December 19, 2013 The Honorable Rick Snyder Governor, State of Michigan, Members of the Legislature State of Michigan, Retirement Board Members and Members, Retirees and Beneficiaries Ladies and Gentlemen: We are pleased to present the comprehensive annual financial report of the Michigan State Employees’ Retirement System (System) for fiscal year 2013. INTRODUCTION TO REPORT The System was established by legislation under Public Act 240 of 1943 (the Michigan State Employees’ Retirement Act) and is administered by the Office of Retirement Services (ORS). The number of active and retired members and beneficiaries of the System and a list of participating employers is presented in Note 1 of the financial statements in the Financial Section of this report. The purpose of the System is to provide benefits for all State Employees. The services performed by the ORS staff provide benefits to members. Responsibility Responsibility for both the accuracy of the data and the completeness and fairness of the presentation, including all disclosures, rests with the leadership team of the System. To the best of our knowledge and belief, the enclosed data is accurate in all material respects and is reported in a manner designed to present fairly the financial position and results of operations of the Sys
