It gives me great pleasure to offer my warmest congratulations to the Hospital Authority for hosting the Hospital Authority Convention 2018.
Over the past 25 years, the Hospital Authority Convention has helped promote the best practices among the local medical community. It has also provided an excellent platform for local and overseas healthcare experts and practitioners to share their experience and insights on the latest medical advancements. This annual Convention has become a flagship event for the healthcare sector and provides an avenue for Hong Kong healthcare professionals to showcase our city’s leading-edge medical research and various frontline practices.
I wish the Hospital Authority Convention 2018 a great success, and all participants a rewarding and enlightening experience.

I am pleased to offer my warmest congratulations to the Hospital Authority.
Over the past decades, the Hospital Authority has been at the forefront of provision of public healthcare services in Hong Kong and is undoubtedly an important partner to the Government of the Hong Kong Special Administrative Region in fostering the health of Hong Kong citizens. The Government has a strong resolve to support the Hospital Authority to augment its capacity, services and infrastructure to cope with the challenges of the ageing population and the rising prevalence of chronic diseases, and has devoted considerable efforts and resources to ensure sustainable development of the public healthcare system. As announced in the Policy Address in October 2017, the Government has committed to a new triennium funding arrangement for the Hospital Authority to enable it to address the challenges arising from growing demand and ageing population in a more effective and sustained manner.
At the same time, high-quality public hospital services could not be rendered to the community without the dedication and diligent efforts of our healthcare professionals and supporting teams in the Hospital Authority. In this respect, I take this opportunity to thank you all from the bottom of my heart for your unfailing commitment and dedication in serving the community.
Training and experience sharing are crucial to continuous development of our healthcare colleagues. I am sure that the many distinguished local and international speakers in the Convention will provide all of us with a wealth of invaluable information and illuminating insights which facilitate innovations in prevention, diagnosis and treatment. For that, I commend the Hospital Authority for organising this Convention for over 20 years and providing a golden opportunity for learning and experience sharing.
Primary care and chronic diseases management are the key topics of this year’s Convention. Being the first level of healthcare, primary healthcare embraces strong elements of health promotion, disease prevention and maintenance of the health of chronic patients. The Government has announced in the 2017 Policy Address our strong commitment to the development of primary healthcare in Hong Kong. We have set up a Steering Committee on Primary Healthcare Development to draw up a development blueprint of primary healthcare and shall establish district health centres progressively in Hong Kong. I am sure that the Convention this year will provide an excellent platform to share insights and ideas for the development of primary healthcare services in Hong Kong.
I wish the Convention a great success. For those coming from outside Hong Kong, I also wish that you would have an enjoyable stay here and experience the vibrancy of Asia’s world city.

On behalf of the Hospital Authority, it is my great pleasure to welcome all speakers and attendees to the Hospital Authority Convention 2018.
As a major international healthcare conference in Hong Kong, this annual Convention provides an excellent opportunity for healthcare professionals from around the world to share their experiences and insights on how we can collectively and continuously enhance quality healthcare for serving patients and the community.
The Government has already outlined important medical policies and proactive development plan in The Chief Executive’s 2017 Policy Address and pledged sustained and progressive funding support to Hospital Authority. I would like to express my sincerest gratitude for the Government’s forward looking commitment. With this strong support, the Hospital Authority will further augment the capacity of public hospital services and manpower in order to meet the challenges arising from ageing population, increasing service demand and proliferation of chronic diseases. Meanwhile, it is through this Convention to further engage healthcare professionals in constructive dialogues and exchanges with invaluable contributions to the realisation of our plans and initiatives.
I wish to express my deep appreciation to Professor Zeng Yixin, Vice Minister of the National Health Commission of the People’s Republic of China; the Honourable Paul Chan Mo-po, Financial Secretary of the Government of the Hong Kong Special Administrative Region; and Professor Sophia Chan Siu-chee, Secretary for Food and Health of the Government of the Hong Kong Special Administrative Region for being the officiating guests of this important occasion.

I am honoured and delighted to extend a warm welcome to all participants of the Hospital Authority Convention 2018. The Convention, a flagship healthcare event, provides an excellent opportunity for sharing knowledge and networking among medical practitioners, administrators and academics from Hong Kong and across the globe.
The prevalence of chronic diseases and ageing population pose new challenges to healthcare providers nowadays in most healthcare systems. To surmount these challenges, the Hospital Authority reinforces public-private partnerships in which a part of the programme promotes the notion of family doctor in the community. In addition, the Hospital Authority has introduced new models of care to support patients, e.g. integrated model of specialist out-patient services in nurse clinics to optimise input from multi-professional teams for patient care, and medical-social collaborative pilot programmes to provide integrated support for discharged elders and patients with dementia. We look forward to more dynamic discussions in the Convention this year as inspirations and impetus for initiatives.
On this remarkable occasion, we will have over 90 distinguished overseas and local speakers to share with us their exciting findings and insights. Through over 50 plenary sessions, parallel sessions, special sessions, masterclasses and symposiums, our rich programme focuses on the Hospital Authority’s core values of ‘People-centred Care’, ‘Professional Service’, ‘Committed Staff’ and ‘Teamwork’.
The success in organising the Conference relies ultimately on the Organising Committee, Scientific Programme Committee, Convention Management Committee and all colleagues from various levels. I am thankful for their dedication and support. Recognition should also go to the Convention Secretariat for their sterling efforts.
I wish all participants a fruitful experience and overseas guests an intellectually and culturally stimulating stay in Hong Kong.
