OROQUIETA City––Local officials here are now pre-paring for the forthcoming 8th Zamboanga Peninsula Business Conference (ZAM-PENBIZCON) scheduled on July 18-20, 2012.

The Oroquieta City Chamber of Commerce and Industry in cooperation

with Ozamiz City Chamber of Commerce and Industry and the City of Good Life are jointly hosting the annual gathering of businessmen of Zamboanga Peninsula.

ZAMPENBIZCON is an annual activity of the Zam-boanga Peninsula Business Council, Inc. The council represents the business com-munity of the Peninsula region and act as the to the

business sector in Mindanao and other parts of the coun-try, and its international partners especially with the BIMP-EAGA Region.

This year’s theme is focused on “One Global, Filipino: Business Synergy thru Public and Private Partnership at Work” and targeted more than 300 delegates comprising of business leaders and en-

trepreneurs, government policy-makers and other local stakeholders.

In a press conference on Monday, Mrs. Elvira D. Tan, a prominent businesswoman of Misamis Occidental, and President of the Ozamiz City Chamber of Commerce and

incumbent chairman of the ZAMPENBIZCON Steer-ing committee, disclosed that with this year’s theme, “the business conference is aimed in promoting a unified effort to strengthen and stimulate SME’s in the Peninsula through network-

ing and policy support.”Mrs. Tan added that se-

ries of activities are crafted to be its best , like a three day Trade Fair and Exhibit of the business delegates and local manufacturers and producers to boost

THE Senate approved on third and final reading a bill amending the Armed Forces of the Philippines (AFP) Modernization Act to discourage ‘red tape’ in procurement process.

The Senators also noted that the AFP’s moderniza-tion program fell short of its targets.

Senator Panfilo Lacson, chairman of the Senate com-mittee on national defense and security and principal author of the bill, said the AFP modernization pro-gram under Republic Act No. 7898, which ended last year, had “failed in many aspects.”

“The first AFP Mod-ernization Program started on Dec. 19, 1996 with the approval of Joint Resolution No. 28 by the 10th Congress. What was envisioned as a

modernization program turned out to be only a capability upgrade for the AFP. But even at this level, the program still fell short of its targets,” Lacson said.

The revised AFP Mod-ernization Program, Lacson explained, seeks to rectify the flaws and pitfalls of the previous model and incor-porate provisions that will ensure a more efficient and cost-effective implementa-tion of the program.

Senate Bill No. 3164 was approved with 21 affirmative votes, zero negative vote and zero abstention.

The proposed measure, Lacson said, also cuts down the procurement process from 29 stages to two as-sessment levels in addition to the actual procurement and contracting stages.

SOME 7,800 members of Sumifru workers union successfully entered a collective bar-gaining agreement (CBA) with its management May 25 assuring their security of tenure and benefits for five years after tedious negotia-tions and amid threat of union organizing crisis plaguing the country.

“If the Philippine labor movement is threat-ened primarily by dwindling union organizing in the past two decades, as many may have been saying, we consider this particular CBA between four local affiliates of ALU-TUCP and Sumifru Philippines Corporation as a silver lining. This agreement proves that unions are still a bastion for workers and their families in this very challenging age of growing glo-balization,” said Gerard R. Seno, national vice president of the Associated Labor Unions and member of oversight executive committee.

Officers of the four (4) local affiliates led by their presidents Danilo Villarejo (Antipas Plantation Operation), Wilson Lebuna (T’boli Plantation Operation), Julieto Paglinawan (Tungkalan Plantation Operation), Gilbert Domingo (Salaysay Plantation Operation) and Sumifru management led by country manager Noel Venus signed Friday, May 25 a 5-year CBA that guarantees security for the workers and productivity for the management.

ing, production, shipment, distribution and marketing of fresh bananas, pineapples, and papaya fruits to Asia and Europe.

The development of globalization’s world-wide job market and working schemes such contractualization, the changing forms of labor-management relations, new technology and patterns of work as well as the millions of informal workers willing to work at whatever cost cast serious threat to unions to organize and protect the interest of workers, labor studies and observations from the Bureau of Labor Relations of the Department of Labor and Employment showed.

Some of the provisions of the first-ever Sumifru workers’ union and management CBA includes medical, dental and hospitalization benefits, emergency leave, maternity, pater-nity and solo parent leave, sickness benefits, vacation leave, insurance, wage increases in three tranches on top of the wage increases to be implemented by government, overtime, rest day, holiday and night premium pays.

