP Sports Olympics was conducted to showcase the physical
prowess of our personnel in various sports activities. For the first time, we have conducted mandatory
medical and physical examination for all uniformed personnel to have a better picture of their health
condition and provide appropriate remedial measures, if necessary. Random drug testing for personnel
was also conducted in all regions to comply with the Presidential directive of a “drug free Philippines”.
Our health service is also reviewing our existing health care provider to ensure a better and more efficient
health care service for our personnel.
BJMP Directorate for Program Development conducted Personnel Health Survey to assess the
health condition of BJMP personnel and the health services provided by the Bureau. As a result, the
following are the recommendations: (a.) to work for the realization of the BJMP mobile clinic, (b.) to work
for a possible tie-up with medical centers or hospitals, (c.) to intensify programs on jail decongestion, (d.)
to intensify the recruitment of medical health professionals, and (e.) to lobby for an increase in the
hazardous duty pay of the uniformed personnel.

On Managerial Capability Build-Up
Policies, Procedures and Directives
Of the policies/directives crafted last year, worth mentioning is the BJMP Memo Circular No. 2009-
03 dated 2 June 2009 re: Policy on the Use of the Term “Jail Officer”. It provides professionalism to term
“Jail Officer” and accords due respect and appropriate recognition of the Bureau’s uniformed personnel
who are skilled and specially trained professionals for providing humane safekeeping and development of
inmates. The policy further provides for the term “Jail Commissioned Officers (JCOs)” to refer to those
holding the rank of Jail Inspector and above while uniformed personnel holding the rank of Senior Jail
Officer IV and below as “Jail Non-Commissioned Officers (JNCOs).
On September 7, 2009 the BJMP launched its Citizen’s Charter, the Bureau’s answer to the call of
the National Government thru the Presidential Anti-Graft Commission (PAGC) for better public service. It
contains relevant information on the frontline services being provided by the Bureau and serves as the
standard for the delivery of services to the public.
To note, the Jail Bureau received a recognition as No. 8 among the 109 government agencies for
the First Semester of 2009 by the
Presidential Anti-Graft Commission (PAGC)
at the Malacañang Palace in terms of
compliance to the requirements of Integrity
Development Action Plan.

SAFEKEEPING AND SECURITY Security Management of Inmates
The Bureau maintains control and supervision over one hundred fifty two (152) district jails,
ninety nine (99) city jails, eight hundred five (805) municipal jails, two (2) youth centers and three (3)
female centers. The separation of management of female from male inmates, our flagship program
under Gender and Development, remained one of our priorities. To date, we already have 54 female
dormitories managed by Wardresess and female jail officers nationwide.
For this period, we have recorded an average inmate population of fifty eight thousand seven
hundred seventeen (58,717), a 4.32% decrease over last
year’s population of sixty one thousand three hundred
seventy (61,370).
Of the reported escape incidents nationwide, a
total of forty seven (47) detainees escaped. Twenty (20) of
them were recaptured after the extensive manhunt
operations conducted while twenty seven (27) others
remain at-large.

Two thousand eighty four (2,084) personnel
performed escorting duties bringing three hundred thirty
four thousand two hundred sixty nine (334,269) inmates
to courts, hospitals and other authorized destinations.
The safe and orderly escorting of high-risk, high –profile
and high-value inmates is being done by the newly
organized STAR Team deployed in all regions.

For 2009, the Jail Bureau safeguarded an average number of fifty eight thousand seven hundred
seventeen (58,717) inmates. PNP still maintained custody of one thousand ninety two (1,092) inmates or
(1.90%) of the total population. The
Bureau has initiated a number of
decongestion programs to address
overcrowding in some of its
facilities.
In addition, paralegal officers
and volunteers are actively
facilitating the release of inmates by
helping them avail of applicable
legal modes of early releases, thus
preventing unnecessary detention
and providing inter-agency
coordination to facilitate the
immediate release of qualified
inmates. Through the
implementation of paralegal
program, BJMP facilitated the release of thirty nine thousand seven hundred forty-six (39,746) inmates.
“Justice on Wheels” headed by the Supreme Court Chief Justice Renato S Puno visited the province of Nueva Ecija last 31 July 2009. A Total of 46 inmates from different jails in the province have availed the program’s early release through applicable laws.

