Vol 19 Issue 1(Mar 19) Message from the Director Recently, I had the distinct honor of announcing the 2018 ANGMS Annual Award recipients. Thank you to all who submitted their outstanding Airmen and Teams! I continue to be impressed with all of the great accomplishments our ANG medics achieve year after year. Reading through the award submissions reaffirms the great work we are doing to support our Wings and the ANG mission. You can find a complete list of the award recipients under the Budget & Resources Division section. Congratulations and we wish you well as you compete at Air Force level! Speaking of supporting our Wings and the ANG mission, I am also pleased to announce that the ANGMS Transformation 3.0 initiative has been approved by the Director of the Air National Guard (DANG)! It will be rolled into his FY20 Force Structure Announcement (FSA); which is projected to be released to The Adjutant Generals (TAGs) in March 2019. The FSA is the annual manpower realignment designed to meet changing ANG Unit Type Codes (UTCs), requirements, and missions. As the ANG prioritizes its manning to meet new missions and requirements, it must first look internally and, in this regard, the ANGMS is no different. Under Transformation 3.0, fulltime manpower and the CBRN Response Enterprise were not touched. The focus was entirely on DSG positions and, in order to meet the ANGMS’ increased Title 10 requirements, movement of DSG positions has become necessary. Prior to the DANG’s FSA announcement, Guard Medical Unit (GMU) Commanders and State Air Surgeons (SAS’) will receive a memo providing additional background on Transformation 3.0. After the announcement, we will provide a detailed ANGMS Transformation 3.0 letter outlining the manpower and UTC adjustments each GMU will receive as well as dates and times for both daytime and nighttime TCONs to accommodate the SAS’, GMU Commanders and the fulltime staff. Keeping up with new and evolving requirements can be challenging and we strive to ensure our ANG medics receive critical training that is necessary to accomplish our mission. Our annual Medical Readiness University (MRU) will take place 10-15 August at the CRTC in Gulfport, Mississippi. Registration opened on 31 January and will remain open through 4 April. Message from the Director

Medical Field Advisory Council (MEDFAC) Update

Chairman, Medical Field Advisory Council Col Louis Perino (478) 201-4207 [email protected] The Air Directorate Field Advisory Council (ADFAC), on which I represented the MEDFAC, released their new priorities, current as of the 6-7 Nov 18 ADFAC meeting. They are: 1. Future Modernization of Fleet - POC: CAF - Col Sitler, MAF-Col Black 2. Recruitment & Retention of Critical AFSCs (pilots, mx, cyber, flight surgeon, etc.) - POC: Col Donnell 3. School Dates (2A, 3D, 1NX…) - POC: Col Eaves 4. Mobilization Process - POC: Col Everman / Col Lewis / Col Crumbly 5. Technician PDs - POC: Col Ciesielski 6. Streamlining Medical Processes - POC: Col Perino 7. Base Support for reach back in-garrison missions - POC: Col Brown / Col Roy 8. Unfunded Mandates - SFS, CSS, IG-AFIS - POC: Col Ciesielski 9. SAR Code Billets - POC: Col Filkorn 10. ANG Base Security - POC: Col Gaglio In addition to serving as the POC for priority #6 Streamlining Medical Processes, and assistant to the POC for Recruitment & Retention of Critical AFSC’s, priority #2, I have been engaging with the POCs for ADFAC priorities to ensure medical considerations for other priorities are included where appropriate. Seats open up on the MEDFAC at various times for various reasons. Currently, we are looking for a Medical Corps officer from the Medical Groups that support airlift Wings (C-5 C-17 C-21 C-130) to serve as the Airlift Representative. If you are interested in being considered, please send a letter of interest and a CV / resume / military biography to Col Lisa Snyder at [email protected] ADFAC continues to assist NGB/SG on topics as they arise, including those previously discussed such as the development of an ANG SERE B level course. The MEDFAC is currently writing proposed changes to the MEDFAC charter as well. The MEDFAC’s next meeting was 27 Feb 19. MEDFAC representatives have been hearing from their constituents in the field. Some concerns are specific to a function and they are being discussed and elevated to specific ANG/SG functional managers. Some are broad and cross cutting and these being discussed to see if they should be elevated to the ADFAC for inclusion in one of the existing ADFAC priorities or presented to the ADFAC for addition the top priority list. NOTAM ANGMCCC-2019-039-001- Medical Group Win 10 Registry Modification Published Windows 10 has removed registry keys which were traditionally included with updates to Legacy Windows OS's impacting utilization of Smart Cards. The removal of the keys results in an authentication request staying open indefinitely causing the application to lockup. The fix to the problem is to modify the registry keys to gain access to AHLTA. Medical Groups need to contact local communication flight staff and update the registry keys in the workstations. The registry keys modification will help improve AHLTA connection issues. MHS GENESIS Due to DHMSM office mandating MED-COI as a deployment requirement for MHS GENESIS, the project focus has been diverted to a MED-COI solution. MHS GENESIS deployment is on a temporary hold.

