W elcome to the third Riviera Maritime Media Middle East Offshore Support Journal Conference. The Dubai Maritime City

Authority is the platinum sponsor for a third successive year and we are very grateful for its support and that of the wider UAE maritime community.

Today’s conference takes place in Dubai, one of the world’s fast growing maritime clusters and home to one of the world’s pre-eminent maritime ports. Or to put it another way: a lot of vessels and maritime business calls here, making it a perfect setting for our event.

The conference reflects the quality of the Offshore Support Journal (OSJ) and its range of supporting publications. The undisputed market leader, OSJ is circulated to more than 1,000 national and private oil companies and contractors as well as more than 2,200 shipowners, operators and managing companies of support vessels globally. Additional copies are distributed at appropriate events worldwide, including this one.

A mainstay of OSJ is its coverage of the Middle East. Recent reports have focused on how an influx of vessels from South East Asia into the region has driven charter rates down to breakeven levels. Please do take the opportunity to review your complimentary copy and, if you have not already done so, confirm your subscription today!

Over the next two days we will take an in-depth

look at the challenges facing the market including: market drivers; vessel design and construction; opportunities available in Africa; ship performance, energy efficiency, power and propulsion technology; and dynamic positioning. There is also a special focus on a post-sanctions Iran.

The session presentations are enhanced by an emphasis on information flow, exchanges of ideas, dialogue and debate.

Across our two-day conference, social and networking opportunities will not be neglected. There will be many opportunities to network and forge new contacts. These include coffee breaks, buffet lunches and the evening reception at the end of the first day.

Of course the Middle East Offshore Support Journal Conference could not take place without the generous support of all our sponsors. Special thanks go to Dubai Maritime City Authority, Allianz Marine, Bureau Veritas, Esnaad, SeaTech, Vanuatu Maritime Services Limited and Zamil Offshore,

We are also grateful for the enthusiastic backing of our official supporting organisations: IMCA and UAE Shipping Association.

And we are especially grateful to you, our international audience, for coming again in such numbers.

My colleagues and I remain available to assist in any way we can. Together we look forward to a productive, insightful and enjoyable event.

Session one THE NEW DYNAMICS IN THE OIL MARKETS

The increasing complexity of market dynamics is making it harder to predict the future. The lower oil price has caused worldwide activity to be significantly reduced. Companies with strong liquidity are those that will survive. However, amid the uncertainty the Middle East has remained resilient. Having low production costs and sizeable reserves has helped maintain some stability. This session will enable you to recognise emerging opportunities and protect your business amid the current challenges.

09:15 Regional and global implications of the new low oil price world• Analysing market trends and direction• Issues confronting the global oil and gas markets• When will the oil price recover?• Long-term predictions, finding the bright spots• Which sector will bounce back? Blaise Fremaux, General Manager – Middle East and India, Gaffney, Cline & Associates

09:35 Market drivers, challenges and their consequences in the offshore support sector• Weakening demand• Oversupply of tonnage• Geopolitical tensions• Lifting of Iranian sanctions• Cancellation of contracts and lower day rates• Consolidations, buyouts and M&AsOmar Abu Omar, Chief Operating Officer (COO), Tasneef

09:55 "View from the top" – Bolstering resilience, recognising market opportunities and ensuring operations adapt in today’s environment• Negotiating agreements with Arabian Gulf NOCs• Meeting regulatory considerations and contractors’ expectations• How to continue to survive and cope with price and profit pressures• How to secure cash flow and manage costs effectively• Providing for fleet renewal and understanding the main drivers• Finding time to lock in gains from cost deflation and kick-start investment

Platinum sponsor’s welcome

Platinum sponsor profile

Conference adds to region's offshore opportunitiesAmer AliExecutive DirectorDubai Maritime City Authority (DMCA)

On behalf of Dubai Maritime City Authority, we are pleased to welcome you to the 2016 Middle East OSJ Conference! Dubai Maritime

City Authority is excited to be associated with Riviera Maritime Media conferences and the Middle East OSJ Conference in particular.

