Microsoft Office 365 Enterprise E3 REQUEST FOR PROPOSAL

International Center for Biosaline Agriculture - ICBA is an international, non-profit organization that aims to strengthen agricultural productivity in marginal and saline environments through identifying, testing and facilitating access to sustainable solutions for food, nutrition and income security.
I. GENERAL INFORMATION
A. Purpose
Microsoft Exchange 2010 is near to its end of support lifecycle. The International Center for Biosaline Agriculture- (hereinafter referred to as ICBA), has a requirement to migrate current email system based on Microsoft Exchange 2010 to Microsoft Office 365 Enterprise E3 cloud to take advantages of the updated Microsoft technologies, additional cloud offerings and advanced security features. For this purpose, ICBA is seeking proposals for current Office 2016 license subscription and integration with Microsoft Office 365 E3 Cloud(Hybrid), Microsoft Project and Visio Professional 2016 offline and online implementation.
B. Who May Respond
Only Microsoft Cloud Certified partners should respond to this RFP. Proposals will only be accepted if Microsoft Cloud partnership documentation is provided along with the proposals.
C. Instructions on Proposal Submission
1. Submission Timeline

September 20th, 2016 Queries regarding this RFP from the bidders must be submitted via email at
September 27th, 2016 Both the original question (marked anonymous) and the response will be
circulated to all bidders.
October 1st, 2016 Submission of Proposal-Soft and hard copy.
October 16th, 2016 The expected date to complete the evaluation process.
October 21, 2016 The bidders will be interviewed and may require to present the
informational presentations of the solution to the management and
procurement committee.
October 27,2016 Procurement committee will submit final recommendation to the
management for approval.
November 6th, 2016 The expected starting date of the contract.
2. Conditions of Proposal
All costs incurred in the preparation of a proposal responding to this RFP will be the responsibility of the bidder and will not be reimbursed by ICBA.
3. Instructions to Prospective Contractors
Your proposal should be addressed as follows: Microsoft Office 365 Enterprise Project. [email protected] It is important that the Bidder’s proposal be submitted to the designated email at the appointed date.
Failure to do so may result in premature disclosure of your proposal. It is the responsibility of the Bidder to insure that the proposal is received by ICBA, by the date and time specified above. Late proposals will not be considered.
4. Right to Reject
ICBA reserves the right to reject any and all proposals received in response to this RFP.
5. Notification of Award
It is expected that a decision selecting the successful firm will be made within two (2) weeks of the closing date for the receipt of proposals. Upon conclusion of final negotiations with the successful firm, all bidders submitting proposals in response to this Request for Proposal will be informed, in writing, of the outcome.

The Bidder shall provide subscription for 3-year term as stated below:

*Option to downgrade/upgrade between Office 365 plans should be provided for E1 and E3.
*ICBA is a non-profit Govt. funded organization, thus should be eligible for discounted rate.
*Payment to be quoted on monthly basis.
Office 365 subscription must include:
Office on PCs, tablets, and phones: Full, installed Office 2016 applications [Word, Excel,
PowerPoint, Outlook, Publisher, Outlook, Access, Skype for business and OneNote] on up to 5
PCs or Macs, tablets and phones per user.
o Visio and Microsoft Project application must be included.
o Online versions of Office including Word, Excel and PowerPoint must be available as
well.
File storage with 1TB storage per user.
Email and calendars: Business class email, calendar, and contacts with a 50 GB inbox per user.
Skype for Business app: Unlimited online meetings, IM and HD video conferencing.
Use archiving and legal hold capabilities.
Rights Management Services to restrict access to documents and email to specific people and to
prevent anyone else from viewing or editing them, even if they are sent outside the organization.
Broadcast Skype for Business meetings on the Internet up to 10,000 people who can attend in a
browser on any device.
Online conferencing: Host online meetings with audio and video using one-click screen sharing
and HD video conferencing.
SharePoint: Intranet site for ICBA project teams with customizable security settings.
Yammers: Corporate social network to help employees collaborate across departments and
locations.
Team Sites: Required easy access and sharing of documents with 10 GB of baseline storage
plus 500 MB of storage per user. Share insights through interactive reports with Excel Services
and Visio Services and view them on mobile device browsers that support HTML5.
Enterprise Management of Apps: Management of apps with Group Policy, Telemetry, and Shared
Computer Activation.
Create and edit Word, OneNote, PowerPoint, and Excel documents from any modern browser.
Professional digital storytelling tools to create interactive reports, presentations.
Personalized search and discovery across Office 365 using the Office Graph.
Corporate video portal for uploading and sharing corporate videos across.
Enterprise management of apps with Group Policy, Telemetry, Shared Computer Activation.
Self-service Business Intelligence to discover, analyze, and visualize data in Excel.
Reliability: Required guaranteed 99.9% uptime with financially backed service level agreement
(SLA).
Security: Cutting-edge security practices with five layers of security and proactive monitoring help
keep data safe.
Privacy: safeguard it and protect our privacy.
Administration: The admin portal should provide IT detailed configuration options for services,
either from an online portal or through automated management with PowerShell commands.
C. Knowledge Transfer
During the Office 365 implementation, bidder shall provide knowledge transfer of the data
migration process and tools, operational aspect of the Office 365, SharePoint, Visio and Project
environment.
Two training sessions required to train the IT personnel for the new administration features.
Three training sessions for all employees to introduce Office 365 and its new features.
II. PROPOSAL CONTENTS
The Bidder, in its proposal, shall, as a minimum, include along with his technical proposal, the following:
A. Experience/Qualifications Contractors must meet and demonstrate the following minimum qualifications:
• Well-established company with at least four (4) years of presence in the local market,
• Demonstrated success in planning, managing, and supporting at least five (5) successful Office
365 migrations projects.
• Microsoft Certified Cloud Partner.
B. References
The Bidder is required to provide references of clients with similar projects he has worked with in the last 2 years. The contact details of the references are required.
C. Price Vendors are required to present a breakdown of the cost:
1- Provide a deliverable-based pricing and billing schedule.
2- Separate quote for One-year technical support.
3- Separate quote for SharePoint Document customizations.
4- Separate quote for project management integrated with SharePoint.
5- Separate quote for migration services.
D. PROPOSAL EVALUATION
ICBA will review proposals and make recommendations to the management for final approval. ICBA Management may request a meeting with some qualified Bidders prior to final selection.
Proposals will be reviewed in accordance with the following criteria:
