Minutes of Meeting

Subject: Minutes of the Meeting with BSNL for NOFN Pilot Project

A Meeting was held on 3rd August 2016 with BS L team under the Chairmanshipof the Director (eGov), MeitY regarding B NL conn ctivity, payment and future courseof actions.

2. The list of participants is placed at Annexure.

3. At the outset, the Chairman welcomed all the participants and asked all the BSNLteam to provide the status of pending issu s from BSNL.

-to The discussion points and the suggested actions are as under:

BSNL Payment1) BS L team highlight d that the claim of Rs 2,26,80,306/ - has not been reimbursed

to BS L as on date by K'Sl. It couldn't be discussed further as IeSI representativewas absent. (Action: IeSI to release the amount against BS L claim)

2) B L has nsured that revis d bills for year 2013-14 and 2014-15, will besubmitted to Nl 51 at the earliest (preferably before 20th August, 2016) forB NL related payment along with justification as MeitY has already releasedthe Rs. 5,94,76,246/ - against B N L bills submitted by NI 51 for connectivityexpenses till 31,t Mar h 2015. (Action: B L)

3) B5 L will also submit bills to NI 51 for year 2015-16 and 2016-17 as earliest.(Action: B L)

Detailed Plan for WiFi Solution1) It was discussed that BS L will ubmit the detailed plan for proposed WiFi

solution in the pilot location at the earliest to NIC I for further approval ofMeitY. In this regard, it was further discussed that a per th scope of work atleast 10 horizontal location were pr posed to be onnected with each verticalhub locations at GPs. How iv 1', a total 114 nos. of Government locations couldbe onn ct d horizontally against 59 v rtical hub at GPs in thre Blocks ofPanisagar (Tripura), Arain (Rajasthan) and Parvada (Andhra Prade h). In viewof thi , it wa recommended by the Competent Authority that the existingvertical infrastructur s h uld be further utilized for extending WiFi solutionsto the Govt. office and public users through a suitable business model ofrevenue. A an approach of extending this Pilot Project, the WiFi solution willalso b implemented under the existing implementation fram work in thePilot Location. (Action: BS L & rc I)