Operation Greyhound
A total of two hundred ninety eight point seven (298.7) grams of shabu, six point thirty three
(6.33) grams of marijuana, eighty two (82) liters of liquor, five hundred forty five (545) drug
paraphernalia, one thousand two hundred three (1,203) bladed/deadly weapons, two hundred forty four
(244) units of cellular phone, two hundred thirty two thousand four hundred sixty two pesos
(P232,462.00) amount of money, and fourteen thousand eight hundred thirty five (14,835) assorted items
of contraband were confiscated as a result of a series of six thousand one hundred thirty three (6,133)
operation greyhound conducted in different jails nationwide.

For 2009, a total of two hundred nine (209) able-bodied BJMP personnel were selected and made
to undergo Close Quarter Battle Training as the initial requirement for membership to the Special Tactics
and Response Team (STAR Team). This cadre of elite, well-equipped and well-trained operatives was
organized purposely to respond to emergency situations in jails and to augment in securing high-risk and
high-profile inmates.

Installation of Closed-Circuit Television (CCTv) cameras in jails maximizes the use of manpower and easily monitors the illegal activities of inmates
Out of sheer initiatives of the Wardens, the security in our jail facilities was enhanced through the
installation of CCTV surveillance cameras, additional perimeter barriers, improved illumination and the
likes. Presently, sixty nine (69) jail facilities have already been installed with CCTV surveillance cameras.
Take-Over of Jail Facilities
So far, three provincial jails were successfully turned over to our management, namely: Bohol
Provincial Jail, Siquijor Provincial Jail and Mountain Province Provincial Jail. Bohol Provincial Jail, through
the intensive make-over program of Superintendent Felixberto Jagorin, has become a tourist destination
in Bohol. The take-over of three (3) other provincial jails is now in the process of finalization of the
Memorandum of Agreement between BJMP and their respective Provincial Governments, namely,
Romblon Provincial Jail, Albay Provincial Jail, and Kalinga Provincial Jail. This number of turnover signifies
our relentless effort to unify the fragmented corrections system in the country.

INMATES’ WELFARE AND DEVELOPMENT All behavioral development programs carried out by the Bureau are designed to provide inmates
with maximum opportunity to reform and enhance their self-respect, dignity and sense of responsibility.
Education and Vocational Skills Training
The Bureau has implemented formal/vocational educational
trainings which benefited four thousand nine hundred sixty five
(4,965) inmates. These are aimed at helping inmates prepare for
future employment and become more productive and self-sufficient
individual.
The various trainings include automotive, electronics, mechanics,
tailoring, food processing, basket and bag making, computer
literacy and other useful craft.
Alternative Learning Program
A total of two thousand three hundred fifty-four (2,354) inmates benefited from Alternative
Learning System of the BJMP in coordination with the Department of Education (DepEd). Sixty nine (69)
inmates availed the Re-entry to Education Agenda for the Poor (REAP). Through its accredited and
Equivalency Test, many inmates are now able to pursue higher degree of education upon release.
The Bureau continues to review and evaluate livelihood project proposals and feasibility studies of
jails nationwide. For year 2009, BJMP released a total amount of P65,216.00 to three (3) livelihood
projects of jails nationwide, namely: (a) Chorizo Making of Tagum City Jail, BJMP RO-XI, (b) Oyster

Municipal Jail, BJMPRO-ARMM. These livelihood projects, which passed the standards set forth by BJMP
SOP No. 2008-04 or the BJMP Livelihood Policy, are expected to earn handsome profits this year. In
addition , for year 2010, the Bureau hopes more jails will have sustainable livelihood projects that can
provide additional income and new skills for our inmates.
An average of three hundred fifty eight (358) skills and livelihood training programs were
conducted for 2009 involving twelve thousand four hundred sixty seven (12,467) inmates, all were made
possible by six hundred sixty six (666) support groups who worked with jail administrators in the planning
and implementation of those projects.

