MALAYSIAN authoritiessaidgunmen, who seized 3Indonesians off Sabah’sLahad Datu town, havetaken their captives to Tawi-Tawi province in the Muslimautonomous region insouthern Philippines.

Indonesian ForeignMinister Retno Marsudi hasconfirmed this during anews conference, but pro-vided no other details aboutthe hostages – TeodorusKopong, 42; Lorence Koten,34; and Emanuel, 40 – ex-cept that the governmentwill not pay any ransom.

Father Paulus Rahmat,a priest from the Catholichuman rights organizationVivat International for Indo-

nesia, said Jakarta must doits utmost to help the cap-tives. “The governmentneeds to take firm steps toensure their release,” the in-dependent Union ofCatholic Asian News quotedthe priest as saying, whoadded that “abductions atsea are a growing problem.”

Father Rahmat said theIndonesian governmentshould tackle the problem ata regional level in order tofind a comprehensive solu-tion. “There should be a pactbetween the ASEAN coun-tries to ensure that similarcases will not occur again inthe future,” he said.

The trio was seized byfive gunmen on July 9 while

aboard a Malaysian-flaggedtrawler owned by Chia TongLen. It was unknownwhether the abductors, whospoke Malay and Tausug, adialect largely used in Suluand in some parts of Basilanand Tawi-Tawi, demandedransoms or not.

The Philippinemilitary’s WesternMindanao Command didnot give any statement onthe progress of its search forthe hostages or if the AbuSayyaf was behind the latestabduction. The militantgroup is still holding at least10 foreigners it kidnapped insouthern Philippines andSabah. (Mindanao Exam-iner)

Rebels own up killing of tribal leaderaccused in murder of Italian missioner

DAVAO CITY – Communistrebels owned up to the kill-ing of a tribal leader theyaccused as behind the mur-der of an Italian missionaryin southern Philippines.

Rigoberto Sanchez, aspokesman for the NewPeople’s Army, said rebelforces killed RubenLabawan, a leader of the no-torious militia group calledAlamara, in Panabo City onJuly 6. He said Labawan wasalso working for the Philip-pine military and behindnumerous killings of indig-enous people and civilianssuspected of supporting oraiding the NPA.

“The AFP (Armed Forcesof the Philippines) troops,with Labawan's Alamaraand other paramilitaries attheir heels, have committedthe most fanatic and bar-baric acts of war crimesaround the region, such asthe cold-murder of Fr. FaustoTentorio,” Sanchez said.

Tentorio, who was ac-cused by the Alamara groupas a sympathizer of the NPA,was shot outside his conventin Arakan town in NorthCotabato province in Octo-ber 17, 2011.

“The New People'sArmy in Southern Mindanaoand the Lumad and peasantmasses in the region com-mend the NPA-1st PulangBagani Battalion in success-fully carrying out thestanding order of the People’sRevolutionary Court in dis-pensing justice against

“Labawan was guilty ofblood debts and therebymeted with the death penaltyfor serious crimes against thepeople, especially theLumads and peasant settlersof Davao City and NorthCotabato. He was also guiltyof grave acts of collusion inthe reactionary regime’scampaign of duplicity anddisunity among Lumads,”Sanchez said.

Sanchez said most re-cently, Labawan’s group wasallegedly responsible for therape and summary killing oftwo NPA members inPaquibato district in DavaoCity and the brutal slaying ofrebel leader Noel Gulmaticoon July 1 in Magpet town alsoin North Cotabato.

He said governmentforces captured and torturedGulmatico before brutallykilling him and mutilatinghis body. “His eyes gougedout of their sockets, tonguesevered from his mouth,slash wounds riddled hisneck and the back of his headwas smashed by some hardobject,” he said.

He said Labawan was afanatic implementer of theAFP's counter-revolutionarymilitary campaigns that re-sulted to the numerousdeaths, displacement, suffer-ing and hardships oftribesmen and civilians inDavao City and NorthCotabato.

Labawan, according to

Sanchez, threatened haplessindigenous people of violentretaliation in order to forcethem to enlist in the Alamara.He said last year, alongsidetroops from the 69th and72nd Infantry Battalions co-erced 70 tribesmen to joinpro-government militiagroups and tagged thosewho resisted as rebel sup-porters.

“He deputized his min-ions to carry out widespreadland-grabbing and cattle-rustling that victimized poorLumads and settlers inPaquibato, Marilog,Malabog and other areas inDavao City. He peddled theoccultist deception of beingimpervious to bulletwounds, carrying whereverhe went to his mysteriousoils and amulets. At the timeof his death, he was carryinga .45-caliber pistol alongwith an assortment of oilsand amulets,” Sanchez said.

