SAN DIEGO URBAN AREA SECURITY INITIATIVE San Diego Office of Homeland Security Course Title: Low Angle Rope and Rescue Operational (LARRO) CA State Fire Marshal FSTEP certified course is designed to equip the student with the techniques and methods for using rope, webbing, hardware, friction devices, and litters in low angle rescue situations. Areas covered include: Rope and related equipment, anchor systems, safety lines, stretcher lashing and rigging, mechanical advantage systems and single line and two line rescue systems. Helmet (NFPA rated) preferably rescue style 2. Safety glasses 3. Safety goggles 4. Work Gloves 5. Long pants 6. Long sleeve shirt 7.