Sports and Recreation Services An average of three hundred fifty eight (358) sports
activities and recreational activities were provided to inmates to
ease the boredom of incarceration. Some of the athletic
equipment were made available through the sponsorship of
LGU’s and other concerned organizations. Group
entertainments are also allowed for inmates as an opportunity
to showcase their talents and skills, as well as develop
camaraderie among them.
Inmates are free to exercise their freedom of religion, as such, they are even encouraged to join
the spiritual programs sponsored by different religious denominations designed to help them cope with
the difficulties of incarceration and help them in their behavioral reformation. Collectively, five hundred
sixteen (516) religious activities have been carried out in BJMP-manned jails nationwide to the benefit of
sixty nine thousand seven hundred twenty six (69,726) inmates.
At present, the Bureau’s Chaplaincy Service has ten (10) Catholic priests distributed nationwide to
ensure that spiritual-moral-pastoral care is made available to inmates and even to personnel. We also
coordinated with different religious service providers and other organizations for support to the inmates
welfare and development programs.

The BJMP Chaplaincy Service and the Health Service also provided guidance and counseling
services to one hundred forty four thousand eight hundred seventy five (144, 875) inmates.

Therapeutic Community Modality Program
The Therapeutic Community Modality Program, a self-help treatment approach, specifically
designed for drug dependents and inmates with drug related cases had been adopted by eighty three (83)
jails and benefited thirteen thousand nine hundred eighty nine (13,989) inmates.

Medical, Dental and Optical Services
The BJMP Health Service is working very hard to address the health problems of our inmates.
Similarly, our coordination and linkages with the LGUs and Civic Groups resulted in a series of Medical and
Dental Missions conducted for the benefits of the inmates. An average of twenty one thousand three
hundred eighty two (21,382) inmates have benefited from the services provided by the Bureau.
Paralegal Services An average of sixteen thousand seven hundred one (16,701) inmates benefited from the paralegal
programs provided by the Bureau. These benefits ranges from early release, transfer to other institutions,
and speedy disposition of cases.

Adopt-A-Jail Program
To date, a total of one thousand two hundred ninety eight (1,298) NGOs and civic society groups
are continuously supporting five hundred fifty eight (558) BJMP-manned jails. The BJMP inmates are
benefiting continuously from this program, thus reaching a total number of seventy eight thousand seven
hundred fifty two (78,752) beneficiaries. To name few of the service providers to inmates are the
Supreme Court, Integrated Bar of the Philippines, Parole and Probation Administration, Department of
Education/Alternative Learning System, Department of Health, Local Government of Units, Religious
Groups, Civic Organizations, Private Companies, such as Trigger Co., Uni Jewel Export and some private
individuals.
Protection of Children in Conflict with the Law (CICL)
With our strong commitment to comply with RA
9344 or the Juvenile Justice and Welfare Act of 2006, the
Bureau recorded a CICL population of three hundred ten
(310) or eleven point seventeen percent (11.17%) decrease
from the previous year’s average of three hundred forty
nine (349). This was accomplished through our relentless
and intensified paralegal efforts to do away with the
commitment of CICL to our custody.

Suffrage is considered as one of the fundamental rights that human beings should enjoy, including
majority of BJMP inmates. Suffrage protects inmates against disenfranchisement and removes the
prejudicial stigma of guilt, hence those not convicted should be allowed to vote on “presumption of
innocence”. With the belief that inmates have to be allowed to exercise their right to vote, the Bureau,
together with the COMELEC, the CHR, CBCP-ECPDC and other government and private institutions,
formed an Inter-Agency Working Group to ensure that qualified inmates will be able to register and vote in
the coming National Elections. Guided by a resolution issued by the COMELEC (Minute Resolution No. 09-
0307 dated May 26, 2009) and its implementing guidelines, BJMP jails nationwide were directed to
coordinate with local COMELEC Registrars for the conduct of inmates’ registration.
For the record, a total of twenty four ninety two (24,092) inmates were registered to vote for the
2010 National and Local Elections.