The indigenous organi-zation KalumuranMindanao has called onPresident Rodrigo Duterteto give justice to the killingof Labawan. It said manytribesmen had been killedby rebels in recent monthsfor simply rejecting thecommunist ideology. It ap-pealed to the government toprotect them from harmand threats and intimida-tion by the NPA.

ARMM receives P4-million worth ofmedical equipment from aid agency and EUCOTABATO CITY - TheAutonomous Region inMuslim Mindanao(ARMM) received someP4 million worth of medi-cal equipment from theinternational aid agencyOxfam and the EuropeanUnion (EU).

Justin Morgan,Oxfam Country Director,formally turned-over themedical assistance onJuly 14 to ARMM Execu-tive Secretary Atty. LaisaAlamia and DayangSangkula Jumaide, of theDepartment of Health.

Morgan said themedical equipment willhelp improve the deliveryof Sexual and Reproduc-tive Health (SRH)services to 14 cities andmunicipalities in the re-gion. Among the itemsturned over are fetaldopplers, oxygen tanks,wheelchairs, examina-tion tables, deliverytables, and pediatricstethoscopes.

A program funded byEU dubbed ImprovingAvailability of Reproduc-tive Health Services in theARMM, or ARCHES, it

seeks to contribute to pov-erty reduction andimproved well-being of thepopulation in the regionthrough better and moreequitable access to healthservices.

The assistance willalso help build the capac-ity of local governments todeliver SRH services.ARCHES is a joint under-taking between Oxfam andfour women’s rights orga-nizations working withlocal communities in theregion namely AlMujadilah DevelopmentFoundation, Inc. in theprovince of Lanao del Sur;Pinay Kilos in Sulu andBasilan; Tarbilang Founda-tion Inc., in Tawi-Tawi andUnited Youth of the Philip-pines-Women inMaguindanao.

“We believe in the im-portance of protecting therights and welfare not onlyof women but also thefamilies they raise and sup-port, and we recognize thatthere is a need to ensurethat reproductive healthservices are made availablefor all, especially for thedisadvantaged,” ARMM

Governor Mujiv Hatamansaid.

In October 2012, alandmark legislationknown as the Reproduc-tive Health Care Act of2012 for the ARMM wassigned. It created and es-tablished a reproductivehealthcare program forfamilies in the region thatpromotes natural familyplanning method and fo-cuses on strengtheningchild healthcare facilities.

“It is in the spirit of up-holding the Bangsamoro'sright to health that we wel-come and accept withgratitude the medicalequipment that Oxfamand their partner organi-zations are donating to theARMM in order to ensurethat local governmentscan provide better repro-ductive health services,”Gov. Hataman added.

was shown with Abu HarithAl-Filibbieni, who is reportedto be deputy commander ofthe al-Ansar Infantry Divi-sion of the IS, and MohdNajib Husen (Hussein), aliasAbu Annas Al Muhajir, a di-vision head of the Ansaral-Sharia of the IS.

The militants explainedin the video that they hadpreviously done the bayah,but did it again in front oftheir new leaders. It was un-known when the video wasrecorded, but it was releasedjust after the military’s West-ern Mindanao Command inZamboanga City claimed inDecember that Husen waskilled during offensive op-erations against the AbuSayyaf in the troubled prov-ince of Basilan.

Husen was with otherMalaysian jihadists –Mahmud Ahmad,Muhammad JoraimeeAwang Raimee, Amin Bacoand Jeknal Adil – who fled to

southern Philippines report-edly to recruit militants andsend them to “Dar al-Harb(place of war),” referring toSyria and Iraq, where the ISISestablished its own caliphatestate.

The Abu Sayyaf hoisteda black flag similar to thosebeing used by the KhilafahIslamiyah Movement andother hard-line radicaljihadist groups like the BokoHaram in Africa.

The jihadists also re-leased a video of the IS’sAlhayat Media Center whichshows the Philippines asamong countries in South-east Asia they were planningto expand its “Khilafah (ca-liphate).”

The Abu Sayyaf is nowusing the Daesh flag and alsothe Khilafah IslamiyahMovement and other radicalgroups in Lanao del Sur, alsoin the Muslim autonomousregion where local militantsof the Ghuraba (Strangers) –both the Ghuraba andKhilafah Islamiyah Move-ment are headed by a leader

called Humam Abdul Najid,who was implicated in the2013 Cagayan de Oro Citybombings.

In October 2014, thejihadists Ghuraba hadclaimed that they estab-lished the Khilafah aftercourting other radicaljihadists in the South to vowtheir allegiance to the Mus-lims’ caliph al-Baghdadi.

The Ghuraba is report-edly harboring foreignmilitants, including an agentof the Jama’at al-Tawhid wal-Jihad, a group believed to bethe original name of now in-famous international threat

group IS. The KhilafahIslamiyah Movement andGhuraba militants declaredjihad or holy war in February1, 2013 following a deadlyagainst security forces inMarawi City.