“After two years of negotiations and de-spite perceived union-organizing problems, this union feat symbolizes ALU’s unwavering commitment to the trade union movement in the country. By organizing workers to join together, working men and women gain strength in numbers so they can bargain for

better wages, safer and healthier working conditions, and other benefits,” added Michael Mendoza, ALU vice president and member of the oversight executive committee.

Founded by dock workers in 1954, the ALU had since been the country’s pioneer in championing the ideals of free trade union-ism. Along with its affiliates, partners here and abroad, and an alliance with the Trade Union Congress of the Philippines (TUCP), ALU has been steadfast advocate of the plight of the toiling masses working in 17 industries and various sectors.

Y E A R -ON-YEAR h e a d l i n e i n f l a t i o n decelerat-ed slightly to 2.9 per-cent in May from three percent in April, well within the fore-cast of Bangko Sentral ng Pilipinas (BSP) of 2.5–3.4 percent for the month.

This brought the year-to-date (YTD) average inflation to 3.0 percent, which is at the low end of the Govern-ment’s inflation target range of 3–5 percent for 2012.

Meanwhile, core infla-tion, which excludes certain food and energy items to measure generalized price pressures, rose slightly to 3.7 percent in May from 3.6 percent in April.

Core inflation averaged 3.5 percent for the first five months of the year.

The slightly lower May headline inflation was due largely to slower increases in the prices of non-food items, particularly housing, water, electricity, gas, and other fuels, and transport.

Lower charges for house-hold electricity rates and downward price adjust-ments for LPG, kerosene, gasoline, and diesel pushed down nonfood inflation.

Meanwhile, food infla-tion held steady as price increases in rice and sugar were offset by lower prices of fish, vegetables, fruits, oils and fat, and meat.

Governor Amando M. Tetangco Jr. noted that the lower inflation reading in May is consistent with the BSP’s assessment of a man-ageable inflation outlook over the policy horizon, with average inflation likely to settle well within the 3-5 percent target range.

He assured that the BSP will continue to closely monitor price and output developments to ensure that monetary policy set-tings remain consistent with the price stability objective while being supportive of balanced and sustainable growth.

Inflation in May lower at 2.9 percent

CUSTOMS Commissioner Ruffy Biazon issued Cus-toms Special Order No. 24-2012 creating the task force “OPLAN BAKLAS.”

The task force would expand the Bureau of Cus-toms’ (BOC) anti-smuggling efforts by scrutinizing the documents of its current list of accredited import-ers to detect any fabricated entries possibly made by “fly-by-night” or fictitious companies.

“In our many seizures of illegally imported goods, we encountered some of these importers to be non-existent, although accredited with the Bureau of Customs,” Biazon said, adding that, “The BOC list of accredited importers has been in exis-tence for years already. With our discovery of non-exis-tent and fictitious import-ers, we will now carefully scrutinize the documents of each accredited importer to validate and verify their actual existence.”

The BOC’s importers accreditation is done by the Interim Customs Accredita-tion and Registration Unit (ICARE) under lawyer Rhea Gregorio. The unit used to be under the BOC’s Revenue Collection and Monitoring Group (RCMG) during the time of former Customs Commissioner Angellito Alvarez. Under the BOC’s current leadership,

CAGAYAN de Oro City––In its decisive intent of pro-moting livestock raising in the backyard level, the Department of Agricul-ture Regional Field Offi ce 10 (DA-10) through the Regional Agriculture and Fisheries Information Divi-sion (RAFID) in coordina-tion with the Agri-Pinoy Livestock Division, recently kicked off its School-on-the-Air (SOA) program on Good Animal Husbandry Practices (GAHP) on June 4, 2012 over DxCC-RMN (82.8 kHz) here.

Th e SOA program seeks to convey suitable, cost-effective and sustainable technologies that would guarantee success in the production and manage-ment of swine, goat, cattle and other commonly reared backyard animals to farmers thru a step-by-step modular discussion over the radio.

According to DA-10 Regional Information Of-fi cer Ms. Mary Grace B. Sta.

GAHP goes on-airElena, it specifi cally aims to increase the productivity and income of backyard animal raisers, both in the provinces of Misamis Ori-ental and Bukidnon. With such initiative at hand, she added that more farmers, especially in the remote areas would be able to gain knowledge, resulting in the augmentation of the stocks of the livestock industry within Northern Mindanao.