AHLTA Support Numbers As a reminder, our AHLTA engineering team can be reached at: (210) 536-7415/7418. AHLTA T-CON Function Coming for All GMU staff The AHLTA T-CON will soon be activated for all GMUs. Staff can use the AHLTA T-CON function to facilitate/coordinate IMR and other medical document review processes, etc. The 138th MDG piloted the program and found the AHLTA T-CON function was very useful for coordinating the IMR process with healthcare providers. If you would like to learn more about how to use AHLTA T-CON function, please contact Clinical Informatics staff. AHLTA Utilization and Encounter Management Scorecard item Published The AHLTA Utilization and Encounter Management Scorecard has been published for the 1st quarter, please take time and look at your GMU’s score. If you have any questions on how the score was calculated, or would like to improve your score, please feel free to contact MSgt Donovan.

• AHLTA utilization score is calculated based on a total number of encounters created each month in AHLTA.

• Encounter Management score is calculated based on the number of days encounters have been open.

Do Not Use Public Health Clinic in AHLTA Please be advised many GMUs using AHLTA MESA are creating encounters in the Public Health (PH) clinic in AHLTA. If you have open encounters in this clinic, please close them and do not create anymore. Everyone is required to use the Flight Medicine clinic (FM) in AHLTA. Shipping Out Paper Medical Records As the support agreement between NGB/SG and AFMOA is finalized over the next few months, be prepared, we are going to start collecting the paper STRs from all GMUs beginning early summer. The shipping schedule will be over the course of the next 3 FYs, due to the number of records the GMUs have and the amount the contracted company is able to process per month. We suggest during your annual inventory (due 31 Mar 19) you start to box up your paper STRs, in preparation for shipping. GMUs should already have their GSU medical records stored at the GMU! Unit GSC Remedy POC Remedy is the system all AHLTA/HAIMS Account Request/Modification/Disable and HAIMS Record Correction help tickets are submitted through. If your unit does not have a POC for Remedy, please reach out to the SGOM team to set up your first account. After you have your initial Remedy POC account created, they can submit requests for additional MDG members to have access to the system. We recommend having more than one full time member with an account. Convalescent leave over 30 days requires additional medical review and consent with the exception of obstetrical leave. In order to meet this requirement, the GMUs will need to make sure anyone on orders (AGR, ADOS, Title 10 etc.) who requires more than 30 days, but not more than 90 days, of convalescent leave bring in medical documentation from their treating providers, to include recommendations of limitations and need for convalescence. The military provider at the GMU will review the documentation and consider light duty options before approving/signing the Con leave form (AF Form 988). Any service member requesting Con leave greater than 90 days needs have their medical package reviewed by ANG/SG. Initial Flying Class Exams Per ANG/SGP, GMUs are authorized to accomplish IFC-IA (Navigator/Combat Systems Officer candidate) exams, IFC-II (RPA and Flight Surgeon candidate) exams, and IFC-III exams. IFC-I (Pilot candidate) exams must be accomplished at USAFSAM or at the local Active Duty MTF. AETC is the waiver authority for IFC-I, IFC-IA, and IFC-II RPA exams. NGB/SG is the waiver authority for IFC-II Flight Surgeon and IFC-III exams. The SAS is the certification authority for IFC-III exams. Both IFC-I Pilot candidate medical exams as well as IFC-II RPA pilot candidate medical exams have a Medical Flight Screening (MFS) requirement. All MFS exams are to be accomplished at USAFSAM. IFC-IA Navigator/Combat Systems Officer candidate exams do not require MFS. Per USAFSAM, processing will be faster if the IFC-I Pilot exam and the IFC-II RPA exam can be accomplished locally (IFC-I at the local Active Duty MTF or IFC-II RPA exam at the local GMU), then subsequently scheduling a MFS-only exam at USAFSAM. USAFSAM has many more slots for MFS-only exams versus combination FC + MFS exams.