Where is Zamboanga City in the most competitive cities and municipalities?THE NATIONAL Com-petitiveness Council hasnamed the most com-petitive LocalGovernment Units in the4th Regional Competi-tiveness Summit as itrecognized the crucialrole of LGUs in promot-ing competitiveness inthe country. The recent event high-lighted the results of the2016 Cities and Munici-palities CompetitivenessIndex (CMCI).

Topping the list ofoverall most competitiveHighly Urbanized Cities(HUC) is Quezon City fol-lowed by Makati City at2nd and the City of Ma-nila at 3rd place.

Meanwhile, NagaCity secured its positionas the overall most com-petitive Component City,along with the secondplacer San FernandoCity, Pampanga. LegazpiCity, Albay landed in the3rd spot.

On the overall mostcompetitive 1st-2ndClass Municipalities cat-egory, Cainta, Rizal is 1stplace while its neighborTaytay, Rizal moved onenotch to 2nd place. Lastyear’s overall top munici-pality General Trias,Cavite slipped to 3rdrank.

On the other hand,Infanta, Quezon emergedas the overall most com-petitive 3rd-6th ClassMunicipality, with Baler,Aurora in the 2nd notch,while Calamba, MisamisOccidental placed third.

NCC also cited themost competitive prov-

inces, led by the RizalProvince, which placed6th last 2015, followed byCavite, which alsojumped from 9th spot inthe previous year. SouthCotabato moved onenotch to 3rd place in thisyear’s rankings.

Under the EconomicDynamism Pillar forHUC, Makati City per-formed best followed byPasig City and QuezonCity. For the ComponentCities, Naga City,Camarines Sur got 1stplace, while Imus Cityand Biñan City trailed in2nd and 3rd places, re-spectively.

For 1st-2nd ClassMunicipalities, GeneralTrias, Cavite topped thecategory with Cainta,Rizal in 2nd , and Sta.Maria, Bulacan in 3rdplace. For 3rd-6th ClassMunicipalities, Jimenez,Misamis Occidentalranked first, followed byManito, Albay andNasipit, Agusan delNorte.

On the GovernmentEfficiency Pillar for HUC,City of Manila is the mostcompetitive, withQuezon City as secondand Iloilo City as third.For Component Cities,Cotabato City led theranking followed by NagaCity and Legazpi City.

For 1st-2nd ClassMunicipalities, Cainta,Rizal is the most com-petitive, followed byMalay, Aklan, and Taytay,Rizal. For 3rd-6th ClassMunicipalities, Infanta,Quezon led the category,with Pagsanjan, Lagunaand Baler, Aurora next inthe list.

Aside from these cita-tions, NCC recognizedthe most improved LGUsfrom each category:Taguig City for HUC;Ormoc, Leyte for Compo-nent Cities; Pagbilao,Quezon for 1st-2nd ClassMunicipalities; andBarugo, Leyte for 3rd-6thClass Municipalities.

This year’s CMCI hasthe largest number ofparticipants, with 1,389LGUs, and 144 of whichare cities and 1,245 aremunicipalities. Thisequals to about 85% oftotal LGUs in the Philip-pines.

When CMCI startedin 2013, only 285 or 17%of the LGUs in the coun-try joined the index. Thedata used were gatheredwith the help of the 16RCCs, which are com-

posed of public and pri-vate sectors and theacademe.

CMCI measuresLGU’s competitivenessbased on the three pil-lars: EconomicDynamism, GovernmentEfficiency, and Infra-structure.

The increasing cov-erage of the indexsignified a higher level ofinterest and awarenesson the importance of be-ing measured based onthe three pillars and astronger commitment toimprove LGU perfor-mance based on theresulting ranking.

NCC believes thatLGUs are the buildingblocks of national com-

petitiveness, the reason itencouraged the creationof RCCs. These RCCs aretasked to regularly assesslocal competitiveness in-dicators, formulateprograms to improvecompetitiveness, and en-gage in investmentpromotion activities toattract investors and cre-ate new jobs.

By developing com-petitive LGUs across thenation, NCC is optimisticthat this would contrib-ute to the overallattractiveness of thecountry as a preferredplace to do business.

Aside from theawarding, NCC alsolaunched the 2016 CMCIwebsite, which contains

the detailed informationon a particular LGU. TheCMCI data may be usedby businesses and gov-ernment, as a tool forpolicy making, planning,governance, budgetmanagement, and in-vestment promotion.

Stakeholders comingfrom the national gov-ernment agencies,business chambers, de-velopment partners,diplomatic community,and the academe joinedthis annual event.

The Cities and Mu-n i c i p a l i t i e sCompetitiveness Index isan annual ranking devel-oped by NCC through theRegional Competitive-ness Committees.