Furthermore, she ex-plained that the SOA pro-gram would tackle on the general principles and mini-mum requirements of rearing backyard animals. Accord-ingly, it would ensure safety and comfort to backyard

animals and raisers, alike without also compromising the environment.

Overall, the farmers’ learnings would provide them with greater confi dence in marketing their products to potential buyers as they know that they can satisfy the expectations warranted from their end, Sta. Elena ended.

Th e program would have its regular airing on a bi-weekly basis (Mondays and Fridays) from 5:30–6:00 P.M. Wherein, it would be hosted by Ms. Sta. Elena together with the active involvement of technical experts from the Agri-Pinoy Livestock Division.

LAST MONTH, this corner wrote about the sad state of vendors in Carmen market. The market ven-dors complained that a contractor assigned to construct their concrete stalls abandoned them. ‘The project was scheduled for completion last December 2011,’ lamented a vendor. The vendor said that most of them already got sick due to dusts, rains, and heat. We brought the issue hoping City Hall to take action. However, it is already past six months but City Hall seemed apathetic on the issue.

The vendors accused the City’s Economic Enterprise Department (CEED) for apparent neglect. ‘Our daily subsistence is greatly affected by CEED’s non-compliance of what it promised to us (vendors),’ the vendor said. By the way, Allan Fernandez is the head of the CEED.

‘Fernandez negotiated with us to give way to a Taiwanese-owned department store at the second floor of the public market,’ said the complainant. In return, the CEED chief allocated a small space for a stall be-side the market’s alley where the vendors’ are currently relocated. The CEED promised to construct the stalls with a completion scheduled last December 2011. About 300 market vendors were affected by the opening of the Taiwanese-owned department store at the second floor of the Carmen public market.

Vendors complained that had it not for the CEED promise that they be given spaces where the CEED takes charge of the construction, they would not badge in. ‘We are very much frustrated because Mr. Fenandez

has not complied with his promised to us,’ an exasper-ated vendor said.

Aside from grumbling vendors, problems at the Car-men public market persist these days. The unfinished constructions of stalls are an ‘eyesore.’ In addition, traffic congestion, where public utility jitneys parked beside the street to wait for passengers, is a headache. Both the CEED and traffic enforcers are liable to the public market’s mess there.

However, the CEED has more to answer to the vendors at Carmen public market. This corner received reports that CEED head Allan Fernandez had been evading vendors there. Well, whether the information is true, Fernandez should appease those restless souls before they could do something against him. They are angry at Fernandez!

Perhaps, too, it is time for City Mayor Vicente Emano to take action. We are not blaming the City Executive for the malady. Nonetheless, we believed the City Mayor could do something to resolve the problem. He must order the contractor to proceed and finish the construction of those stalls there.

Providing these vendors free spaces and construction of stalls is not reason to leave them hanging in the dark. Maybe, Mr. Allan Fernandez is thinking that he has the backings of the City Executive so he never give a damn, too. Fernandez has a lot of explanation. He must confer with the vendors to tell them on the real problem - not empty promises.

If the city government has no funds to proceed with the project, he must tell the vendors that that is the situation. Otherwise, his (Fernandez) simple negligence would create an impression of his incompetence as CEED head. react [email protected]

BUTUAN City - Archae-ologists of the National Museum of the Philippines (NMP) are already 1/3 fin-ish in the excavation of the fourth ‘balangay’ at a 1.4-meter deep muddy site in Purok 5A, Brgy. Libertad, this city.

According to NMP Re-searcher Alfredo Orogo, they are only up to June 18 to expose the entire ‘bal-angay’ and subsequently open it for public viewing. He said the excavation started last month.

‘Balangays’ are sturdy boats made of hard wood believed to have traversed from other Asian countries to this part of Mindanao to trade with Pinoys thou-sands of years ago.

Excavation of 4th ‘balangay’ is 1/3 complete

Of the nine ‘balangays’ discovered in the city, three have been excavated in late 70s at same site where the fourth is lo-cated.

The f irst ‘balangay’, now being displayed at

the National Museum-Caraga, was radiocarbon tested and dated to year 320 AD; the second, now at the National Museum in Manila, was dated 1250 AD. The third is now at the Butuan Regional Museum.

TV5 princess Arci Muñoz surprised everyone when she was introduced as one of the candidates in the final screening of the Miss World Philippines pageant on Tuesday.

The actress was intro-duced as Candidate No. 27 as she joined other candidates in the pre-liminaries for the casual wear, evening gown and swimwear competition.

