Chapter 1 Overview 1-1. Purpose

a. To provide clear procedural guidance on initiating, routing, and processing military awards for the Georgia Army National Guard.

b. This SOP does not apply to contractor employees.

1-2. References

a. Refer to AR 600-8-22 for Federal military awards guidelines, such as approval authorities or the use of DA Form 638.

b. Refer to AR 672-20, DA Pam 672-20, and TPR 451 for Federal awards guidelines for Civilian employees,

not on military orders, who are working for, or on behalf of, the state of Georgia. c. Refer to GaNGR 672-1 for Georgia military awards guidelines, such as approval authorities.

Chapter 2 Military Awards Procedures 2-1. Guidelines and criteria

a. States are now prohibited from using DA Form 638 for state awards, per update to AR 600-8-22, para 3-21b. b. All retirement awards, whether State or Federal and regardless of award level, must be submitted through the G-1 for approval and signature by the Commanding General (MSM and lower) or The Adjutant General (LoM and higher).

c. Pending publication of a new Georgia regulation, the following interim guidance is implemented: Georgia individual

military decorations will now be processed via memorandum of endorsement, addressed to the award approval authority. (Template location below.) This includes the Georgia Commendation Medal (GA COM), the Georgia Meritorious Service Medal (GA MSM), the Georgia Medal for Valor (GA MV), and the Oglethorpe Distinguished Service Medal (Ogle DSM).

d. The remaining Georgia service medals and service ribbons are already processed via memoranda, signed by individual

unit commanders.

e. Commands with award approval authority for the GA COM and the GA MSM will create the award certificate as normal,

and will announce the award via Georgia awards orders format, see location below. f. Templates for all individual decorations (Federal and Georgia), examples of memoranda of endorsement, and the

template for the new Georgia awards orders format, can be found on the Georgia Army National Guard GKO page. Go to the GAARNG GKO page https://gko.portal.ng.mil/states/ga/SitePages/Home.aspx (copy and paste this link into your web browser), and then click on ARNG > G1 > Libraries > Shared Documents > HR Services > Awards. 2-2. Submitting award requests (Federal and Georgia) for Commanding General signature and above

a. For all award recommendations for Soldiers assigned to a major subordinate command, MSCs will submit the recommendation via the G-1 Awards distro at [email protected] .

b. For award recommendations for Soldiers assigned to a major subordinate command, but working at Joint

Force Headquarters, all G-level and J-level staff directorates will send the award request thru the Soldier's MSC S1 for award eligibility verification and tracking purposes. MSCs will submit requests via the G-1 Awards distro.

c. For award recommendations for Soldiers assigned to Joint Force Headquarters, all staff directorates will send award request thru the HHD JFHQ orderly room for award eligibility verification and tracking purposes. HHD JFHQ will submit requests via the G-1 Awards distro.

d. For award recommendations for Soldiers assigned to Recruiting & Retention, R&R will submit requests via

the G-1 Awards distro.

e. Incomplete or incorrectly-completed recommendations will be returned to MSCs for corrections via email. f. Once the award is approved by the approval authority, the MSC S-1 will be notified via email that the award(s) is ready

for pick-up. The State Awards NCOIC will upload the approved and completed award into the SM’s iPERMS.

2-3. Legion of Merit submission requirements

a. All Legion of Merit (LoM) submissions must be prepared IAW the LoM Checklist (Attachment 4). This checklist captures the NGB LoM processing directives found in PPOM 19-040 (Attachment 3) and mitigates the issues historically cited by NGB when returning awards without action. All LoM submissions must contain the following documents; submissions without all these documents will be returned to MSCs without action.

(1) DA 638 completed IAW LoM checklist requirements. (2) Completed LoM checklist (Attachment 2) signed by MSC/JFHQ S-1 representative.

(3) Snip from iPERMS (Attachment 4) of all awards within the period of the LoM recommedation

(4) DA 638s for all awards captured in iPERMS snip. (5) Certified or validated SRB with certification/validation date within last year.

