NOTICE INVITING EXPRESSION OF INTEREST Mid-Career Training of the Indian Forest Service Officers 1. The Ministry of Environment & Forest (MOEF), Government of India, invites Expression of Interest (EOI) from Institutions of national/ international repute dealing with training/capacity building of senior personnel in Govt sector/ senior executives for conducting the Mid-Career Training(Cycie II) of Indian Forest Service (IFS) Officers. The selected institute would be required to undertake the development and delivery of one or more of the three phases of the Mid:-Career Training. A background note that includes the scope of work is enclosed (Annexure I). The assignment is expected to be for a duration of three years, but may be extended further. The training courses are required to be conducted w.e.f. April 2013 onwards. 2. The selected Institution would be required to execute the work of delivery of MCT programmes in coordination with a group to be set up by the MOEF and Indira Gandhi National Forest Academy (lGNFA), Dehradun, India. MOEF expects the selected institute to be able to demonstrate strong training capabilities in the field of public administration, governance, public policy related to field of forestry, environment management, biodiversity and wildlife conservation etc. The Institution should have a commendable record of running academic and executive education programmes in this field, especially for senior level officers/executives. In case the institute selected is a foreign institute, it may identify a domestic partner and may develop the necessary capabilities within the faculty of the domestic partner as well. Satisfactory delivery and conduct of the courses shall be the responsibility of the domestic partner. The venue for the conduct of programme (excluding the Management and Foreign module) would be IGNFA Dehradun. ELIGIBILITY 3. It should also have qualified & experienced faculty well versed in the respective subject areas. The Institute/organization should be in a vantage position to outsource resource persons of good standing and eminence in their specific areas.

4. The selected institute would be expected to lead the delivery of one or more of the three phases of mid-career training. 5. In submitting the Expression of Interest, information may be furnished on the nature of business of the Institution, more particularly on the programs being run in general management, forestry and allied subjects. A short resume of the key resource personnel likely to be deployed may also be given.

6. The short listed Institutions that have expressed interest would be sent detailed terms of reference and criteria for final selection, to enable them to submit their technical and financial bids. Such a shortlist would be prepared based on the acknowledged reputation of the interested Institutions to be assessed by a committee, appointed by MoEF in teaching courses in forestry and allied subjects. MOEF reserves the right to shortlist an Institution that has not submitted its Expression of Interest, provided it is satisfied that such an Institution otherwise meets the short listing criteria.

MoEF through Indira Gandhi National Forest Academy (IGNFA) requests the interested parties to download the EOI Documents from any of the following website on any day between 01 stApr'2012 to 14th May'2012. Annexure-I

BACKGROUND NOTE ON MID-CAREER TRAINING PROGRAMME

INTRODUCTION

The management and administration system of forests in India is more than 150 years old. This sector is primarily charged with the responsibilities of managing, protecting and developing country's forests on scientific lines based on ecological principles and to provide goods and services emanating from them to a vast multitude of masses, as also to provide ecological security for general well being of the people of the country.

Forestry management system of the country, of late, has undergone a paradigm shift by assuming key functions of meeting subsistence requirement and supplementation of income for livelihood support to the communities, solely dependent upon the vitality and sustainability of the resource base to which they are intricately linked by their culture and traditions, since generations. Forests are also perceived as an important resource for mitigation strategy for climate change, global warming and their ill effects. Forestry sector has also to playa key role in National missions for greening India, preservation of Himalayan eco-system and sustainability of agriculture, water resources & energy supply. Besides, the sector also plays a dominant role in conservation of wetlands, combating desertification, preservation of soil/water regime and providing a range of ecological services considered essential from the point of view of human welfare.

The reach of forestry sector is now considered for expansion to include various inter-sectoral issues such as its role as catalyst of environmental conservation, rural development and livelihood issues and social change.