Long-term stability and rising demand for increasingly capable support vessels has driven the region’s owners to steadily expand their fleets. The Middle East is a well-established market with good relationships between the ship operators, offshore oilfield contractors and oil companies. This stability means some vessel owners can steadily expand their fleets and view this as a platform for expansion into other regions.

For this year’s conference, Riviera’s team and the Advisory Board have planned an agenda that addresses the current and emerging opportunities as well as challenges that each of us encounter in our offshore businesses in the Middle East and beyond. While one could easily identify

a long list of challenges, it is up to us to take on these challenges and further develop the maritime sector.

Dubai Maritime City Authority (DMCA) has brought about a radical change in the local maritime sector through an extensive range of industry initiatives and regulations which support its ambitious approach in creating a safe investment environment for industry leaders from all over the world, while reaffirming Dubai’s position as a first-class international maritime hub. Established to monitor, develop and promote maritime activities, DMCA provides a platform of excellence and quality as it develops world-class regulations and guidelines to raise the bar on the maritime industry and boost its infrastructure, operations and logistics services, while offering investment opportunities to boost Dubai’s competitiveness.

We are delighted to welcome the Middle East OSJ Conference in Dubai and look forward to meeting with you all during the event, as well as learning, networking, getting to know each other better and making new friends!

Founded in 2007, Dubai Maritime City Authority (DMCA) has brought about a radical change in the local maritime sector through an extensive range of industry initiatives and regulations that support its ambitious approach to creating a safe investment environment for industry leaders from all over the world, while reaffirming Dubai’s position as a first-

class international maritime hub. Established to monitor, develop and promote maritime activities, DMCA provides a platform of excellence and quality as it develops world-class regulations and guidelines to raise the bar on the maritime industry and boost its infrastructure, operations and logistics services while offering investment opportunities to boost Dubai’s competitiveness at the regional and international levels.

DMCA aims to build effective and strategic partnerships with relevant government agencies, private businesses and stakeholders in line with its vision to create a safe and vibrant maritime sector and therefore drive economic sustainability and growth in the emirate. The Authority is keen on expanding its scope of work and laying down effective policies under the highest standards of maritime safety and best environmental practices, in adherence with the local and international laws to develop a safe maritime environment for maritime operations and businesses.

Vanuatu Maritime Services Limited (VMSL) welcomes delegates to the OSJ Conference in Dubai and it is again our pleasure to co-sponsor this high profile event.

Vanuatu is an independent nation comprising a chain of islands in the South West Pacific, about 2,000km North East of Australia. Vanuatu has been an independent nation since 1980, being a member of the United Nations and the Commonwealth.

The Vanuatu Flag offers both an ethical and economical shipping register, affording significant savings in overall operating costs.

VMSL is the company responsible for operating the Vanuatu Flag Administration, which is an open shipping register with no restrictions on shipowners' domicile or crew nationality. The registry recognizes most national qualifications for seafarers to serve onboard Vanuatu flag vessels.

VMSL is responsible for compliance with international shipping legislation and with the safety and welfare of the seafarers serving onboard Vanuatu flagged vessels.

As a member of the International Maritime Organization, with a permanent representative at the IMO in London, the Vanuatu Shipping Register is committed to maintaining high standards of safety within its fleet, and has adopted all relevant IMO Conventions.

With a current fleet size of some 700 vessels, a significant percentage being in the offshore sector, the Vanuatu Shipping Register is able to offer a more personalized service to its flagged vessel managers, and work with them (rather than as a faceless bureaucracy) towards vessels with good onboard ‘safety cultures’, and less time lost on Port State Control issues.

The Administration (headquartered in Port Vila, with major administrative offices in New York, Tokyo, Busan and Istanbul) is represented worldwide by a network of Deputy Commissioners and Special Agents, based in all of the major ports and shipping centres, along with a vast network of Approved Safety Inspectors and Surveyors, who stand ready to assist our flagged vessels.

Extremely attractive registration, and annual costs are available and our representatives will be happy to discuss these.