(6) Memo of lateness if proposed presentation date is less than 120 days from submission to NGB.

2-4. Processing timelines

b. All awards (Federal and Georgia) requiring signature from the Commanding General or above must be received at the G-1/HSB Awards section prior to the desired date of presentation in accordance with the following timelines, in order to be processed and sent back to the MSC in time for presentation.

(7) CG signature: 45 days prior to presentation date (8) TAG signature: 60 days prior to presentation date

(9) NGB/HRC signature: 150 days prior to presentation date

b. MSCs should consider the use of interim awards, approved at MSC level, if a request is not

submitted on time.

Chapter 3 Ordering State Awards, Certificates, and Ribbons 3-1. Requesting awards supplies

a. Submit all requests for state awards supplies using the awards distro, using the award order request form (see below). MSCs will roll up requests and enter as a single item in IPPS-A.

b. The award order request form can be found on the Georgia Army National Guard GKO page. Go to the

GAARNG GKO page https://gko.portal.ng.mil/states/ga/SitePages/Home.aspx (copy and paste this link into your web browser), and then click on ARNG > G1 > Libraries > Shared Documents > HR Services > Awards. Note: All Federal awards supplies will be ordered through unit Supply NCOs through unit publication accounts.

RETIREMENT (MSM / GA MSM)

Exceptionally meritorious service throughout his career. Master Sergeant Joseph Snuffy has distinguished himself by exceptional duty performance in positions of increasing importance and responsibility, culminating as the senior enlisted advisor to the United States Property & Fiscal Officer for Georgia. He demonstrated extraordinary leadership in both wartime and peacetime. Master Sergeant Snuffy's career has been marked by true professionalism and dedication, and reflects great credit upon himself, the Georgia Army National Guard, and the United States Army [MSM] / state of Georgia [GA MSM].

RETIREMENT (ARCOM / GA COM)

Meritorious service throughout his career. Sergeant First Class Aisha Snuffy has distinguished herself by exceptional duty performance in positions of increasing importance and responsibility, culminating as a team leader in the Counter-Drug Task Force. She demonstrated extraordinary leadership in both wartime and peacetime. Meritorious service while serving as the Senior Human Resources Sergeant for the 201st Regional Support Group. Glossary Section I Abbreviations AMHRR Army Military Human Resource Record SOP Standard operating procedure (formerly standing operating procedure, changed by JP 3-31 and JP 1-02) Section II Terms G1 Deputy Chief of Staff, Personnel; the senior military personnel officer at division and above. G-1 The office and staff of the G1. HR automated systems Computer programs and websites utilized by HR professionals to manage or update personnel records. These include, but are not limited to: SIDPERS (soon to be replaced by IPPS-A), iPERMS, GIMS, and RCAS. SUBJECT: Georgia Army National Guard Command Guidance for Peacetime Awards

1. References.

2. Purpose of the Awards Program. Recognition of meritorious service, action, orachievement is part of every commander's awards program. I am committed toensuring that all deserving members of our organization receive appropriate recognitionfor their meritorious service or achievement. The purpose of the awards program is tofoster mission accomplishment by recognizing excellence of both military and non­military members of the force and motivating them to high levels of performance andservice.

3. DA Civilians and Technicians. Commanders and supervisors will recognizemeritorious service and achievement of their assigned DA Civilians, dual-status militarytechnicians, and non-dual-status technicians through the incentives and awardsprograms outlined in the references above.

4. Contractor Employees. Contractor employees are not authorized military awards ofany type in the performance of their duty under contract with Federal or stategovernments. Each Contracting Officer Representative is encouraged to recommendawards and incentives through the contractor for contractor employees who havedemonstrated superior performance.