The final roster of can-didates will be presented

to the media on Thursday at the Centennial Hall of the Manila Hotel.

Though there is no specific date yet, the grand coronation night of Miss World Philippines is set this June.

The candidate who will bag the crown will win P1 million and will represent the country in the Miss World 2012 competition to be held in Inner Mongolia in August.

The two grizzled vet-erans of Philippine pool playing under the banner of Puyat Sports will take center stage anew and carry the country’s colors in one of the biggest billiards tour-nament of the year.

The 57-year-old Angeles City pride Reyes, one of the oldest players in the circuit, is a two-time world

Using the disadvamtageous black pieces, Laylo split the point with erstwhile co-leader IM Jan Emmanuel Garcia of Manila in the final round to formally clinch the title of the 7-round tournament.

Laylo collected a total score of 5.5 points. He bagged the gold medal by virtue of higher tie break points against fellow 5.5 pointers that includes

runner-up Garcia, third placers IM Rolando Nolte of Quezon City and fourth placer FM Paulo Bersamina of Pasay City.

“Memorable at magandang pa birthday sa akin ang pagkapanalo ko dito sa POC-PSC National Games Open Chess,”said Laylo, who celebrated his 32nd birthday yesterday (Friday.)

A veteran member in the World Chess Olympiad and World Cup, Laylo is also member of the Philip-pine Team who captured the silver medal in the 2010 Asian Games in Guangzhou, China.

In the women’splay, WNM Jedara Docena of Bo-hol trounced erstwhile co-leader WNM Janelle Mae Frayna of Legaspi City in the final round to enroute the gold medal with six points.

WIM Catherine Perena of Caloocan City nipped two-time National Women’s Open Champion WFM Rulp Ylem Jose of Makati City to notch 5.5 points for the silver medal.

Frayna, meantime satisfied for the bronze medal who remains at 5.0 points.

WORLD Boxing Organiza-tion (WBO) welterweight champion Manny Pacquiao and undisputed junior welterweight titleholder Timothy Bradley last met four months ago during the coast-to-coast press conference to announce their fight for the former’s 147-pound crown.

Not much has happened in the interval since then even as the duo conducted their separate preparations, with Pacquiao spending three weeks in Baguio before transferring camp in Los Angeles and Bradley con-fining himself in home base Cathedral City in California.

The challenger, of course, has taken a few minor swipes at the defending titlist, with his spin doctors proclaiming Bradley had trained hard and long and now has what it takes to cut the Filipino icon’s winning run to 16 and himself extending his unbeaten streak to 28 and emerge champion anew in the welterweight class.

Pacquiao, in his usual silent way, on the other hand, promises nothing ex-cept to say he will do better than his last outing where he only managed a major-ity decision verdict over arch-enemy Juan Manuel Marquez.

In fact, it has been Pac-quiao’s chief trainer Fred-die Roach who has taken the cudgels for his ward announcing to the whole world that when the smoke of battle is extinguished

this coming June 9 (June 10 in Manila), his student of 11 years will still be the belt owner.

Today, the main protago-nists in Saturday’s 62-round card, face each other again following the long four-month lull to announce what they intend to do in their June 9 showdown at the MGM Garden Grand Arena.

The duo will face each other again at the final Pacquiao-Bradley press conference today, June 6, at 3:15 p.m. EST/12:15 p.m. PST at the MGM hotel’s Hollywood Theater.

Pacquiao and Bradley are already in town having set foot in this gambling city last Monday in separate

motorcades along with their respective teams.

A chance for the pro-tagonists to meet face-to-face during the traditional “Grand Arrival” ceremony Wednesday was aborted when Pacquiao entered the lobby of MGM Hotel half-an-hour later.

Bradley came in time for his commitment at noon to the cheers of his followers, whom he greeted by waving his hands in one corner of the ring, which, for years, has been a permanent fix-ture of the hotel lobby.

Wearing a light brown jacket on top of a pink polo shirt, he stayed atop the ring for more than an hour amid a fiesta atmosphere enliv-ened by the performance of the Filipina Dance Company of Las Vegas, a 10-year or-ganization of members of the Filipino community here promoting and preserving Filipino culture among the youth.

Earlier in the day, Pac-quiao resumed working out by running for 30 minutes at the University of Nevada-Las Vegas then doing the mitts with Roach at the Top Rank gym. A report from the Philippine News Agency