IMPROVEMENT AND MAINTENANCE OF JAIL FACILITIES AND EQUIPMENT
Our personnel’s achievements are evenly
matched by our progress in service delivery, as we
put up new regional facilities to provide better
working spaces for our field personnel. The BJMP
constructed its own regional offices in Legaspi City
and Cebu City. The construction of regional office in
Regions 1, 2, 3 and 12 is on-going. Having our own
regional offices means doing away with overpriced
rental fees, thus bringing forth the beginning of an
end to our nomadic existence of having to move from place to place.
With the help of last year’s capital outlay, we intensified our efforts against congestion as we
constructed additional jail facilities enumerated, as follows: San Jose City District Jail, Polangui District Jail,
Catbalogan District Jail, Surigao City Jail, Cabadbaran Municipal Jail, Agoo District Jail, Roxas Municipal
Jail, Silay City Jail, Escalante City Jail, and Valencia City Jail. The new jail facility is being constructed at
Taguig City and with the release of two hundred million from the President’s budget, we have also started
the construction of a flood-resistant jail in Malabon City.

To enable the personnel gain new information and updates on matters relative to property and
supply management system, a seminar was participated by the BJMP Regional Supply Accountable
Officers, Bookkeepers and Accountants of BJMP
Luzon area which was conducted by COA Training
Specialist on April 28-29, 2009. Annual Physical
Inventory of BJMP Properties was effected at the
BJMP National Headquarters and Jail National
Training Institute to include physical checking of
the BJMPRO-II and III firearms. We have
processed documents on the deliveries of various
office supplies, materials and equipment from PS/
DBM and some private suppliers and issued them
to all NHQ offices and regional units. We have also
posted all receipts and issuances re-deliveries of
supplies/materials and equipment in the stock

The Jail Bureau acquired sixteen (16) units of Mitsubishi Prisoner’s Van for 2009 in addition to the
three hundred eighteen (318) vehicles being maintained. Two hundred (200) units of the old vehicles
underwent repair and preventive maintenance.

thirty eight (938) are long firearms and four thousand eighty (4,080) are short firearms. Two hundred

The Jail Bureau, in its

Technical Working Group and
Committee on the Revision of the
BJMP Organizational Structure.
The committee was tasked to
study and recommend additional

organizational structure. The
move to expand the organization
of the Bureau correlates with the
increase of the number of its inmates and personnel, its increasing responsibilities, the dynamism of
services it judiciously provides, and to address the growing demand of time as the bureau continues to
evolve into adulthood. The Committee recommends the reorganization of some BJMP Directorates/
Offices which will result in three (3) additional and two (2) restructured directorates namely: Directorate
for Inmates Welfare and Development, Directorate for Intelligence, Directorate for Investigation and
Prosecution, Directorate for Human Resource Development, and Directorate for Personnel and Records
Management. When realized, the Bureau will have a total of nine (9) Directorates, which shall be
replicated as Divisions in the Regional Offices. The proposed reorganization of the Bureau complements
the proposed bill upgrading the rank classification in the BJMP. The bill, a joint initiative of the BJMP and
BFP, seeks to modify their rank classifications to place it on equal footing with the ranking system of the
Philippine National Police (PNP), and the Philippine Coast Guard (PCG).