JOB PROFILE OF INDIAN FOREST SERVICE OFFICERS

Indian Forest Service (IFS) is one of the three All India Services constituted under the provisions of Article 312 of the Constitution of India. The IFS Officers provide senior level leadership to forest personnel, both in the States and at the Centre. The appointment to IFS is done in two ways, namely, recruitment through Indian Forest Service Examination conducted by the Union Public Service Commission (UPSC) every year and by promotion of the State Forest Service (SFS) Officers. Direct recruits to the Service undergo 15 (fifteen) weeks Foundation Course at the Lal Bahadur Shastri National Academy of Administration, Mussoorie and 80 (eighty) weeks basic/professional training at Indira Gandhi National Forest Academy, Dehradun followed by practical training in States/Districts/Divisions allotted to them. The officer promoted from the State Forest Services to Indian Forest Service also undergoes 10(ten) weeks Induction training at IGNFA, Dehradun.

While the minimum qualification for being selected into IFS is a Bachelor's Degree in any of Science/Engineering disciplines, yet, given the high level of competition, most of the officers have a Master's Degree and an outstanding academic record. They come from a wide range of backgrounds such as Botany, Chemistry, Physics, Mathematics, Agricultural Sciences and Veterinary Science etc. A good number are also engineers and doctorates.

Note: The induction training for the IFS probationers undertaken initially is referred as Phase I & II training. All the participants would have undergone the training compulsorily.

On completion of the training, officers are posted to respective state cadres allocated to them and assigned postings as Assistant Conservator of Forests. During the initial year, they also undergo short trainings and district attachments with various district level officers of revenue and police administration and sometimes a short programme at the State Forest Academy with special emphasis on local general/financial procedures, local laws, etc.

After a few years (2-3) of experience, they are promoted to become Deputy Conservator of Forest (DC F) to hold charge of division level posts (also called Divisional Forest Officers) and are entrusted with a wide range of functions related to scientific management of forest, prevention and detection of forest and wildlife related crimes and enforcement of various laws and policies of Government.

Over the first 12-13 years, the officers continue to function as head of forest divisions (DFO's) and are entrusted with various responsibilities related to general management and upkeep of forest areas under the division . After having done these postings as DCF, the officer gets promoted to next level supervisory post i.e. Conservator of Forests. The Conservator of Forests (CF) heads a forest circle , usually having 3-4 divisions under its charge. Finally, after about 24-25 years of service, they enter the last phase of their service and hold top posts in the forest department at State/Central level as Chief Conservator of Forest! Principal Chief Conservator of Forests.

Thus, members of the IFS serve the government for an entire career spanning over three decades. Their job profile , from initial field level implementation responsibilities, changes to supervisory management and finally to policy formulation level.

EXIXSTING SYSTEM OF MID-CAREER TRAINING

Given the highly responsible and crucial positions that officers are required to hold, it is imperative that they possess and update the necessary technical knowledge, skills and attitudes to discharge their responsibilities effectively. Therefore, a broad based system of in-service training (known as Mid career trainings) has been put in place for the officers at 7 _9th

, 16-18th

and 26-28th year of service. The system of mid-career training is very intensive and aims at enabling them to acquire "next level competency". Their performance in these mid-career programs is evaluated at the end and satisfactory completion of the program has been kept as a pre-condition for officers to get promoted to higher positions. The actual performance may

also be taken into account in deciding some of their placements or selection for special assignments.

The system of mid-career trainings as follows:-

Each training batch is constituted by the IGNFA/MoEF as per the eligibility of the officers. The number of officers in a group will be worked out as per the convenience of delivery of the program, in consultation with the training partner. IGNFA would be venue for all the MGT programs, which are completely residential.