5. Retirement Awards.

a. Commanders will ensure that all retiring Soldiers and their spouses receiveappropriate retirement recognition from our organization and must be prepared to explain, in writing, why they will not recommend a retiring Soldier for recognition.

b. When considering the appropriate recognition for Soldiers who are retiring,commanders and supervisors will take the following guidelines into consideration:

(1) Sergeant First Class and below. The Army Commendation Medal (ARCOM)or the Georgia Commendation Medal (GA COM) should be the starting point. For Soldiers whose service far exceeded that normally recognized by award of the AR COM or the GA COM, commanders and supervisors may consider recommending the Meritorious Service Medal (MSM) or the Georgia Meritorious Service Medal (GA MSM). Recommendations for award of the Legion of Merit (LM), the Oglethorpe Distinguished Service Medal (ODSM), or the Army Achievement Medal (AAM) are not normally appropriate.

(2) Master Sergeant and above. The MSM or the GA MSM should be thestarting point. Commanders and supervisors will consider recommending the LM or the ODSM only for those Soldiers who, in the last ten years of service, have demonstrated a level of performance that far exceeds that normally recognized by award of the MSM or the GA MSM. The bar has been set high for award of the LM and the ODSM, requiring clear demonstration of a strong impact on our organization at a statewide or strategic level.

(3) Command Teams and Headquarters Staff. The LM should be the startingpoint of consideration for the personnel listed below. The ODSM, MSM, or the GA MSM are also appropriate. As discussed above, the bar is set high, even for these duty positions. The duty position alone does not merit award of the LM.

(a) Those personnel who, within the last ten years, led a battalion, squadron,brigade, or major subordinate command (MSC) as a commander, executive officer, or command sergeant major.

(b) Those personnel who, within the last ten years, were assigned to the G­staff or J-staff as a primary staff officer (lieutenant colonel and above), senior non-commissioned officer (master sergeant and above), or warrant officer (chief warrant officer four and above).

(4) I will not normally consider recommendations for the Distinguished ServiceMedal (the Army DSM) for Soldiers other than general officers, the state command sergeant major, or the state command chief warrant officer, due to the stringent requirements for this award.

c. Spouses. Commanders and supervisors will recognize the spouses of Soldiers atretirement ceremonies and are encouraged to consider award of the GA COM. For

those spouses who have rendered distinguished service that made an impact at a statewide level, commanders and supervisors may consider recommending the ODSM. Per reference e, commanders and supervisors may not recommend award of the GA MSM to private citizens.

d. Retirement recognition is appropriate even for those Soldiers whose careers havebeen marked by some difficulty or by modest performance of duty. At a minimum, commanders and supervisors may consider the GA COM for these Soldiers. The AAM is not normally appropriate for a retirement award.

6. Posthumous Awards.

a. My guidelines for posthumous awards mirror those for retirement awards above.Commanders and supervisors will consider the totality of service performed when making award recommendations.

b. Suicide is a grievous end to a person's life that greatly affects the lives ofsurviving Family and friends. Commanders of brigades/major subordinate commands may approve an award under the normal posthumous awards guidelines.

7. Awards upon Transfer or Separation.

a. Award submissions are not a requirement for every Soldier who transfers to anew duty position or new unit (including permanent change of station (PCS) moves for full-time support (FTS) staff) or for every Soldier who separates without retiring. However, these transitions provide commanders and supervisors an opportunity to recognize the contributions of Soldiers in their charge.

b. When considering the appropriate recognition for departing Soldiers,commanders and supervisors will consider the totality of service performed during the period of service. The ARCOM, the GA COM, and the AAM are often the most appropriate service/PCS awards at all levels.

8. Impact/ Achievement Awards.

a. Commanders will remind and encourage their subordinates to submit appropriateaward recommendations for Soldiers in their organization who perform a meritorious act or achievement. Timeliness is important. The closer the award presentation date is to the meritorious act or achievement, the greater the impact of that award on the recipient.

b. The ARCOM, the GA COM, and the AAM are often the most appropriateimpact/achievement awards at all levels.

9. I have designed the guidance outlined above to be applicable to both M-Day Soldiersand to FTS staff and to shape the options available to commanders and supervisors sothey can make informed decisions. Neither rank, nor duty position, nor duty statusalone determines the most appropriate award for a team member's meritorious service,action, or achievement.
