Sustainability is the driving force in the „Green City“ for positive busi-ness, educational and scientifi c growth and percolates into all areas of business and society.In developing the city and region, therefore, the focus is not just solely on energy supply – rather energy effi ciency, future-viable transport ser-vices, targeted economic development, aspects of environmental pro-tection and the preservation of recreational areas and natural spaces are recognised as important and necessary components.

[Green City Freiburg]Building blocks for a viable and sustainable community
Freiburg recognised the importance of climate protection earlier than others. As far back as 1986, and directly after the accident at the Chernobyl reactor, Freiburg Municipal Council resolved to phase out nuclear energy and adopted a future-centric energy supply concept, based on the three pillars of energy-saving, energy-effi ciency and renewable energy sources.Together with its surrounding rural districts, Freiburg plans to become a 100% region by 2050 and cut CO2 emissions by 50 percent by 2030. This will be specifi cally achieved through targeted investment involving as many stakeholders as possible. Apart from campaigns and funding programmes aimed at private households, indus-try and commerce, climate protection is also to play a major role in the development of residential districts. In addition to the consideration of energy-related aspects in the planning of urban districts, as was the case with the district of Vauban, Freiburg faces a real challenge above all in the energy-saving renovation of existing building stock. A high-rise building was constructed in Freiburg, which has become the fi rst passive high-rise building in Germany and residents can obtain individual solutions in projects like the „Haslach Energy District“.
ON ROUTE TO A CARBON-NEUTRAL COMMUNITY
Climate Protection and Energy Supply
The city‘s early focus on environmental sustainability, solar technology and life scien-ces has given it a decisive edge in international competitive environments. Today, some 12,000 people living in the City of Freiburg and the region are employed in the environmental and solar industries and the city ranks with the best in terms of eco-nomic growth, job creation and population growth. Science centres, like the Fraunho-fer Institute for Solar Energy Systems ISE, function as centres of gravity around which numerous spin-offs, service providers and organisations have clustered: from module producer to energy consultant, consulting offi ces to solar architects, the zero-emission hotel to trade and craft enterprises. Among others, the regional initiative Cluster Green City links up these businesses and offers a sphere of activity ranging from networking and communications work to location marketing and participation in trade fairs. New value creation chains have become established and continue to be established in Freiburg, creating innovative technologies. The environment and the economy do not represent contradictions here, rather the environmental industry is one of the key industries in the city and region.
A STRONG NETWORK FOR INNOVATIVE TECHNOLOGIES
Green Economy and Research
A „Long-term Plan“ is intended to become Freiburg‘s guideline plan for long-term ur-ban development and the management of its open spaces – the ideas developed will then be implemented in the updated 2020 Land Use Plan. Energy-saving concepts are incorporated in designs at an early stage in Freiburg, whether by the solar opti-misation of buildings or the mandatory Freiburg „Energy-effi cient Housing Standard.“ Energy plans are produced for all building areas and the most environmentally-friend-ly type of energy supply is contractually prescribed. The city attaches a particularly high level of importance to the active and transpa-rent involvement of its citizens in planning processes in Freiburg. With the active involvement of citizens in district urban development guidelines, citizen-led working groups identify the potential and shortcomings of the district and defi ne development targets and initial courses of action.
PLANNING WITH FORESIGHT AND CIVIC INVOLVEMENT
Sustainable Urban Development
No other city of a comparable size can offer a larger area of woodland and vi-neyards and such diversity of habitats and natural spaces: Covering an area of some 6,400 hectares, 43% of the urban district of Freiburg is made up of woodland – it functions as green heart of Freiburg and is the most important recreational space close to the city. For over 20 years, the city has been maintaining its green spaces along ecological principles. Thanks to its precautionary policy, the City of Freiburg has done much towards creating new recreation and adventure spaces for people and, at the same time, safeguarding the natural heritage for future generations – an aim further assisted by Freiburg‘s accession to the „Climate, Community and Biodi-versity Alliance“.
THE GREEN, GREEN GRASS OF HOME: GREEN SPACES AND NATURE CONSERVATION AREAS
Nature, the City’s Resource
Many projects supported by citizens – many under the aegis of Freiburg‘s Agenda 21 – contribute to the local sustainability process. Sustainable development is lived and breathed in Freiburg and totally supported by its people: their commitment is the basis for the future sustainable development of the city.Environmental education is a further key element in this development. Freiburg offers a wealth of environmental educational services that make environmental protection and nature conservation understandable to all. Apart from environmental education in schools and universities, many non-academic institutions also offer a variety of le-arning opportunities. The City of Freiburg hopes to fund this commitment with annual funding of € 40,000 through its „Education for Sustainable Development“ Fund.
CIVIC COMMITMENT AND ENVIRONMENTAL EDUCATION
Citizens’ Commitment
The City has managed the growing volume of waste with a comprehensive waste management plan for the last 25 years with the slogan „Avoid, Recycle, then Dispo-se“. The people of Freiburg show great commitment when it comes to the separation of waste and their non-recyclable household waste per capita is well below the national average. Overall 69% of total waste is recycled in Freiburg. This recycling rate is made possible by the provision of a differentiated collection system – and the early city-wide introduction of the compostable waste bin. The waste that cannot be avoided or recycled, is incinerated in the Thermal Non-recyclable Waste Treatment and Energy Generation Plant (TREA). Also the former Eichelbuck landfi ll site has evolved into an energy-generating mountain: Freiburg‘s largest solar installation was erected there in 2011, with a total capacity of 2.5 MWp, and therefore meets the annual electricity needs of around 1,000 households. And the landfi ll gasis also used: mixed with biogas, it is supplied to a co-generation plant in the Landwasser district and is used to generate electricity and heat.

The Waste Management Concept
A wealth of trade fairs and conferences are testament to Freiburg‘s solar and en-vironmental expertise. Apart from Intersolar, which originated in Freiburg and is now running events on four continents, Freiburg offers many more events: Gebäude.Energie.Technik (GETEC), the Sustainability Summit, the Local Renewables and the „International Convention of Environmental Laureates“ as a meeting place for inter-national environmental laureates, are just a few examples. The Green City‘s most prestigious presentation to date was given at the 2010 World Expo in Shanghai. Freiburg showcased itself to over 920,000 visitors as a successful city where people enjoy a good quality of life and as a European fl agship authority in terms of climate protection.

Experiencing sustainability
The primary aim of Freiburg‘s transport policy is the prevention of traffi c by the creati-on of a compact city that people can cross quickly. As far back as 1969, the City of Freiburg adopted its fi rst „General Urban Transport Policy“ and since then it has been one of the declared aims of the city‘s urban transport policy to ensure a good level of mobility that does not adversely affect urban development, nature and the environ-ment. Freiburg‘s transport policy, which has attracted attention nationwide, promotes environmentally-friendly modes of travel like walking, cycling as well as local public transport – all with a successful improvement over recent years. Compared with other major German cities, Freiburg has an extremely low density of cars, with only 393 vehicles per 1,000 residents.