None of the fiercely dis-puted Spratly Islands, the UNbody found, were “capable ofgenerating extended mari-time zones … [and] havingfound that none of the fea-tures claimed by China wascapable of generating an ex-clusive economic zone, thetribunal found that it could— without delimiting aboundary — declare thatcertain sea areas are withinthe exclusive economic zoneof the Philippines, becausethose areas are not over-lapped by any possibleentitlement of China.”

The tribunal found thatChina had violated the Phil-ippines’ sovereign rights inits exclusive economic zoneby interfering with Philip-pine fishing and petroleumexploration, constructing ar-tificial islands and failing toprevent Chinese fishermenfrom fishing in the zone. AtScarborough Shoal, where itsaid fishermen from the Phil-ippines and China hadtraditional fishing rights, itsaid China had restrictedthese rights. It added thatChina had created a seriousrisk of collision when its pa-trol boats had physicallyobstructed Philippine fish-ing vessels.

The tribunal also con-demned China’s landreclamation projects and itsconstruction of artificial is-lands at seven features in the

Paul Reichler, of the lawfirm Foley Hoag LLP, whowho coordinated the Philip-pines’ legal team, said: “Thetribunal’s ruling not onlybenefits the Philippines, italso benefits other states bor-dering the South China Sealike Indonesia, Malaysia andVietnam. If China’s nine-dash line is invalid as to thePhilippines, it is equally in-valid to those states and,indeed, the rest of the inter-national community.”

Beijing claims 90% ofthe South China Sea, a mari-time region believed to holda wealth of untapped oil andgas reserves and throughwhich roughly $4.5tn of ship-borne trade passes everyyear. Vietnam, Malaysia,Brunei and Taiwan also con-test China’s claims to islandsand reef systems closer totheir territory than Beijing’s.

China says it follows ahistorical precedent set bythe “nine-dash line” thatBeijing drew in 1947 follow-ing the surrender of Japan.The line has been includedin subsequent maps issuedunder Communist rule.

Sporadic violence be-tween Chinese vessels andthose of south-east Asia mili-taries have broken out inrecent decades and the ver-

dict, the first internationallegal decision on the issue,could have unpredictableconsequences.

Ashley Townshend, ascholar at the University ofSydney’s United States Stud-ies Centre, said the tribunal’sdecision to disqualify China’s“nine-dash” claim on the ba-sis of historic rights was “ahuge setback for Beijing”.China had stirred up somuch nationalism over theSouth China Sea issue that itwould now have to respondin some way.

“In terms of China’s do-mestic politics [the ruling] isunacceptable to the regimeand unfortunately the re-gime will perceive that theChinese people view that asunacceptable,” Townshendpredicted.

“So there will be hugepressures on Beijing to re-spond, to save face, todemonstrate with more thanjust words that it doesn’tabide by and doesn’t creditthe ruling with any legal va-lidity and will not adhere toit and will defend its ‘sover-eign space’ in the SouthChina Sea.”

Townshend said he didnot expect Beijing to lash outmilitarily but believed fur-ther military drills in theSouth China Sea were pos-sible as well as theestablishment of an air de-fence identification zonesomewhere over the region.

Xu Liping, a pro-Beijingscholar from China’s Na-tional Institute ofInternational Strategy, toldthe Guardian he believed theruling was “biased and un-fair”, “absolutely terrible” and“a joke”.

The nationalistic GlobalTimes tabloid attacked theruling in an English lan-guage editorial on Tuesdaynight as “more radical andshameless than manypeople had ever expected”,saying it had “brazenly vio-lated China’s territorialsovereignty and maritimerights.”

The newspaper, which iscontrolled by the Commu-nist party and sometimesreflects its thinking, alsowarned of a military escala-tion. “If the US and Japan use[the ruling] to pile militaryand political pressure onBeijing, Chinese people willfirmly support our govern-ment to launch a tit-for-tatcounterpunch,” it said. “Wetrust Chinese law enforce-ment and military forceshave been well-prepared.”

The case at the perma-nent court of arbitration inThe Hague, the UN-ap-pointed tribunal thatadjudicates in internationaldisputes over maritime ter-ritory, has been runningsince 2013. Philippe SandsQC, who represented thePhilippines in the hearing,said: “This is the most sig-nificant international legalcase for almost the past 20years since the Pinochetjudgment.”

The judgment does notallocate any of the outcropsor islands to rival countriesbut instead indicates whichmaritime features are ca-pable under internationallaw of generating territorialrights over surroundingseas.

Last year, US officialsclaimed the Chinese hadbuilt up an extra 800 hect-ares (2,000 acres) on theiroccupied outposts acrossthe South China Sea over theprevious 18 months. Themain focus of activity hasbeen on Mischief Reef,where satellite images revealthe island is growing bigger,and is surrounded by fleetsof dredgers and tankers.

China has previouslystated that it “will neither ac-cept nor participate in thearbitration unilaterally initi-ated by the Philippines”.