SCOPE OF WORK

The selected Institution would be required to undertake the following:-

i) Garry out the delivery of all or anyone/two of the three mid­career phases of training, namely the Phase III, IV and V programs based on the detailed design to be prepared and provided by IGNFAlMoEF.

ii) Evolve a training methodology which includes case studies and lectures by eminent personalities in addition to classroom studies for the same.

iii) Develop pre-course material that a participant would be required to come prepared with and also design evaluation measures to test the level of preparation at various stages of delivery of the MGT programme.

iv) Identify the resource persons for the different components of each of the programmes, drawing such resource persons from Institutions abroad or in India and also ensuring a right mix of academic faculty and practitioner faculty, considering that the participants are practicing managers and need strong practical inputs to back theoretical frameworks. The Institl,ltion should clearly indicate the ratio of in-house faculty to guest faculty in the EO!.

v) Deliver the programs for a period of three years and simultaneously help develop local resource persons (to take

over from such resource persons as are drawn internationally) . The program would be delivered at IGNFA, Dehradun.

vi) Design and tie up logistics for the international study visits with the partner foreign universities/institutes.

vii) Evaluate the performance of each of the participants and submit an evaluation report (numerical measures) to the IGNFA/MoEF.

SUPPORT FROM MoEFIIGNFA

The MoEF through Director, IGNFA will facilitate the delivery of program by providing support to the selected institution in respect of the following :

1. The IGNFA campus at Dehradun is proposed to be the venue of the training programs and therefore the IGNFA would provide the requisite infrastructure in terms of hostel accommodation, class-rooms facilities, lecture halls, library, required equipments, computer resources etc. IGNFA shall also provide lodging facilities to the resource persons of the programs during their visit to the academy, as and when required .

2. The Director, IGNFA would identify a nodal Officer to coordinate with the selected Institution on regular basis for smooth delivery of the programmes. Also a committee, constituted by MoEF for the purpose, shall provide necessary inputs to help deliver the academic content of each of the training programme.

3. MoEF will also arrange to communicate with the participants regarding the schedule of programmes and ensure their attendance at each of the programme.

ANNEXURE - II

BROAD SCHEME AND PROPOSED TENTATIVE CONTENTS OF MODULES FOR PHASEWISE MID CAREER TRAINING OF IFS

OFFICERS

1. PHASE III TRAINING (7-9 YEARS OF SERVICE)

A. Broad Objectives of Training

This Phase, intends to build upon the field exposure and experience gained by the officer in the initial years of his service following his elaborate and lengthy training programme and help him improve his personal performance levels. He would also get an opportunity to test the validity of his academic learning and to gather new skills and knowledge for applying at workplace for professional management skills in the context of the emerging scenario in the field of forestry and environment. His knowledge and skills must, therefore, be updated and enhanced to fully address the emerging trends in forestry.

B. Work Experience of Participants

Besides the induction training , at this stage the officers would have completed two or three divisions as Divisional Forest Officers, which is the first level key supervisory post in the forest administration . They would have, during this period , personally undertaken scientific management of forest through working plans, wildlife conservation , forest production , NTFP conservation and performed forest protection measures like fire management, patrolling , surveillance, maintenance of forest/wildlife offence records, controlling poaching, illegal extraction and trade in wild flora and fauna etc. Usually in one division, there are two or more Sub Divisions with supervisory charge over three to five forest ranges.

C. Methodology

The training course will follow various teaching methods, viz. theoretical lecture sessions, group working , workshops and exposure visits. The medium of instruction will be English language.

D. Duration and design of training

The total period of training in this Phase would be eight weeks, six weeks in India and two weeks theme based study visit abroad , in country/countries, which fulfil the criteria as per the selected theme.

(A) In-country Module (06 Weeks)

In India, the module would be for a period of six weeks. The In-country module will have following two components.

(a) Module at IGNFA Dehradun (05 weeks) (b) Management module at 11M or any Business School of

International repute (01 weeks)

(B) Foreign Module (Duration Two Weeks)

This module is proposed to be covered in collaboration with Institutions of international repute (an indicative list of such Institutions shall be provided

in RFP document) by giving the participants exposure in anyone of the following groups of subject areas. A. i) Afforestation of problematic sites

ii) Agro forestry modules B i) Watershed Management

ii) Imperatives of Environmental Management and Climate change C i) Wildlife conservation and PA management

ii) Ecotourism and Ecodevelopment The inputs during the foreign tour for duration of 2 weeks including

travel time are expected to include visits to Institutions and locations to study best practices as per the allotted theme, classroom lectures, and interaction with experts and senior forest managers with experience in forest management.