On April 16, 2009, a Memorandum of Understanding on Upgrading Penal Infrastucture and BJMP
Logistical Needs between the BJMP and International Committee of the Red Cross (ICRC) was signed by
the BJMP and the ICRC. The highlights of the
Memorandum of Understanding include the
following: (a.) Three (3) Technical trainings for
BJMP Engineers and staff in charge of jail
maintenance and rehabilitation which will be
organized in 2009 in Luzon & NCR, Visayas and

“Synergy in TB Care, a Holistic Approach held at the Crowne Plaza Galleria
Manila last August 13-14, 2009. It was attended by various stakeholders,
healthcare providers, policymakers, community leaders and organizers and all
TB control advocates from all sectors to work together in synergy. The
highlights of the event are the presentation of the technical guidelines for
DOTS presentation in jails/prisons and the preliminary results of the TB
prevalence survey in selected jails and prisons.

The BJMP participated in the commemoration
of the World TB Day on March 24, 2009 at
Plaza Mayor, UST Grounds. The BJMP group
presented a five-minute skit to show the
Bureau’s struggle against tuberculosis in jails.
In the end, three groups appeared victorious
as the Quezon City Health Department bagged
the Championship for the Best in Costume
Parade, followed by Natrapharm at 2nd place,
and the Bureau of Jail Management and
Penology (BJMP) at 3rd place. The BJMP was
awarded with a Certificate of Recognition and
a cash price of Five Thousand Pesos (P 5,000).

The Memorandum of Agreement between ICRC and BJMP was signed to benefit Antipolo City Jail (ACJ) on
September 29, 2009 at ICRC Delegation, Makati City. The agreement aims at providing support to the jail
specifically on the on-going construction of extension facility with the view of ameliorating the conditions
of detention particularly concerning the overcrowding problem of the jail. The highlights of the Agreement
include the objectives of the ICRC-ACJ project, scope and limitations of the assistance project, timeframe &
cost, responsibilities of the parties involved before, during and after the project and legal causes. The total
cost of the project is Php 741,000.00.

agreement aims to facilitate access to
healthcare to ACJ inmates most in need of

timeframe, legal causes and the
responsibilities of the parties involved
before, during and after the project. The
ICRC will shoulder costs of basic essential
investigations and treatments prescribed by ACHO medical staff to ACJ inmates: (a)for acute illnesses, ICRC
will shoulder cost of full course of treatment; and (b) for chronic illnesses, ICRC will shoulder cost of first
month of treatment.

The 5-day DOTS Providers Training and Infection Control Workshop conducted by ICRC and DOH in
collaboration with BJMP Health Service Unit, PMO and BuCor held in Herald Suites Solana, Makati City on
09 – 13 November, 2009 for Luzon Cluster and Cebu Grand Hotel, Cebu City on 30 November – 6 December,
2009 for Visayas Cluster. The workshop was attended by Medical and Non-Medical personnel of the BJMP
and BuCor pilot jails/prisons in Luzon and Visayas.

Personnel Discipline
Through the efforts of Hearing Officers assigned in the region and in the National Headquarters,
the BJMP have significantly disposed and acted upon one hundred thirty four (134) cases, with one
hundred forty three (143) remaining pending administrative cases nationwide. The National Capital Region
has the highest number of resolved cases at 28, with 24 cases still unresolved, while region CAR and
ARMM has no administrative case filed during the year. Of the 134 acted cases, 58 personnel were
exonerated, 38 were meted with a penalty of fine, 30 were suspended, 24 were reprimanded, 19 were
admonished and one personnel was dismissed from the service.
With the arbitration and mediation expertise of the Legal Service, we have resolved various
complaints for support lodged and filed against some of the Jail Bureau personnel who have
unconscientiously or intentionally
forgotten to give their financial support to
their respective families. With the
seventeen (17) recorded complaint for
support, majority if not all of the
complaint were amicably resolved by the
parties. While the five (5) complaints
through I-Dial kay DIAL Hotline were
dropped and closed for lack of merit without prejudice to the filing of case if evidence warrant.