Program Manager, Force Health Protection Mr. Wayne Theurer (240) 612-9450; DSN: 612-9450 [email protected] SECAF orders review of military housing across the AF Any ANG installation who has authority over military housing (most ANGBs do not) must have completed a thorough review no later than Friday, 1 Mar 19. The short notice task was released on 19 Feb 19 and calls for the Air Force to complete a 100% review of the military housing to ensure the health and safety of our Airmen and their families. Wing Commanders who are responsible for military and privatized housing will lead these reviews for their bases with their subordinate unit commanders and senior enlisted leaders. Please see the attached memo for complete information. ANGRC Bioenvironmental Engineering Personnel depart for new assignments We are losing two of our great BE staff members from the ANGRC. Maj Paine is PCS’ing to his new assignment 1 Apr 19. His success has exceeded all expectations and his achievements have led to many major program improvements across the ANG Force Health Protection community. In addition, SSgt Baker will be leaving 1 Apr 19 to assume his new AGR assignment as a Bioenvironmental Engineering Technician at the 113th Wing. SSgt Baker has been the face and voice of our office and without him we would not have attained the successes we have. Both will be will be representing the Headquarters staff at the SG CBRN training at Volk Field and departing thereafter. Mr. Theurer will be your BE Representative for all programs until we get our RegAF position filled. Please keep him advised on any MAJOR event your installation undergoes. As usual, we will be monitoring the CarePoint site. Bioenvironmental Engineering volunteers needed Within the next year the BE community is scheduled to undergo a full-time manpower study, is the process whereby we justify your full-time manpower. The last full-time manpower study was conducted in 2013 and fell short of what should have been attained. Once we find out the ROEs, we will be soliciting volunteers to participate in the baseline development process and will have a follow up with units who participate in the audit. More details to follow. FYI, we may need someone to coordinate, schedule and manage the CBRN course for 2020. We would like to establish a Speakers/Instructors volunteer list for events such as the CBRN course and Medical Readiness University. Since 1 Jun 16, base level Public Health offices were required to use the Performance Management Review template spreadsheet located on the ANG PH CarePoint to document OEH Program metrics and complete an annual PMR for forwarding to MAJCOM Public Health Functional. The template may be updated monthly or completed at the end of the year, if the metrics are tracked elsewhere throughout the year. Gathering data on a monthly basis allows PH Officers the opportunity to review the health of their occupational health programs. Public Health offices should complete all metrics required on tabs 1- 7 and provide appropriate comments to the open ended questions on tabs 8 – 10. The PMR allows each Public Health office to neatly summarize their base’s performance, highlight improvement initiatives, and identify areas that may require additional attention. It also allows the PH Flight to communicate any ongoing issues to their MAJCOM Functional, who can then better assist their bases with support and guidance. I would like to take this opportunity to introduce myself. I am Colonel Scott Blum from the 108th MDG in New Jersey. I enlisted in the USAF in 1983 as a dental technician. In 1987, I enlisted in the NJANG as a Weapons Loader (F-4 Phantoms) for educational benefits. o Formal OR Sustainment Training must be accomplished every 48 months for the Air Reserve Component (ARC). o AMC/SGX’s intent is for members to attend the Resident course initially, then

participate in a Readiness Training Oversight Committee (RTOC)-sponsored exercise or Manpower and Equipment Force Packaging (MEFPAK) Responsible Agencies (MRA)-approved UTC Mission Essential Task (MET) driven exercise in year 4, then return to the formal course in year 8.

o AMC is in the process of clarifying and updating both the CMRP Cat III Matrix as well as MRDSS to reflect these points.