2. PHASE IV TRAINING (16-18 YEARS OF SERVICE)

A. Broad Objectives of Training

This training is intended to help the participants consolidate their field experiences and help them analyse the current management practices in the light of the changing forestry paradigm. Emphasis would also be on helping them on their skills in latest developments in forestry, human resources management, strategic planning, directing and team building .

B. Work Experience of Participants

Participants of the training programmes at this Phase would have put in over 16 years of actual service practicing forestry including scientific management of forests through working plans, forest utilization, Training , HRD, etc. Most of them would have had 4-5 tenures as Divisional Forest officer. Many of them would also have been posted as supervisory officers (Conservator of Forest) of Divisional Forest Officers in charge of divisions.

C. Methodology

of national & international organizations in wildlife conservation • In-situ and ex-situ conservation measures • People's participation; people awareness, concept of care and

share, community participation, • Eco-development, Eco-tourism and balancing between local

economic needs and ecological sustainability • Changing policy environment; international conventions on

wildlife, global coordination and networking information management

2. Visit to Protected Areas (Theme based)

Participants should be sent to different sites in smaller groups, which can be followed by group working presentation (recommendations) - report preparation

D. Stream - Management module - (Duration 1.5 weeks or 9 days) (To be conducted at 11M or any Business School of international repute)

Issues to be covered • Organizational behaviour - Organizational objectives and

effectiveness • HRD and Personnel Management • Financial Management - Review of basic concepts , analysis of

financial statements, ratio analysis, Marketing, Planning & Budget etc.

• Motivation, Group Dynamics, Leadership and Decision Marking • Negotiation and conflict resolution • Stress Management and Positive thinking

(B) Foreign Module (Duration 02 Weeks)

This module is proposed to be covered in collaboration with Institutions of international repute (an indicative list of such Institutions shall be provided in RFP document) by giving the participants exposure in anyone of the following groups of subject areas.

A i) Sustainable Forest Management ii) Imperatives of Environmental Management and Climate change

B i) Wildlife conservation and PA management ii) Ecotourism and Ecodevelopment

C i) Watershed Management ii) Afforestation of problematic sites

D i) Forest Policy/ Governance Issues ii) Policy research and analysis

The inputs during the foreign tour for duration of 2 weeks including travel time are expected to include visits to Institutions and locations to study best practices as per the allotted theme, classroom lectures, and interaction with experts or senior forest managers with experience in forest management.

3. PHASE V TRAINING (26-28 YEARS OF SERVICE)

A. Broad Objectives of Training

The objective of training of this phase is to orient the participants to wide management exposure and invest them with conceptual management skills suitable for a world class organization head. It is also expected to provide an opportunity for study of new initiatives/best practices in other states through experience sharing and discussions among participants.

Duration and design of training

The total training duration would be 4 weeks, out of which 2 weeks would be spent in the country (India module) and remaining 2 weeks on study visit abroad (Foreign module) .

C. Methodology

The training course will follow various teaching methods, viz. theoretical lecture sessions, group working, workshops and exposure visits. The medium of instruction will be English language.

(A) In-country Module (Duration Two weeks)

The In-country Module would be used to derive the maximum benefit through experience sharing and discussions among participants, besides, one week learning at a leading management school (Any Indian Institute of Management or a business school of equal stature) to provide a sound theoretical and conceptual framework.

The proposed design of the In-country module may be based on the following :-

a. Management Module at 11M or Any Leading Business School (Duration One week)

Management Module at a leading management school in India covering following inputs -

• Basic concepts of Strategic management • HRM Issues - Managing multiple roles and responsibilities • Top level leadership • Change management and Team building • Interaction with top level government leaders/management

experts b. Sessions at IGNFA Dehradun (Duration One week)

1. Workshops/Panel discussion on contemporary Issues - Vision in forestry Sector, Policy and legal issues, Need for improvement in Forestry sector

2. Experience sharing / case studies from foreign visit- 3days