The BJMP Online Assistance has also been
operationalized. It is an internet room crafted and
maintained by the Office of the Information and
Communication Technology Service wherein BJMP
personnel, supporters, correctional workers, and other
interested personalities can meet and post queries or
reply to issues concerning the Bureau. This is an avenue
for our personnel and clients to freely express
themselves and is one of our answers to the Anti-Red
Tape Law or Republic Act 9485, which calls for the
provision of clear, direct guidelines and prompt service to
the public.
COMMUNITY RELATIONS
The BJMP upholds the policy of transparency by
providing members of the tri-media, the religious, the
academe, business sectors and other interested parties
with data and information on how BJMP conducts its
affairs, and by allowing them to visit our jails, look into
inmates’ conditions and/or conduct interviews with jail
wardens and selected inmates. Aside from “BJMP in
Focus”, the official publication of the BJMP, we have
strengthened further the Bureau’s positive image through
infomercials which
are being aired in
local televisions:

The conduct of training on various GAD-related laws for the BJMP personnel is the main priority in
equipping them with knowledge and skills in performing delegated tasks concerning the promotion of
gender and development. A total of three hundred forty (340) personnel benefitted with six (6) CEDAW
and GAD-related training.

OTHER SIGNIFICANT ACCOMPLISHMENTS BJMP Historical Items

USPS Hon. Marius P Corpus examines the display of historical items while SSUPT Culang looks on.
As part of the BJMP 18th Anniversary Celebrations, a display of historical items was held to
showcase BJMP items and paraphernalia that have seen better days. Preserving BJMP historical items is
considered a proactive initiative to identify, capture, house and manage the dispersed historical items in a
single, central location to minimize the risk of losing them before the establishment of a museum is
realized.
The BJMP supports the Optional Protocol to the Convention Against Torture and Other Cruel,
Inhuman or Degrading Treatment on Punishment. It recognizes the visitorial powers of the Commission on
Human Rights and it does not ban independent and international bodies from going to its jail facilities and
look into the human rights conditions of inmates. Our jail facilities are always open and ready for regular
visits as we know that this is one of the most effective ways to prevent torture and ill-treatment. BJMP has
always been committed to defending and advocating rights of inmates especially as it envisions itself as a
dynamic institution highly regarded for its sustained humane safekeeping and development of inmates.
Support to OPCAT
The BJMP and the Philippine Drug Enforcement Agency
(PDEA) signed a MOA to define common grounds in unleashing
intense and unrelenting offensive campaign against drug
trafficking and drug use in jails. The MOA enumerated the specific
roles of each agency and outlined operational procedures to pre-
empt the dismissal of cases emanating from improper procedures
in collecting evidence which eventually leads to inadmissibility or
weakening of evidence.

The onslaught of Typhoons Ondoy and Pepeng devastated Metro Manila and nearby regions.
However, BJMP has always been ready to provide public service, especially at times of need. Men and
women of the BJMP volunteered their unselfish service and committed assistance in repacking of relief
goods at ABS-CBN Sagip-Kapamilya Foundation intended to help the victims of Typhoon Ondoy. For weeks,
the two (2) classes of BJMP trainees took turns to assist in the packing and loading of relief goods. They
also conducted clean-up drives in six (6) public schools in Metro Manila that were inundated and damaged
by the flood.

It may now be told — the BJMP-MPC is now a billion-peso industry. Its new-found stature was bolstered by the granting in 2009 of the LBP to the MPC its rediscounting program an increase from P150 million to P250 million.
All resulted in the build-up of its capitalization to a hefty one billion pesos as appearing in the
amended capitalization from P500 million to P1 billion. With its present financial capacity, a no-waiting period in the release of loans is guaranteed, thus
contributing to a fact that the BJMP-MPC is one of the most outstanding cooperatives in the country today.

Certainly, by now, a no-nonsense group in the field of mutual benefit associations, the BJMP-MBAI boast of a capitalization amounting to P107,794,753.76 in 2009 as it also continues strong tie-up with actuarial and insurance groups to assure the benefits of members. The Association is currently made up of high-ranking BJMP active and retired officers whose flair for running such a venture has been proven right and deep through almost nine (9) years of indefatigable forward march.
