MISSION STATEMENT

The purpose of this safety and health program is to minimize the potential risks to site personnel and the general public. RC Development, Inc. believes that it is important to provide its employees with a safe workplace and has, therefore, developed the following safety and health program. All employees are to be aware of the content of the safety and health plan along with standard operating procedures contained in the recognized industry standards and any standards or practices referenced by those publications.

SAFETY PROGRAM GENERAL COMPLIANCE GUIDELINE

1.0GENERAL SAFETY PRACTICES

All employees are to be familiar with the RC Development, Inc. Safety and Health Program (RC-SHP) and shall be trained and regularly evaluated on those portions of the RC-SHP applicable to the tasks and procedures for which they have an active role.

2.0PROGRAM RESPONSIBILITY

All employees shall be held accountable for safety, though those in supervisory positions will have a greater responsibility. All employees have a duty to report unsafe conditions. Employees are to report to supervisors and supervisors are required to provide safety non-compliance reports to management.

3.0CORRECTION OF HAZARDS

Site supervisors are vested with the authority to obtain equipment, materials and other supplies to correct hazards that arise on site. If a supervisor is unsure how to proceed in the face of an unfamiliar hazard, management is to be contacted immediately. Personnel are to be removed from areas where hazards are present until the hazards have been appropriately controlled. Timely management of hazards and proper reporting of hazardous conditions will minimize site disruptions. IN NO INSTANCE IS WORK TO CONTINUE UNTIL HAZARDS HAVE BEEN CONTROLLED!

4.0INDUSTRY STANDARDS, CODES, REGULATIONS AND ACCEPTED PRACTICES

The site supervisor is to be responsible that all work conducted on site is in accordance with Local, State and Federal regulations and that the methods employed on site comply with industry codes, standards and practices.

5.0PERIODIC EVALUATION OF EMPLOYEE SAFETY

Supervisors shall evaluate the safety performance of each employee for each job site. Superintendents shall provide monthly reports on the safety performance of each supervisor that they oversee. Promotions and annual bonuses are heavily weighted with regard to safety performance in the field.

6.0PERSONAL PRECAUTIONS:

6.1No eating, drinking, chewing gum or tobacco, smoking or other practice which increases the probability of hand-to-mouth transfer of contaminants is allowed in a contaminated area.

6.2 Hands and face must be thoroughly washed prior to eating, drinking or use of toilet facilities.

6.3Employees required to wear negative pressure respirators are not to have any excess of facial hair which might interfere with a good respirator face piece to face seal.

6.4Contact with contaminated or suspected contaminated surfaces is to be avoided whenever possible.Equipment is to be placed on a non-contaminated surface when not in use and

employees are to avoid walking through puddles of contamination as well as leaning on, or kneeling in contaminated areas whenever possible.

6.5 Medicine and alcohol can heighten the effects of toxic chemicals. Prescription medicines are not to be taken by site personnel unless specifically a
