5 Confirmation of Minutes

That the minutes of the Methven Community Board Meeting held on 1 August 2016, be taken as read and confirmed, with the alteration that tree clearing at the cemetery be specified in item 7.6 Open Spaces update.

5.1 Matters Arising

Chorus update (Rob Whaley)Board Chair has confirmed that Rob Whaley from Chorus will attend a future MCB meeting to

update on their activities in the township.

Community Workshop with Mental Health Education Resource Centre (MHERC)Brenna Russell from RCPHO has tabled the suggestion to hold a community meeting in Methven with MHERC; has asked the Board to provide input into the scope for the community meeting to be

held in September.

Bus bay outside of Mt Hutt Memorial Hall

Board members have requested feedback on the outcome from their request made to the Service Delivery Committee on the investigation for a bus bay adjacent to the Mt Hutt Memorial Hall &

Heritage Centre.

6.2 Infiltration Gallery Renewal

The Board have requested a visit to see the work done on the infiltration gallery.

6.3 Water Restrictions

The Board have requested information about what wells are being monitored for the consumption and groundwater levels.

6.4 Waste Management – Solid Waste

The Board received information and heard from Craig Goodwin that the new drop off site in

Methven was working particularly well, and there was an increase of 50 tonnes of rubbish being redirected via the drop off recycling scheme. The plan is to install cardboard-only bins to reduce the tonnage to Timaru for processing.

The Board have requested the local newsletter Snowfed promote the good behaviour through an

interview with Craig on the topic.

6.5 Methven CRMs

The Board have requested information on all CRMs received by Council relating to Methven township to monitor the level of service being received under the new contracting scheme.

6.6 Chair’s Report

The fairy lights have been purchased and will be installed by the Scouts – 9 sets of fairy lights

for the trees by the bridge and 2 spotlights for the oak trees.

Community Board Conference to be held in Methven in 2017 – request for discretionary fund to

go towards conference costs. Plans are going well, there will be support for the new MCB by the

Community Relations Team to help out.

Mt Hutt ski volunteers have soundproofed the skate park with 200 tyres.

Discussion about the social media complaints on town rubbish – promotion of Snap Send Solve

and lodging service requests with Council to have evidence of the issue.

Liz McMillan will be running for Council in elections for the Western Ward.

7.2 Roading and Street Services

McDonald Street proposed drop off zone

A Site Note has been issued to the contractor for the installation of the Drop Off Zone. The contractor is just waiting for the delivery of the rubberized mountable traffic island from its

supplier.

Once the traffic island is delivered, it will be installed and the road markings are marked. Target date is end of September.

CBD Park Bench

This is an ongoing activity

Methven Townsman

Fulton Hogan has been instructed to appoint qualified personnel to be rostered as Methven

Townsman spending an hour in the morning and an hour in the afternoon starting Monday 5 September 2016 to do the following:

Remove all litter, rubbish and debris from footpath and parking surfaces

Sweep footpaths to remove windblown leaves, loose stones and maintain in a tidycondition

Remove all litter, rubbish and debris from sumps, kerb and channel to avoidblockages

Remove all vegetation growth, moss and lichen in the footpath, road and channels

Hose down footpaths and gutters, if necessary

The work shall be within the Methven CBD (this shall exclude private parking areas and areas of the Central Business District (CBD) which are private property). The street and area identified as CBD is identified in the attached map.

7.3 Water Services

Infiltration Gallery Renewal

This project is continuing at present. The work has had to proceed carefully to avoid creating

supply or water quality issues for the scheme.

During the work a leak was discovered in the older 200mm AC gravity main near the gallery. The leak meant that we were unable to pump enough water to supply the treatment plant and to supply the leak. This is being replaced with a new uPVC line in the first week of September. The

gallery work will then resume.

Water Pipeline Replacements 2016/17Tenders are open for Lampard Street between Blackford Street and Main Street, and close on 30 September 2016.

Water RestrictionsThere are no restrictions in effect at present.

6 Bins have been allocated specifically for cardboard, this has been working well.

5 bins are allocated to co-mingle recycling, (plastics containers, tins and paper)

Servicing is currently twice weekly on Tuesdays and Thursdays, this will be reviewed at the

end of the ski season

Exception Report: Staff have received a quote from Council’s preferred security camera supplier to install a solar powered security camera system at the drop off site ($11,059.90).

The current quote exceeds the available budget ($6,755.00). The proposed system utilises 2 high definition cameras that can see further at night than a standard camera and one which is capable of capturing number plates. These cameras are power and data hungry which then impacts on the quality of the other components required to run the system.

Staff are re-visiting the specification and the quote with the supplier.

Exception Report: The site was kept closed on two days in early August due to snow and

muddy conditions. The operator made each call to close on arriving at the site on the days

concerned and assessing the risk of vehicles becoming stuck too high. This wasn’t communicated back to Council on the days concerned. This communication lapse has since

been rectified.

The service continued to operate routinely regardless of the variable weather through July

and August.

The big blue recycling station in the Railway Reserve has new latches installed on its bins.

Refurbishment of the towns centre litterbins has begun. This is progressing well.

Exception Report: The stock town centre litterbins were installed in 2003 and were depreciated across an expected life of ten years. These (32) bins are now 13 years old and

passed their expected life. They are valued (replacement value) at an average of $1,545.00 each. A total replacement cost for the streetscape bins of $49,440.00

This is based on their original cost which likely results from being part of a wider streetscape

project and having been index adjusted at each year’s valuation. An estimate to replace these bins which are not a stock standard item at today’s prices and without the benefit of costs savings from the original project would be higher than this. It would be prudent to review the replacement cost of these bins and the budgeting for their ongoing maintenance and repair

through the next annual plan process.

7.5 Community Relations

Election update

Nominations for the 2016 triennial elections closed on 12 August. A total of 40 nominations were received for the Council, Methven Community Board and Ashburton Trust. There will be an election for all issues as follows:

Ashburton Youth Council

Ashburton Youth Council are currently recruiting for the 2017 year. We are looking for young

people aged between 12-24 to be the voice for their peers, take part in and develop new

community initiatives and learn about local government. Application forms can be found on

the Ashburton District Council website and close on October 21.

Library/Administration Building Consultation

The second round of public consultation for the new Library and Administration building closes

on 18 September. Submissions can be made using the electronic kiosk at EA Networks Centre or Ashburton Public Library, from the information booklet available in Methven at i-Site and online on the Council’s website.

7.6 Chair Report

The chair met with the Otago medical students on Tuesday 23 August as part of their

week in Methven

Community members and councillor Nordqvist met with Rob Whaley and GerardLinstrom from Chorus on Monday 29 August for a presentation on service in the Methven

area

The meeting actions report has been updated so that nothing falls off the radar in the new

term

A "meet the candidates" night has been organised by a member of the public for Monday19 September
