For the non-exclusive provision of the on demand services of auto detailing and mobile auto detailing for vehicles operated by various City of Toronto Divisions, for a fixed two (2) year period from the date of award, with the option to renew the contract for an additional three (3) separate one (1) year periods.

Please refer to the above Request for Quotation (RFQ) document in your possession and be

advised of the following clarifications:

I. EXTENSION TO CLOSING DATE:

The Request for Quotation document closing date in revised to close on Monday, February 13, 2017 at 12:00 O’Clock Noon (local time).

4. Section 3.0 – Scope of Work and Associated Requirements, page 8, add the

following Sub Section

3.4.2 - Washing/restoration practices must be in compliance with the Sewers

Bylaw (Municipal Code Chapter 681) and the Water Supply Bylaw

(Municipal Code Chapter 851). Any wastewater/wash water generated

from a washing job (e.g. vehicles, equipment, building facades, parking

lots/garages, sidewalks, bridges, etc.,) or a graffiti removal/building

restoration job, must not enter a catch basin that is connected to a storm

sewer (as storm sewer discharge limits are stringent and in place to only

allow rain water and melted snow to enter). Should the wastewater/wash

water generated be disposed down a drain connected to the sanitary sewer

(e.g. an indoor drain), the sanitary sewer discharge limits must be met, as

per the Sewers Bylaw. Any water acquired for the washing/restoration job

must not be obtained from a natural body of water (e.g. stream, river, lake,

etc.,) or a fire hydrant, unless the proper permits/approval have been

obtained from the Ministry of the Environment and Climate Change or the

City of Toronto, respectively. All work must be in strict compliance with

the Toronto Sewers Bylaw and Water Supply Bylaw, as well as, any other

City of Toronto Bylaw and Provincial environmental legislation.

5. Section 3.0 – Scope of Work and Associated Requirements, page 8, add the

following Sub Section

3.4.3 - On-site auto detailing service providers must be environmentally responsible

and provide wash mats to place under the vehicle to collect all waste water, oils or

soap residue. The Vendor shall simultaneously collect all waste water, oils or soap

residue into the specialized vacuum trailer of truck mounted waste water tank. After

the service is complete, the vendor must safely pump the waste water and dispose of

it according to government regulations.

III: QUESTIONS & ANSWERS:

Q1: We are interested in bidding on detailing/washing services, but we wanted to propose

a slightly different system. We can handle almost all the services on a mobile basis.

We do work for and can team up with stationary carwashes where we could bring

your vehicles and use their facilities but this is rarely needed except for a few very

cold days. We have unique water containment system, and our trucks have fresh

water tanks, heaters, high-pressure pumps, waste water containment tanks and we use

non-emulsifying phosphate free soap for brushing. We will bring our wash mats,

park your vehicles on them for the duration of the wash and contain all waste water?

A1: Yes, the City will consider mobile service providers to provide the detailing services at City facilities for each District provided that the vendor has a dispatching facility within the GTA and can provide the services within the timelines as per Section 12.0 – Delivery & Pick-up.

Q2: I am interested in providing a quote to mass wash vehicles for the city, could you

provide me with a list of vehicles I would be required to wash?

A2: See attached Appendix "D" – Supplementary Forms, Form 9 –Vehicle and Equipment List

Please attach this addendum to your Request for Quotation document and be governed accordingly.