Air Force Training Record (AFTR) Sunset The Air Force Training Record (AFTR) and Training Business Area (TBA) systems will sunset on 30 Sep 19. Both systems will be replaced by The Total Force Training Record (TFTR) which is currently in development. TFTR is expected to be functional on 1 Oct 19. At this time, we are asking you continue business as usual in AFTR. Express Train instruction will be on hold for the remainder of this FY due to the new program coming on board as of 1 Oct 19. It would not be fiscally responsible for units pay for their members to obtain training on a system that will be obsolete in less than a year. In the meantime, we are still available to answer AFTR questions as they arise. Please standby for further information as it becomes available. Center for Sustainment Training and Readiness Skills (C-STARS) Application Deadlines Due to not only an increase in course demand to satisfy recently updated Comprehensive Medical Readiness Program (CMRP) Category I, Clinical Currency & Category II, Readiness Skills Training requirements, as well as an increase in either no package or incomplete packages being submitted, USAF School of Aerospace Medicine (USAFSAM) has asked all Major Commands (MAJCOMs) to reiterate all C-STARS Application Deadlines and Rules of Engagement. The following applies to all C-STARS, St Louis and Baltimore Courses.

o 45 days from Course Start Date (CSD) – Complete application packages o Any identified application packages with missing data will have 24 hours, or COB the

following Monday if identified on a Friday, to submit all outstanding information, or will be cancelled

o MAJCOMs will then have 10 days to fill the seat and submit all application package material

o At no point are students to contact the school sites directly requesting application extensions. Course Site POCs are not being informed of these extensions which is creating additional process slow-downs

All ANG Units with FFGST are HIGHLY ENCOURAGED to schedule their members as soon as possible.

o ROE’s: o Member must attend both Phase I and Phase II concurrently. o Once scheduled the member will not be allowed to cancel except for extreme

circumstances. CMRP Cat III Training shortage Per ACC/SG2 changes of personnel in Title 10 UTC’s (FFEPS, FFPPS, FFGST, FFEP2, etc.) immediately prior to or while in their Reserve Component Period (RCP) is exacerbating CMRP Cat III training course seats shortfall. As you know, there is insufficient capacity in the training pipeline to meet training requirements at the frequency presently required. Training capacity challenges are exacerbated when units remove and replace trained personnel from UTCs as they prepare to enter the bucket and replace them with untrained personnel. We understand this is sometimes a necessity due to circumstances beyond the units control but in many cases, managing this process earlier in the cycle reduces impacts on training availability. Position Description (Duty Description):

- Serves as the overall Subject Matter Expert (SME) on Knowledge Management (KM) functions for the ANG

DDRP management. Manages and directs the facilitation, creation, protection, and use of explicit program

knowledge used by the organization.

- Site Content Administrator (SCA), creates/maintains virtual collaboration tools. Ensures content is updated,

relevant, transitioned to the applicable KM tool (i.e. CarePoint) and complies with published directives and

guidance. Provides content management assistance/consultation to subordinate directorates. Serves as focal point

for directorate or group collaboration tool site development activities. Coordinate with applications developers to

isolate and solve design problems during testing and implementation phases. Consolidates the work of

Wing/Regional DDRPMs and other related specialists and prepares written reports of findings.

- Serves as the DDRP Records Administrator (RA). Oversees the records program within agency as specified in

Federal laws, NARA guidelines and applicable Air Force 33-series publications. Establishes and manages a

training program for new personnel and for continuing training and education. Oversees the implementation of

AFIMS according to AFMAN 33-363. Provides support to Base Records Manager (BRM), to include but not

limited to at least one staff visit every 24 months. Directs subordinate RAs to conduct non-FOIA data calls and

record searches upon receipt of official request form the AFRO.

- Provides training, assistance, and documentation support to directorates’ senior leadership. Develops formal or

informal policies, procedures, standards and reports to guide, assist, and train personnel.

- Authority for internet content management and use policies. Ensures policies are adhered to, and users are trained

and informed about applicable policies. Provides subordinate units with guidance on the proper use of internet

resources and electronic communications so that they comply with appropriate content, style, format, and security.

- Serves as a Government Purchase Cardholder (GPC). Maintains proper GPC documentation. Establishes annual

budget estimates to sustain DDRP supplies for operational use.

- Oversees the official mail to/from the Official Main Center (OMC).

- Ensures compliance with applicable training requirements, local policy and federal regulations.

- Knowledge of DDRP regulations, NGB Web Drug Testing portal software, metrics and reporting requirements.

Position Description (Duty Description): Must have Unit Commander/Wing Commander approval for non-

participation during UTAs at assigned unit when assigned TDY for DDRP mission sets. Member may not be

assigned as a Wing DDRPM while appointed as a Regional DDRPM while assigned at NGB. Responsible for

implementation of DDRPM responsibilities outlined in AFI 90-507 & AFI 90-508. Manage the Wings assigned

providing administrative oversight and exercising management responsibilities. Regional DDPRM will serve as a

Contract Officer’s Technical Representative (COTR), and must complete/maintain require COR training

certification. Regional DDRPM may be required to instruct performance standards, DDRP testing protocol and

Statutory Tour service time does not count toward Reduced Eligibility Age for Reserve Retirement Pay. Statutory Tour members may be eligible for the Post 9/11 GI Bill if they serve on active duty Title 10 and/or Title 32 502(f) AGR for 90 days or more, after 11 September 2001. Their eligibility percentage starts at 40% for 90 days to 5 months. It increases 10% every 6 months, maxing out at 100%.

1. Requirements

2. Position Description

-Required to maintain a thorough understanding of: 1) current preventive medicine and medical standards in accordance with AF, ANG, and DoD instructions; and 2) operational medical support requirements. Reviews and makes medical recommendations on retraining, classification actions, and special assignments for continued military service. Coordinates all cases of aircrew members requiring evaluations at the Aeromedical Consultation Service and other special consultations as necessary. Acts as liaison and provides necessary information and guidance to active duty medical referral facilities to ensure proper preparation of disability evaluation processing. -Reviews and coordinates selected cases of ANG members on disability continuation pay. Acts as advisor to NGB/FM on such cases and provides guidance to ANG medical facilities regarding impact, requirements, and qualifications for extensions. Reviews flying evaluation board cases and packages for reapplication of Aeromedical orders to ensure medical qualification of rated officers before return to flying positions. Provides guidance and status of cases to ANG medical units and acts as a focal point in matters pertaining to physical standards, Line of Duty, routing immunizations and other medical disposition actions. Logs all cases in/out and provides statistical and analytical data. -Research and reply to Congressional inquiries, as well as Exception to Policy (ETP) management of medical cases. Exercises certification authority for all accession physicals, including those for Extended Active Duty membership, and General promotion candidates. Actively participates in the Team Aerospace Medicine Program. Attend and prepare training material for TAOS conference promoting Aerospace medicine. Trains full-time Health Technicians, Traditional Guard members, State Air Surgeons, Flight Surgeons, Medical Group Commanders, and Medical Administrative Officers on all facets of medical examination packages; directs and trains individuals to improve the quality of their medical examinations; develops and implements strategies to reduce "incomplete" rates on physical exam, waiver, and line of duty actions. -Actively participates in NGB/SGP strategic planning processes and NGB/SGP policy/directive development and implementation, as well as with the communication of each to customers, as appropriate. Assists NGB/SGPM in the epidemiological analysis (i.e., for trends) of relevant health information emanating from the physical examination process, as appropriate. Participates in Leadership visits providing guidance to all ANG medical groups.

-Presents medical briefings at NGB/SG sponsored conferences or symposiums. Coordinates with NGB/A1 on all Return to Duty (RTD) cases from the MEB, IPEB or FPEB for worldwide qualifications or Assignment Limitation Code-C (ALC-C1, C2, C3) as appropriate. Assist other medical standards personnel as needed, provided workload permits. Other duties as assigned.

4. About Statutory Tours

This is a fully funded Permanent Change of Station (PCS). Visit DFAS website for most current Basic Allowance Housing (BAH) & Basic Allowance Substance (BAS) rates for the duty location listed on this announcement. All Members assigned to the Statutory Tour program will remain affiliated their state/territory while serving on Statutory Tour. All field members to include AGR, Technicians, Drill Status Guardsmen, ANG members assigned to NGB as a State Candidate, and ANG members assigned to NGB utilizing a state resource, must obtain and submit State TAG approval with application. Members currently assigned to the Statutory Tour program (excludes State Candidates and members assigned to NGB utilizing a state resource) must obtain current director’s approval. Statutory Tour members may be eligible for the Post 9/11 GI Bill if they serve on active duty Title 10 and/or Title 32 502(f) AGR for 90 days or more, after 11 September 2001. Their eligibility percentage starts at 40% for 90 days to 5 months. It increases 10% every 6 months, maxing out at 100%. Statutory Tour service time does not count toward reduced eligibility age for reserve retirement pay.
